Neither A Hawk Nor A Dove
By Khurshid Mahmud Kasuri

The gathering interrogation of the government by civil society represents a widely-shared critique of the regime
which speaks to a larger current of discomfort against the politics of the right and the rampant cultures of violence
perpetrated by it.
The campaign started by 40 writers returning the Sahitya Akademi awards to the government to protest against the
growing climate of intolerance, is still unfolding. More and more artists, painters, filmmakers, scientists, historians
and academics have joined their ranks in the past month to register their protest against intolerance. The October
protests are in response to a series of incidents that have occurred in the country, violating the constitutional rights
of people. While it is difficult to pin down one incident, the Dadri lynching was perhaps a turning point for many.
The Dadri lynching and the murder of prominent rationalist scholar M.M. Kalburgi and before that of rationalists
Narendra Dabholkar and Govind Pansare raise disturbing questions about the new cultures of intolerance and the
failure of governments at the Centre and states to stem the rising tide of hatred and prejudice. Anyone who questions
any aspect of religious taboos or religious ideologies in the intellectual or artistic sphere, or in terms of ideas, food
habits and lifestyle has been threatened with violence.
Official response to the events surrounding the politics of hate has been weak to non-existent, and this is a part of
the problem. The government has displayed ambivalence; not one minister, leave alone the Prime Minister, has
spoken unambiguously against it. The Prime Ministers belated reaction to the Dadri incident was that it was really
sad; however, he asked what the Centre could do when law and order is the responsibility of the State government.
Extremists emboldened
But the killing of Kalburgi and Akhlaq were no ordinary crimes. The issue is not about the responsibility of this or
that government but the highly vitiated atmosphere prevailing in the country which has emboldened extremists. In
this context, we must not forget that the Sangh Parivars ideology and its activists were directly involved in the
crimes and they have succeeded in creating an ambiance of fear and disharmony. Even MLAs, MPs and Ministers
have openly propped up the accused without fear of action against them.
However, the attempt here is not to provide a register of events of rising intolerance and the ideological assault on
reason, nor an account of the protests so far. The focus is on a more interesting issue the response to the protests.
The responses range from the Finance Minister Arun Jaitley, who also holds the Information and Broadcasting
portfolio, dismissing them as a manufactured rebellion by the supporters of the Congress and Leftists who have
opposed Modi long before he became Prime Minister to the RSS hitting out at the long-standing intolerance of
intellectuals towards the Sangh and Hinduism.
Constitutional guarantees
The intellectuals have been accused of double standards and giving support to an orchestrated campaign to
target the National Democratic Alliance government. Hence, the critics demand evidence of the past history of
protestors and where they were when the country was rocked and looted with huge corruption scandals by the
UPA, or the Emergency, the 1984 riots, and Ayodhya controversy and so on. Mr. Jaitley also called the protests
politics by other means even though it is straightforwardly political. When intellectuals, artists, and writers
protest against the government and its inaction in situations of communal conflict, they are making a political
statement. But in doing so they are not acting as proxies for parties they are speaking for constitutional rights
that guarantee the freedom to live, express and think differently. These freedoms guaranteed by the Constitution are
the very antithesis of the core beliefs of majoritarianism, religious intolerance, social exclusions and their disregard
for freedom of expression.
2
The second response is that these things have happened before, why did these people not protest then? It is certainly
true that this is not the first time that pluralism, free speech and dissent are under attack. These freedoms have been
frequently under attack during Congress regimes but there was no dearth of protests then. As an observer of
political mobilisation and oppositional movements, it is surprising to read or hear politicians and media anchors
proclaim that the present protest amounts to selective outrage because there were no protests in the past. For
those who have short memories or scant knowledge of contemporary Indian history, its important to remind them
of the rich history of protests, agitations and demonstrations, starting with opposition to the Emergency to the massive
anti-rape protests which shook the Congress-led United Progressive Alliance (UPA) government in December 2012.
