29, 1993 ) ( by Mr. Gen Morita ), following a three–day conference on Golf
Course and Resort Development in the Asia–Pacific Region in Panang, Malay-
sia, from April 26 to 28, 1993.
Global Anti–Golf Movement rejects the myth of
" pesticide–free ", " environmentally–friendly "
or " sensitive " golf courses

The three sponsoring organizations are the Japan–based Global Network for
Anti–Golf Course Action ( GNAGA ), the Thailand–based Asian Tourism Network
( ANTENNA ) and the Malaysia–based Asia–Pacific People and Environmental
Network ( APPEN ).

Twenty delegates from Hawaii, Hong Kong, India, Indonesia, Japan, Malaysia,
the Philippines and Thailand were also present.

Spain, Malta, Croatia ) and also in the USA ( S i e r r a C l u b association ), Canada,
but has supporters in Australia, Asia ( Japan ) and Latin–America ( Mexico ).

o We appeal to golfers to be fully informed and aware of the ADVERSE ENVIRON-


MENTAL , HEALTH AND SOCIAL IMPACTS of golf tourism.

o We supported the decision of the In t e r n at i o na l O l y mp i c C o m m i t te e ( IOC )


to REJECT the inclusion of golf as an Olympic sport in the 1996 Atlanta Olympic
Games.
We call on the IOC not to change this decision, for it would amount to the le-
gitimization and international recognition of A SPORT WHICH DESTROYS THE ENVI-
RONMENT , CREATES SOCIAL DISRUPTIONS AND WHICH IS FINANCIALLY UNSOUND .

o We REJECT the myth of " pesticide–free ", " environmentally–friendly " or


" sensitive " golf courses.

The adoption of the U . S . G o lf A s so c i a t io n specifications as the international


standard for golf course construction and maintenance inherently requires a
total package of EXOTIC GRASS , TOXIC CHEMICAL FERTILIZERS AND PESTICIDES , high
water consumption, turf equipment, etc ...

o This is by its very nature DESTRUCTIVE OF THE ENVIRONMENT AND THE ENTIRE
ECOSYSTEM .

Toxic chemicals used at the golf course construction stage, for example, in-
clude h y d r og en p e r ox i d e to harden soil before turfing.

o Even if it were technically and economically feasible, determined by a full


cost–benefit analysis, to construct and maintain pesticide–free golf courses, the
industry is still UNACCEPTABLE due to the wide range of SOCIAL PROBLEMS and
OTHER ENVIRONMENTAL IMPACTS ( e.g. water depletion, inappropriate land use )
that are generated.

o We also REJECT the myth of In t e g ra t ed Pe s t Ma na ge m en t because it is ex-


perimental, the conditions for its application CANNOT BE ACHIEVED and it still RE-
LIES ON TOXIC CHEMICALS .
T HE G LOBAL A NT I –G OLF M OVEME NT M ANIFE STO

1. Golf courses and golf tourism are part of a " development " package which
includes infrastructure ( multi–purpose dams, airports, ports, roads, bridges ),
mass tourism, expensive housing, entertainment facilities, export–oriented ag-
riculture ( flowers, exotic fruits and vegetables ), and industrial parks/zones.

2. At the heart of the golf industry is a multi–billion–dollar industry involving


transnational corporations, including agribusiness, construction firms, consul-
tancies, golf equipment manufacturers, airlines, hotel chains, real estate com-
panies, advertising and public relations firms as well as financial institutions.

The transformation of golf memberships into a saleable commodity has re-


sulted in WIDESPREAD SPECULATION and DUBIOUS PRACTICES .

In many countries golf course/resort development ( including time–sharing re-


sorts ) is in reality often a hit–and–run business.

The speculative nature of memberships and associated real property transac-


tions also makes the industry VERY HIGH RISK .

In the wake of the current slowdown in the Japanese economy, many golf
course and resort companies have become BANKRUPT , with investors and banks
bearing the losses.

The bulk of the foreign exchange earned from golf courses and golf tourism
DOES NOT STAY IN THE LOCAL ECONOMY .
The golf indus try is fraught
with ecological proble ms

The benefits which do remain are reaped by A FEW business people and their
patrons.

3. The green golf package can be compared to the Green Revolution package
in agriculture.

Golf courses are in fact another form of MONOCULTURE , where EXOTIC SOIL AND
GRASS , chemical fertilizers, pesticides, fungicides and weedicides [ sic ], as well
as machinery, are all IMPORTED TO SUBSTITUTE FOR NATURAL ECOSYSTEMS .

