Note to PM: You must carefully edit paragraph 2.03 C. You will need the assistance of your CxA and
the Mechanical and Electrical Engineer in order to identify the System Components, and list the
relevant SC for each system.

configuration and from operating to shut-down status. These instructions include both normal
and emergency operating conditions.
.C O&M - Operations and Maintenance
.D O&M Documentation Divided into three separate manuals consisting of:

!! Note to contractor: the effort required to provide the extent of information required in
this section should not be underestimated!

.E Repair Procedures Repair instructions required to restore equipment and systems to proper
operating conditions.
.F System - An organized collection of parts, equipment, or subsystems united by regular
interaction. In this specification, for example, systems include: Elevator; Boiler; HVAC (excluding
boilers); Fire Alarm; etc.
.G System Components: Equipment that act/operate individually but are essential to the
operation of a System. System Components for HVAC, for example, would include fans with
motors, compressors, chillers, VAV boxes, dampers and pumps. For the purposes of this
Section, conveyance mediums, such as ducts and pipes, are not considered System
Components.
.H System Type: Each System is one of three Types, as described in paragraph 2.03.
.I Troubleshooting Guides and Diagnostic Techniques Troubleshooting procedures promptly
to isolate the cause of typical system malfunctions. Documentation of specialized test equipment
needed to diagnose malfunctions and techniques for use on the equipment.
1.4 SUBMITTALS
.A Initial Submittal: Submit three (3) draft copies of each O&M manual at least sixty (60) Days
before milestone date.
.B Final Submittal: Submit three (3) copies of each O&M manual in final form no later than fifteen
(15) Days before milestone date.
.C Corrected Final Submittal: Correct or modify each O&M manual to comply with Owner's
comments. Submit two (2) copies of each corrected Final Submittal by milestone date.

PART 2 - PRODUCTS
2.1 O&M DOCUMENTATION DIRECTORY
.A Organization:
.1 Detailed Table of Contents for each Manual.
.2 List of Systems and System Components (see Definitions paragraph above). List
Systems alphabetically, by System Type.
.a List of System Components: List for each System, organized alphabetically.
.b System Component designation: In the Documentation Directory and in each binder of
Manual II, identify each System and System Component with the same designation
and tagging used in the Contract Documents, such as AHU-1, etc.. If no designation
exists, assign a designation according to ASHRAE Guideline 4, "Preparation of
Operating and Maintenance Documentation for Building Systems."

2.2 MANUAL II - Systems and Equipment Operation and Maintenance Manual


.A Prepare the information required for this manual using a systems approach. This approach
requires that consideration be given to the entire system; that is, the interfaces of equipment,
connections and material flow within the system.
.B Organization of Manual II. Manual II is organized in a hierarchy as follows:
.1 System Type (I,II, or IIIsee paragraph 2.02 .C)
.2 Each System within a System Type will have its own binder(s). Do not mix different
Systems within a binder;
.3 Refer to Paragraph 3.01 for a description of the binders and how they are outfitted;
.4 Sub-paragraph .C below identifies Systems and System components that are included as
part of this specification Section. The System Components listed are the minimum that
shall be included. If a SC has not been identified below, but should be included based on
the definition of 1.03 .G above, then the Contractor shall include the SC in the manual.

Note To PM: The list of Systems and System Components below must
be edited to suit your project!!
.C There are three types of Systems:
.1 System Type 1: Systems with moving parts that require lubrication, periodic changing of
belts, etc. For the purposes of this project, the following systems are Type 1:

Information for each System binder shall be divided into the following four sub-sections: (1)
System Overview; then, for each System/System Component: (2) Operation and
Maintenance/Repair. Each sub-section shall be appropriately tabbed and labeled.

.1 System Type 1, Sub-Section 1, System Overview:


.a Organize Manual II pursuant to paragraph 2.02 B. above. The documentation
for each System shall be in its own binder. Include in each binder a detailed
table of contents (TOC). The TOC shall identify each System and each
System Component.
.b For each System/System Component identify with the same designation and
tagging used in the Contract Documents, such as AHU-1, etc.. If no
designation exists, assign a designation according to ASHRAE Guideline 4,
"Preparation of Operating and Maintenance Documentation for Building
Systems." Also, include the following:
1) Product name and model number. The model number must be complete and
details of each optional feature furnished shall be included;
2) Manufacturer's name;
3) Equipment function;
4) Voltage Rating, Amperage Draw and Power Capacity (e.g. tons, horsepower,
etc.) for each component
5) Performance curves for all pumps and fans; and
6) Identify if any System Component has been specially modified, such as the
blades of a pump impeller being shaved down from the manufacturers
standard.
.c Valve List Provide a custom-prepared spreadsheet list of all valves
associated with the system. Show valve type, identification number, function,
room location and normal operating position.
.d Environmental compliance Provide a listing of the System/System
Components that requires special operation, reporting, testing, analysis or
inspection to comply with federal, state and local laws. Examples of possible
list items include back flow preventer inspections, underground storage tank
inspection and testing, hazardous material and air pollution control devices.
For each item, include requirements for environmental operation, reporting
and testing, regulations, and policies.

.2 System Type 1, Sub-Section 2, Operation and Maintenance:


.a For each System/System Component, provide a complete copy of the
Manufacturers Operation and Maintenance manual.
1) Originals of the Mfgrs literature shall be provided or, if copies are used, then
the copy paper is high quality bond paper.
2) Each Mfgrs manual must either come with a clear, concise table of contents at
the beginning of the or the Contractor must create a separate table of contents
that clearly show the location of the items identified in this section.
3) Performance and design criteria if Contractor is delegated design
responsibility, the Manual shall contain detailed basis of design
information, including all relevant calculations. The purpose of this
information is to enable the Owner to replace the equipment in the
future with another make/model of equipment.
.b Equipment configuration details. For any device requiring configuration of
any operating parameter, the Manual shall contain a complete listing of the
final configuration entered for any such device.
If the Manufacturers Operation and Maintenance manual does not contain any of
the following information, then provide the information listed below separately for
each System Component:
.c Start-up and Shutdown Procedures Provide step-by-step instructions to
bring systems from static to operational configurations, and from operating to
shutdown status.
.d Wiring diagrams. These wiring diagrams must be in a format to allow ease in
functional understanding and troubleshooting of each circuit. Diagrams shall
be point-to-point drawings of wiring and control circuits including factory-field
interfaces. In diagrams, number electrical and electronic wiring and
pneumatic control tubing and the terminals for each type, identically to actual
installation configuration and numbering. The diagrams must also include
complete details showing each wire number, wire color, terminal number, and
intermediate connection points. The final O&M submittal shall include
certification that the wiring diagrams in the manual are complete and
accurately reflect every change up to the date of the certification.
.e Control diagrams. These control diagrams must be in a format to allow ease
in functional understanding and troubleshooting of each control loop. Control
programs shall be annotated to the extent possible to explain the control
strategy; annotations shall use device descriptions consistent with the contract
documents. The final O&M submittal above shall include certification that the
control diagrams in the manual are complete and accurately reflect every
change up to the date of the certification.
.f Emergency Operating Instructions Provide emergency operating
procedures in the event of equipment malfunctions. Provide shutdown
instructions for fires, explosions, spills or other contingencies.
.g Safety Instructions Provide a list of all personnel hazards and equipment
safety precautions including recommended safeguards.
The following information shall be custom-prepared for this project.
.h Preventive Maintenance Plan and service schedules. Provide a PM Plan using
manufacturers recommendations. Include all major pieces of equipment.

Provide a table or check sheet that details maintenance tasks and associated
frequencies, such as daily, weekly, monthly, etc.
.i Lubrication Schedule. Provide, indicating types, grades, frequencies, and capacities
of lubricants for specific temperature ranges and applications.
If the Manufacturers Operation and Maintenance manual provided in Sub-Section 2
does not contain any of the following information, then provide the information listed
below separately for each System Component:
.j Manufacturers' maintenance documentation, including the following
information for each component part or piece of equipment:
1) Source information including standard printed maintenance instructions and
bulletins;
2) Drawings, diagrams, and instructions required for maintenance, including
disassembly and component removal, replacement and assembly;
3) Drawings, diagrams, and instructions required for maintenance, including
disassembly and component removal, replacement and assembly;
4) Identification and nomenclature of parts and components; and
5) List of items recommended to be stocked as spare parts.
.k Maintenance procedures. Include the following information and items that
detail essential maintenance procedures:
1) Test and inspection instructions;
2) Troubleshooting guide;
3) Precautions against improper maintenance;
4) Disassembly; component removal, repair, and replacement; and reassembly
instructions;
5) Aligning, adjusting, and checking instructions; and
6) Demonstration and training videotape, if available.
.l Replacement parts list and source information. Include a list of spare parts and
supplies required for maintenance to ensure continued service or operation without
unreasonable delays.
If the Manufacturers Operation and Maintenance manual provided in Sub-Section 2
does not contain any of the following information, then provide the information listed
below separately for each System/System Component:
.m Include manufacturers recommended procedures and instructions for
correcting problems and making repairs.
.n Troubleshooting Guides and Diagnostic Techniques Include step-by-step
procedures in order to promptly isolate the cause of typical malfunctions.
Describe clearly, why the checkout is performed and what conditions are to be
sought. Identify tests or inspections and test equipment to determine whether
parts and equipment may be re-used or require replacement.
.o Wiring Diagrams and Control Diagrams See .2 .e and .2 .f above.
.p Maintenance and Repair Procedures Include instructions and a list of tools
required to repair or restore the product or equipment to proper condition or
operating standards.
.q Removal and Replacement Instructions Include step-by-step procedures
and a list of required tools and supplies for removal, replacement,