Equally, in the past three decades or so there have been major oppositional movements, both at the individual and
collective level, against the communal give and take of the Congress government on the Ayodhya/Shah Bano
controversies, the blatant vote bank politics of the party manifest in its decision to overturn the Supreme Court
judgment in the Shah Bano case, the ban on Salman Rushdies book, Satanic Verses, to mention some of the more
significant ones. Time and again, many of the intellectuals associated with the protests at this moment have raised
their voices against intolerance and injustice irrespective of the party in power. For instance, several of the 300
artists who have signed the pledge in support of writers returning their state awards, have, in the past, backed
campaigns by Sahmat, an organisation of artists and intellectuals, that has continuously spoken against human
rights violations, mobilising and defending freedom of expression and democratic rights.
Even if some of these individuals did not protest in the past, it does not mean that they do not have the right to
protest now. This argument suggests that protesters ought to choose a time and issue that suits the government. The
protests have nothing to do with the Congress or for that matter any party. The BJP leaders, by repeatedly saying that
Congress has instigated these protests, are giving the party unnecessary credit and attributing to it a hitherto
unknown capacity for social mobilisation.
Furthermore, its an old ploy to pick on individuals and belittle them to discredit the protest and thus evade the
critique of the government. It is diverting attention from the substance of the protest to the political motivations of
the protestors. At one level, it is an individual protest, but at another level, the protestors form a collective civil
society response to the general atmosphere of intolerance. In the event, the government cannot simply dismiss it as
a rebellion of the disgruntled elites. As The Hindu editorial of October 30 notes: Civil society has started a
conversation that Central Ministers and BJP spokespersons cannot dodge by questioning the individual record of
protestorsThe questions civil society members are articulating and threading together challenge the discourse
and activities of persons and organisations intimately invested in the BJPs political project.
The gathering interrogation of the government by civil society represents a widely-shared critique of the government
which speaks to a larger current of discomfort against the cultural politics of the right and rampant cultures of
violence perpetrated by it. There is growing recognition that the attack on free speech and dissent are part of a
concerted movement to impose a communal agenda on India. The issues at stake are not just free speech but
pluralism, citizenship and rights. All of these are foundational ideas and principles of the Indian Republic that has
greatly valued its traditions of debate and tolerance. This is a moment for asking questions and talking back to
power, aggregating the growing intellectual opposition into a moral force that can provoke an unequivocal critique
of discordant ideologies and politics.

Why I am returning my award
Please spare me the old Congress-vs-BJP debate. Its gone way beyond all that.
Arundhati Roy
The SahityaAkademi is Indias premier institution of letters, with a stated commitment to promoting Indian literature
throughout the world.
Although I do not believe that awards are a measure of the work we do, I would like to add the National Award for
Best Screenplay that I won in 1989 to the growing pile of returned awards. Also, I want to make it clear that I am not
returningthisawardbecauseIamshockedbywhatisbeingcalledthegrowingintolerancebeingfosteredbythe
present government. First of all, intolerance is the wrong word to use for the lynching, shooting, burning and mass
murder of fellow human beings. Second, we had plenty of advance notice of what lay in store for us so I cannot
claim to be shocked by what has happened after this government was enthusiastically voted into office with an
overwhelming majority. Third, these horrific murders are only a symptom of a deeper malaise. Life is hell for the
living too. Whole populations millions of Dalits, Adivasis, Muslims and Christians are being forced to live in
terror, unsure of when and from where the assault will come.
Today, we live in a country in which, when the thugs and apparatchiks of the New Order talk of illegal slaughter,
they mean the imaginary cow that was killed not the real man who was murdered. When they talk of taking
evidence for forensic examination from the scene of the crime, they mean the food in the fridge, not the body of the
lynched man. We say we have progressed, but when Dalits are butchered and their children burned alive, which
writer today can freely say, like BabasahebAmbedkar once did, that to the untouchables, Hinduism is a veritable
chamber of horrors, without getting attacked, lynched, shot or jailed? Which writer can write what
SaadatHasanManto wrote in his Letters to Uncle Sam? It doesnt matter whether we agree or disagree with what is
being said. If we do not have the right to speak freely, we will turn into a society that suffers from intellectual
malnutrition, a nation of fools. Across the subcontinent it has become a race to the bottom one that the New India
has enthusiastically joined. Here too now, censorship has been outsourced to the mob.
