ARTA aims to improve efficiency in the delivery of
government service to the public by:
reducing bureaucratic red tape
preventing graft and corruption, and
providing penalties.

It was passed by the 13th Congress and signed into


law on June 07, 2007

The Implementing Rules and Regulations was


promulgated by the CSC
CSC. It took effect on September
5, 2008.

including local government units (LGUs)

Frontline service agencies shall be
subjected to a report card survey to
obtain feedback on how the Citizens
Charter is being implemented
As an evaluation tool, the survey will help
improve service delivery by correcting
deficiencies of government agencies.
The CSC shall conduct the survey.
