I am delighted to know that Naya Raipur is the first planned capital

city of 21st Century in India and is being developed as a modern

and green city. Special features such as rain water harvesting and

harvesting of solar energy has been included to make it

eco-friendly. Comfort and security to the citizens is being ensured

through dedicated bus lanes, cycle tracks, pedestrian pathways and

barrier free movement. A Bus Rapid Transit System (BRTS) is also

being developed from the initial stage to provide green and clean

public transport system.

Naya Raipur would be a planned and designed new city of
the 21st Century to be a focus of socio-economic and cultural
life of the State of Chhattisgarh having its role and
recognition at national and international levels. The new city
would be eco-friendly integrated in its inspiring existing
landscape; efficient, healthy; modern, but caring for its
traditional values.

THE NEW CITY OF NAYA RAIPUR WOULD BE:

Set in its natural surroundings thus conserving its existing landscape

to include major city park, botanical park, jungle safari, theme parks,
integrated sports complex and a golf course.

Accessed by an six-lane expressway, shall be equipped with modern

mass transit system coupled with a city wide pedestrian corridor
linking all major urban activities.

Lively and vibrant in character with shopping malls, multiplexes,

food courts, restaurants and other intensive urban activities and
recreational areas.

An intelligent and smart city with full use of information and

communication technology.

A visually pleasing cityscape in tune with the aesthetic principles of

urban design and landscaping

Equipped with state-of-the-art physical, social and economic

infrastructure providing the city with high degree of urban
convenience & cleanliness and thus with investor friendly

DEVELOPMENT.
THE BIG PICTURE.
Naya Raipur Development Plan, 2031, sanctioned
in April 2008, is based on grid iron pattern.

It is divided in 40 sectors out of which 21 are

residential sectors.

The economic and employment generating

activity in the form of capital complex, CBD and
office complex are located at the centre of the city
in order to avoid long trips.

The transport and highway related activities are

planned along the highway and the main rail line
along the north part of the city. The education and
recreational activities are planned at the southern
side of the city.

The three big lakes are being developed as theme

parks for recreation, tourism and sports activities.

The gardens and playgrounds are evenly

distributed in the entire city and linked together
with a pedestrian corridor. The citys urban fabric is
being regulated through the development control
regulations and urban design guidelines.

The plan is being enhanced in accordance with the

principles of Transit Oriented Development. The
focus of the overall plan is to create a healthy and
environment friendly environment with a
state-of-the-art infrastructure and other facilities.
THE INFRASTRUCTURE FOR SUCCESS
Like all other modern cities the infrastructure such as water, sewerage, telecommunications services including the electricity are being developed underground.
ROADS
Six-lane expressways provides easy access to
the city. At present, access is through NH-43
at the south- eastern boundary and NH-6 at
the northern boundary of Naya Raipur. Nearly
75.20 kms of 4 lane/six lane roads have
already been constructed. 61 kms. road
network is under construction.
ELECTRICITY
The power requirement of Naya Raipur is to
be met in three phases. The city is having an
underground power distribution system
along with SCADA [Supervisory Control and
Data Acquisition] system to have online
monitoring and control of power supply.
Non-conventional and alternative energy
resources are being used to the maximum.
Street lighting is planed using latest
technology with network control and LEDs.
Solar power will be used widely in
administrative buildings, street lighting and
traffic signals.
WATER RESOURCES
The water supply system focuses on water
management, processes and services that are
economically viable as well as socially and
environmentally acceptable, with specific
measures for water conservation and waste
water recycling.
The initial requirement for water is being met by
constructing an anicut on the Mahanadi river
near the village Tila, 23 km. from Naya Raipur.
The city water supply system in Naya Raipur is
one of the few in India to work on the Public
Private Partnership model [PPP]. It shall be a
24X7 water supply with hydro pneumatic
pumping network.

Building of water reservoirs in Naya Raipur is being

considered as a big achievement and is an example

for other cities too. This incredible effort of NRDA is

good for future as building reservoirs in developing

cities is a big task.