I am very pleased to have found (from somewhere way back in my past) a National Award that I can return, because
it allows me to be a part of a political movement initiated by writers, filmmakers and academics in this country who
have risen up against a kind of ideological viciousness and an assault on our collective IQ that will tear us apart
and bury us very deep if we do not stand up to it now. I believe what artists and intellectuals are doing right now is
unprecedented, and does not have a historical parallel. It is politics by other means. I am so proud to be part of it.
And so ashamed of what is going on in this country today.
Postscript: For the record, I turned down the SahityaAkademi Award in 2005 when the Congress was in power. So
please spare me that old Congress-versus-BJP debate. It has gone way beyond all that. Thanks.

Eco Funda : Inflation and its effects
In the last 1 year we have heard this term Inflation so many times. It has featured in the newspaper in more or
less everyday. But when I went out to check how many of us have a clear idea of inflation, the result was
disappointing. So, I think now its time that we try and understand the term.
The Inflation is the rate at which general price level increase over a period of time and inflation indirectly
proportional to Purchasing power. For example, annual inflation 20 % means a good which cost Rs 100 1 year
back will cost Rs 120 now.
Inflation is measured for a basket of goods and service like food articles, fuel, power, electricity, transport etc
have different weight age in Inflation Index. So, the overall increase (price of some may increase and some will
decrease) in the basket price is inflation.
Inflation is classified in to three - Creeping Inflation, Galloping Inflation and Hyperinflation. When inflation is
growing on single digit it is creeping inflation and it has some good effect on economy. If the rate is on double
digit or triple digit it is Galloping and if Price rise is large and accelerating it is Hyper inflation Latter two have
some bad effect on economy.
The major cause of inflation are demand pull inflation i.e. demand is growing faster than supply then the price
will increase and it usually happens in growing economies the other side of this is supply shock inflation where
reduction in supply due to bad weather, Crop failure, calamities etc. Another is cost pull inflation where the
companies input cost go up due to increase in wages, tax, Raw material etc so in order to maintain the profit
margin company will increase the price of good.
The major sufferer for the inflation is fixed income people as inflation will reduce their purchasing power and
if inflation remains on high zone there will be reduction in consumer spending and in long run it will affect the
economic output and in turn growth rate i.e. if inflation is on 10 % , the actual price will be more than 10 %
because of cumulative increase in price of all commodities and companies will increase the price above their
earlier profit margin to compensate for decrease in sales due to price rise and increase in other expense like
wages. So higher and higher the rate of inflation more disastrous it will be for economy.
The other group which will be affected by inflation are creditors as their income will fall due to monetary depreciation
and if inflation will remain on higher side than other countries domestic product will loose the Competence.
Higher inflation with high unemployment will result in Stagflation have a very bad effect on economy.
Deflation which is general decrease in price and little inflation is just as bad as higher inflation it indicates that
the economy is weakening. The Central Bank attempts to stop severe inflation along with severe deflation to keep
economy strong. In case of supply shock inflation monetary policy cannot do anything and the decrease in supply
has to compensate by import or will have substitute the supply affected commodity with some other commodity.
Moderate inflation, especially demand pull inflation will have a tonic effect on economy and it is a sign that
economy is growing. Moderate inflation helps the companies and inflation rate of 3-5% is good for economy.
Long term investments in equities offer good protection against inflation. Other investment options against
Fundas f or you
inflation are Real estate, basic commodities and inflation indexes. So inflation will have a good effect on
economy unless it is too high or low. In case of deflation better options are bonds and bank deposit. So we
should take better investment decision to fight against inflation.

Dabur was founded by Dr SK Burman, a physician in Bengal. He founded Dabur in 1884 to produce and dispense
Ayurvedic medicines. His initial goal was to successfully produce and market effective medicine for ordinary
villagers. Dr Burman designed Ayurvedic medication for diseases such as cholera and malaria. Soon the news of his
medicines travelled, and he came to be known as the trusted Daktar or Doctor who came up with effective cures.
