Signing and Declaration of Bagulin as Drug-Free / Drug-Unaffected Municipality

I. DATE, TIME, VENUE

The Signing and Declaration of Bagulin as Drug-Free / Drug-Unaffected Municipality was held on
July 17, 2017 at 9:00 AM at the Municipal Covered Court of Bagulin, La Union.

III. HIGHLIGHTS OF THE ACTIVITY

The program started with an invocation. It was followed by a short welcome remarks and
introduction of guests and VIPs by the Municipal Mayor of Bagulin, Hon. Ferdinand D. Tumbaga.

PSINSP Christopher Nisperos, Chief of Police of Bagulin, made a brief presentation on anti-
narcotics and the community setting of the municipality in connection with the war on drugs.

OIC-MLGOO Olivia Mae N. De Guzman then proceeded to read the resolution passed by the
Sangguniang Bayan declaring the municipality as drug-free and drug-unaffected. Thereafter, the Assistant

Regional Director of the Philippine Drug Enforcement Agency Region 1, Atty. Marvin Tavares, read the
certification from the PDEA declaring the Municipality of Bagulin as Drug-Free and Drug-Unaffected
Municipality.

The highlight of the program, the Signing and Attestation of a Drug Unaffected Municipality by
the MADAC Council and the VIPs, as well as the Presentation and Inauguration of Drug-Free / Drug-
Unaffected Marker, followed.

Subsequently, the guests from the various agencies and departments delivered their short
messages emphasizing on the importance of the BADAC and the cooperation of the community in the
fight against illegal drugs.

Hon. Sandra Y. Eriguel delivered a message congratulating the municipality on their triumph
against illegal drugs and that she hoped that more municipalities will soon follow. She also informed the
public in passing about a bill being crafted in the Congress with regard medical marijuana.

Hon. Francisco Emmanuel Pacoy R. Ortega III also congratulated the municipality and reiterated
his thrust on the advocacy on peace and order, including the fight against illegal drugs, emphasizing that
peace and order is a top priority that will lead to development.

To close the program, Hon. Joel E. Nang-is, Municipal Vice-Mayor, delivered his closing remarks
thanking the guests for attending and for their unwavering support. Following which, all the guests and
VIPs were invited in the Municipal Hall for lunch.
