history, the Centennial neighborhood
is home to a wide variety of architec-
tural styles reminiscent of different

The cliche warning against judging a
book by its cover applies to merchan-
dise at Green Street Books as well as
those running the recycled media serv-
ice.
From a warehouse brimming with
previously used books, CDs and
DVDs, the online retailer pairs dis-
posed-of stories, songs and shows
with buyers from across the globe.
While the company headquartered in
San Carlos offers a valuable services
to Peninsula libraries and nonprofits
in processing unwanted goods, the
greater benefit is a human one.
The thing Im really proud of with
our team is working together, said
Edward Penrose, the companys co-
founder. We dont have anyone who
has disabilities only different abil-
ities.
Green Street Books is manned pri-
marily by those with special needs,
who Penrose charges with the respon-
sibility of managing each essential
step of the companys operations.
Our employees are the last contact
between the company and the cus-
tomer, said Penrose. So the compa-
ny is literally in their hands.
Penrose scours book markets for
materials his company can sell, then
retrieves them to the warehouse where
a small team checks and processes the
haul.

State climate deal swing votes

members considered swing votes on legisla-
tion to reduce carbon emissions by charging
polluters were among the top recipients of
donations from oil companies, an analysis of
campaign finance filings shows.
Records show oil companies in the Western
States Petroleum Association and other indus-
try groups donated more than $240,000 to
Assembly members in the first half of 2017,
as lawmakers hotly debated extending
Californias cap and trade program.
The oil industry was involved in weeks of
closed-door negotiations with Gov. Jerry
Brown and lawmakers, winning concessions
and eventually backing the deal as a favor-
able market-based approach to reducing pol-
lution. Some environmental advocates,
meanwhile, argued oil companies won too
much.
Of the nine Assembly members who
received more than $10,000 from oil inter-
ests, six are moderate Democrats or
Republicans who were considered swing
votes on the deal. All six backed the deal, and
it squeaked through the lower chamber by a
single vote. In total, oil interests gave to
nearly half the chambers 80 members, with
most receiving less than $5,000.

Democrat often aligned with business inter-
ests, raked in $19,700 from the oil compa-

Police have identified an East Bay man
wanted in connection with the shooting
death of a 24-year-old man in Belmont over
the weekend.
Jovhon Alexander Stewart, 27, is wanted
in connection with the fatal shooting,
which occurred Saturday at about 5 a.m. at an
apartment on the 500 block of Ralston
Avenue, police said.
At the scene, responding officers found
several people outside and located a victim
suffering from a gunshot wound in one of
the apartments, according to police.

in Tualatin, Oregon, July 5, 2017.
She was the daughter of Dr. Eakle W.
Cartwright and Elizabeth P. Cartwright.
Betty was born in San Diego April 10,
1934.
She grew up in Pasadena, California,
attended Northwestern University and grad-
uated from Scripps College with a major in
child development. She and her husband
Stephen H. Slabach (Steve) were married for
59 years. Betty is survived by her spouse,
her three children, Beth Schmit of Lake
Oswego, Oregon, Ted Slabach of Davis,
California, and Will Slabach of San
Francisco, and four granddaughters: Libby,
Emily, Annie and KatieMac.
Betty loved projects large and small, and
enjoyed getting people together for parties
for any and all reasons. She loved making
a gracious lady and a lov-
ing friend, wife, mother
and grandmother.
A service will be held
at the Episcopal Church
of St. Matthew, El
Camino Real and
Baldwin Avenue in San
Mateo 3 p.m. Monday,

worked proudly as a lieutenant with the San
Francisco Fire Department, retiring after 25
travel and quality time with Susan, Michael,
their spouses, plus Kate, Lily and Kennedy
who filled his heart with so much joy and
laughter. His years making meals at the fire-
house helped make him a great cook, and a
welcoming host. He was a member at Green
Hills Country Club in Millbrae, and he
enjoyed many years of golfing with his
good friends there.

MELBOURNE, Australia A teenager who went for a

swim at a Melbourne beach and emerged with his feet cov-
ered in blood has stumped marine experts.
Sam Kanizays legs felt sore after playing a game of foot-
ball on Saturday, so he decided to soak them at the beach.
About 30 minutes later, the 16-year-old walked out of the
water with his feet and ankles covered in what looked like
hundreds of little pin holes that were bleeding profusely.
Upon returning home, his parents promptly took him to
the hospital.
Kanizays father, Jarrod, said hospital staff had no idea
what kind of creature could have caused the injuries. So
Jarrod went back to the beach the following night with a
pool net full of meat and captured the animals he believes
could have been responsible. He took a video of dozens of

Donald Trumps immigration policies
to court, with Chicago becoming one
of the first cities Monday to sue over
what many U.S. cities argue are illegal
bids to withhold public safety grants
from so-called sanctuary cities.
Hours later, Attorney General Jeff
Sessions hit back at Chicago, saying
the Trump administration will not
simply give away grant dollars to city
governments that proudly violate the
rule of law and protect criminal aliens
at the expense of public safety.