disassembly, and assembly of components. Instructions shall include a


combination of text and illustrations.

.F Contents of Manual II, System Type 2.


Information for each System binder shall be divided into the following four sub-sections: (1)
System Overview; then, for each System Component: (2) Operation and Maintenance/Repair.

federal, state and local laws. Examples of possible list items include back
flow preventer inspections, underground storage tank inspection and testing,
hazardous material and air pollution control devices. For each item, include
requirements for environmental operation, reporting and testing, regulations,
and policies.

.2 System Type 2, Sub-Section 2, Operation and Maintenance

does not contain any of the following information, then provide the information listed
below separately for each System/System Component:
.d Manufacturers' maintenance documentation, including the following
information for each component part or piece of equipment:
1) Source information including standard printed maintenance instructions and
bulletins;
2) Drawings, diagrams, and instructions required for maintenance, including
disassembly and component removal, replacement and assembly;

Maintenance; and (4) Repair. Follow paragraph 3.01 for outfitting the binders. Each sub-section
shall be appropriately tabbed and labeled.

.1 System Type 3, Sub-Section 1, System Overview

to the set provided to the Fire Marshal.

.2 System Type 3, Sub-Section 2, Operation and Maintenance


.a For each System Component, provide a copy of the Manufacturers, Operation
and Maintenance manual.
1) Originals of the Mfgrs literature shall be provided or, if copies are used, then

.g Maintenance procedures, to include the following information and items that detail
essential maintenance procedures:
1) Test and inspection instructions;
2) Troubleshooting guide;
3) Precautions against improper maintenance;
4) Disassembly; component removal, repair, and replacement; and reassembly
instructions;
5) Aligning, adjusting, and checking instructions; and
6) Demonstration and training videotape, if available.
.h Replacement parts list and source information. Include a list of spare parts and
supplies required for maintenance to ensure continued service or operation without
unreasonable delays; and
.i Maintenance service contracts, if any. Include copies of maintenance agreements
with name and telephone number of service agent, if any are included as part of this
contract.
If the Manufacturers Operation and Maintenance manual provided in Sub-Section 2
does not contain any of the following information, then provide the information listed
below separately for each System/System Component:
.j Include manufacturers recommended procedures and instructions for correcting
problems and making repairs.
.H Building Automation System Information Provide the following in a separate, bound
manual:

.1 Names, addresses and phone numbers of installation contractor and control


systems contractor;
.2 Complete points list.
.3 Operators manual with procedures of operating the control systems including
logging off and on, alarm handling, producing point reports, trending data,
overriding computer control, and changing set points and other data;
.4 Programming manual with a description of the programming language including
syntax, statement descriptions including algorithms and calculations used, point
database creation and modification, program creation and modification, and use of
the editor;
.5 Engineering, Installation and Maintenance Manual(s) that explains how to design
and install new points, panels, and other hardware; preventive maintenance and
calibration procedures; how to debug hardware problems; and how to repair and
replace hardware;
.6 A listing and documentation of all custom software created using the programming
language, including the point database. One set of magnetic media containing
files of the software and database shall also be provided;
.7 One set of electronic media containing files of all color-graphic screens created
for the project;
.8 A list of recommended spare parts with part numbers and supplier;
.9 Recommended preventive maintenance procedures for all system components
including a schedule of tasks (inspection, cleaning, calibration, etc.), time
between tasks, and task descriptions;
.10 Complete original issue documentation, installation, and maintenance information
for all third party hardware provided including computer equipment and sensors;
.11 Complete original-issue media for all software provided including operating
systems, programming language, operator work station software, and graphics
software;
.12 All programs, code, databases, graphic files, CADD drawings, and symbol libraries
generated for operation of the system shall be included as a part of the system
documentation. This information shall be submitted both in hard copy bound format and
magnetic media format; i.e., CD;

