Eastsiders call Broadway “The Avenue.” Hampdenites

community of Baltimore, especially those who live on the

west side, “The Avenue” will always refer to Pennsylvania
Avenue, a short stretch that has engendered long memories in
the hearts of its constituents. A few blocks gracious enough
to accommodate the sacred and the secular, the holy and the
profane, the saints and the aints.
Circa 1959, while the grownups played on The Avenue,
the teens made their way to New Albert Hall in the 1200
block. Clifton “Hines” Early was one of those teens. He was
raised by his mother on Brewer Street, a side street near J.J.
Brills market.
“We’d practice dance steps all week long getting ready for
Friday night,” Hines said. “Fat Daddy [Paul Johnson] was the
DJ and everybody couldn’t wait to get there.”
But when they got grown enough, they put on the “glad
rags” and hit the midnight show at the Royal Theater. Said
Hines, “[It was] the hottest spot in town. James Brown.
Jackie Wilson. Ray Charles. Gene Chandler. Smokey
Robinson…“and the list could have gone on and on.
“The place was always sold out. There were lines a block
long waiting for the midnight show,” he said.

Thousands of lawns across Baltimore
City are anointed with campaign signs
representing the aspirations of political
novices and wily veterans. However, no
one sign has caused more of a stir than the
red and white placard of defense attorney
Gregg Bernstein – who is vying to be the
next Baltimore City state’s attorney –
planted on the lawn of Baltimore City Police
Commissioner Frederick Bealefeld III.
Given the animosity between the police
department and the state’s attorney’s office
– often played out publicly – it’s no surprise
Bealefeld is backing Bernstein. But, I can’t
remember when a police commissioner has
made such a public declaration of support for
any political office holder.
And Patricia Jessamy, the city’s current
state’s attorney, is emphatically crying foul.
“The campaign of State’s Attorney
Patricia Jessamy is disappointed by Police
Commissioner Frederick Bealefeld’s
blatant insertion of himself into partisan
politics. The display on the commissioner’s
lawn of a political sign supporting Mrs.
Jessamy’s opponent is unprecedented and
inappropriate,” reads a statement at Jessamy’s
Web site for re-election.
“Unfortunately, this is just the latest of a
series of inappropriate partisan actions and
statements by Mr. Bealefeld,” the statement
continues. “The Jessamy campaign has
received reports of Commissioner Bealefeld,

support for the Bernstein campaign.”
Commissioner Bealefeld has so far
refused to comment publicly about “Lawn
Sign Gate.” But, police spokesman Anthony
Guglielmi said of Bealefeld’s decision to

kind of thing to be expected

stress. Folks start looking for
scapegoats, and they usually point the finger of blame at some
kind of “other” – other race, other gender, other region, other
religious group.
But even typical human behavior does not excuse the
conservatives’ latest reprehensible idea: To repeal the 14th
Amendment – the one that protects citizenship, due process and
equal protection; the one that gives the U.S. Constitution its
integrity.
In a flat-out panic over the influx of Mexicans across U.S.
borders, conservatives have done what people in panic usually
do – they react with knee-jerk desperation, grabbing onto
anything that looks like a solution, which, in hysteria, nearly
anything might.
According to these cretins, pregnant Mexican women only
come over here to “drop” their babies so the children will be
entitled to the American bounty. Strip away the constitutional
guarantee that anyone born here is, by virtue of that fact, a U.S.
citizen, and those brown women will have one less reason to
sneak over here.
More than a decade ago, I was part of a newspaper project
about drastically changing demographic trends. The team
reported that the population in much of the Midwest would
slowly diminish; that the population of the South would swell,
especially among Black Americans; that the White birth rate
would freeze; that the Latino birth rate would skyrocket; and
that – here’s the big one – Whites would no longer be the
majority race.
The series we ran drew a lot of praise in academic circles
and seemed to intrigue the readership, but it didn’t exactly stop
the presses – understandable, given that demographics is not
the sexiest topic.
I suppose it’s a good thing that the articles did not start a fire
because that would have only started the panic that much ahead
of the reality, giving the no-no’s that much more time to build