MSNBC surges as home
for Trump opponents

personality in prime-time cable

Channel. Rachel Maddow of
MSNBC is the new champ.
Her network achieved other mile-
stones in July, including its closest
finish to Fox since 2000 and
largest margin of victory over CNN
ever. The numbers illustrate a surge
in popularity at MSNBC, where
politics has become prime-time
entertainment. Like late-night
comic Stephen Colbert can attest,
having President Donald Trump as a
regular punching bag is great for
business.
I thought there would be a lot of
interest in news, said MSNBC
President Phil Griffin. I had no
idea this would happen.
Its especially noteworthy
because the year after an election
traditionally signals a slump in
cable news ratings. During prime-
time weekday hours in July, Fox
News averaged 2.36 million view-
ers still more than any other
cable network, news or entertain-
ment. MSNBC was at 2.13 million
and CNN and 961,000, according
to the Nielsen company.
A wider view illustrates how

things have changed. Earlier this
year, Fox routinely had more view-
ers than MSNBC and CNN com-
bined. Those two networks fre-
quently duke it out for second place;
last November CNN averaged 1.83
million viewers to MSNBCs 1.64
million, Nielsen said. MSNBC
took over second earlier this year

Top Trump aides clashing over direction of U.S. foreign policy

WASHINGTON A long-simmering dis-
pute between two top White House aides has
boiled into a public battle over the direction
of President Donald Trumps foreign policy,
with a cadre of conservative groups pushing
for the ouster of national security adviser
H.R. McMaster.
In recent days, conservative groups and a
website tied to Trump adviser Steve Bannon
have targeted McMaster as insufficiently
supportive of Israel and insufficiently
tough toward Iran. Theyve expressed out-
rage about the firings of several aides
regarded as sympathetic to their views. An
online campaign under the hashtag
(hash)FireMcMaster prompted Trump to
declare his support for his adviser.
The dispute reflects the tensions at the
heart of Trumps foreign policy coalition.
McMaster is one of several powerful gener-
als in Trumps orbit who hail from the
Republican foreign policy establishment.
But Trump is equally sympathetic to the
views of firebrands like Bannon, who are
trying to push the party in a new, isolation-
ist direction embodied by his America
First doctrine.
McMaster and Bannon have clashed loud-
ly and repeatedly during recent White House
discussions over Afghanistan war strategy,
according to four administration officials
and outside advisers. The officials spoke on
the condition of anonymity because they
werent authorized to discuss private con-
versations.
Afghanistan, however, represents only
the latest dispute between McMaster and

McMaster, an Army general, recently
purged three National Security Council offi-
cials who were viewed as close to Bannon or
to Michael Flynn, Trumps previous nation-
al security adviser. For people close to
Bannon, the moves were seen as telling.
The former chief of Breitbart News, who
wants Trump to upend the Washington for-
eign policy establishment, has bitterly
argued against further U.S. entanglement in
global conflicts and believes McMaster is
adhering to holdover Obama administration
policies.

Breitbart, which holds significant influ-
ence in Trumps White House, has promoted
a series of anti-McMaster headlines on its
website. The Zionist Organization of
America on Monday announced it has under-
taken a review of McMasters views on
Israel. Dozens of conservative and alt-right

national security adviser on Twitter.
The outcry grew so loud that Trump
responded Friday: General McMaster and I
are working very well together. He is a good
man and very pro-Israel. I am grateful for
the work he continues to do serving our
country.

Months earlier, Trump also defended his
adviser, taking a printout of a story sug-
gesting he might fire McMaster and scrawl-
ing on it with a Sharpie pen, This is bull--
--. Youre doing a great job, along with his
signature. He had it delivered to McMaster,
according to someone who speaks regularly
with officials in the Trump administration.
But privately, Trump has at times
expressed some dissatisfaction with
McMaster and rued losing Flynn, according
to people who have spoken with the presi-
dent. The White House has said Flynn was
dismissed because he did not tell White
House officials, including Vice President
Mike Pence, about the full extent of his
contacts with Russian officials.
Trump often vents about aides without
making changes. And McMasters position
was strengthened by the recent appoint-
ment of ret. Gen. John Kelly as Trumps
chief of staff.
Bannons allies say the recent dismissals
are evidence that McMaster is ridding the
National Security Council of Trump sup-
porters while deferring to career officials
left over from former President Barack
Obamas tenure. They also chafe at
McMasters involvement in removing
Bannon from a prominent role on the NSC
earlier this year.
Among those fired: White House intelli-
gence adviser Ezra Cohen-Watnick, a Flynn
protege who previously clashed with CIA
leaders.
The Iran nuclear deal also has been a
source of disagreement. That Obama-era
pact is opposed by Israel and prominent
GOP donor Sheldon Adelson, who backs the
Zionist Organization of America group that
attacked McMaster.

his son have been indicted on drug smug-
gling charges in the United States in what
U.S. authorities called a blow to one of
Mexicos most powerful drug rings.