These LANDSCAPED FOREIGN SYSTEMS create STRESS on local water supplies and
soil, at the same time being HIGHLY VULNERABLE TO DISEASE AND PEST ATTACKS .

Just as the Green Revolution is collapsing in country after country, THE G OLF
G REEN IS ALSO FRAUGHT WITH ECOLOGICAL PROBLEMS .

The environmental impacts include W ATER DEPLETION and TOXIC CONTAMINATION of


the soil, underground water, surface water and the air.

This in turn leads to HEALTH PROBLEMS for local communities, populations down-
stream and even golfers, caddies and chemical sprayers in golf courses.

The construction of golf courses in scenic natural sites, such as forest areas
and coral islands, also results in the DESTRUCTION OF BIODIVERSITY .

4. In addition to ENVIRONMENTAL DAMAGE , golf course and resort development


often creates SKEW ED LAND USE , displacing local communities or depriving them
of water and other resources.

In a number of countries, the victims of such projects are subject to POLICE OR


MILITARY INTIMIDATION when they protest against the DESTRUCTION CAUSED BY GOLF
COURSES .

5. The golf industry aggressively promotes AN ELITIST AND EXCLUSIVE RESORT


LIFESTYLE AND NOTION OF LEISURE .

This globalization of lifestyle is also a form of EXPLOITATION , the victims being


the wealthy urban population who are encouraged to spend their surplus
dreams and illusions, at the expense of the environment and other members of
society.

G OLF COURSE AND GOLF TOURISM DEVELOPMENT VIOLATE HUMAN RIGHTS IN EVERY SENSE
OF THE WORD .

6. In the face of growing criticism of the ADVERSE ENVIRONMENTAL IMPACTS of golf


courses, the industry is promoting the notion of " pesticide–free ", " environmen-
tally–friendly " or " sensitive " golf courses.

N O SUCH COURSE EXISTS TO DATE , and the creation and maintenance of the " per-
fect green " comprising exotic grass inevitably requires INTENSIVE USE OF CHEMI-
CALS .

7. Similarly, THE INCREASINGLY TOUTED I NTEGRATED P EST MANAGEMENT ( IPM ) SYS-


TEM AS AN ALTERNATIVE TO THE USE OF PESTICIDES ON GOLF COURSES IS NOT A SOLUTION .

In practical terms, application of pest control through IPM is IMPOSSIBLE TO


ACHIEVE , and should be viewed as nothing more than A HOLLOW ATTEMPT TO MAKE
GOLF COURSES APPEAR LESS TOXIC THAN THEY ARE .

The danger is that IPM will be taken seriously by officials involved in the approval
of golf courses. Under scrutiny, the theory of IPM can be easily discredited.

It should also be stressed that considerable amounts of chemicals are used in


the preparation of a golf course and in fertilizing the grass. These are toxic,
too, and thus make golf courses A THREAT TO THE ENVIRONMENT AND HEALTH .
G LOBAL A NT I –G OLF M OVEME NT C L AIM

1. An immediate MORATORIUM on all golf course development.

2. An open and public environmental and social review/audit of existing golf


courses.

3. E XISTING GOLF COURSES SHOULD BE CONVERTED TO PUBLIC PARKS , and where they
lie in forest areas, wetlands and islands, there should be rehabilitation and re-
generation of the land to its natural state.

4. Investigations into illegalities in the golf industry, including illegal occupa-


tion of public lands and encroachment into protected forests, diversion of wa-
ter, violation and evasion of corporate regulations.

We call on governments to prosecute the violators.

5. Laws should be passed to PROHIBIT THE ADVERTISING AND PROMOTION of golf


courses and golf tourism.

6. Overseas development assistance, from countries including Japan, Austra-


lia and European public funds should not be used for the promotion of golf
courses and golf tourism or the construction of infrastructure related to such
development.

The leadership of Golf Industry trade associations like Canadian Golf Superintendents Association
( CGSA ) is seemingly OBLIVIOUS to the LOOMING GOLF INDUSTRY SHIPWRECK which is on a COLLI-
SION COURSE with its membership. Moreover, CGSA endorses Prohibition and Environmental Terror.
This DISGUSTING and UNACCEPTABLE decision was NEVER ratified by the 1500 members of CGSA.
This will ULTIMATELY LEAD TO THEIR DOOM ! CGSA has opened the door to ANTI–GOLF policies.

