INTRODUCTION Ail PCSO-LOCALIZED Small Town Lottery (STL) draws shall be held in a secured place such as the PCSO Main Office Draw Court or any other venue as may be determined by the General Manager. All draws shall be at all tumes open to the public and/or reported/published on local radio/print media as te case may be. “ne herein set of procedures shall be adhered to at all tines throughout every STL draw. i. Weigher 'V.COMMAND AND CONTROL 1. The Draw Supervisor shall have direct control of actual draw procedures and is responsible to his superiors in ensuring that all LOCALIZED-STL draws are carried out professionally in a well-secured environment in order to maintain a high standard of integrity and credibility and that the safety and security of the draw equipment and other accessories are ensured at all times. 2. The Draw’ Supervisor will be assisted in his task by the STL Draw Staff, if available, or perform such other tasks in the proper conduct of the draw. V._ INITIAL DRAW PROCEDURES A. DAILY DRAW PREPARATIONS A.1 The Draw Supervisor and the assigned STL Draw Staff shall ensure that the ‘ollowing draw equipmentimaterials are available and in good oper “on during every draw: a) Two (2) STL Draw Machines and accessories; ) Two (2) Draw Ball Cases (to be used altemately per draw) ©) Two (2) Digital Weighing Scales (Primary & Back-up) d) Security Video cameras and accessories: ©) Sufficient number of Draw Documents required for each game, to wit; b.1._ previous post-draw summary equipment checklist b.2 draw ball case summary sheet ».3. weighing record sheet b.4 draw machine testing certificate 5S draw ball case sealing summary sheet b.6 declarations of winning numbers b.7_sost-draw summary checklist ) Crimp seal required for each draws 9) Sufficient number of Clipboards. EQUIPMENT SUMMARY CHECKLIST B.1 At the start of the pre-draw, an inventory of draw equipment and other accessories will be done by the Draw Supervisor/Handler & Draw Master/Veigher in checking for its completeness. B.2 The Draw Supervisor/Handler secures the PADLOCKED & SEALED attache case holding the official set of draw balls that will be used for the draw including the test balls with the case’s corresponding keys. 8.3 After =! dvew proceedings, the Draw Sunervisor/Handler & Draw Maste... uri conduct a post-draw inventory of the draw equipment and accessories to check its completeness. if found to be complete, the Draw SupervisorHandier & Draw MasterWeigher secures sil equipment in its respective storage containers Page 3 of 9 C. DRAV "i OFFICIALS & AUTHORIZED (:BSERVERS C.1 The following are designated as Drawing Officials in all STL Draws a) Gene.al Manager b) Assistant General Manager for Branches Sector ¢) Draw Supervisor €.2 The following are designated as Authorized Observers in all STL Draws. a) Panai of Judges b) other personnel that will be authorized by the General Manager c) Commission on Audit GUIDELINES ON THE SETTING UP AND TESTING OF DRAW EQUIPMENTS Da For duration of the drawing proce tures, only the assi'jned Dra « Technician is authorized to set up and test all draw equipment and its accessories. D2 After the setling up and initial testing of the draw machines, the STL Draw Staff shall secure the whole area wherein the draw ball case and draw equipment are situated. D.3. Only the STL Draw Staff is authorized within the Drawing Area during and in-2etween draw activities. D4 The assigned STL Draw Staff shall be responsible in the pre-loading Of test balls for the draw machine testing. PRE-DR.1*7 PROCEDURES A. A2 The Draw Master/Briefer together with the Panel of Judges and a8sig:ied representatives shail ins; machi during te sree fa inspect draw riachine that will be used Page 4 of 9 A3 A4 B3 Ba BS BG The w Supervisor/Draw Machine Technician ensures that the settings of the STL draw machine is properly set in Interactive mode and ©! follow the settings listed hereunder depending on the game varian: 3.1 Twenty (20) seconds pre-mixing time (Minimum); 3.2 Two (2) consecutive ball selections (Ns. 1-38) 3.3 nsecutive ball selections (N »s. 1-31) 3.4 Visv..c (3) consecutive ball selections (Nos. 0-9) ALTERNATE PROCEDURE: If the draw machine fails to function in accordance with normal operating procedures, the Draw Master/Eriefer announces “Technical Difficulties” and the defective machine will be immediately replaced by an altemate draw machine. After the g-tip of the Altermate Draw Machine, the Alternate Draw Machine will also be inspected once again by Members of the Panel of Judges and assigned representatives, and properly tested by the Draw Master/Briefer. After the final testing of the draw machine, the members of the panel of jucges and assigned representatives will certify as to the condition of the TESTED draw machine. VER!FISATION OF DRAW BALL CASE One ,.) set numbering (1-38, 1-31 or 0-9), depending on the game variant shall be made available in every draw. The Draw Master/Briefer presents the draw ball case “___” containing the set of official draw balls that will be used for the draw to the Chairmen of the panel of judges for examination and verification of padlock and previous crimp seal number After proper examination and verification, the Draw Master/Briefer breaks the crimp