Candidate, Baltimore County’s 4th Disrict
I was omitted from your article, “Who will be the voice for
the Black District on the Council,” dated Aug. 4, as a candidate
for Baltimore County Council’s Fourth District. In an effort
to correct the record, I would like to make it clear that I am in
fact a candidate for Baltimore County Council Fourth District.
The reason I am running for office is, I am certain my
leadership abilities and experience will enable me to advance
our community in areas of educating our children, providing
much needed economic development which will bring jobs,
improving public safety, and addressing other issues of
importance to our community.
Leadership is the key. I have a proven history of
demonstrating real leadership. As a division chief in the Fire
Department, I quickly rose through the ranks, becoming the
first African-American lieutenant, captain, battalion chief
and division chief. Today, of the 1,000 employees in the
department, there are only three above me. This does not
happen without leadership abilities. When I joined the fire
department in 1985, I noticed the small number of African
Americans and women in the department. Leading a small
group we formed the Anne Arundel County Professional Black
Fire Fighters Association, of which I am president. We fought
for more inclusive policies in employment and promotions in
Anne Arundel County and across the metropolitan area. We
have made tremendous improvements; however, we continue
to fight for true equal opportunities for minorities and women.
After hurricane Katrina devastated New Orleans, I was
part of a leadership team that lead a large group of firefighters,
paramedics, doctors, nurses and pharmacist from Maryland to
assist the citizens of New Orleans.
At Hernwood Elementary School, I am the president of
the PTA. I am in the school just about every day working with
parents, teachers, administrators and students to improve the
quality of education our children receive. Last year we secured
a new teacher to reduce class sizes, secured 50 new computers
so our children can have the tools they need, raised over
$2,000 for new books for the school and funded educational
events during and after school.
I have been working with educators and various
organizations to mentor children throughout the metropolitan
area for the past 25 years. As a mentor, I provide sound
counseling, advice and present a strong positive role model for
our children. I encourage our children to strive for excellence
in education and stay away from the pit falls that have derailed
many of our youth.
It takes real leadership to move a plan on paper to concrete
results our community can see, feel and touch. This is the type
of leadership I am offering our community. On Sept. 14, please
join me in my quest to make our community great by electing
me to Baltimore County Council. I am certain that if you join
me, together we can do better.

I’d like to take this opportunity to express why I’m running
to be the Baltimore County councilperson for the Fourth
Councilmanic District.
The incumbent councilperson approved a $300 million
construction project in Owings Mills with no minority
participation. The YMCA wanted build the Community Center
in Randallstown but the incumbent councilman rejected this
offer, instead spending $12 million of taxpayer’s money to
construct the facility that charges citizens exorbitant fees to

Interestingly, it was the 19th
Amendment – prohibition –
that was later silenced by the
21st Amendment, when the
right to booze was determined
to be supreme.
The 14th Amendment was
hatched by Congress in 1866
as a capstone to Emancipation
and the end of the Civil War
and to grant citizenship to the
millions of Black people who
had been born on these shores during slavery. Two years later, it
had been ratified by the requisite three-fourths of the states.
The 14th Amendment has been challenged, violated and
occasionally disgraced since then, but on the whole, it has
prospered and prevailed. There has been no serious talk about
nixing it—until now.
Shamefully, many of the proponents of this repulsive idea
have taken to calling themselves “constitutionalists,” and little
clubs of them have sprouted up all around the country. Right-
wing talk radio is one of their regular haunts and there, you can
hear them fawning over any one who claims to believe that the
Constitution is sacrosanct and virginal, never to be spoiled by
modernity or new ideas. For example, they adore the ridiculous
Sharon Angle, Nevada’s Republican nominee for the U.S.
Senate, because she talks all that “strict constructionist” mumbo
jumbo and professes to worship the Constitution, as they do.
The poor Constitution must feel like it’s being stalked by
unwanted suitors. She must know that, were she to fall into
their hands, they would love her to shreds – ruining her beauty,
which is based on her protections: The Fourth Amendment
join. The challengers were not aware that the incumbent takes
credit for initiatives that he had little input into.
I have been an activist in this community for more than 30
years. I am a policy, economic development and educational
specialist, the skills necessary to move the District forward.
None of the challengers have a background of activism in
the community – legislative or political – and the acumen
essential to be an effective legislator. I wrote the State of
Maryland’s Small Business legislation and I have a concrete
plan to revitalize Randallstown and Woodlawn. I was the
Baltimore County Barack Obama coordinator, served on the
Maryland for Obama Steering Committee and served as an
Obama Delegate to the Democratic Convention in 2008. I am
recognized as a national and local political entity. I’m serving
my second term on the Baltimore County Democratic State
Central Committee.
The Fourth District cannot afford to suffer through a
legislative learning curve for novices for the next four years.
One must have a thorough knowledge of the local, state and
national political landscape and the legislative process in order
to know the agendas of those who will come to the Council
with agendas that may not benefit the district. The district has
been deprived for too long already.