Unfortunately, CGSA continues to deceive its members with statements like ─

« The Province of British Columbia is currently conducting a consultation exercise to determine if it


should adopt legislation prohibiting the use of pesticides for cosmetic purposes on both private and
public lands. [ ... ] There is no indication that golf will be included in the prohibition. [ ... ] Golf’s
use of Health Canada approved pesticide products is not cosmetic. »

The Golf Industry is in a VULNERABLE position regarding pest control products. Both the Golf Industry
and the Modern Professional Lawn Care Industry use the SAME ingredients that are needed to control
insect and weed pests. In fact, Professional Lawn Care maintenance requires LESS PESTICIDE–IN-
PUTS than Golf Course turf. The Golf Industry enjoys the benefits from a Prohibition Exception Status
despite the fact that it uses the VERY SAME INGREDIENTS employed in Professional Lawn Care main-
tenance. Enviro–Terror–Organizations now validated by CGSA will soon demand ANTI–GOLF policies.

THE CURRENT GOLF INDUSTRY PROHIBITION EXCEPTION STATUS IN MOST JURISDICTIONS WILL BE
SHORT–LIVED. This status will likely be entirely revoked because of Golf Industry failure to fight Envi-
ronmental–Terror, and to address critical public affairs issues. There are jurisdictions in British Co-
lumbia and Prince Edward Island that are already considering revoking the Golf Exception Status.

There are SUBVERSIBE and LUNATIC Environmental–Terror–Organizations that have publicly stated,
in one form or another, that they DO NOT WANT ANY GOLF PROHIBITION EXCEPTION. These organi-
zations are the ones conspiring to inflict PROHIBITION policies in every Province across Canada. They
will soon emulate GLOBAL ANTI–GOLF, and they will not be deterred by the so–called Golf Industry al-
ternative to the use of pest control products ― Integrated Pest Management ( IPM ). The Golf In-
dustry has used IPM to defend its Exception Status. The industry has also defended this status on the
POINTLESS basis that the need for high–quality playing conditions supersedes cosmetic standards.

Unfortunately, IPM IS A FAILED PUBLIC RELATIONS STRATEGY. The Professional Lawn Care Industry
used IPM and FAILED TO DEFEND ITSELF FROM PROHIBITION and the eventual CARNAGE OF ANNIHI-
LATION. Furthermore, it will be increasingly difficult for the Golf Industry to defend its Exception
Status on the need for high–quality playing conditions, especially since ALL pest control products, in-
cluding those used on the golf course, represent a perceived threat to health and environment.

Once the SUBVERSIBE and LUNATIC Environmental–Terror–Organizations become entirely successful


in annihilating the Modern Professional Lawn Care Industry ...

Environmental–Terror will
next spread to FERTILIZERS ! ― and then AGRICULTURE !

― and then the GOLF INDUSTRY ! ― and then NATIONAL PROHIBITION !

Enviro–Maniac–Activists are already alleging that the so–called threat to health and environment
posed by Professional Lawn Care is EQUAL or HIGHER on the golf course, especially with women and
juniors. Of course, this alleged threat is a MYTH ! If it is safe to walk and play on a pesticide–treated
golf course putting green, it is also safe to walk on a pesticide–treated lawn.

 WAR NING : Regardless of its Exception Status in many jurisdictions, the Golf
Industry faces some huge challenges because of its high degree of vulnerability
concerning several public affairs issues. In order to successfully deter the malicious
efforts of all Enviro–Maniac–Activists, the Golf Industry must immediately address
the following sixteen critical issues.

1. The Golf Industry must cease focusing on the ineffective Integrated Pest Man-
agement ( IPM ) strategies as the solution to its public affairs problems. Unfortu-
nately, IPM has been designed to be applicable to the Agriculture Industry, and NOT
the Golf Industry.

2. The Golf Industry must publicly divulge to the public all scientific information
that ascertains that its chemicals are definitely « minimum–risk » or « reduced–
risk ».

3. The Golf Industry must publicly denounce the so–called green alternatives to
conventional pest control products as bogus, and the biological–natural–organic
methods, as almost ineffective and non–existent.

