1.0 GENERAL

1.1 This specification covers the technical and associated requirements for design and
furnishing of the HDPE, PVC Pipes and fittings for the SUR INDEPENDENT POWER
PLANT(2000MW)

1.1 It is neither Contractor's intent to specify all technical requirements nor to set forth to those
requirements adequately covered by applicable codes and standards. Supplier shall furnish
high quality material and accessories meeting the requirements of this specification and
industry standard.
1.2 All data, specification, drawings and documents shall be written in English. All
documentation which is specifically produced for the project shall be supplied in SI (System
International) units except that temperatures shall be given in degrees Celsius and
pressures in bar(a).
1.3 Any conflict between this Specification and its references shall be brought to the attention
of the Contractor for resolution prior to any further action by the Supplier.

2.0 SCOPE OF SUPPLY

2.1 Items Included

Supplier shall furnish materials and services of alloy steel pipes and fittings.
HDPE, PVC in accordance with the purchase order requirements of 10.0 Reference
Bill of Materials
Technical directions for receiving, unloading, storing, erection, installation and testing.
Shop Inspection and tests
Mill test Certificate
Shop painting
Marking, Packing and tagging
Furnish all documents
Cleaning and preservation.
Scheduling and schedule monitoring
Quality control and inspections.
Quality assurance system

3.0 CODE AND STANDARDS


The pipes shall be designed, fabricated, inspected and tested in accordance with
International and European codes and standards. Standards applied to the project shall be
accredited International standards such as ASME, ANSI, BS, DIN, ISO, PFI, SSPC, AWS
and MSS.
Any other standards may be applied, where the Supplier can demonstrate the equivalence
to satisfaction of Contractor.
In the event of conflicts among this specification, codes and standards, supply agreements,
Supplier shall obtain the clarification before proceeding with fabrication.

4.0 DESIGN AND CONSTRUCTION REQUIREMENT

4.1 General
4.1.1 Pipe and fitting material shall be supplied in accordance with the supply agreements of
10.0 Reference Bill of Materials
4.1.2 Material shall be suitable for continuous exposure at the service condition and ratings
specified.
4.1.3 All materials shall be new, clean free from rust, pits and defects.
4.1.4 Pipe and joints shall be free from de-laminations, cracks, bubbles, pinholes, pits, blisters,
foreign inclusions and resin-starved areas that due to their nature, degree or extent
detrimentally affect the strength and serviceability of the pipe.
Joint sealing surfaces shall be free of dents, gouges, de-laminations, or other surface
irregularities that will affect the integrity of the joints.
Pipe shall be as uniform as commercially practicable in color, opacity, density and other
physical properties.
4.1.5 HDPE piping shall be incorporate to protect the polymer from the potentially damaging UV
radiation in sunlight. The primary specification for identifying and classifying HDPE piping
materials shall be determined in accordance with ASTM D3350 unless otherwise specified
by Contractor.
4.1.6 Basic material for PVC shall be in accordance with ASTM D1784, unless otherwise
specified.
4.1.7 Random length of pipe shall be as follows;
DN 50 and Smaller : 6m
DN 65 and Larger : 12m

5.0 CLEANING, PAINTING, COATING AND MARKING

5.1 Marking
5.1.1 The markings shall be indicated on all pipes. Normally, marking shall be accomplished with
stenciling and/or punching in the following order.

