The FY 2016-2017 budget provided customs duty exemptions for: a)

agricultural commodities like pulses, wheat, and onions; b) agricultural inputs
such as fertilizer, insecticide, and seeds; c) life-saving drugs; and d) industrial
raw materials such as cotton. Import duties were also raised for sugar products
and dry mixed ingredient imports. Bangladesh has no quantitative restrictions
on imports, except for select culturally sensitive items such as alcohol and live
pigs.

Duty rates fall primarily within three tiers:

Certain machinery and basic raw 0 6 percent

materials

Intermediate products 7 13 percent

14 25
Finished products
percent

Bangladesh allows between 1,500 2,000 products to enter into the local
market through lower and mid-level duty tiers while some 3,000 come in
through the highest tier. The Customs Service also collects a variety of
additional border charges, including a 4 percent infrastructure development
surcharge levied on almost all imports, with the exception of some
commodities like rice and cotton. Details are available at the National Board of
Revenue Tariff Database [http://www.nbr-bd.org/statistics.html]. An advance
income tax is levied on importers; the advance tax payments can be claimed as
a tax credit at the end of the tax year.