.13 Input/output schedules and data sheets;

.14 Complete original issue documentation and software diskettes for all software furnished
and installed as a part of the system or required for the operation of the system including
text editors, control language program and compiler, database managers, graphics and

.15 Complete original issue documentation, installation, operational manuals, and supporting
software for all hardware furnished and installed as a part of the system or required for
the operation of the system, including remote terminals, user's computer work station,
monitors, graphics and memory boards, network servers, printers, and modems; and

.16 At completion of the warranty period, updated copies of the drawings and manuals shall
be provided to include all hardware and software changes made during the warranty

.1 List each product included in manual identified by product name and tag and arranged to

.2 For each product, list name, address, and telephone number of Installer or supplier and
maintenance service agent, and cross-reference Project Manual Section number and title.
.D Product Information: Include the following, as applicable:
.1 Product name and model number.
.2 Manufacturer's name.
.3 Color nomenclature, pattern, and texture. For products, such as paint and wall coverings, in
which different colors/patterns are used throughout the building provide a table indicating
room numbers and the specific color and pattern used in that room.
.4 For lighting fixtures, provide two data tables: (1) a listing of all lighting fixtures and
corresponding lamps/ballasts (with manufacturer identification) used in the building; (2) a
spreadsheet table showing room number and types of lighting fixture in each room of the
building, corresponding to (1). For example, room 253 might have lighting fixture nos. 46
and 47. Table (1) would identify and make and model no., along with lamp/ballast, of fixture
Nos. 46 and 47.

.1 Arrange contents alphabetically by System Component
.D Binders
.1 Heavy-duty, 3-ring, vinyl-covered, loose-leaf binders, in thickness necessary to
accommodate contents, but not greater than 2 maximum ring size, sized to hold 8-1/2-by-11-
inch paper; with clear plastic sleeve on spine to hold label describing contents and with
pockets inside covers to hold folded oversize sheets.
.a If two or more binders are necessary to accommodate data of a system, organize data
in each binder into groupings by subsystem and related components.
.b Cross-reference other binders to provide essential information for proper operation or
maintenance of equipment or system.
.c Identify each binder on front and spine, with printed title "OPERATION AND
MAINTENANCE MANUAL," Project title or name, and subject matter of contents.
Indicate volume number for multiple-volume sets.
.E Dividers
.1 Heavy-paper dividers with plastic-covered tabs for each section.

.1 Transparent plastic sleeves designed to enclose diagnostic software diskettes for

.1 Prepared on 8-1/2-by-11-inch, 20-lb/sq. ft. white bond paper.
.2 All documentation not pre-printed shall be type-written, not hand-written, and free from
spelling errors.
.H Drawings
.1 Attach reinforced, punched binder tabs on drawings and bind with text.
.2 If oversize drawings are necessary, fold drawings to same size as text pages and use as
foldouts.
.3 Do not place loose, oversize drawings in binder pockets.
.4 If drawings are too large to be used as foldouts, fold and place drawings in labeled
envelopes and bind envelopes in rear of manual. At appropriate locations in manual, insert
typewritten pages indicating drawing titles, descriptions of contents, and drawing locations.
3.2 MANUFACTURERS' DATA
.A Manufacturers' standard printed data
.1 Include only sheets pertinent to product or component installed.
.2 Mark each sheet to identify each product or component incorporated into the Work.
.3 If data include more than one item in a tabular format, identify each item using appropriate
references from the Contract Documents.

.B Prepare supplementary text if manufacturers' standard printed data are not available and where
the information is necessary for proper operation and maintenance of equipment or systems.
.C Extraneous Data: Where contents of manuals include manufacturers' catalog pages, clearly
indicate precise items included in this installation and delete, or otherwise clearly indicate,
manufacturers data with which this installation is not concerned.
3.3 DRAWINGS
.A Prepare drawings supplementing manufacturers' printed data to illustrate the relationship of
component parts of equipment and systems and to illustrate control sequence and flow
diagrams.
.B Coordinate supplementary drawings with information contained in Record Drawings to ensure
correct illustration of completed installation.
.C Do not use original Record Documents as part of operation and maintenance manuals.
