Landcom is a developer with a difference and its Park Central Development in Campbelltown is a
perfect example.

Landcom is a State Government owned corporation. Landcom plays an important role in delivering
Government objectives for Sydney·s urban growth and development. It achieves all this through its
relationships with the private sector, local councils, government agencies and private landowners.

Landcom is a leader in innovative urban design. It creates residential, commercial and industrial
communities on both vacant land and established sites that deliver social and economic benefits to the
State and that recognize the lifestyle and employment needs of the people of New South Wales.

Landcom believes that the most effective way of achieving the right balance between commercial
demands and the needs of the people is to design communities with people in mind - to focus on design
excellence, families, opportunity, the environment, consumer needs and sustainable growth.

Landcom·s Park Central Development at Campbelltown on the South Western outskirts of Sydney is an
800 dwelling development which fulfills a strategic role as it is very close to a public transport corridor
and implements current state policy on urban density.
Sydney is Australia·s largest city, but land for residential expansion is at a premium. Sydney is bound by
sea on its East and mountains in the West, and crossed by major waterways. Australian migration levels
have reached 300,000 per year, with most migrants wishing to settle in Sydney or Melbourne.

Traditionally, Australians have elected to live in detached houses on larger blocks, but a lack of land,
issues with affordability and a changing demographic which has seen more people live alone is slowly
changing those choices.

Due to the lack of land in Sydney, successive NSW Government·s have had a policy of urban
consolidation.

The Park Central development includes terraces, studios for singles and conventional apartments in an
area where single detached dwellings are the norm.
According to Project Director, Michael Pring, one of the challenges Landcom is faced with was that
despite the changing demographics, there was no established proof of demand or viability for this kind
of dwelling in the area. Traditionally, Campbelltown was an affordable housing area for young families
on the outskirts of Sydney. ´We needed to show that medium density housing could be done well.µ he
said.

Park Central encapsulates all that is good in 21st century living. With a range of quality, stylish housing
that accommodates many different lifestyles, Park Central has a real sense of community. Set on 37
ha, the beautifully manicured parklands and waterways create an open, welcoming environment that
all residents can enjoy.
Another feature is the use of the 10 ha central wetland and park as a filter for water runoff, from both
the street and the development.

´We are now treating through the wetlands more runoff than just that associated with the
development. We are actually treating water from upstream as well as our own,µ Pring said.

All homes are designed with solar passive and sustainability features such as cross flow ventilation,
dual flush toilets, rainwater tanks, minimum three and a half star energy rating for appliances and gas
boosted solar hot water services. To improve safety for residents, studio units have been built
overlooking the rear laneways.

Park Central is truly close to the action with a thriving retail and commercial precinct on site,
comprising of restaurants, cafes, office suites and a private hospital. Shopping and entertainment at
Campbelltown and Macarthur Square, and education, transport, public hospital, health, fitness and
social clubs are literally at the doorstep. ´The development is only around 600 meters from the main
street,µ said Pring. The project is managed directly by two people; Pring, the Project Director and Bill
Mutton, a Senior Development Manager. Landcom·s support services such as legal and marketing
provide valuable assistance.

Landcom has worked with a range of builders and developers to deliver the built form on the estate
with well known companies such as Cosmopolitan Homes, Wincrest Homes, Admark Constructions,
Dartanyon Homes, Cabe Developments and the Aspen Group participating. Landcom approves all
building designs with assistance from consultants such as Treadstone Group and Integrated Design
Group.

Park Central is currently around 80% complete with sites for around 100 apartments to be offered to
the market over the next 12 months.