Note : Dimension shall be indicated in "Nominal size x Schedule No. x length". When
nominal size and schedule no. can not be applied, actual outside or inside diameter
and wall thickness in millimeter may be indicated.
5.1.2 Instruction plates or labels shall be provided for all items supplied by the Supplier giving
particulars of duty, size, serial number and full information for identification and operation.
Labels shall be of sufficient size to carry a full description of the plant item and an unique
item identification. Abbreviations shall be agreed with the Owner after Contract.
Characters shall be English bold capitals. The abbreviation 'No.' for 'Number' shall not be
used.
Labels shall be fitted such that they are not readily lost or broken during routine operation
and maintenance.
If any labels damage or defaced during transportation, installation or commissioning, the
Supplier shall furnish the same one upon the Owner's request.
5.1.3 The Supplier can use their standard tagging. If they are fully complied with the guideline
mentioned above after receiving of the Owner's approval. The Supplier shall submit to the
Owner label information for the Owner's review and approval.
5.2 Cleaning, Painting and Coating
5.2.1 Final condition or treatment inside
1) The surface must be free of loose particles (in particular scale, steel shavings, spatter,
dirt, rust) and free from organic impurities (such as greases and oils). They must also be

dry.

2) The inside of all pipes shall be cleaned by pickling prior to shipment.


5.2.2 Final condition or treatment outside
1) All heavy scale, mill varnish, oil or grease shall be removed from the exterior surfaces.

6.0 QUALITY REQUIREMENTS

6.1 The Supplier shall comply with the Quality Requirement for Procurements (Refer to
Attachment F).
6.2 The Supplier is solely and fully responsible for the quality of his supply and services, the
quantitative and qualitative adequacy of the resources assigned by him to this purpose,
and the quality assurance program applied by him in the context.
6.3 The Supplier shall control the quality of items and services to meet the requirements of this

specification, applicable code and standards.


6.4 The Supplier is required to promptly identify and document all deviations from the
requirements of this specification. Deviation requests shall be reviewed and disposed by
the Buyer prior to the performance of the related activity.
6.5 All manufacturing, test and inspection defined in the supply agreement may be subject to
quality assurance surveillance by the Buyer or his representative.
6.6 The Supplier shall have a quality assurance program to verify that items complete with the
supply agreement and this specification.
6.7 All non-conformances to this Specification that occur must be documented and referred to
the Contractor for disposition.
6.8 The Supplier Shall furnish the following documents for the Contractors records :
Certificate of compliance, stating that all equipment and materials furnished comply
with this Specification and accepted deviations.
Documents identifying non-conformances and their acceptance
Manufacturers data reports
Shop test and inspection results.
Mill certificate
6.9 Test and Inspection
6.9.1 General
1) In addition to the requirements specified in this Section, test and inspection shall be
in accordance with the requirements of the Attachments in this Technical
Specification
2) All the test and inspection for the Suppliers equipment shall be conducted in
accordance with the applicable codes and standards, including prudent practices in
the utility industries, unless otherwise specified in this Specification.
3) Any inspection carried out by the contractor will not relieve the Supplier of any
responsibility for conformance with stated conditions and shall not be considered as
a waiver of warranty or other rights.
4) The Contractor/Owners Inspector(s) shall have free access to the Suppliers shop
for the purpose of inspecting the work and witnessing tests on equipment to be
furnished by the Supplier
5) NDE personnel shall be qualified in accordance with the requirements of
SNT-TC-1A or equivalent.
6) In case Contractor and/or Client will indicate its intention to attend the plant
inspection & test on the inspection & test plan (ITP), the Supplier shall give the
relevant information to the contractor at least before 4 weeks for the expected
inspection/test date
7) The Supplier shall prepare and submit to the Contractor the test and inspection
procedures/plan at shop and field for approval.
8) When witness testing is required, the test required shall be witnessed by the