Nunez was unsealed in Virginia as his 29-
year-old son made his initial court appear-
ance in San Diego. The son, Damaso Lopez
Serrano, turned himself in to U.S. border
inspectors in California less than two
weeks ago.

for control of the Sinaloa cartel following
last years arrest of billionaire kingpin
Joaquin El Chapo Guzman, who faces drug
charges in the United States.

Venezuelan state worker becomes
the voice against voter coercion

Hernandez knew he was going to be fired.
Everyone who worked with him in a state-
run cement factory was told to vote last
month in an election to choose delegates
for a new constitutional assembly granting
nearly unlimited powers to Venezuelas rul-
ing socialist party. With the opposition
boycotting the vote, virtually all the candi-
dates were government supporters. A vote
was tantamount to a show of support for
President Nicolas Maduro and his allies.
Resentful of what he saw as a rigged
process, Hernandez flouted his supervisors
order and didnt vote. Last Wednesday, he
was taken outside the building and informed
that he was fired.
Now he has become a rare public voice
speaking out against a phenomenon that
government critics say was widespread in
last months vote Venezuelans were
threatened with loss of their public benefits
or state jobs if they didnt participate.

Hernandez had worked as a production
manager in the factory for five years.
Thanks to inflation, his monthly salary had
declined so much in value that it was worth
only about $25 on the widely used black
market exchange rate. So he started doing
freelance work for international companies
on the side extra income that allowed
him to make a choice that was out of reach
for many others.
Hernandezs wife, Denitza Colmenarez, a
39-year-old public-school teacher, said she
was not threatened for choosing not to
vote. Hernandez, however, said he was one
of 15 people who were fired from the facto-
ry in the Caracas suburb of Guatire for refus-
ing to vote.

Speiers strange vote for HR 3004

.S. Rep. Jackie Speier, D-San
Mateo, owes her San Francisco and
San Mateo County constituents a
thorough, straightforward explanation
regarding her June 29 vote in favor of the
super-punitive anti-immigrant bill, House
Resolution 3004. This House bill is named
after Kathryn Steinle, who was allegedly
killed by an undocumented Mexican immi-
grant on San Franciscos Pier 14 in July
2015 and was used by Trump in his crusade
against immigrant rights.
The provisions of the House bill would
signicantly increase the imprisonment
penalties for repeat border-crossers, even
asylum seekers eeing violence. This
Trump-era version of the bill would apply to
all immigrants, including those whose only
violation of the law is being in the United
States without documents, especially if they
re-entered the U.S. without authorization
after previous deportation. As Trump and
now former Homeland Security director John
Kelly have made clear, they will treat all
undocumented immigrants as equally subject
to deportations, detentions and long-range
imprisonments, eliminating Obama-era pri-
oritizations.
HR 3004 greatly expands the maximum
prison sentences (10 to 25 years) for repeat
border-crossing offenses and provides for
prosecution of those who help undocument-
ed immigrants cross the border. Since it
includes no humanitarian exceptions, it will
make the most vulnerable (asylum seekers,
mainly women and children eeing social or
domestic violence at home) even more vul-

s the representative of thousands
of immigrants in my district, as a
rm believer in the American dream
and as the daughter of an immigrant father, I
strongly support compassionate and com-
prehensive immigration reform with a path
to citizenship. I also strongly believe in the
rule of law. As John Adams wrote in the
Novanglus Essays, we are a government of
laws, and not of men. Failure to uphold our
laws, particularly those designed to keep our
communities safe, threatens to undermine
our great democracy.
That includes acts like the killing of Kate
Steinle, who was gunned down in San
Francisco on July 1, 2015. Juan Lopez-
Sanchez, an undocumented immigrant with a
long criminal history, has been charged
with her death and is awaiting his trial.
Lopez-Sanchezs previous convictions
include seven felonies committed in three
states: Washington, Oregon and Arizona.
His rst drug conviction was in Arizona. He
was convicted three times in Washington
state for felony manufacturing of narcotics
and heroin possession. After his Oregon
conviction and imprisonment for drug pos-
session, he was deported. He returned two
years later, and was then convicted of heroin
possession in Washington state. Again, he
served his sentence and was deported only to
return illegally to the United States. All in
all, he was deported and re-entered a total of