SANITATION AND WASTE MANAGEMENT
Naya Raipur will be a ZERO DISCHARGE CITY
having decentralised sewage treatment for
better efficiency.
DRAINAGE
Drainage along roads will be provided
without disturbing the major natural
drainage channels. The solid waste
management system based on the PPP
model will ensure proper segregation of a
waste at source; separate disposal of
hazardous or bio-medical waste; and
intensive tree plantation on disposal areas.
TELECOMMUNICATION
The communication system is planned for both
wired and wireless services for voice, data and
Value Added Services (VAS). It is proposed to
have an Overlay Area Network (OAN) in the city
having 4 loops to cover the total area with
optical fiber connectivity with redundancy. This
will provide a backbone for the modern
communication and data transmission within
the city of Naya Raipur. Besides, backbone
infrastructures such as ducts are to be provided
for the city level telecom network for the wired
broadband and Value Added Services. It is also
proposed to develop the passive infrastructure
in the entire city for the wireless services which
may cater for GSM/CDMA and other modern
services such as 3G/WIMAX etc.
THE GREEN CITY
EMPHASIS FOR ECO-FRIENDLY DEVELOPMENT
IN MASTER PLAN

27 per cent of the area reserved as a green

area, planting nearly 5 lakhs plants.

All water sources including 55 reservoirs in

the area of Naya Raipur are being conserved
and developed.

Buildings are being built on the concept of

Green Building Concept.

Rainwater harvesting is mandatory for all

buildings in Naya Raipur.

Alternative energy sources such as solar

energy is being promoted in the Naya Raipur.

The city is being developed as non-motorised

friendly city. The contribution fo cycle tracks
and pedestrian walk ways is being done with
the help of World Bank.
OUTSTANDING FEATURES. BUILT IN.
NAYA RAIPUR IS BEING DEVELOPED TO ADAPT TO THE LATEST TECHNOLOGIES.
The city will be monitored and operated using Smart City Technology.

The citys water supply, electricity supply, street light, traffic signalling, transport and other operational facilities will be operated and
maintained using ITES.

The citizen interphase will also be in the smart city platform, enabling property details, utility services etc.

Naya Raipurs infrastructure is being developed keeping in mind the needs of the future.
THE COMPETITIVE SPIRIT
THEME TOWNSHIP WITH GOLF COURSE
A project for the development, operation and
maintenance of a golf course, has been
prepared on public private partnership
model. The project is to be developed over an
area of 159 hectares. This project also
includes development of a Theme Township
over an area of about 55 hectares. Land for
the project has already been acquired.
AMUSEMENT PARK
NRDA intends to develop an Amusement
Park over an area of 100 hectares. NRDA has
prepared a project for a five star hotel with a
convention centre at a prominent location in
Naya Raipur. 11.50 hectares of land have
been reserved for this project.
SPORTS VILLAGE
Naya Raipur Development Authority proposes
to develop a sports village to host national level
sports events. This project is also proposed to
be developed in public private participation
model over an area of 40 hectares. close to
international cricket stadium which has already
come up.
We cannot even imagine that
Chhattisgarh has such a big
cricket stadium. This is one of the
worlds best cricket stadiums.

AN ABODE ACROSS DIVIDES -
RESIDENTIAL HOUSING

In keeping with the spirit of inclusiveness,

Naya Raipur will offer well-constructed,
comfortable and affordable housing to all its
patrons. Housing will be divided across 21
residential sectors, each one a sustainable,
self-sufficient and pedestrian-friendly
neighbourhood. There are provisions for
incremental housing, night shelters for the
urban not so fortunate, and planned spaces
for the informal sector. The construction of
low cost homes will address the increasing
demand for affordable rental
accommodation. The existing village
settlements are being developed to
integrate them in the modern
urban fabric.
PARTICIPATORY DEVELOPMENT,
REHABILITATION, RESETTLEMENT
Naya Raipur is being developed over an area of 8013 hectares.

Majority of the land has been procured from the farmers by their consent
rather than under the Land Acquisition Act.

The compensation package for the land and assets has been decided after
a series of consultations with the project affected persons, public
representatives and other stakeholders.

A hassle-free system is in place for registration of the sale deed and

payment of compensation across the counter through account payee
cheques, immediately after the registration.

Families of any village which need to be relocated on account of

development works of the NRDA would be provided new houses in a
residential colony developed by NRDA close to their existing homes.