Contractor or its authorized representative unless waived in writing, and the


equipment shall not be shipped until it has been approved for shipment by the
Contractor.
9) The Supplier shall conduct required test & inspection and reassemble components
prior to shipment in accordance with the applicable codes and standards, including
prudent practices in the utility industries, unless otherwise specified in the
Specification.
10) If the results of shop tests indicate that the equipment fail to comply with the
performance guarantees, the Supplier shall immediately proceed with developing
proposed equipment modifications to obtain the guaranteed performance. Proposed
modifications shall be subject to the Contractors review and acceptance prior to
implementation. Modifications which do not comply with this specification will not be
acceptable.
11) If the Suppliers proposed modifications are acceptable, the Supplier shall
immediately proceed with such modifications and retesting. However, acceptance
does not relieve the Supplier of the responsibility for meeting guarantees.
12) All manufacturing and test procedures, as well as all inspection and test reports,
shall be made available in the Suppliers manufacturing facility for the Owners
review
13) The Supplier/Vendor shall submit Brazing Procedure Specification with PQR
according to requirements of ASME IX part B for information.
6.9.2 Material Requirements
1) All material supplied shall comply with the requirements of the code, and test
certificates to the ASTM standard shall be submitted to the Contractor. For all
materials, the mill test certificates shall be submitted to the Contractor..
2) The conformance of the used material with the bill of quantity, with the code and the
corresponding material specification (e.g. ASTM) has to be certified for each system
with certificate of compliance.
3) Each length of pipe shall be subjected to the NDE or hydrostatic test, and its result
shall be specified in the Material Test Report.
4) Material test Report(certificates) shall be submitted as per EN10204 type 3.1
(Inspection certificate 3.1).
6.9.3 Performance Inspection
1) As a Minimum, the following inspections & tests shall be performed at the indicated
intervals unless otherwise agreed-upon, and shall form a part of the Suppliers
overall quality control program
- Visual Inspection
- Dimension Measurements
- Resin Compound
2) The following tests shall be conducted on pipe samples at a frequency of not less
than one per 50 pipes (one lot) of each type, grade and size of pipe produced.

- Soundness
- Elongation at Break
- Long/Short term Strength
- Conditioning Test
- Impact Test (at least 3 samples per a specimen)
- Low Temperature Test
- Pressure Test(according to relevant international Code)
3) Pipes Pressure test shall be carried out at a minimum frequency of 10%, if required.
6.9.4 Final Inspection
1) Final inspection before delivery shall be done. Especially the completeness,
dimensions, workmanship, identification, certification and the conformity with the
Code and Standards.
2) The cleanliness, painting, preservation and the transport protection shall be
checked and certified for all parts according to requirements in this specification.
3) The end protection(ex. Plastic cap) shall be installed each both end of pipe. The
fitting shall be packed with wooden box
4) The Workshop inspection & test reports such as material certificate, electric test
report, function test reports, etc. shall be properly classified into related groups and
be bound.
6.10 Guarantee
6.10.1 The workmanship of all work in the Supplier responsibility as well as the fulfillment of
specified requirements are a part of technical guaranties.
6.10.2 The Supplier shall guarantee that the materials will meet all the requirements under all
design and operating conditions identified in the specification

7.0 PROTECTION, PACKING, SHIPPING AND STORAGE


7.1 Safety Guards for Apparatus

Guards to ensure safety of personnel shall be provided as necessary.


7.2 Packing and Marking on Package
All apparatus shall be carefully packed for export shipment and storage at site in such a
manner that it is protected against all climatic conditions specified in the Appendix A1,
General Technical Requirements for General.
Key equipment shall be transported with monitoring dew meters within each transport
case. Equipment shall be protected from weather, rust, mechanical damage, and entry of
harmful foreign material during and Supplier's shipment. Lifting points shall be clearly