seal and opens the padlock. After opening the case, the Draw Master/Briefer shall have the selecice set of draw balls inspected by the Panel of Judges and assigr.2c: representatives for its completeness. The breaking of crimp seal & opening of the padlock, and the time duration in the weighing of draw balls of each ball case shall be Properly timed and recorded by the assigned Draw Supervisor/PC- ec The Craw Master/Briefer shall then have the selected set of draw balls weighed by the assigned Draw Master/Weigher and will be assisted Page Sof 9 by the Diaw Supervisor/PC-Recorder in documenting the ball weights of each draw ball GUIDELINES ON THE WEIGHING OF OFFICIAL DRAW BALLS Only assigned Draw Master/Weigher from the STL Draw Staff is authored to weigh the official draw balls. The weight of each draw ball shall be properly documented by the nod Draw Supervisor/PC-Recorder. The .. .cied draw balls shall be weighed one at a time on a digital weighing scale specifically used for this purpose The official draw balls shall be weighed in ascending order of its numbers, All offizial diaw balls shall have an average weight variance of +/- 0.2 grams per set. ALTERNATE PROCEDURE: a. if te weight of one of the balls falls below or above the sitc\vable weight variance, the selected set of draw balls will by siscarced and replaced by the alternate set of draw balls which will be verified and examined by the Chairman of the Pavel of Judges. b> sited STL Draw Staff shall prepare the alternate set va walls, c. The Draw Master/Brefer presents the alternate draw ball case to the Chairman of the Panel of Judges for examination and verification of padlock and crimp seal. After proper «xa nination and verification, the Draw Master/Briefer breaks the crimp seal and opens the padlock. d. After opening the case, the Draw Master/Briefer shall have the selected set of draw balls inspected by the Panel of Judges. e. The Draw Master/Briefer shall then request the Chairman and some members of the Panel of Judges in front of the prevared weighing table for the weighing of the alternate set of draw balls. Page 6 of 9 C6 After the selected set had been weighed, the Draw ‘Supervisor/Handler shall have the selected set visually inspected by the Panel of Judges and assigned representatives C8 All significant activities during the actual weighing of the official draw bails shall be properly recorded in a document designed for the purpose by the assigned Draw Supervisor/PC-Recorder and documented on security video by the assigned Videographer. All balls should remain visible or within coverage of the security camera once a ball case is opened until all balls are secured inside the case D. LOADIixG OF DRAW BALLS D.1 After proper inspection by the panel of judges and assigned representatives, the Draw Master/Briefer invites the Chairman of the p of jvciges for the loading of the official draw balls. D2. The Cha:rman of the panel of judges then loads the selected set of draw bai's. The numbered draw balls will be loaded in ascending order and properly announced by the Draw Master/Briefer. ALTERNATE PROCEDUR' a. if the Chairman of the Panel of Judges happens to drop one of the balls being loaded on the floor, the Draw Master/Briefer then picks-up the ball that was dropped and have it placed inside a transparent container for proper re- inspection by the other Members of the Panel of Judges. After proper inspection and if the ball is found to be in good condition, the Draw Master/Briefer then places the ball back in the case and resumes the loading of balls. D.3. After all the official draw balls for each game have been loaded in the ciaw machine, the assigned STL Draw Staff will provide secus'y 9 the drawing area and prohibit unauthorized persons fron: J w.hin the actual drawing area Vil. A Draw ball already selected by the draw machine prior to any power interruption is considered VALID and will form part of the winning number combination of the game) NATE PROCEDURE (Draw Machine Malfunction): a) If immediately preceding the pressing of the control button, the draw machine fails or stopped, the Draw Supervisor will declare Tec nical Difficulties” in the draw court. The STL Draw Staff will tien cordon off the drawing area. The Draw Supervisor will ALT! then determine the cause of the stoppage. If there is a need to renize the draw machine, the STL Draw Staff shall then set-up a 2 draw machine beside the draw machine thot mail.nctioned. The Draw Supervisor invites the members of the Panel of Judges and Representatives to inspect the draw machine and witness the unloading of draw balls by the Draw MasierWeigher and Draw Supervisor/Handler. The Draw Master & Draw Supervisor then prepares the alternate draw masiiine for the draw. The Draw Master then test the alternaie draw machine for its readiness. After the testing of the Alterate draw machine, the Draw Master then invites the Chairman of the Panel of Judges to proceed to the alternate draw machine for the reloading of the official draw balls. The reloading will also be done in ascending order. After all the offis::1 draw balls have been loaded in the alternate draw macnine, the draw court area will then be placed or n 7 for the resumption of the actual draws. , eee 3.
