Position: Senior Admin & Finance Assistant.

Senior Admin & finance Assistant is the responsible for all Financial, IT, Logistics
and Administrative and issues including HR related to the organization and its
personnel.
The following are my TOR's:

Control and monitor the finance and budget activities of the mission.
Ensure files of all financial instructions/guidelines issued are maintained
and appropriate internal controls are in place.
Responsible for the files of IOM General Instructions, General Bulletins,
Accounting Code Book, as well as for Instructions or Memoranda issued
locally. All updates thereof.
Verify invoices and ascertain that the equipment, supplies or services they
refer to were duly received or provided before proceeding with payment
request;
Ensure payments to suppliers and staff members are effected;
Supervise the entering of payments, receipts and non-cash vouchers in
field accounting system, PRISM : SAP application;
Ensure (PRISM : SAP 6.0 based application) is well maintained and all
supporting documentation is filed.
Ensure an effective banking system is maintained, a monthly bank
reconciliation is prepared, appropriate funding requests are made and
sufficient funds are available locally;
Dispatch monthly accounting returns package to be sent to MRF or ACO;
Prepare the annual budget submission and revisions;
Oversee petty cash maintenance, regular cash counts and reconciliation to
the accounts;
Assist in preparation of monthly / annual financial reports for the mission
and donor reports and analysis of financial results;
Assist project managers with financial project management and financial
analysis;
Bring to the attention of the supervisor any relevant financial and
budgetary issues.

Human Resources administration


Responsible for Staff Regulations and Rules for both Officials and
Employees, and updates thereof. Notify changes to the staff members
concerned.
Establish and manage personnel files.
Prepare contracts, Personnel Actions, employment / salary certificates.
Arrange for the employees routine Performance Appraisals.
Arrange for the employees' Entry-on-Duty Medical Examination and
Medically Fit certificate, as well as for their inclusion in the appropriate
medical coverage plan.
Monitor preparation of all reports on personnel matters to Headquarters
(Personnel Establishment, MSP, CP, Requests for changes to the personnel
establishment, etc).
Monitor preparation of travel authorisations and advises on allowances for
staff members leaving on duty travel.
Monitor attendance Records and control - payroll calculation.
Monitor and maintain a roster of potential staff and index of staff sources
(UN / Embassies / top local firms). Interview all staff for clerical /
secretarial / admin positions for a short-list to be submitted to the Chief of
Mission.
Management / Administration tasks
Monitor insurance of IOM property - renewals - claims - adjustments, as
well as for reporting annually on all insurance coverage of the Mission to
IOM Headquarters.
Monitor mileage log and gasoline consumption for the office vehicles.
Issue the yearly vehicle status report to Hqs.
Train and supervise staff dedicated to the above duties and responsibilities
and initiates their Performance Assessments.
Perform such other duties as may be assigned.
