Standardization Shared the Potential Use of LCA in
Policy to Indonesian Technical Ministries

ILCAN continues to work along the Indonesian government to promote the use of LCA in research and industrial
applications. Technical Ministries, as one of the stakeholders in industry, contribute to setting up policies that are
required to support sustainable development. As LCA is the metrics for sustainability, it is important for the
Technical Ministries to understand how they can use LCA in their policy development. Pusat Standardisasi
Lingkungan dan Kehutanan invited ILCAN to provide technical training and equip policy makers with
understanding on LCA in April.

The training was presented by Dr. Edi Iswanto Wiloso, Dr. Jessica Hanafi, and Ir. Noer Adi Wardojo. The training
was attended by approximately 50 participants from various technical ministries, such as Ministry of Industry,
Ministry of Agriculture, Ministry of Energy and Mineral Resources, and National Development Planning Agency
(BAPPENAS). The event was opened by the Head of Centre for Environment and Forestry Standardization,
Ministry of Environment and Forestry of Republic Indonesia, Ir. Noer Adi Wardojo, M.Sc. In his opening speech,
Pak Adi Wardojo remarked that LCA can be used for developing various policies, from Ecolabelling (both type I
and III), resource efficiency in production, emission reduction to setting up environmental target. Dr. Edi Iswanto
Wiloso pointed out that LCA can be use in most of all sectors, including energy, construction, and marine. The use

of LCA can help to boost the competitiveness of local products in international market. The concept, methodology
and step-by-step guide of LCA were presented by Dr. Hanafi to participants during the interactive 2-day training
sessions. The participants seemed enthusiastic along the sessions, and some of them shared their idea how they
will implement LCA in their area of authority.

& Cleaner Production Forum & Expo 2017
On 1 January 2016, the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for
Sustainable Development adopted by world leaders in September 2015 at an historic UN
Summit officially came into force. One of the goals in SDG is Sustainable Consumption
and Production (#12).

To achieve the goal, the Ministry of

They are, Dr. Edi Iswanto Wiloso (LIPI), Prof. Udin Hasanuddin (University of Lampung), Dr. Jessica Hanafi (Life
Cycle Indonesia), Timotheus Lesmana (PPBN), Yosephine DMW (Technical Committee 13-07 of MoEF), and Denny
Turino (PPBN). Since LCA is considered as a tool to identify hotspots, ILCAN Chairman, Dr. Edi Iswanto Wiloso
also gave a lecture in RECP Master Class Series on Life Cycle Assessment, explaining what LCA is and how it is
related with RECP principles.

ILCAN Training Series on LCA Introduction to LCA


& Tools: Batch 3 Report
On May 16-18, 2017, in collaboration with Life Cycle Indonesia, ILCAN conducted the third training event on
Introduction to LCA and Tools in Jakarta as a part of ILCAN Training Series on lLCA (ITSoLCA). The training was
attended by 9 participants. Although it was still dominated by students and researchers, we were excited to have
participants from plastic industries. There have been a slight changes in training duration to improve the
effectiveness of the training. There was an improvement related to the training duration. Starting from Batch 3, the
training has been added one more day to allow deeper understanding on the case studies and a full-day hands-
on-tutorial on SimaPro LCA software.

The Indonesian Journal of Life Cycle Assessment and Sustainability (IJoLCAS) Volume 1 No. 2 has been published

Our Member Profile


Ellyna Chairani is currently enrolled as a Ph.D student at the School of
Environmental Science, Universitas Indonesia. Her background in veterinary
medicine has opened her chance to experience as an assistant of medical
officer at Kingsford Veterinary Clinic in Sydney, Australia at the end 80s. At
the initial period of the Government Regulation on Environmental Impact
Assessment was implemented, she did tens environmental evaluations and
environmental impact assessments as she holds both certificates of
evaluator and consultant (AMDAL Type-B).

She then began her career as a government officer at the Agency of


Agricultural R&D, Ministry of Agriculture and spent her last twenty years in
the Ministry of National Development Planning. Receiving a Masters of Arts
Ellyna Chairani
in development planning from Graduate School of International
Development, Nagoya University, Japan, she has subsequently
strengthened the offices of International Economic Cooperation, Social Welfare Affairs and Development
Controlling and Evaluation in Bappenas. Ellyna belongs to International Development Evaluation Association
(IDEAS) and American Evaluation Association (AEA), and actively involved as speakers and participants in
international conferences and trainings of development evaluation.

Conducting a research on the sustainability of civet coffee, she considered three aspects of assessments. Those
include assessments of environmental aspect, social aspect, and economic aspect. She employed the methods of
Life Cycle Sustainability Assessment (LCSA), Life Cycle Assessment (LCA), Social Life Cycle Assessment (SLCA),
and Life Cycle Costing (LCC). The methods, however, is still rarely applied in the School and is completely new to
her.

She learned that challenges to successfully adopt LCA require clear understanding of its concept and passion in
doing so. In addition, Ellyna is fortunate in having the best LCAs source persons to consult/discuss with. After
spending more than one year, she did data inventory from 6 (six) civet coffee models in West Java and Bali. To her,
data inventory is the toughest step of LCA implementation. It heavily demands appropriate references and
accurate data collection. She even had to visit the fields six times to fully completed the data. Ellyna found that the
longer she spends with LCA, the more attractive it becomes. She enjoys calculating the impact assessment and
interpretation as they are more fun to do. LCA also offers various impact categories that allows her to select the
relevant discussion. On the other hand, she understands that the national database is still limited that needs to be
enriched, particularly on her related research. The international coffee database have just been released after she
has finished her research and she is looking forward to complement her research result on the Indonesian civet
coffee to the database.

In the effort to achieve (national) sustainable development goals, Ellyna believes that the works of LCA and ILCAN
will increase in Indonesia. For examples, making more people well informed about carbon footprint and global
warming, conducting more LCA, and having more LCA specialists. Since becoming a member in 2016, ILCAN just
like a new home to her. It is her expectations to have broader networking on LCA, updated information and
knowledge, and opportunities to do collaborative research.

ILCAN Current Activities


ILCAN has five main programs to support its objectives to promote LCA application in Indonesia. Those five main
programs are:

1. Conferences (ILCAN Conference Series on LCA ICSoLCA)

2. Training (ILCAN Training Series on LCA ITSoLCA)

3. Journal (Indonesian Journal of LCA & Sustainability oLCAS)

4. Resources on LCA Research in Indonesia

5. Indonesian Life Cycle Inventory Database Platform Project

As part of our strategy to enhance LCA research in Indonesia, ILCAN facilitates collaboration among LCA
communities, and other interested parties, by identifying and outreaching available LCA-related resources
(expertise, publications, inventory data, software, and others) in Indonesia. We encourage ILCAN members with
LCA competency to share their activities and resources to be known to others for possible collaboration. We also
encourage ILCAN members to give us comments or advises regarding our current activities, or expected activities