That is how Dabur got its name - derived from the Devanagri rendition of Daktar Burman.
Daburs Ayurvedic Specialities Division has over 260 medicines for treating a range of ailments and body conditions-

Fast-Moving Consumer Goods(FMCG) or Consumer Packaged Goods(CPG) are products that are sold quickly and at
relativelylowcost.Examplesincludenon-durablegoodssuchassoftdrinks,toiletries,andgroceryitems.Though
the profit margin made on FMCG products is relatively small, more so for retailers than the producers/suppliers,
they are generally sold in large quantities. FMCG is probably the most classic case of low margin/high volume
business. Many of the players on the retailer side such as Walmart, Carrefour, Choithram, Walgreens or Metro
Groupandsuppliersideareamongthelargestandmostrecognizedglobalcompanies.
Cleaning and laundry products, over the counter medicines, personal care items and food stuffs make up a large
bulk of the goods in the FMCG arena, but it doesnt end there. Paper products, pharmaceuticals, consumer electronics,
31
plastic goods, printing and stationery, alcoholic drinks, tobacco and cigarettes can all be considered fast moving
consumer goods too.
Fast-moving consumer electronics are a type of FMCG and are typically low priced generic or easily
substitutableconsumerelectronics,includingmobilephones,MP3players,gameplayers,anddigitalcameraswhich
are of disposable nature.
Scope:
The term FMCGs refers to those retail goods that are generally replaced or fully used up over a short period of days,
weeks, or months, and within one year. This contrasts with durable goods or major appliances such as kitchen
appliances, which are generally replaced over a period of several years.
FMCG have a short shelf life, either as a result of high consumer demand or because the product deteriorates
rapidly. Some FMCGssuch as meat, fruits and vegetables, dairy products, and baked goodsare highly perishable.
Other goods such as alcohol, toiletries, pre-packaged foods, soft drinks, and cleaning products have
highturnoverrates.Anexcellentexampleisanewspapereverydaysnewspapercarriesdifferentcontent,making

Colgate-Palmolive
Famous brands: Colgate toothpaste; Palmolive soap and cleaning products.
Coca-Cola
Famous brands: Coca-Cola; Diet Coke; Fanta; Sprite
LOral
Famous brands: LOreal Paris, Garnier; Maybelline New York; Biotherm; Kiehls
Nestl
Famous brands: Nestel Pure Life, Nescafe; Nesquik; Kit Kat; Purina
FMCG companies are behind the biggest brands in the world. FMCG is all about names, the products which everyone
recognises from trips to the supermarket or from ads on television. The brands that make up this sector are the high
profile ones, the ones everybody knows and loves. Think Coca-Cola, Dettol and Dove. This is an industry that puts
you in living rooms, kitchens and bathrooms across the globe.
The FMCG industry changes fast and is constantly evolving. Its fair to say there is never a dull moment in FMCG. From
the pace at which goods leave the shelves to the rate of product innovation and career progression, things move
quickly. And it doesnt end there. The brands themselves are changing just as quickly. 40% of brands on the top 100
list twenty years ago have already been replaced by new names today.
32
FMCG firms thrive on employee and customer retention. Employee investment is a big part of the ethos of the FMCG
world. Perhaps its because we understand the importance of loyalty. Customer loyalty can make or break a brand.
Take Twinings, for example a century after they entered the top 100 brand list, they are still there and going strong.
So it makes sense for FMCG companies to encourage the loyalty of their employees too.
FMCG companies can beat the recession. This is an industry that has proved itself very resilient to recession with
the majority of companies in the sector weathering the financial storm in a way that very few others have managed.
Why? Well, consumers will always need to buy the products created by FMCG companies. They may not buy big
items like refrigerators or cars in a recession, but floors still need to be cleaned, clothes need to be laundered and
aches and pains still need to be soothed.
