Conditions Governing Recruitment of Housemaids

As per the instructions of the Government of India, the following will be the prescribed requirements
for the recruitment of Female Household Service Workers (FHSW) from India:

• The minimum wage of an FHSW will be AED 1,100/- per month, besides provision of free
food, accommodation and return air fare.
• The intending employer (other than a UAE national ) will have to approach the Indian
Consulate accompanied by an Indian national of good standing who would personally guarantee
the character and the social standing of the intending employer.
• The intending employer would be required to submit the following documents to the
Consulate:
o An Application seeking permission to recruit and employ an FHSW giving the
particulars of the employer.
o An undertaking by the employer, and,
o An Employment Contract, in the standard format, attested by the Shariah Court,
Ministry of Justice and Islamic Affairs and the UAE Ministry of Foreign Affairs. (The standard
form of the Application for Permission, Undertaking by the employer, Employment Contract
and Undertaking of the Indian guarantor may be obtained from the Consulate or downloaded
from the link Forms/Documents).
o An income certificate indicating an income of at least AED 10,000/- per month for
employing one FHSW.
o Photocopies of the passports of the employer, the Indian guarantor and the proposed
FHSW.
o The original visa of the FHSW to be recruited.

• After scrutiny of the above, the Consulate will attest the Employment Contract and the visa of
the FHSW and will also issue a letter approving the proposed recruitment.
• The attested Employment Contract and the attested copies of the visa and the letter of
approval would then have to be forwarded to the FHSW to enable her to complete procedures in
India.
• The FHSW may be recruited in two ways:
o Directly by the employer.
o Through a Registered Recruiting Agent (RRA) in India. (List of RRAs is available at

• If the recruitment is done directly from India by the employer, then the latter will have to
deposit an amount of AED 9,200/-(UAE Dirham Nine thousand and two hundred only) with the
Consulate as a Security Deposit.
• The Security Deposit will be governed by the following conditions:
o On termination of the contract at any time by mutual consent, the full amount of the
Security Deposit will be refunded to the employer on the latter submitting an application in writing
and appearing at the Consulate in person along with the FHSW.
o However, should the FHSW complain of non-receipt of dues or if the Consulate has to
incur any expenditure on her accommodation, food, local transportation and airfare to India,
these expenses will be deducted from the Security Deposit and the balance amount refunded to
the employer.
• The Security Deposit would not be required if the recruitment is done through a Registered
Recruiting Agent in India. In such cases, after the recruitment of the FHSW has been finalized
through the RRA, the employer will submit to the Consulate copies of the Demand Letter, a
Power of Attorney in favour of the RRA, and a Specimen Employment contract proposed to be
signed with the FHSW.
• Other Requirements:
o The FHSW proposed to be recruited from India should not be less than thirty years of
age at the time of the issue of her Employment Visa.
o A mobile phone with sim card would have to be provided to the FHSW on her arrival in
the UAE.
o Within two weeks of the FHSW’s arrival in the UAE, the employer and the FHSW
must personally visit the Indian Consulate where the FHSW will be registered and the details
of her mobile phone number and physical address noted.

Step by step proceedure for recruitment of Female Household Service Worker (FHSW) from
India

