In recent years, more and more university employees or students tend to have the

transport for their facilities. As a result of this situation, the number of cars and motorcycles
owned by them is increasing rapidly. In addition, the communication between universities and
communities has become much closer than before. This leads to a shortage of parking capacity.
Various researches and theories have been developed to determine the supply and demand of
parking facilities. There are also many theories about the recommendation and solution of
solving the parking problem.

Early in 1990, McIntyre made a survey in twenty-five community colleges in California


and recommended some measures for improving the campus parking environment. Carl and
David (2001) applied mathematical models to investigate the effects of various campus parking
policies. In mainland China, Leng and Yan (2003) examined the university campus systems for
taking account of the specific conditions. Song and Wang (2004) conducted several relevant
surveys in Chinese universities. Overall, however, few systematic reports of the studies on
campus parking problems can be found in literature. It can be stated that almost all university
campus in other country than Malaysia have same problem dealing with the parking system.

First of all, Parit Raja is one of the towns in Batu Pahat, Johor, Malaysia and one of the
busy town. Actually in Parit Raja, Javanese is the main population of this town. In recent years,
the town has seen substantial growth due to the rapid expansion of Universiti Tun Hussein Onn
Malaysia (UTHM), or Tun Hussein Onn University of Malaysia, located here. Today, UTHM
boasts a student population exceeding 17,000 multidiscipinary undergraduates, postgraduates
and research students, excluding academic and support staffs. (wikipedia)

Nowadays because of the population increase dramatically, there have been many
complaints about the shortcoming of parking spaces in Batu Pahat especially the area that near to
the UTHM such as Parit Raja including in many residential areas. As we know, Kolej Bandar is
located in Parit Raja, besides that, thats a lot of facilities such as shop, ATM, residential,
workshop, carwash, Mamak stall, supermarket and many more that are available there.
Therefore, it is one of the reason why it become the most busy town and focal area of people that
living in this area especially UTHM student, UTHM staff and nearby residents.
The demand parking area has increased drastically in recent years by the increasing
number of students and UTHM staff especially for non-resident. An existing parking supply
remained and it does not increase in proportion with demand parking. This will affect the loss of
time by the users for limited parking space searching. Even though parking needs and parking
issues have always been a major concern for institution organizations, it frequently fails to
receive proper planning processes, including providing necessary security safeguards. Other than
that, illegal parking causes traffic circulation problems. For example, one or more parking lots
were used for park construction materials other than vehicles. Therefore, based on the complaint
we had chosen Flat Cempaka Biru, Parit Raja to carry out study. Then, we have to observed and
conduct parking study by using license plate method.