My name is Ralph Jaffe. I am a political science teacher.
When I first started teaching in 1964 I told my students that
Maryland was one of the most corrupt states in the union. Fast
forward to 2010 – nothing has changed. This is why I am now
a candidate for governor in the September 2010 Democratic
primary. I want to put a stop to the moral bankruptcy in
Maryland politics and replace it with a new word, ethics.
My platform is based on five principles.
1. I will not accept campaign contributions because they are
disguised bribes.
2. I will have no dealings with paid professional lobbyists.
3. I will serve one term only. This way I’m not in the
campaign for power, fame, or personal wealth, but rather to be
a good public servant.
4. I will tell the truth all of the time, not some of the time.
5. I will serve free. I will set aside the $150,000 annual
salary of the governor for the purpose of trying to hire a
combination of three teachers, firefighters and/or police
officers.
These five principles must be adhered to if we are ever
going to get true, ethical politicians. Electing me as the next
governor in the state of Maryland would mark a major step in
the movement to compel future politicians to comply with the
above stated principles.
My sister, a retired teacher and librarian in the Baltimore
County school system, is my running mate and has the same
principles as I do. She will also serve only one term without
pay.

and unusual punishment); the Sixteenth Amendment (income
tax) and, of course, the blessed 14th Amendment. These same
people have tolerated, if not championed, abuse after abuse,
exception after exception, and offense after offense against the
old girl they claim to love.
Repealing the 14th Amendment is the sick invention of
sick minds, and I’m counting on it going nowhere because we
are capable of coming to our senses, even after long bouts of
cultural upset.
If I’m wrong and the Chicken Littles are able to persuade
the majority of people in 38 states to destroy one of the
linchpins of the U.S. Constitution because they are afraid
people they think are different might get even a free whiff of
the American Dream, then what’s the point? They would have
lost their country anyway.

Letter to Rawlings-Blake Admonishing Bealefeld
Endorsement
I write to you today to express concern over Police
Commissioner Frederick H. Bealefeld III’s endorsement of
Baltimore City state’s attorney challenger Greg Bernstein.
I completely support the commissioner’s right to make
endorsements as a private citizen, however, the question
becomes whether or not his personal decisions as a private
citizen have the ability to affect his professional life as a public
servant.
I assume that the commissioner’s actions have not
violated any laws; however, I think that this situation should
raise discussions regarding a “Code of Ethics” as it relates
to political endorsements, particularly of cabinet officials.
Because cabinet officials typically represent the mayor, the
question of who Bealefeld is representing comes into play.
Furthermore, if Commissioner Bealefeld’s decision to endorse
Mr. Bernstein was made in a private capacity, then the police
spokesperson should not be making statements to provide
clarification—that should come from Bealefeld family.
Also, with this e-mail I am wondering whether or not
there should be an investigation into allegations of Bealefeld
campaigning on the clock for Bernstein—at the taxpayers’
expense.
And lastly, I am requesting that city officials strongly
consider informing their staff that there is a “no tolerance
policy” for partisan politics in city agencies.