opportunity for those charged with illegal
re-entry to challenge the validity of a
removal order whether that prior depor-
tation order was fair or just.
HR 3004 was passed by all but one
Republican (Justin Amash), and by 24
Democrats in the House. The vast majority
of those 24 Democrats represent pro-Trump
districts, so that their electoral future as
soon as 2018 could theoretically be in jeop-
ardy if the Democratic Party leadership had
not given them the leeway to vote for the
bill. But that certainly does not apply to
U.S. Rep. Jackie Speier, who represents one
of the most pro-immigrant districts in the
entire country. Yet in the case of HR 3004,
Speier apparently took cover under the lib-
erty given to vulnerable Democrats to capit-
ulate to hardline Trump/Republican-think on
punishing undocumented immigrants and
denying their rights.
The logic of punitive deterrence, crimi-
nalizing re-entry efforts by immigrants and

member due to a criminal act, and I had the
same drive to x the system so what hap-
pened to me and my children wouldnt hap-
pen to others. As I sat with the Steinles and
listened to them, I knew they were right a
person who repeatedly committed crimes in
this country didnt have the right to be
here.
That is why I voted for Kates Law. It is
not perfect, but I believe that it is a step in
the right direction. It allows for a judge to
use discretion in imposing penalties for
illegal re-entry, with no mandatory mini-
mum sentences or penalties required. This
allows a judge to levy no ne for individuals
who merely try to reunite with their families
or individuals who have committed no crime
other than illegal entry. It also does allow a
judge to incarcerate an individual with prior
serious offenses. This bill is very similar to
language that was passed by the U.S. Senate
in 2013 as part of its comprehensive immi-
gration reform legislation with strong

ineffective. Extensive research has demon-
strated that it simply does not prevent peo-
ple from making more than one effort to
migrate or to ee intolerable conditions in
their home countries in areas such as
Mexico and Central Americas Northern
Triangle. The huge amounts of money pro-
posed to be spent in HR 3004 on enforce-
ment-only strategies, subsidizing private
jails, could be much more effectively spent
on progressive reforms that help improve
the conditions of life and work in the coun-
tries of origin.
U.S. Rep. Speier is not generally an
immigration hawk. But on this bill, in con-
trast with the principled position taken by
U.S. Rep. Amash, bringing down upon him
the wrath of his own Republican Party, she
seems to have caved in to Republican argu-
ments. Right-wing sources have gleefully
celebrated her vote for HR 3004. But this
vote abandons San Francisco/San Mateo
County voters and our values.

bipartisan support and was applauded by a
broad range of pro-immigration advocacy
groups. I supported that legislation in 2013
and was deeply disappointed that the
Republican-led House of Representatives
failed to take up this bill in committee, let
alone allow for a vote on the House oor. I
hope that Republicans will soon work with
Democrats to x all aspects of our broken
immigration system.
I strongly oppose the draconian immigra-
tion policies supported by President Trump,
including a wall along the U.S.-Mexico bor-
der and the Muslim travel ban. Despite his
damaging tone and actions on immigration
policy, we must not turn away from our duty
to x the laws that are broken. I will not
allow the president to make an issue so
radioactive that even people of goodwill
will not support needed changes. If a serious
problem exists and we can address it through
a change in the law, then we should do so.
Together, we can bring safety and prosperity
to all who live in America citizens and
immigrants alike.

Restorative justice
E
very election cycle, we see new bal-
lot measures that promote initiatives
to shorten prison terms and lessen
criminal offenses. Unfortunately, these ini-
tiatives do not fully address the issues that
arise when offenders return to crime-plagued
communities. Rather, you and I are the bal-
ancing force in rehabilitation efforts.
Merely turning
inmates loose
into communi-
ties does not
rehabilitate them
or cure mental
illness that
aficts many. It
takes concerned
citizens willing
to effect change
in our nations
prison popula-
tion.
While our Jonathan Madison
nation holds only 5 percent of the worlds
population, we have 25 percent of the
worlds known incarcerated population or
approximately 2.5 million individuals.
More than 1 in every 100 Americans is
behind bars. California has more prisons
than any other state 34. This is evidence
of our nations awed logic that constructing
more prisons is the cure for crime. As my
professor once said, the logic is analogous
to the belief that constructing more funeral
homes is a cure for cancer.
So what is the priority of our criminal jus-
tice system? It is a question that has haunted
our nation since its inception 240 years ago,
but our notions of crime and punishment
boil down to three fundamental goals: deter-
rence, retribution and rehabilitation.
General deterrence works to protect the
public from various crimes by deterring
repeat criminal conduct. Retribution is the
idea that the punishment should t the crime,
allowing the victims of the crime to nd
some comfort. Rehabilitation is the idea that
beyond punishment, we should work to pro-
vide meaningful opportunities for offenders
to reintegrate into society, thus embracing a
life of opportunity rather than of crime.
Unfortunately, our nations insatiable
appetite for punishment always outweighs
our desire to rehabilitate offenders.
In the 1970s and 1980s, many communi-
ties began to evolve toward an entirely new
concept of rehabilitation restorative jus-
tice. It is an approach to criminal justice that
engages both victims and the community in
rehabilitating offenders.
For individuals like Sonya Wells, restora-
tive justice programs are the only resource
standing between them and a return to a life
of crime upon their release. Once plagued by
a broken family and a life of crime, Wells
said she was inspired by restorative justice
sessions, where offenders meet with commu-
nity members to discuss ways back into the
community and out of a life of crime. Wells
now organizes small groups of inmates to
share hopeful, meaningful and uplifting sen-
timents. Wells story shows us that compas-
sionate community engagement has the
means to fundamentally inuence others
lives, particularly the lives of those in
prison. My family and I engage in a restora-
tive justice program. We often share bibli-
cal, motivational and inspirational stories
to remind each inmate that, no matter how
great their offense or fateful their mistake,
they, too, have a chance to nd a meaningful
life free from crime.
I would encourage every reader to consider
devoting a spare hour to assist in local
restorative justice programs. To nd out
how, contact the San Francisco Sheriffs
Department and get a list of community
groups and services they facilitate.
The rewards of community participation in
our nations rehabilitation efforts are end-
less: We can substantially reduce our
nations prison population, diminish our
appetite for punishment, and develop empa-
thy that helps us see offenders as people
rather than numbers.

