Before the council starts, Jamna Gleamsilver will invite herself to the meeting. She will reveal that
she belongs to the Black Network (Zhentarim) Most of the council members will disagree on letting
her join but Delaan will propose a vote.

Leosin Will report on his progress that he tried infiltrating the cultist camp
near Greenest but was compromised.
The PCs rescued him and discovered that the cult is hatching dragon
eggs, hoarding treasure, etc.
Remalia What have you discovered in the camp?
(If PCs hand them Frulams note, Delaan will talk)
Delaan There could be a possible place these cultists might bring their hoard.
This could be in the Carnath Roadhouse, in the Mere of Dead Men.
Delaan could give some info about the Mere, but they dont know of
any place named Naerytar.
 He will also give a brief history of the High Road and Mere (p. 39-40)
Remalia Do you have any information about the one in-charge of the operation?
PCs or Jamna Yes, it is a half-dragon named Rezmir. He is also one of the Wyrmspeakers.
Jamna I have also the names of two other Wyrmspeakers. Galvan the Blue and
Severin the Red.
Onthar And how do you know of these?
Jamna One of Galvans trusted aide is a Zhentarim spy.
Onthar to the PCs Why shoud we trust the Zhentarim?
Jamna Cult is a threat to their interests.
Lady Laeral It is clear then. The PCs must continue following the trail of the Hoard
as it travels north.

Remalia The cultist will most likely take the Charter Company since they are the
only official Caravan that travels to the north as approved by Lord
Neverember of Neverwinter.