marked and openings shall be covered. Before the equipment is shipped, the shipping
stops, bolts, ties, etc., shall be installed in all devices.
All control equipment shall be packed separately from the mechanical equipment. Shipping
preparation procedures shall be submitted to the Contractor for acceptance prior to
implementation
7.2.1 Export packing and shipping shall conform to the Contractors shipping and packing
instruction.
7.2.2 The Supplier shall clean all components and preserve and protect them on the basis that
equipment and all accessories will be stored unprotected in the field for a minimum period
of six(6) months.
7.2.3 Prior to shipment, the pipes shall be completely drained and thoroughly dry.
7.2.4 All materials are to be handled with proper equipment and in a careful manner to prevent
distortion or damage.
7.2.5 The inside and outside of carbon and alloy steel pipes shall be coated with suitable rust
prevention to avoid corrosion during transit and storage.
7.2.6 Exposed machined and threaded surface shall be protected with a suitable rust prevention.
7.2.7 Plain or bevel ends shall be protected with a non-metallic cover.
7.2.8 Threaded connections shall be protected with screwed or snap-in (snap-on) type plastic
protectors.
7.2.9 Metal fasteners, straps or covers shall not be welded to any part of pipe.
7.2.10 Seal ends tight with caps, plugs or covers (flanges with full face protection).
7.2.11 To protect machined welding ends, end protectors shall be designed to prevent the
entrance of foreign matter into pipes during storage in the field prior to erection
7.3 Delivery and Storage
The Supplier shall provide protection for the material during transit and storage.
The Supplier shall clearly informed to the Contractor in his proposal if any special
equipment to be used for the transportation.
7.3.1 Instruction covering handling and storage at construction site shall be prepared and
submitted by the Supplier

8.0 DRAWING AND DATA SUBMITTAL REQUIREMENTS


8.1 General
The Supplier shall submit the documents and drawings according to Appendix G Vendor
Data Requirements (VDR) with Drawings & Document Submittal Schedule
8.2 Data and Drawing Requirements
8.2.1 All technical information shall be submitted for evaluation of the Suppliers proposal design.

8.2.2 List of data and information to be submitted:


1) Deviations and clarifications from the Specification (if any).
2) General information and schedule
Drawing & document list and submittal schedule
References & evidence of capacity
Company brochures
List of sub-Contractors / sub-Suppliers
3) Suppliers data sheet
4) Manufacturing Pre-qualification
5) Manufacturing, Handling, Storage & Installation instruction (if any)
6) Manufacturing ISO 9001 certification
8.2.3 If any departures and/or clarification from the specified requirements are included in the
Suppliers proposal, they must be clearly stated on the attached format. The Supplier shall
state on appropriate schedule in writing his reasons for proposal such departures or
clarification. The Supplier shall note that any alternative proposal containing departures or
qualifications not listed and priced on the required schedules will be rejected.
8.2.4 All submitted data and information will be considered as a part of the contract documents

8.3 Data and Information


8.3.1 General
1) The Supplier shall submit the documents within the submission due date specified
in the VDR.
2) The Supplier shall submit the documents listed. All documentations shall be
logically organized, indexed and written in English using SI units.
3) All documents shall be submitted within such periods or at such dates which are
required for keeping the project schedule without any delay. The Supplier is
responsible for submitting all documents in accordance with the program allowing
all participants sufficient time to check, assess, comment and eventually approve
documents. The quality of the Supplier's documents must be in accordance with
acceptable international practice and allow a speedy checking procedure.
Documents not fulfilling these requirements will be returned to the Supplier without
any detail comment so that the Supplier shall improve them and resubmit his
revised documents. It is solely at the discretion of the Contractor to decide whether
or not the documents are acceptable for project proceeding.
4) All documents shall be clearly demonstrated that the Supplier has checked and
verified them according to his quality assurance system and met the contract
requirements. Approver's and checker's name or initials must appear on all
documents.

5) The Contractor has the rights to review and comment on all of the documents
submitted by the Supplier. If the Supplier's documents do not comply with the
contract requirements or not include sufficient technical information for verifying the
correctness of the design on his supplied items (Alloy Pipes), the Contractor will
comment the Supplier to revise and/or improve them. The Supplier shall resubmit
his drawings and documents to the Contractor after revising and improving them
according to the Contractor's comments.
8.3.2 Suppliers reply sheets
The Supplier shall submit his reply sheets to the Contractors comments on the Suppliers
documents together with the revised documents reflected suitably the Contractors
comments.
