APPENDIX 1 READY REGKONER INTRODUCTION The Ready Recko"e snows the formula for fixation of pay in the tevised scales communicated In Government of India letter No .6-1/88-T.5 dated 282.1989, the method adopted in Kerala for fixing the pay of the Engineering College teachers in the AICTE Scales, Tables showing the fia tion of pay of various category of teachers under the All India Council for Technical Education Scales of pay, the amount of D.A. admissible from various dates for different stages of AICTE pay scales, House Rent Allo- wance and other allowances admissible from time to time and also. ilustra~ tive examples showing fixation of pay FORMULA FOR FIXATION OF PAY IN THE REVISED SCALES |AS PER GOVERNMENT OF INDIA GUIDELINES 4. Pay in the revised seales should Be fixed under this scheme only after - (a) every teacher has had an opportunity to decide whether he/she will ‘opt for the earlier scheme, The option shall be exercised in the présct bed form. (b): The University/Government have, male necessary changes in theit statutes, ordinances, ules regulations etc, to incorporate the provisions ff this scheme. 2 The pay of teachers in the Engineering Colleges will be fixed in the revised scales of pay in the following mannert~ (i) An amount representing 20% of basic pay in the existing scale hall be addea to the “existing emslument ). Alter the existing emoluments have been so increased, the pay shall be fixed in the revised sale at the stage next sbove the amount thus computed, proviaed thal © (@) IF the sownimum of the revised scale is more. than the emount s0 artived at, the pay dull ybe ted at the minmum of the revised sale: (©) Mt the amount so arrived at “is more than the maximum of the revised scale, the pay shall be fixed at the maximum of the revised sale. (The “existing emoluments! as on 1.1.1986 shall includes (0) basic pay” i (b) destness pay, additiona dearness allowance and adhoc dear- ness allowance, if- any. (©) interim relief, if any. (i) For the purpose of adding 20% to the e ting emoluments (a) the basic pay shall be the pay on 1.1.1986 in the 1973 U.G.C. Seales (©) when a portich of the tote emoluments has been merged with the” 1975 U.S.C. sales prior to 1.11986, the basic pay may be reckoned notionlly in the 1973 U.G.C. scales far the purpowe of fietion of pay and (©) where, the 1973 U.G.C. scales have not been implemented, the actual basic pay, provided that the: basic pay in this ‘case does not exceed the notionally arrived at basic pay if 1973 U.G.C. seales had been given. Note:- Wherein the fixation of pay of a teacher drawing pay sat more than five consecutive stages in an existing scale gets bunched, that is to say, gets fixed in the revised sale at the same stage, the pay in the revised wale of such of the teachers who are draw- ing pay beyoml the first five vormeculive stages in the existing scale, shail be stepped up to the stage where such bunching occurs, as under by the grant of increment(s) in the revised scale in the {lowing manner, namely: + (a) for teachers drawing pay from the 6th to the 10th stage in the’ existing scale - by one increment; aia ee) ea 4 oe (b) for teachers drawing pey from the 11th to the 15th stage in the existing scale, if there is bunching beyond the 10th stage - by two increments; (©) for teachers drawing pay from the 6th to 20th stage in the existing scale, if there is bunching beyord the 15th stage - by three increments. Mt by stepping wp of the pty of the above, the pay bf a teacher gets fixed at a stage in the revised wale which is higher than the stage in-the teyised sole at which the pay of @ teahcer who was drawing pay + at the next higher stage or stages in the same. existing scafe is fixed, the pay of the latter shall also be stepped up only to the extent by which’ It falls short of that of the former. 3 The next increment of the teacher whose pay has been fixed in the revised sale in accordance: with ‘Rule 2, shall be granted on the date he would have drawn his increments, had he cortinued in the existing scale in terms of Rule 34 of KS.R. Part : Provided that, in case where the pay of a teacher is stepped up in terms of the Note under Rule 2 the next Increment shall be yranted ‘an the completion of guslifying service of 12 months from the date of stepping up of the pay in the revised wale/date of option to the revised scale, Provided further that in the case of persons who had been drawing maximum of the existing scale for more than a yeat ss on 1.1.1986, the ext inerement in the revised, scale shall be allowed .on, 1-1-1986. The actual amount of Deamess Allowance/Adiitionsl Deomese Allo~ wale and Interim relief admissible in each stage on’ this account wil fev to be token in computing ‘the totol existing emduments and fixing the pay in the revised scale at the appropriate stoge. METHOD {nm the above rules for fixation, the teachers in the Engineering Colle ‘ges come under the thitd category vide Explanation (ii) (c) of Annexure {of Government of loviia letter as the All India Councit tor Technical a Education Seales were not implemented in 1973. Other factors of the fi tion remain the same. Sinee the teachers of Engineering Colleges of Kerala are enjoying seales that are revised twice, the basic pay to be reckoned notionally ln the 1973 scales may be strived at by deducting the amount of DA. merged in the scale at 488 points and 272 points of cost of living index tespectively in the tevetse direction. This is due to the fact. that the two evisions took place by merging the Deatness Allowance at 272 and 488 tewectively. An Husttation of four stages in different sales of pay ae given below: 5 @ o) @ 2100 2185 2770 July, 1986 357 BI 852 (deduct (488 points) 1343 1428 7918: July, 1978 203 203, 203 (deduct (272 points) 7100 7185 1675 July, 1973.