Obama’s Tent
As a freshman representative in Congress, Lyndon Johnson
studied under legendary House Speaker Sam Rayburn. Among
other words of advice, he told him, (some words are changed)
“It’s better to have someone inside your tent, urinating
out, than to have someone outside your tent, urinating in.”
President Obama needs an umbrella to contain the moisture
inside as well as outside his tent.
If printed and televised reports are to be believed, outside
of his inner circle, his support has the strength of tepid tea. The
Democrats make sounds, but no one gives the impression of
falling on their swords to save him. Perhaps, this is fueled, in
part, by the fear of the upcoming mid term elections, with the
clouds of defeat in the horizon. Even MSNBC, which salivated
over his “March to the White House,” seems, at times, like
Fox News. Republicans, who present a program of opposing
everything the Obama Administration proposes, lacking an
alterative program in replacement, strut like roosters in the
barnyard, sensing victory.
It’s difficult to win a war when the troops are in retreat
while you are moving forward. Will he survive the slings and
arrows of outrageous foes as well as friends? Will the oil spill
be his Waterloo? Will we, continually, accept the premise of
his supporters that a man of color must mask his emotions and
not be compassionate because Americans see men of color
in a negative light when anger rises to the surface? Is he so
cool, he seems cold? Will the jobless obtain jobs? Will his
emphasis on the middle class as the hope of America indicate
a rejection of those unable to achieve middle class status? Has
he the intestinal fortitude to survive what amounts to a lonely
crusade to take Americans to the next level, locally, nationally
and internationally? Will his tent be soaked?

Local Pastor Finds Familiar Story in a Strange Land

The Israeli-Palestinian
conflict is nothing if not
an enigma to anyone who
tries to understand or take
a stand. Is it the label of
“chosen people” taken to the
nth degree? Is it a struggle
for land or is it the result of
ongoing disagreement on faith
tenets? It presents the kind of
challenge that makes many
shy away from it altogether.
It had been no different
for the Rev. Heber Brown
III, pastor of Pleasant Hope
Baptist Church, until he
recently sojourned to the
Middle East, along with 29
others, courtesy of Interfaith
Peace Builders, a group
whose mission is education
advocacy. “I traveled
thousands of miles from
home to visit a foreign land
with foreign people, to places
whose names I couldn’t
pronounce,” the young pastor
said.
“And yet when I landed on
the ground, the issue became
very familiar. While I hadn’t
been in Birmingham and
other sites of [the African-
American] story that I’ve
studied, I’ve struggled to
learn and heard about through

his brain,” because he’d seen
so many horrible things.
But in the midst of the
horror was the resounding call
to prayer for those who are
practicing Muslims.
Not being a Muslim,
the Baltimore pastor was
unable to participate in
the community prayer. “It
was phenomenal just to
hear the call to prayer that
went throughout the town.
In Bethlehem it rattled the
windows; that’s how strong it
was. People dropped whatever
they were doing and ran to
prayer. Everything stops,”
Rev. Brown said.
On their last day, five
days following the Freedom
Flotilla incident, the
government prohibited men
ages 16-40 from entering the
mosque for fear that they’d
begin to plot some type of
retribution.
“Men lined up at the
door of the mosque that
was guarded by soldiers
in riot gear. They showed
identification and pleaded to
get in,” Rev. Brown said.
“When they were not
allowed to enter, they laid
their prayer rugs on the street,
some lined up at the wall, and
bowed down to pray,” he said.
“It was as if they’d laid down
their anger and resentment
with the thought, ‘We’re still
mad at y’all, but for right
now, forget y’all. We’re going
to pray.’”

The historic Faith Baptist Church – “The Praying Church”–
where Greggory R. Maddox is pastor, celebrated its annual
Youth and Young Adult Day on July 25. The theme for the
worship experience was “Encouraging Themselves, Stepping
on the Enemy and Rejoicing in the Lord!” The program was
based on Deuteronomy 31:6: “Be strong and of a good courage,
fear not, nor be afraid of them: for the Lord thy God, he it is
that doth go with thee; he will not fail thee, nor forsake thee.”
Cedric Witherspoon and Precious Muhammed served as
worship leaders for the 10:45 a.m. service. Minister Kobi
Robertson, youth and young adult minister at Mt. Moriah
Baptist Church where Stephen M. Smith is pastor, was the
energetic guest speaker.
The Youth and Young Adult Choir marched into the
sanctuary singing the highest praise − “Hallelujah to the King
of Glory, Hallelujah to the Lord of Lords, Hallelujah to the God
of Israel for He reigns forevermore” − followed by “The Storm
is Passing Over.” Minister Robertson preached a message

Youth at Faith Baptist Church celebrate Youth and Young
Adult Day through song.