Tech firms drive indexes to new highs

Gains in technology companies
helped lift U.S. stock index higher
Monday, nudging the market once
again into record territory.
The Standard & Poors 500 index
closed at an all-time high, as did the
Dow Jones industrial average. The
latest gain extended the Dows win-
ning streak to 10 days.
Traders bid up shares in
microchip makers and other tech-
nology companies. Grocery
chains, drugstore operators and
other consumer-focused companies
also helped drive the market higher.
Energy companies declined the
most along with the price of crude
oil. Banks and industrial compa-
nies also lagged.
Investors were mostly focused on
the latest company earnings and
deal news.
Earnings have been strong, par-
ticularly revenue growth has come
in stronger than initial estimates,
said Quincy Krosby, chief market
strategist at Prudential Financial.
And overall the guidance has been
strong.
The S&P 500 index rose 4.08
points, or 0.2 percent, to
2,480.91. The Dow gained 25.61
points, or 0.1 percent, to
22,118.42. The Nasdaq composite
added 32.21 points, or 0.5 percent,
to 6,383.77. The Russell 2000
index of smaller-company stocks
picked up 1.85 points, or 0.1 per-
cent, to 1,414.17.
Bond prices rose. The yield on
the 10-year Treasury note fell to
2.26 percent from 2.27 percent late
Friday.

Tommy Watanabe, who pitched
the last two seasons at College of
San Mateo, died Saturday. He was 20.
The cause of Watanabes death is
yet to be disclosed. He was found
unresponsive Saturday morning by
his mother at his family home in
Gold River, according to longtime
friend Spencer Lininger. The fatali-
ty was described as a shock to fam-
ily and friends, Lininger said.
Barry Bonds totaled 762 career home runs but said Monday he could have closed on the 800 homer plateau had

better is that they were easily

Surf League, which produced
both events, did a great job of
putting both contests on their
social media platforms. I took
my dog to the dog park, logged
on to Facebook and boom, right
there, was a live feed from
Mexico. The feed was smooth
with very little buffering or
spinning wheels of death.
Granted, not the best way to
watch something as dynamic as
surng on an index card-sized
smartphone screen, but the fact
it was smooth, clear and essen-
tially non-glitchy made it a suc-
cess.

With new contract, Curry vows to do more off court

hand, Stephen Curry is more determined than
ever to give back both his time and financial
resources wherever he is needed in the Bay
Area.
The Golden State Warriors superstar has yet
to even make a major purchase for himself
since finalizing the $201 million, five-year
contract in July. While on vacation last
month in the Turks and Caicos the day his
new deal became official he did have a little
fun flying his drone over the hotel to get

I dont want to get too deep into it but for the
last couple years trying to figure out how I can

I went to court, I won. Major League
Baseballs not punishing me for any-
thing, Bonds said. If I did something

a rule, which I never violate any rules in
baseball, MLBs not the one punishing
all right. If thats what they want to do, go
ahead, do your thing.
Whether he believes he will eventually be
enshrined at Cooperstown, Bonds isnt ready
to go there.
When the time comes I can answer that,
but right now theres nothing really to
answer, he said. Its all a big why? Im not

cyclist. He finally got a plaque on the Giants

built a good franchise here, Bonds said.
The team was going to be sold at the time
and when you weigh everything in it, we kept