Special benefits are also provided to the project affected landless

labourers.

Unemployed villagers are given special training so that they can earn for
their families.

SEVERAL IMPORTANT INFRASTRUCTURE PROJECTS ARE COMPLETED AND THEY TOGETHER, FORM THE FULCRUM OF WHAT NAYA RAIPUR HAS

CAPITOL COMPLEX Around 2500 Government officers and employees are working in capitol complex. Unique architecture being developed on and area of 332 hectares.
the Mantralaya and HOD building have been developed and is functioning from 6th November 2012. Vidhan Sabha which will be at the centre of Capitol Complex is in
design stage.

SHAHID VEER NARAYAN SINGH INTERNATIONAL CRICKET STADIUM A Cricket Stadium with state-of-the-art features is completed This has 60,000 seating capacity &
expandable for another 20,000 wich makes it as second largest in India.

PURKHAUTI MUKHTANGAN A heritage museum, tribal art and culture has been developed by the department of Culture of State Government on an area of 70 hectares.

VEDANTA HOSPITAL To provide world class health care in oncology and related fields. To provide medical care at affordable cost to the people of Chhattisgarh and
Central India.

SANJEEVANI HOSPITAL The Sanjeevani has been developed by Shri Satya Sai Charitable Trust providing world class services in heart surgery and other treatments.
CENTRAL PARK It will act as recreational and educational tourism with active and passive recreational facilities for all age groupes.

ATTRACTIVE RESERVOIRS AND LAKES There are 55 natural reservoirs in Naya Raipur, three of which namely Sendh, Jhanjh and Khandawa Lakes, cover more than
50 hectares of area. Each lake and the surrounding area is being developed as a theme park for recreational, social, cultural and sports activities.

EDUCATIONAL HUB OF THE REGION The City is focussing on developing high class educational infrastructure which will serve the entire State. A knowledge park on
an area of 130 hectares. which will provide education at all levels is being developed through PPP mode. Special areas have being marked by NRDA to setup Schools
and Colleges that will make Naya Raipur a knowledge hub. Hidayatullah National Law University has commeced its courses in its new premises at Naya Raipur. An
Ayurvedic University is being setup in the State with Naya Raipur as its headquaters. Prestigious Institutes such as the Indian Institute of Management and Indian
Institute of Information Technology have allready started their construction in Naya Raipur.

COMMERCIAL AND BUSINESS CENTER Major attraction of all business and commercial activities in 100 acre area of land is under development.
A GLIMPSE OF THINGS TO COME...
CBD (CENTRAL BUSINESS DISTRICT) The Central Business District (CBD) would have a mix of
commerce, business, entertainment, hospitality and recreation and would be well served by
public transport facilities.

OFFICE COMPLEX The office complex in Sector 24 will be the main hub of business for corporate
organisations.

RAILWAY LINES A new railway connection to Naya Raipur is being estabilished by the Indian
Railways connecting the city to the rest of India. A new railway station would come up in Naya
Raipur on the north western border of the city and the other railway stations will provide easy
accessibility to various places in Naya Raipur.

BRTS Naya Raipur would be the first green field city in india to have a Bus Rapid Transit System
(BRTS) in place right from the very beginning.

JUNGLE SAFARI Asias largest man-made reservoir near Khandwa Lake. This safari is being
developed in the area of 222 hectares. In Jungle Safari, tiger, lion, bear and deer safari species is
being built.

LOGISTICS HUB This project is being developed by Container Corporation of India, an Indian
Railway PSU. To be located in the northern end of the city, the Logistics Hub will provide
multi-modal transport facility and modern warehousing in Naya Raipur.

PRIVATE PARTICIPATION IN DEVELOPMENT Many private developers are taking part in the
development process of Naya Raipur such as CBD, Housing etc.

Naya Raipur has attracted large scale
investment from reputed national and
international bodies and private sector
organisations in areas like infrastructure

The city has been included under the

Central Governments JnNURM scheme,
which focuses on urban development. It is
also a demonstration city under the Global
Environment Facility [GEF] / World Bank
assisted Sustainable Urban Transport
Project [SUTP] being implemented by the
Government of India.
