Introductory Statement: This position is located in the Peace Corps, Office of Victim Advocacy and
reports to the Director, Office of Victim Advocacy (Senior Victim Advocate). The incumbent is responsible
for advocacy activities related to the agency's support of Volunteers who are victims of crime including
sexual assault. Maintains full understanding of the agency's programs, policies, and procedures related to
all support functions and services for Volunteers, with particular emphasis on outreach, counseling and
health care, and safety and security. Maintains regular communications and outreach to victims to ensure
access to and continuation of appropriate care, support and assistance. Keeps the Director of OVA
informed of concerns, trends, deficiencies, successes, best practices, and all other related topics and
matters concerning the agency's response and support to crime victims. Identifies areas of improvement,
where possible, and makes recommendations to ensure better response and support for victims. This
position is exempt from the limitations specified in paragraphs (A) and (B) of paragraph (2) and paragraph
(5) under section 7 (a) of the Peace Corps Act (22 U.S.C. 2506(a)). This position is required to be on call
after regular working hours in order to respond to victims a maximum of two weeks per month. It also
requires overseas travel with little to no advance notice in physically austere and operationally
challenging conditions; is extensive in length (days to weeks); and requires lengthy on-duty work hours.

MDAs and Duties for this Position

Support Services and Functions Planning and Coordination and Case Management 80%
o Performs straightforward and non-controversial tasks to assist in the development and maintenance
of relationships with various stakeholders in government, private industry, and/or academic
institutions. Assists in developing and implementing plans for disseminating routine information
about a specific organizational program.

o Coordinates assigned activities in support of a program. Makes initial determination for the handling
and processing of information requests, and prepares written or verbal information based on the
nature of the request and agency practices. Develops written materials to transmit information
concerning the nature and purpose of the program. Participates in public meetings to provide
program-related data and information. Identifies, considers, and resolves issues or problems of a
procedural or factual nature.

Tasks include:
o Created plans for disseminating routine information about a specific organization or program.
Review and Analysis for Victims Advocacy Programs 10%
o Assists in the development of methods and techniques for effective administration of social service
programs, such as childcare programs. Coordinates and prepares comments/reports on program
progress. Secures pertinent information on operational aspects of implementing or managing social
service programs.

o Provides technical assistance to facilitate the implementation of well-established program policies
and guidelines. Explains Federal regulations, program policies and guidelines to officials of grantee
agencies, other Federal, State, local, tribal government, and private agencies, and organizations
associated with assigned programs.
o
o Develops and analyzes relevant program operations data, e.g., program plans, evaluation reports,
statistical tabulations, etc., used in the preparation of analytical and interpretive reports.

Tasks include:
o Responded to inquiries for information on the Head Start program, including requests from
community groups.
o Maintained a case management system for detailed tracking of social services cases from selection
through completion.
o Developed guideline materials for portions of child welfare programs, such as childcare programs or
child abuse and neglect projects.
Development of Training Objectives/Materials 10%
o Provides information to the general public, government agencies, state/county and city
organizations and/or elected officials, industry groups, and community groups on PC's programs
and activities.
o
o Responds to a full range of inquiries from various groups and individuals for information on social
service programs, such as Head Start and Runaway and Homeless Youth legislation, programs,
philosophy, and practices. Participates with other Federal agencies in program reviews and other
follow-up activities.
o
o Responsible for a wide variety of technical inquiries on specific program areas. Responds to
telephone inquiries concerning the statutes and regulations of specific programs.

o The position requires skill in applying analytical and evaluative techniques to the identification,

operations with supervisors and employees.

o Guidelines consist of procedures, policies, and manuals covering the application of analytical
methods and techniques, and reference material, instructions, and regulations covering the subjects
involved. The guidelines are not completely applicable to the work or have gaps in specificity,
requiring the employee to use judgment in choosing, interpreting, and adapting guidelines to specific
issues or subjects studied.

o The work principally involves dealing with problems and relationships of a procedural nature.
Projects usually take place within organizations with related functions and objectives, although
organization and work procedures differ from one assignment to the next. Findings and
recommendations are based upon analysis of work observations, review of production records or
similar documentation, research of precedent studies, and application of standard administrative
guidelines.

o The purpose of the work is to identify, analyze, and make recommendations to resolve conventional
program or organizational issues, problems, or situations. The employee is assigned portions of
broader studies, or participates in the evaluation of program effectiveness at the operating or local
level. Completed reports and recommendations influence decisions by higher-grade specialists or
managers concerning administrative or program operations.

o Personal contacts are with employees, supervisors, and managers of the same agency, but outside
of the immediate office, or employees and representatives of private concerns in a moderately
structured setting.

organization or program-related issues and concerns. Contacts typically involve such matters as
