ItishighlyrecommendedthattheofficersofSAILwhohaveactuallysupervisedtheprojectwouldbethebest
witnessesforthedepositioninthearbitration.

Wehavebeeninformedthatfewoftheseofficershaveretiredorhavebeentransferredtosomeotherstate.
However,inaninternationalarbitrationofthisnature,likelihoodofsuccessdependsheavilyonthequalityof
evidencegiven.Asthesewitnesseswillbeputunderstringentcrossexaminationbytheothersideandthose
witnesseswhohavepersonallysupervisedtheprojectwillbeinabetterpositiontosustaincrossexamination.
Further,inadditiontothis,asalreadydiscussedwestronglysuggestthatanIndependentExpertsuchasPWC
maybeconsideredforquantumanalysis.