MVP and Manager
of Year, dead at 68

Wherever he went, Don Baylor left his
mark on baseball. He was an MVP and
Manager of the Year, respected as a powerful
slugger, punishing runner and commanding
presence in any clubhouse.
And during nearly a half-century as a pro,
baseball left its mark on him. Lots of them,
in fact. When Baylor
retired, hed been plunked
more than anyone in
major league history.
Baylor, the bruiser who
also held the bruise
record for almost three
decades, died Monday of
cancer. He was 68.
Don Baylor His family said in a
statement that Baylor
died in his hometown of Austin, Texas,
aft er a 1 4 -y ear b at t l e wi t h mul t i p l e
myeloma.
Baylor won the 1979 AL MVP with the
California Angels, playing all 162 games
and leading the majors with career bests of
139 RBIs and 120 runs. His 36 home runs
were also his most.
Baylor later became the first manager of
the Colorado Rockies, guiding them to his
only playoff appearance as a skipper in the
franchises third season in 1995 and being
honored for that accomplishment.
In his final three seasons, Baylor went to
three straight World Series from 1986-88,
winning the title and hitting one of his four
postseason homers in Minnesotas seven-
game victory against St. Louis in 1987.
Baylors tying two-run shot in the fifth
inning of Game 6 with the Twins trailing 3-
2 in the Series fueled an 11-5 victory. He
was on losing teams with Boston in 86 and
Oakland in 88.

Solo looks to revive
her career abroad

AMSTERDAM American goalkeeper Hope Solo is
looking to resume playing and says she has had offers to
play overseas.
Solo was handed a six-month suspension and her contract
with U.S. Soccer was terminated last year following the Rio
de Janeiro Olympics after she called
Swedens team cowards for their defen-
sive style of play against the Americans.
Since the abrupt break in her career, the
36-year-old Solo has focused on recover-
ing from shoulder replacement surgery.
Lets be clear, a goalkeeper peaks a
little bit later in their career, so I feel like
I have many years ahead of me if that
Hope Solo opportunity arises, Solo said in an
interview Monday. Im very happy with
my career should I walk away from the game today, but Im
not one to retire. I have not retired.
Even before her Olympic outburst, Solo was at odds with
American soccer leadership as she lobbied for womens
players to earn equitable salaries to the male national team
players.
My contract got terminated because of my fight for equal
pay with the United States Soccer Federation, Solo said.
Im not sure until the lawsuit is over, that anything will
change that. In the meantime Ive had great opportunities
and great contract offers to go back overseas and play.
Possibly youll see me overseas next year.
Especially as Solo, who played in Sweden and France in
2004 and 2005, said her shoulder is doing great.
I have a completely metal arm now Im bionic, she
said. Im better now than I have been in the last 10 years
so Im pain free and I have more range of motion. Im very
happy with my health right now and Im very happy with
my fitness. Im ready to get back.

pondering whether to sign Kaepernick
, which seems logical given Joe

But the Ravens have yet to pull the
trigger on such a move, even though
he threw 16 touchdown passes with
just four interceptions last year for a
woefully undermanned 49ers team that

I hope we do what is best for the
team and balance that with whats best

Report: Underground U.S. haven for heroin, drug users

NEW YORK A safe haven where drug
users inject themselves with heroin and
other drugs has been quietly operating in
the United States for the past three years, a
report reveals.
None were known to exist in the U.S.
until the disclosure in a medical journal,
although several states and cities are push-
ing to establish these so-called supervised
injection sites where users can shoot up
under the care of trained staff who can treat
an overdose if necessary.
In the report released Tuesday, two
researchers said theyve been evaluating an
underground safe place that opened in 2014.
As a condition of their research, they didnt
disclose the location of the facility
which is unsanctioned and potentially ille-
gal or the social service agency running
it.
The researchers offered little data, and
their main finding was that no one died
while injecting at the safe place. There were
two overdoses on site, which were reversed
by staff members using the overdose med-
ication naloxone.
Advocates and some politicians in recent
years have called for government-sanc-
tioned injection sites as the U.S. grapples
with the opioid epidemic. More than
52,000 Americans died from drug overdoses
in 2015 the most ever fueled by soar-
ing abuse of heroin and prescription
painkillers. Government statistics for the
first nine months of last year, also released
Tuesday, show overdose death rates contin-
uing to spiral.
Some say the new report could have an
impact on efforts to establish safe injection
sites around the U.S. Such sites have been
backed by lawmakers in New York,
California and other states, along with offi-
cials in cities like Seattle, San Francisco
and Ithaca, New York.
It shows people that its possible to
operate one of these in the U.S., said
Lindsay LaSalle, an attorney with Drug
Policy Alliance who has helped draft safe
haven legislative proposals in six states.
Injection sites are legal in countries
including Australia, Canada, Denmark,
France, Germany, Luxembourg, the