The FMCG industry thinks bigger and better. This is an industry that offers things on a whole new scale. Where else
could you find yourself handling $150 million accounts? Working in FMCG gives you the chance to be a part of some
global success stories and influence the way consumers shop for products. FMCG firms are always thinking of the
next great discovery or innovation always developing and ever-changing to meet consumers needs.
FMCG has a history of delivering what consumers want. Some FMCG companies roots are over two centuries old
driving the industry to a value of $570.1 billion. In short, to quote Sam Walton, founder of Wal-Mart: High
expectations are the key to everything.

Angela Merkel
First female chancellor of Germany and one of the architects of the European Union.
German Chancellor Angela Merkel continues her reign as the most powerful woman
on the planet for 10 years running. Why? She clinched a third four-year term of
Europes most vibrant economy in December 2014, making her the longest-serving
elected EU head of state. She fought off a national recession during the global
economic crisis with stimulus packages and government subsidies for companies
that cut hours for workers, and she is in the thick of trying to help Greece revive its
economy. She has used her power against ISIS, breaking the post-Nazi-era taboo of
direct involvement in military actions by sending arms to Kurdish fighters. In the
Russia-Ukraine crisis, she has been engaging in shuttle diplomacy trying to broker
a peace deal with Vladimir Putin.
Early Years
Angela Dorothea Kasner, better known as Angela Merkel, was born in Hamburg, West Germany, on July 17, 1954. The
daughter of a Lutheran pastor and teacher who moved his family east to pursue his theology studies, Merkel grew
up in a rural area north of Berlin in the then German Democratic Republic. She studied physics at the University of
Leipzig, earning a doctorate in 1978, and later worked as a chemist at the Central Institute for Physical Chemistry,
Academy of Sciences from 1978 to 1990.
Political Career
Merkel entered politics in the wake of the Revolutions of 1989 following the fall of the Berlin Wall. She joined the
Christian Democratic Union (CDU) political party and briefly served as a deputy spokesperson for the first
democratically elected East German Government in 1990. Following German reunification in 1990, she was elected
to the Bundestag for Stralsund-Nordvorpommern-Rgen in the state of Mecklenburg-Vorpommern, a seat she has
held ever since. She was appointed to Helmut Kohls cabinet as Minister for Women and Youth in 1991 and later
served as Minister for the Environment and Nuclear Safety in 1994. Following Kohls defeat in the 1998 general
election, she was named Secretary-General of the CDU. In 2000, she was chosen party leader, but lost the CDU
candidacy for chancellor to Edmund Stoiber in 2002.
In the 2005 election, Merkel narrowly defeated Chancellor Gerhard Schrder, winning by just three seats. CDU
formed a grand coalition consisting of CDU, its Bavarian sister party, the Christian Social Union (CSU), and the
Social Democratic Party of Germany (SPD) declaring her as Germanys first female chancellor. Merkel is also the
first former citizen of the German Democratic Republic to lead the reunited Germany and the first woman to lead
Germany since it became a modern nation-state in 1871. She was elected to a second term in 2009 with CDU
obtaining the largest share of the vote and Merkel was able to form a coalition government with the support of the
Free Democratic Party(FDP).
Merkel made headlines in October 2013 when she accused the U.S. National Security Agency of tapping her cell
phone. At a summit of European leaders she chided the United States for this privacy breech, saying that Spying
among friends is never acceptable. Later reports revealed that the NSA may have been surveilling Merkel since
2002. Merkel was sworn in for a third term in December 2013 where CDU won a landslide victory with 41.5% of the
vote, falling just short of an overall majority, and formed a second grand coalition with the SPD, after the FDP lost
all of its representation in the Bundestag.
In 2007, Merkel was President of the European Council and chaired the G8, the second woman to do so. She played
a central role in the negotiation of the Treaty of Lisbon and the Berlin Declaration. One of her priorities was also to
54
strengthen transatlantic economic relations by signing the agreement for the Transatlantic Economic Council on 30
April 2007. Merkel was seen as having played a crucial role in managing the financial crisis at the European and
international level, and has been referred to as the decider. In domestic policy, health care reform and problems
concerning future energy development have been major issues during her Chancellorship.
