INTRODUCTION

The JTC Case Challenge presents undergraduates with the opportunity to propose new features and
programmes within Seletar Aerospace Park (SAP) in order to foster greater interaction between
companies, encourage deeper industry collaborations and create a stronger sense of ownership
amongst the community. This may be achieved through the introduction of hardware (e.g. physical
infrastructure) and software (e.g. events and programmes) elements. Participants will be required to
apply their theoretical knowledge, research and analytical skills and creativity in tackling the task.

The competition consists of 2 rounds:


i. Preliminaries: Submission of case solutions
ii. Finals: Presentation of case solutions to a Panel of Judges

OBJECTIVES
1. To nurture a deeper understanding and appreciation of placemaking in developments and
estates
2. To allow undergraduates to devise innovative ideas and solutions for implementation in a
JTC estate
3. To expose undergraduates to the interesting and engaging work undertaken by JTC in its role
as Singapores leading industrial infrastructure specialist

CHALLENGE TASK
Theme: Placemaking in Seletar Aerospace Park

You are to propose new features within Seletar Aerospace Park (SAP) to increase interaction
between companies, foster collaborative business opportunities and build an aerospace community
that is greater than the sum of its parts.

You may consider focusing on (but you are not limited to) the following areas:

1. Programming e.g. Deepening Industry Relations, Community Bonding, Creating a Sense of


Ownership etc
2. Place Enhancement e.g. Accessibility & Connectivity, Facilities, Infrastructure, etc

Currently, there is an exciting host of social programmes for the SAP community (e.g. exercise
workshops, festivals etc.). You are encouraged to develop ideas beyond these social activities and
propose programming initiatives that would enhance business and industrial relations within the
community.

Leverage on how SAP has clustered aerospace companies across the industrys value chain and
explore ideas on how to increase interaction amongst members of the community. The interaction
should encourage the cross-pollination of ideas and generate synergies, fostering the growth and
progress of the industry, and allow SAP to develop a more comprehensive range of services to
customers. Your ideas should also consider how we might increase SAPs appeal to industrialists and
talents. All aspects of your proposed feature(s) should be explored and presented in depth to reflect
the technical and practical feasibility of implementation.

Challenge Format

Research
First must identify JTC's role in the industry
To research on Singapores aerospace industry and identify growing needs or issues within
the market that should or can be addressed by JTC
To gather feedback and ideas from the SAP business community Interviews/Emails
To conduct an audit of spaces within SAP, if necessary. Note that all proposed
implementations should be within SAP
To leverage on SAPs background and heritage, as well as JTCs role as the specialised parks
master developer
To review case studies of similar developments and any applicable implementations. Be
creative about adopting their ideas!
A space audit is a snapshot or capture of the space details in a building or structure to
evaluate the accuracy, efficiency, and utility of spaces. You can conduct space audits

regularly to track and compare space allocations, space usage, and space costs over time.
Develop your proposal on new features to be introduced at SAP that will fulfil the
requirements of the challenge task
Your proposal should include, but is not limited to, the following: objective, concept design,
implementation plan, feasibility, estimated cost, evaluation of the impact on the SAP
community, as well as a conclusion

PLACEMAKING
What is it?
Many business parks and industrial estates are perceived as not being vibrant enough. Placemaking1
is about the planning and designing of public spaces to promote the well -being and quality of
life/experience of the estate users. More importantly, placemaking involves the community in a
collaborative process to shape the public realm.

3 Contextual Factors

Placemakers often have to consider the following factors

Economic
Social
Environmental

The best initiatives, when thoughtfully and meticulously conceptualized, usually take into account
these factors, are self-sustaining in the long term, and enhances the quality of community life within
the estate.

THE ESTATE: Seletar Aerospace Park
Background
Seletars rich aviation history began in 1928 with the development of Seletar Airport as Singapores
first international airport. The airport was subsequently converted into a British Royal Air Force
(RAF) airbase, and became home to many RAF officers until its closure in 1971. Remnants of the past
physical landscape include pre-war hangars, colonial black and white houses, and a military camp.