• Kindly note the following conditions before commencing the recruitment process:
o The Female Household Service Worker (FHSW) should not be less than 30 years of
age at the time of issue of her employment visa.
o The income of the Sponsor should be more then AED.10,000/- per month.
o The minimum basic monthly salary to be paid to the FHSW is AED 1100/-.
o The FHSW should be provided free food, accommodation, a mobile phone with sim
card and return airfare.
• Select a FHSW from India.
• Get a Sworn Affidavit that the selected FHSW is not related to the Sponsor attested from the
Consulate General of India in order to obtain UAE visa for the FHSW. Also collect from the
Labour Section of the Consulate the forms/documents that are required to be submitted at the
Consulate General of India for completing the formalities for recruitment of the FHSW from India
after obtaining the visa.
• After attestation of the affidavit, approach the UAE Immigration Office for issue of visa for the
FHSW.
• After obtaining the visa for the FHSW, get the Employment Contract (Annexure-III of
Forms/Documents) attested by the Sharia Court, Ministry of Justice and the Ministry of Foreign
Affairs of UAE. (You can get information on attestation of documents by the UAE authorities by
searching the Dubai Government’s website http://www.dubai.ae
• After getting the visa of the FHSW and Labour Contract attested by the UAE authorities, the
sponsor should come to the Consulate General of India personally along with an Indian national
of good standing who would personally guarantee the character and the social standing of the
sponsor. He/she should bring the following documents:
o Original passport and a photocopy of the passport of the Sponsor.
o Copy of the passport of the FHSW.
o Salary certificate of the sponsor.
o Original passport and a photocopy of the passport of the Indian guarantor.
o Original visa of the FHSW and its two photocopies.
o Employment Contract attested by the UAE authorities and its photocopy.
o Application for permission to recruit FHSW (Annexure I of forms/documents).
o Duly filled up Consulate Permit Form (Annexure II) (Three copies).
o Authorisation for completing emigration formalities (Annexure IV) (Two copies).
o Undertaking by the employer (Annexure V).
o Undertaking/Guarantee by the Indian national (Annexure VI).
o No Objection Certificate (Annexure VII) if the FHSW is from Andhra Pradesh (Four
copies).
o Refundable Security deposit of AED 9200/-.
• Kindly note that for refund of the Security Deposit of AED.9200/- the following conditions are
to be fulfilled:
o Within two weeks of her arrival in UAE , the employer should bring the FHSW along
with the Mobile Phone provided to her to the Consulate General of India for Registration.
o The FHSW should be brought to the Consulate in person by the employer before her
final departure to India on termination of the employment contract.
• After scrutiny of the documents, the Consulate General of India will issue a letter granting
permission to recruit the FHSW (Annexure II) and attest the Employment Contract (Annexure III),
photocopy of the Visa and the authorisation for completing emigration formalities (Annexure IV).
NOC (Annexure VII) is required only if the FHSW is from Andhra Pradesh.
• The sponsor should send the above documents and photocopy of the receipt for Security
Deposit to the selected FHSW.
• The FHSW should go along with these documents to the Office of the Protector of Emigrants
under whose jurisdiction she is residing for completing the emigration formalities.
• The Office of the Protector of Emigrants will grant emigration clearance for the FHSW and
put appropriate stamp on her passport.
• After the emigration clearance is granted, the FHSW can travel to UAE.
• Within two weeks of arrival of the FHSW, the sponsor should bring the FHSW along with the
functional mobile phone provided to her to the Consulate General of India for registration.
• On the expiry of the employment contract or at any time when the FHSW wishes to finally
depart for India, the Sponsor should personally come along with the FHSW to the Consulate
General of India and apply for refund of the Security Deposit with the following documents:
o A statement from FHSW giving the reasons for going back to India and confirming that
all her dues have been settled. The statement should be signed in the presence of officials of
the Consulate General of India at the Consulate.
o Application from the Sponsor requesting refund of the Security Deposit along with a
photocopy of the receipt for the Security Deposit.
o Photocopy of the Passport of the FHSW with visa cancellation seal in the passport.
o Original Air Ticket of the FHSW.
Please note that should the FHSW complain of non-receipt of dues or if the Consulate has to
incur any expenditure on her accommodation, food, local transportation and airfare to India, such
expenses will be deducted from the Security Deposit and only the balance amount will be
refunded to the employer.
• After FHSW’s departure, the sponsor should come to the Consulate General of India with
copies of the Visa Cancellation papers from the DNRD and exit seal from the Immigration on the
visa cancellation papers for claiming the refund of Security Deposit.
• After expiry of the employment contract, in case the FHSW wishes to continue with the
employment, the contract may be renewed with mutual consent and the Consulate General of
India should be informed in writing of such renewal of contract.

If the Applicant presently has/ in the past had Indian Housemaid/s working
with him/her, he/she is required to give full details in the Application
8. (Annexure – I). In case the Sponsor has/ had got the Visa for the
previous Housemaid/s cancelled from the Immigration Office, a copy of the
Cancellation Paper is also required.
Within two weeks of the arrival of the FHSW, the employer should bring
9. her, along with the mobile phone provided to her, to the Consulate for
Registration.
For claiming refund of the Security Deposit, the employer should bring the
10. FHSW to the Consulate in person before her final departure to India on
termination of the labour contract at any time by mutual consent.