Merkel has been described as the de facto leader of the European Union, and was ranked as the worlds second most
powerful person by Forbes magazine in 2012, the highest ranking ever achieved by a woman; she is currently ranked
fifth. On 26 March 2014, she became the longest-serving incumbent head of government in the European Union.
Merkel is currently the Senior G7 leader. In May 2015, she was named the most powerful woman in the world for a
record ninth time by Forbes.

PHREE was a Kickstarter1 Prject, laucnhed on 12th May 2015 and planned to raise money by crowd-funding. It had
planned to raise about 64 lakhs, from public like you and me but managed to raise over $1 million (just under Rs.
6.5 crore) by June 26, 2015 and by now is close to $2 million, or just under Rs. 13 crore. Heres how it works - the
Phree connects to your device over Bluetooth, and is compatible with apps like Office, OneNote, EverNote, or Viber.
The idea is simple - just sketch or write down an idea - on any surface, and see it appear on your screen.
The cool part is that it also doubles as a headset for your phone, so you can answer calls without taking your eyes
off the screen. It also has a headset jack and allows you to interact with notifications with its OLED touch-screen.
Answering a text message by writing on the back of your hand, for example. The screen is present along one side,
which is visible while youre writing - if youre right handed - so you can reply to texts directly with the Phree, even
if youve kept your phone in your bag. You can even use the Phree to write out a number, dial it, and talk to the person
on the other end, without touching your phone at all. It also supports text entry using handwriting input in multiple
languages, which sounds quite useful.
While were not completely sold on the Phrees design - it looks a little too stocky, and might not be comfortable for
some people to hold - weve got to admit that the features look great, and the little touchscreen on the side allows
you to easily switch between the different functions, anytime you want. The key to Phrees operation is OTM
Technologies patented optical translation measurement technology: What we invented, co-CEO GiladLederer told
ZDNet, is a way to measure laser doppler in three dimensions. The sensor uses the same 850nm laser as optical
mice, measuring the interference between the projected beam and reflections from the surface. The optically extracted
motion signal is then translated into x-y-z information by signal-processing algorithms on the pens 8mm by 8mm
by 16mm integrated sensor unit.
62
The key advantage of this laser doppler/diffraction technology is that the sensor continues to track the pen tips
motion even when its lifted (by up to about 2.5cm) from the surface, thereby allowing the precise characteristics of
your handwriting to be captured (biometric identification via your signature is another use for Phree). There is no
other technology in the world that can do this without some kind of external reference, said Lederer. If you can see
it, if it reflects light, we can measure it. As computing moves to smaller-screened mobile devices, the appeal of a
technology that doesnt need to write directly on the screen increases greatly.
Phree works with most third-party apps on Android, OS X and Windows devices whether they have touchscreens
or not. Compatibility with iPhones and iPads is problematic because iOS does not display a cursor or support
cursor control: however, Lederer said that OTM Technologies intends to create a dedicated iOS app and will release
an SDK ahead of production shipments of Phree so that developers can optimise their apps. As well as the Phree
itself - which measures 142mm by 18mm by 8.5mm and weighs 30g - the company has cleverly designed a case that
not only supports wireless charging for the Bluetooth pen, but also converts into a stand for your smartphone. The
pens battery lasts for around a week and takes about an hour to recharge, according to OTM Technologies.
OTM Technologies Lederer is, naturally, bullish about Phrees prospects, noting that, Now, with wearables, the
Internet of Things, smart home, virtual reality... suddenly you have a proliferation of devices with various ways to
load you with information but a lot of them are very limited in the way you interact with them. Not only that, but
with DirectInk support slated for all universal apps in Windows 10 and handwriting input now supported for any
Android app via Google Handwriting Input, the wind is clearly blowing the way of widespread pen-driven computing.
We look forward to a full hands-on review of Phree once it starts shopping the same.

