MINUTES OF THE 23RD MEETING OF THE STATE LEVEL SCREENING COMMITTEE ON BORDER
AREA DEVELOPMENT PROGRAMME HELD ON 30/6/2011.

The 23rd meeting of the State Level Screening Committee on BADP was held on 30th
June2011 at 1500 hrs in the Conference Hall of Chief Secretary where following members and officers

The meeting was held under the chairmanship of the Chief Secretary cum Chairman SLSC
on BADP. Representatives from MHA, MoDONER and Planning Commission did not attend the
meeting.

At the outset, the Secretary (Planning) welcomed the members to the meeting and asked for
their valuable suggestions and comments during the course of the meeting. Detailed discussion on the
agenda items were held and the following decisions emerged in the meeting:-

Agenda Item No.1 APPROVAL FOR THE ANNUAL ACTION PLAN UNDER NORMAL
PROPOSALS TO BE SUBMITTED TO THE MINISTRY OF HOME AFFAIRS
FOR THE YEAR 2011-12.

1.1 During 2011-12, the MHA had allocated an amount of `85.73 crore as SCA under BADP
which includes `2.20 crore being specific earmarked allocation for the 16 border blocks of Tawang,
West Kameng, Changlang and Tirap District.

1.2 Considering the fact that sufficient fund was already available to meet up the expenditure for
Third Party Monitoring during current financial year, no separate provision of fund has been kept for this
purpose out of the total allocation for 2011-12 and the total allocated fund to the tune of `85.73 crore
has been allocated for taking up of schemes in the border blocks.

1.3 Considering the importance of the proposals while preparing the Annual Action Plan under
BADP during 2011-12, the State Government had decided to incorporate the left out schemes
amounting to `10.35 crore received from the concerned Deputy Commissioners during 2010-11 and
recommended to the MHA as additional proposals. These schemes were not considered by the MHA
during 2010-11 while considering the additional proposals of `840.50 lakhs.

1.4. Considering the necessity of teachers accommodation in the remote border areas the State
Governments has also decided to earmark an amount of `10.48 Crore and allocated the same equally
to all the border blocks for construction of RCC Teachers quarter to provide accommodation to the
teachers serving in the remote border areas.

1.5. As decided by the State Government, concerned Deputy Commissioners were also
intimated to include schemes upto 20% of the blocks allocation for promotion of animal husbandry
sector for protection and development of Mithun, Yak, Sheep and such endangered cattle species.

1.6 Accordingly, the State Level Screening Committee has recommended the schemes
submitted by the concerned Deputy Commissioners worth ` 85,73,00,000/- (Rupees eighty five crore
seventy three lakhs) only to the MHA for its approval and release of fund. The detailed list of schemes
recommended by the SLSC is appended at ANNEXURE I.

Agenda Item No.2 RATIFICTION OF THE ADDITIONAL PROPOSALS APPROVED BY


THE MHA DURING 2010-11.
2.1 During 2010-11, the MHA had approved and released necessary fund against the following
17 (seventeen) nos. additional schemes for which fund has already been released to the concerned
Deputy Commissioners for implementation : -

2.2. The SLSC has considered and accorded necessary post facto approval for ratification of the
additional schemes as mentioned at para 2.1 above.

Agenda Item No.3 SELECTION / APPROVAL OF NEW ADDITIONAL PROPOSALS TO BE


SUBMITTED TO THE MINISTRY OF HOME AFFAIRS FOR THE YEAR
2011-12 IN ADDITION TO THE NORMAL ANNUAL ACTION PLAN.

3.1 A number of additional proposals have also been received for consideration of SLSC for
onward submission to the MHA in addition to the normal Annual Action Plan for the year 2011-12.

3.2 The SLSC decided that selection of schemes for recommendation as additional proposals
under BADP during 2011-12 will be made in the month of December,2011 and proposals will be
submitted to the MHA accordingly.

Agenda Item No.4 Any other issues with the permission of the Chair.

4.1. While taking part in the course of discussion, the Secretary (Education) pointed out that all
weather kitchens for Mid Day Meals and toilet for girls in every school are required to be constructed
under Right to Education as per directive of the Honble Supreme Court. The SLSC has decided that
this will be taken into account while forwarding subsequent proposals to the MHA. Concerned DCs
were requested to keep the same in mind while proposing schemes under BADP in future.

4.2 DC, Dibang Valley requested to fix a minimum amount as project cost to be implemented
under BADP to avoid schemes of very small nature which result into thin spreading of resources. In this
connection, some members opined that while all care should be taken to ensure that durable assets are
created under BADP, it may not be practically feasible to fix a minimum amount for each project under
BADP since it has been observed that small schemes of very crucial nature needs to be taken up as
per the felt need of the area. The Chairman SLSC advised the concerned DCs to take all factors into
consideration and propose the most genuine schemes under BADP for overall development of the
border areas. The Chairman further asked the DCs to ensure convergence of schemes under BADP
with other developmental schemes for optimum utilization of resources but while doing so it must also
be ensured that duplicacy of schemes are avoided.

4.3. Concerned Deputy Commissioners were requested to submit pending QPRs and Utilisation
Certificates immediately failing which, there will be proportionate cut in release of fund during 2011-12.

4.4 As per the decision taken in the 11th Empowered Committee Meeting of BADP held on
3rd May,2011 at New Delhi, all the Deputy Commissioners were asked to maintain Asset Registers for
all the assets created under BADP and the same along with success stories and photographs with a
soft copy should be submitted to Planning Department latest by 31st July,2011 for onward submission
to MHA for analytical purposes.

4.5 It was also informed that the State Government has already engaged Third Party Monitors
for monitoring of schemes under BADP which has already started its work and will be visiting all the
concerned districts soon. The Deputy Commissioners were asked to provide necessary cooperation to
the visiting teams. The DCs were also asked to regularly carry out inspection of BADP schemes and
submit their reports to the Planning Department for further necessary action.

4.6. It was also decided that the existing procedure of Deputy Commissioner being the final
authority for selection of schemes and selection of executing agencies for implementation of BADP
schemes should be continued as a part of the decentralized planning process.

The meeting ended with a vote of thanks to the Chair and to the Members from the Member
Secretary.
