A RESOLUTION ADOPTING PDC RESOLUTION NO. 2016-18 OF THE PROVINCIAL DEVELOPMENT


COUNCIL OF SOUTH COTABATO IN CONCURRENCE WITH THE GOVERNORS APPROVAL THEREOF

Whereas, Under consideration by this august Body is PDC RESOLUTION NO. 2016-18 of the
Provincial Development Council (PDC) of South Cotabato entitled, RESOLUTION ENDORSING TO THE
SANGGUNIANG PANLALAWIGAN THE FRAMEWORK FOR GOOD GOVERNANCE OF SOUTH COTABATO FOR
ADOPTION.

Whereas, The South Cotabatos Framework for Good Governance is a tool or guideline which
would assess the level of good governance based on the 4 clusters of principles or elements of good
governance identified therein. It also sets forth the key strategies, initiatives and best practices of the
Provincial Government of South Cotabato as elements of good governance.

Whereas, Pursuant to DILG Memorandum Circular No. 001-16, which implements the 2016 Seal
of Good Local Governance: Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal, the framework
seeks to align its measures to national and international good governance frameworks specifically those
pertaining to local government responsibilities.

Whereas, Section 106 of the Local Government Code of 1991 provides that that Each local
government unit shall have a comprehensive multi-sectoral development plan to be initiated by its
development council and approved by its Sanggunian. For this purpose, the development council at the
provincial city, municipal, or Barangay level, shall assist the corresponding Sanggunian in setting the
direction of economic and social development, and coordinating development efforts within its territorial
jurisdiction.

Whereas, Section 109 of the Local Government Code of 1991 provides for one of the functions of
the Local Development Councils which states that the provincial, city, and municipal development
councils shall exercise the following functions: (1) Formulate long-term, medium-term, and annual
socioeconomic development plans and policies. x x x

hereas, The august Body finds the subject resolution within the powers vested upon the Provincial
Development Council; and

Whereas, Reviewing the said resolution, the governor finds the same in order, thus, recommends
its approval;

Wherefore, Premises considered and upon motion of the Honorable Sheela Mar D. Baclaan and
on unanimous sponsorship, the Body

Resolved, As it is hereby resolved to adopt PDC Resolution 2016-18, of the Provincial


Development Council of South Cotabato in concurrence with the governors approval thereof.