Our Verdict
Kasuri is one of Pakistans most important diplomats, and was the countrys foreign
minister from 2002 to 2007. In this book, he provides the ultimate insiders account
of Pakistans foreign policy, especially the peace process with India including the
Kashmir framework (hailed at the time the most promising-ever dialogue between
Pakistan and India since Independence) and the complex PakistanUSAfghanistanIndia quadrangular relationship.
Kasuri believes that, whenever two statesmen are at the helm in India and Pakistan, for improvement of relations,
they would have to revert to the framework formulated during his tenure as Foreign Minister.
Kasuri talks frankly about his Indian interlocutors, his three counterparts Pranab Mukherjee, Natwar Singh and
YashwantSinha and the two prime ministers he worked withDrManmohan Singh and A.B. Vajpayee. He also gives
us a rare insight into the minds of the Pakistan Army, the contribution of the Foreign Office and his warm but
complex relationship with President Musharraf. He also covers Pakistans relations with China, Saudi Arabia,
Turkey, and Iran. On Bangladesh, his comments reflect nostalgia for old connections. Blending analysis with choice
anecdote, the book gives us a comprehensive and revealing account of Pakistans politics and the political
63
compulsions of those at the helm.On foreign policy matters, he deals objectively with those on the other side of the
political divide. At the beginning, Kasuri positions himself clearly as a man empowered to talk about Indo-Pak
relations on the basis of not only his experience as diplomat and minister, but also heredity. He writes: I was raised
under contrasting influences with my mother belonging to a ruling princely family of northern India with pro-
British leanings, and my father hailing from a family of anti-colonial nationalists as well as religiously disposed
pan-Islamist Punjabis.
Kasuri runs through the initial foreign policy of Pakistan, beginning from the initial skirmish over Kashmir to
warming up to China to confabulations with the Americans over Afghanistan to the 1971 humiliation and comes
quickly to the 1990s, which he describes as a decade of missed opportunities owing to the then civilian governments
not coming to a grip over the countrys foreign policy. In his words: The 1990s was a decade of strained relations
between Presidents, Prime Ministers, and Chiefs of the Army Staff, with the ISI showing increasing Islamic tilt.
During this period there was renewed focus on terrorism and there were fears that Pakistan might be declared a
terrorist state by Washington which took a negative view of Pakistans support for the Kashmiri militants
Certainly, brave and frank words, Kasuri not shying away from admitting the inter-play of the civilian government,
the Pakistani Army and the stereotype attitude towards India that engineered a decade of bilateral despondence. It
is this sense of frankness which the likes of the Shiv Sena would foolishly describe as perfidy in prose that runs
through the book, raising it to the height of believable history. Kasuri is throughout willing to share his countrys
shortcomings, even lack of sophistication when it comes to understanding anything Indian and the relentless
pursuit to make the world believe Pakistans importance in South Asian and, in recent years, Islamist politics.
Kasuri tackles the biggest question asked ever of Pakistan. Does the Pakistani Army want peace with India? Yes, he
says, assuredly. I felt that the militarys leadership realized that peace with India, despite contentious issues, is
not just desirable but also worth pursuing. However, the military demands peace on just and equitable terms,
something that we were trying to achieve on Kashmir. The other question is about the role of the ISI vis--vis any
peace initiatives for and by India. Kasuri, obliquely, explains why there is a problem: No institution is monolithic in
its thinking or functioning. However, the internal dissent subsisting within an institution does not significantly
impact divisions or policy direction set at the highest level. Some accounts blame autonomous elements within the
ISI for undermining the stated government policy by acting at cross-purposes. Although these accounts are highly
exaggerated, the existence of such elements at relatively lower levels is not beyond probability. Nevertheless,
actions attributed to them cannot be taken as the measure of policy.
He mentions that in Pakistan there is a consensus among most major political parties that the Kashmir issue can
only be resolved through a negotiated settlement, notwithstanding, the hard-line postures of those outside the
political mainstream. He urges both the countries to resolve the differences amicably as both of them have major
fault-lines which could be exploited by the other. He urges PM Modi to expend some of this political capital by
thinking creatively and out-of-the-box