Netherlands, Norway, Spain and
Switzerland where medical professionals
monitor drug users. They also provide clean
needles to prevent the spread of infectious
diseases like HIV or hepatitis C. Ideally,
they also steer users into treatment and
other services.
Some experts say new approaches are
needed to fight the opioid epidemic, includ-
ing safe havens. But theyve faced legal and
political hurdles. Critics have argued these
places may undermine prevention and treat-
ment, and seem to fly in the face of laws
aimed at stopping use of deadly illicit
drugs.
Safe injection sites are different from
syringe exchange programs, which were
once controversial but now exist in 33
states.
The underground safe haven is open
between four and six hours a day, five days a
week, according to Alex Kral, a San

one who is medically licensed, according to
the researchers. Smoking is not allowed
there, but drugs like heroin, pain pills,
cocaine and methamphetamine are.
Use of the space was by invitation only.
Most visitors are white, homeless men. It
was used 2,500 times over two years by
over 100 people, although researchers say
the exact number of participants isnt
known because the facility relies on anony-
mous surveys.
Theres no data on deaths or drug use by
clients who injected when the site was
closed and its not known whether any went
into treatment, Kral said.
The study also didnt look at issues oppo-
nents worry about, like whether creation of
a safe place is associated with an increase in
people beginning to try drugs, said
Jonathan Caulkins, a drug policy expert at
Carnegie Mellon University who nonethe-
less applauded the organizations effort to
try to stop overdose deaths.

Following 22 years on the City Council,
Ruane said he is proud of the time he spent
serving his community, especially in the
aftermath of the 2010 Pacific Gas and
Electric pipeline explosion.
Because of San Bruno, something good
has come out of this, said Ruane, pointing
to the variety of legal decisions against the
utility company mandating more stringent
regulations designed to enhance public
safety.
As the court proceedings begin to wind
down for the blast that killed eight, injured
53 and devastated the Crestmoor neighbor-
hood, Ruane said he felt it was due time to
step down.
A federal judge earlier this year sentenced
PG&E to pay the maximum $3 million fine
plus run ads publicizing its pipeline safety
convictions for the explosion that
destroyed 38 homes. The decision followed
state regulators fining the utility $1.6 bil-
lion for the tragedy, on top of the millions
paid in private lawsuits to victims, as well
as the San Bruno community.
Last year, jurors also convicted the com-
pany of five counts of violating pipeline
safety laws, including insufficiently exam-
ining gas pipeline threats and deliberately
dismissing public safety risks.
Throughout the legal process, Ruane
spearheaded the citys communications
effort and he said the communitys persever-
ance was fueled by a desire to assure other
cities are safe from similar threats.
We could have just rebuilt a neighbor-
hood and said get on with it, but there was
a lot more to it, said Ruane.
Ultimately, Ruane said he believes the
committed fight against PG&E has resulted
in a safer San Bruno as well as other cities
and communities across the nation.
That was our goal. Whatever we can add
to the bigger picture of safety, so no other
community has to experience what we did,
he said.

tion to advocacy when San Bruno residents

One of the things that stands out to me is
his exceptional leadership during the
pipeline explosion and afterward he was
like a rock, and people really responded to
him, she said.
Ruanes tenure was marked by more that
merely his work following the tragedy,
OConnell noted, pointing to his work
building the citys arts and cultural
resources as well as improving its infra-
structure.
Hes always been steadfast in trying to
make San Bruno better in any way he
could, she said.
Ruane pointed to his focus on economic
development through helping loosen build-
ing regulations and increase allowable
heights plus breaking ground recently on
some notable and sizable new mixed-use
projects as other highlights during his
tenure.
There is still a lot of work to do, but its
a positive thing and we have worked hard to
achieve it, said Ruane, of the citys
growth.
Looking ahead to a life after office, Ruane
said he will sink many of his available
hours into his job as a plastering contractor
and work with surrounding labor groups. He
also plans to spend more time with his fam-
ily and four grandchildren.
The San Francisco native who moved to
San Bruno in 1976 said he was called to
community service out of a compulsion to
do more than criticize the decisions of local
elected officials from the sidelines.
I figured Id give it a try instead of just
complaining about it, he said.
Following many years of tireless and
often taxing work, Ruane said he is prepared
to turn his attention to other endeavors with
confidence the community will continue to
grow and thrive.
I think I leave the city in pretty good
shape, he said.