Brian Irving and Christian Paul served as youth leaders for
the thunderous “Youth and Young Adult Concert” at 3 p.m.
Gospel rapper Willis Booker encouraged everyone and said, “If
you love the Lord the way I do, wave your hands in the air,”
which set the pace for a glorious afternoon. Eighteen gifted
young adults presented spirit-filled renditions of “He Is Able,”
“What if God is Not Pleased With Our Praise?” “Lord, You are
Beautiful,” “Grateful,” “Lift Up Your Heads” and “Encourage
Yourself.”
Featured soloists were Christian Paul, Brittini Youngblood,
Tracie Willis, Joshua Maddox and Christopher Manning. Music
directors were Raymond Ellis, Tanya Kellam, Curtis Pitts and
William Chambers. Musicians were David Lynchburg, who
melodiously played a saxophone solo; Ricky Richardson and
Thomas Williams. And Brigette Chapman and Kim Patterson
of the Young Adult Dance Ministry danced gracefully under the
direction of Jo-Ann Curtis.
At the conclusion of the concert, most of the choir members
were in tears after rejoicing in the Lord’s spirit. The highlight
of the day came when many young adults accepted Jesus Christ
as their savior.

Johnnie Pratt Jr., 59

Johnnie Pratt Jr., son of
the late Johnnie Pratt Sr. and
the late Marie P. Harvey Pratt
Person, was born on Dec. 20,
1950, in Baltimore. On Aug.1
at his home in Raytown,
Mo., Johnnie quietly found
everlasting peace in God’s
loving arms.
Johnnie was educated in
the Baltimore City public
schools and graduated from
Northwestern High School
in 1969. He furthered his
education at the Community
College of Baltimore where
he graduated in 1971.
Throughout his school days,
Johnnie was affectionately
called the “best dressed and
handsomest” man in school.
As a young man, having
acquired the work ethic
of his parents, Johnnie
worked diligently in the
family grocery store in East
Baltimore. In later years, he
became known as the “Shoe
Man,” as he worked for many
years in Florsheim Men’s
Shoe Store, Hahn’s and Hess
Shoe Stores. Always looking
for new opportunities and
challenges, Johnnie worked
in various capacities with the
Harford County Department
of Recreation and Parks, Joan
Pratt and Associates and other
companies.
On April 25, 1974, Johnnie

was united in marriage to
his childhood sweetheart,
Rosalind Briscoe. From this
union one son was born,
Jonathan Pratt. Together they
enjoyed many of Johnnie’s
interests. Johnnie was quite
an animal lover and they
kept dogs and cats as part
of the family. Johnnie and
Rosalind loved to travel and
attend concerts. Although the
marriage ended in divorce,
Johnnie and Rosalind
remained the best of friends.
Johnnie’s interests varied,
he was a competent artist,
an avid reader and worked
on inventions that would
improve everyday living. He
loved history and research,
especially researching
his family tree. However,
Johnnie’s greatest passion
was fast cars.
In 1976, Johnnie enlisted
in the U.S. Navy and was
honorably discharged.
Through the years,
Johnnie grew spiritually and
gave his life totally to Christ,
and worshipped with various
churches in Baltimore City. In
2007, Johnnie visited friends
in Raytown, Mo. He found
it to be an idyllic place and
purchased a home there. He
became an active member of
the First Baptist Church of
Raytown. Johnnie fulfilled his
desire to help others who had
lost their way by chairing an
Narcotics Anonymous group
meeting twice a week at the
VA Hospital in Missouri. He
derived great joy in doing
this.
All who knew Johnnie
will remember him as a
kind-hearted, compassionate,
affectionate, soft-spoken,
mild-mannered man who
intensely loved his sons,
his sister, brother, family
members, and was a
wonderful friend.

PURPOSE: The Maryland Environmental Service (MES), on behalf of
Farhney Keedy Village, is soliciting competitive sealed bids from qualified
contractors to furnishing all labor, supplies, services, heavy equipment,
materials, tools, and machinery necessary for construction of a new
building adjacent to the existing wastewater treatment building, furnishing
and installing two Sequential Batch Reactor (SBR) package systems,
one denitrification filter system complete with electrical work including a
new standby generator, chemical feed systems and associated piping,
demolition of existing process equipment and structure as shown on the
Contract Drawings and in the Technical Specifications. Additionally,
construction of an office, bathroom and storage building within the
existing building and other miscellaneous improvements and additions,
as well as a relocation of an existing generator to the Water Treatment
Plant, will be included in this project.