4. The Golf Industry must create a fully transparent database for right–to–know
information concerning its chemicals.

5. The Golf Industry must directly and actively support litigation launched against
those enviro–maniac–activists who have conspired to prohibit federally legal, scien-
tifically safe, totally irreplaceable, and absolutely indispensable pest control prod-
ucts. The Golf Industry must cease being a mere casual observer.

6. The Golf Industry must explain why some of its chemicals are prohibited by
other nations, but not in Canada, and cease its wasteful « Wag The Dog » policies
on irrelevant issues such as saving quintozene.

Background Information from an Independent Perspective ― In the United States, the Environmental
Protection Agency ( EPA ) concluded that the risks when using quintozene were substantial from an
environmental standpoint. The EPA concluded that the re–registration of quintozene was acceptable
provided that ALL TURF USES WERE TERMINATED. In view of the many questions concerning the
safety of quintozene, it would seem preferable that the Golf Industry withdraw its petition in support
of this ingredient. Moreover, by defending a product associated with serious health, environ–mental,
and turf phyto–toxicity issues, the Golf Industry has weakened its credibility. The Pest Management
Regulatory Agency of Health Canada ( PMRA ) will follow with the same decision as the EPA by prohib-
iting the sale of quintozene beyond 2010, and by prohibiting the use of quintozene beyond 2011. The
Manufacturing Industry WILL NOT defend quintozene. Furthermore, the Manufacturing Industry will
NO LONGER invest in ANY pest control products in Canada, since it abhors operating in markets made
UNSTABLE by TERRORISM, whether political or environmental.

7. The Golf Industry must vigorously embark on a massive public relations cam-
paign to stop the proposed scheme by Enviro–Maniac–Activists and National De-
mocratic Party of Canada threatening a national prohibition of pest control prod-
ucts. NDP is the political shield for the Environmental–Terror–Movement.

8. The Golf Industry must review and justify its current and extensive array of
chemicals.

9. The Golf Industry must plan for the inevitable and total revocation of its excep-
tion status in most jurisdictions across Canada, in two to four years. The Golf In-
dustry will lose many or ALL of its valued and necessary pest control products.

10. The Golf Industry must provide the public with scientific information support-
ing the idea that its innovative management practices may slightly reduce the use
of pest control products.

11. The Golf Industry must develop and publish golf maintenance protocols and
the performance standards expected by its playing customers. So far, the Golf In-
dustry has been ridiculously inconsistent in defining « suitable playing surfaces ».

12. The Golf Industry must scientifically define and publically discredit the mis-
leading term « Organic Golf Course », and establish policies for expelling clubs us-
ing this inaccurate and misleading term from its trade associations.

13. The Golf Industry must very strongly address and discredit the misconceptions
concerning imidacloprid, chlorothalonil, 2,4–D, and other chemicals.

14. The Golf Industry must terminate all relationships with Environmental–Terror–
Organizations like the Contemptible–Canadian–Cancer–Society, World Wildlife Fund,
and others. All related charitable tournaments that provide financial donations and
support to these Environmental–Terror–Organizations must be suspended and redi-
rected.

15. The Golf Industry must oppose the loathsome and ridiculous Golf Canada
( formerly R.C.G.A. ) due to the fact that it raises millions of dollars for the Cana-
dian–Cancer–Society, an Environmental–Terror–Organization that uses this money
in its conspiracy to prohibit conventional pest control products that are federally le-
gal, scientifically safe, totally irreplaceable, and absolutely indispensable.

16. The Golf Industry must openly and financially support political candidates that
oppose any prohibition of pest control products.

SANDS of turf managers and technicians. Mr. Gathercole has also been an agricultural agronomist. For many years, Mr.
Gathercole was a contributing columnist for TURF & Recreation Magazine, Canada’s Turf and Grounds Maintenance Au-
thority. Mr. Gathercole is now retired from Force Of Nature, although his name continues to appear as the FOUNDER.
Mr. Gathercole is personally credited for crafting the Golf Industry Exception Status, which endures to this day. He is
also the creator of the signs that are now used for posting after application. His vast knowledge of our long journey with
Environmental Issues is UNDENIABLE ― hopefully ! For FIFTEEN YEARS, the strategies designed and implemented by
Mr. Gathercole and his colleagues guaranteed the control of Environmental Terror for the entire Modern Green Space In-
dustry across Canada. Mr. Gathercole’s involvement in Environmental Issues reached a fevered pitch in the 1990s, when
he orchestrated, with his colleagues, legal action against the Forces of Environmental Evil in the Town of Hudson, Que-