In 2006, the masterplan for Seletar Aerospace Park (SAP) was unveiled by the Government.
Clustered around Seletar Airport, the slated redevelopment plans envisioned a world -class aviation
community that will drive future economic growth in Singapores aerospace sector. SAP is now a
world-class 320-hectare development that stands on the site of the old Seletar Camp. It is a growing
aviation hub that aims to integrate, support and inspire the aerospace industry. By providing a
vibrant and conducive environment, robust business infrastructure, and tremendous growth
opportunities, SAP boosts synergy within this unique cluster of industry players.

The SAP aerospace community is currently home to a unique cluster of more than 50 leading global
and local aerospace companies who are benefiting from the synergies of the robust ecosystem. A
range of ready-built high specification facilities for quick start-up of aerospace companies have also
been developed within SAP. These developments include JTC Aviation One, JTC Aviation Two and JTC
aerospace. Companies located within SAP include engine-maker Rolls-Royce, helicopter
manufacturer Airbus Helicopters, and local firm ST Aerospace. Upon full completion in 2018, the SAP
community is expected to expand to over 10,000 workers.

4 Key Activities
The dedicated industrial park hosts a wide range of aerospace -related activities such as
(a) Maintenance, Repair and Overhaul (MRO) of aircrafts and components;
(b) Design, manufacturing and assembly of aircraft components;
(c) Business and general aviation; and
(d) Training and Research & Development (R&D).

Unique Features & Placemaking in SAP

Aviation-Related Designs

Unique bus-stop design in SAP Aircraft tail-fin inspired signage

The roofs of the bus-stops in SAP have been modelled after the Supermarine Spitfire wing. Link-ways
that provide shelter to bus-stops and promote pedestrian movement also incorporate elements
from airplanes, such as the flaps found on plane wings. This is in addition to the eye-catching estate
signage inspired by the tail fin of an aircraft.
Vintage Wayfinding Signanges
Colonial-style lamp posts used to be a common sight in Seletar. The wayfinding signages at SAP have
been modelled after this old icon as a tribute to Seletars rich heritage and character.

Conservation of Heritage Trees
Working closely with NParks, the mature trees located within SAP have been conserved to retain the
natural heritage and rustic charm of the area. Lush landscaping will also be introduced to further
enhance the physical, environmental and visual landscape, simultaneously promoting ideal settings
for both working and socialising.

Bungalows at the former Seletar airbase were previously built to house RAF personnel and their
families from before the outbreak of World War II (WWII). 32 of these have been conserved as The
Oval, with 23 of these being black and white bungalows incorporating elements of the Tudor and Art

NParks Round-Island-Route(RIR)
SAP is conveniently located as a thoroughfare for cyclists travelling the north-east route of Yishun-
Punggol and Yishun-Sengkang. In addition, NParks has revealed plans to incorporate the SAP into the
upcoming RIR, which will further enhance the accessibility of the area. This presents an excellent
opportunity for SAP to provide an integrated pit-stop for cyclists to rest, recharge and relax before
moving on. Helps to get the community involved and create awareness of the SAP

Community Programming

To encourage the cohesion of the SAP community, various activities have been organised, providing
companies with fun platforms to interact with one another. The next stage would be to provide the
industry with opportunities to collaborate and innovate, driving the transformation of the aviation
industry as a whole.

The Oval @ SAP

The Oval@SAP is a group of 32 bungalows that have been gazetted for conservation under the
Urban Redevelopment Authority (URA) Master Plan 2014. Occupying a land area of 9.5 hectares
along Seletar Aerospace Drive, The Oval@SAP is set to be a vibrant lifestyle destination in the North-
east region of Singapore, situated within a cluster of charming black and white bungalows that have
will be revitalised into an eclectic mix of restaurants and cafs, kids activities, retail and s ervice
outlets, as well as offices.
The target group for The Oval@SAP includes:
(a) the working population in SAP and their business guests;
(b) surrounding resident population from nearby HDB towns such as Sengkang, Hougang and
Punggol; and
(c) families, aviation and history buffs from around Singapore.