related to nearby proposed projects.
Everywhere theres a lot of traffic, he
said. How are people going to drive?
Where are they going to go?
With several developments proposed for
the citys downtown just south of the neigh-
borhood and other waterfront parcels eyed
for development, Hedges is preparing for
another influx of residents and office work-
ers to the land just south and east of the
neighborhood. He is wary of the fast pace of
growth in the city and its effect on neigh-
boring residential areas after several
approved projects were accompanied by few
community benefits designed to foster
neighborhood connections.
A lot of whats going on, I consider to be
detrimental to the city, he said, adding that
even with a small budget, the Centennial
neighborhood could offer engaging activi-
ties at events like National Night Out and
Fourth of July celebrations.
Now 76, Hedges said he has lived through
almost a third of the citys history, and has
noticed that keeping residents engaged in
whats going on in their city has become
increasingly challenging, especially for
younger residents who are often caught up
with their jobs.
The young people are so busy, he said.
I dont know how to beat that one.
But Hedges has been successful in facili-
tating community discussion on Nextdoor,
an online message board for the neighbor-
hood. Long-term car and RV parking on
Stafford Avenue elicited several responses
from neighbors on the platform, an issue he
said was resolved when police officers
tagged several of the cars.
Planning Commissioner Connie Guerrero
noted the diversity of the neighborhood
where she has lived in an apartment build-
ing for three years. Made up mostly of two-
to three-story apartment buildings and sin-
like a Fourth of July barbecue are the reason
gle-family homes, the neighborhood is
home to working families and residents
with a range of cultural backgrounds, she
said.
The Centennial neighborhood has a lot
of character and a lot of historical signifi-
cance, she said.
Of Mexican descent, Guerrero was espe-
cially appreciative of the Mexican history
represented in the story of the neighbor-
hood, which had been owned by the
Mexican government before it was granted
to the Arguello family and later managed by
Mezes. With the Latino population of the
city estimated at 40 percent, Guerrero said,
it has been especially important that the
Mexican roots of the neighborhood are rec-
ognized.
Though Hedges is well aware of the chal-
lenges of bringing residents together,
healthy gatherings of residents at events
he stays involved with the association.
Hedges first got involved with his neigh-
borhood when he started organizing conver-
sations among residents whose properties
abutted Cordilleras Creek to find ways they
could reduce garbage floating in the water,
and never lost the bug.
I just felt the need to be involved and
socialize, he said.

ing in the Peninsula city, some neigh-
bors question whether using it to
increase density is suitable for the tra-
ditionally suburban San Mateo.
The Planning Commission meets
Tuesday, Aug. 8, to vote on a 10-unit
condominium complex at West Santa
Inez Avenue and El Camino Real. The
project would involve demolishing
two single-family homes to allow for a
four-story building on a 10, 763-
square-foot lot, according to a staff
report.
It also includes a subterranean mech-
anized parking garage designed by
Oakland-based CityLift, a company
working on another San Mateo devel-
opment. Just last month, the commis-
sion voted to approve the citys first
development using this the technolo-
gy touted as a means to provide on-site
parking on smaller lots. That project
on the corner of Third Avenue and El
Camino Real will create a mixed-use
10-unit residential and commercial
building with 28 underground parking
spaces.
Lily Lim, an associate planner with
San Mateo thats worked on both proj-
ects, said the Santa Inez condomini-
ums would be supported by CityLifts
puzzle parking system. Unlike the
elevator-style lift proposed for the
Third Avenue development that would
average a nearly 100-second retrieval
time, the Santa Inez project would use
two puzzle lifts that shuffle cars with
an even faster 33-second average
retrieval time, she said.

HBO, which previously acknowl-
edged the theft of proprietary informa-
tion, said its continuing to investi-
gate and is working with police and
cybersecurity experts. The network
said Monday that it still doesnt
believe that its email system as a
whole has been compromised.
This is the second data dump from the
purported hacker. So far the HBO leaks
have been limited, falling well short of
the chaos inflicted on Sony in 2014. In
that attack, hackers unearthed thou-
sands of embarrassing emails and
solution to accommodate more park-
ing for projects that have a smaller
parcel, Lim said, adding the city is in
need of more housing and the mecha-
nized system takes parking to the
next level because youre able to fit
more in less space.
But some are concerned the proposed
development is out of character with
the nearby San Mateo Park neighbor-
hood. Meg Diepenbrock, who lives a
few doors down from the project on
Engle Road, said many residents are
concerned about density and potential
impacts to already constrained street
parking. While noting such a system
has yet to be built in the city, she ques-
tioned whether this residential stretch
of El Camino Real should be the test-
ing grounds.
They call it the parking solution for
high-density areas. This is quintessen-
tially the suburbs, Diepenbrock said.
It just seems like its not an appropri-
ate place to have automated parking.
Similar to concerns raised during the
Third Avenue redevelopment,
Diepenbrock said she and neighbors
fear people would end up parking on
the street instead of using the mecha-
nized system.
But proponents suggest it could be a
solution to getting more parked cars
off the street.
Jack Matthews, the project architect
and a former San Mateo mayor, said
this technology could help overcome
barriers to development. The stacked
and shuffled mechanized parking sys-
tem also reduces the need to excavate
as much as you would for a traditional
underground garage, he said.
Its a much more efficient system in
many ways, Matthews said, noting it
can help as land gets more and more
expensive and the available land gets
more scarce.

examine and think about how the auto-
mobile has really dominated our cul-
ture.

The Daily Journal is looking for in-
terns to do entry level reporting, re-
search, updates of our ongoing fea-
tures and interviews. Photo interns al-
so welcome.
We expect a commitment of four to
eight hours a week for at least four
months. The internship is unpaid, but
intelligent, aggressive and talented in-
terns have progressed in time into
paid correspondents and full-time re-
porters.
College students or recent graduates
are encouraged to apply. Newspaper
experience is preferred but not neces-
sarily required.

and three recent clips. Before you ap-
