User Registration Guide

Only requires valid Computerized National Identity Card (in case of

Pakistani National), Passport and Photograph (in case of Foreign National),

mobile number and valid email address.

One-time token cost of Rs.100/- only which will be payable at the time of

submission of application for registration of company or filing of first

return subsequent to user registration.

Introduction
eServices is an online system, which is available to all companies via internet through the link
https://eservices.secp.gov.pk/eServices/ . Any company which intends to submit its returns
online can avail this service by obtaining a UserID and Password. Once the company has the
UserID and Password, it can select the process, enter the relevant data, generate the
statutory form for the process, sign the form electronically, and submit it online to SECP. In
order to obtain UserID, each Pakistani national should have valid Computerized National
Identity Card (CNIC), Mobile number and valid Email address while Foreign National should
have valid passport, photograph, mobile number and valid Email address.

eServices assist the companies to electronically submit any statutory form and information
that is required to be led under the Companies Ordinance, 1984 or any other process
required to be submitted, under any Rules and Regulations being administered by SECP. This
include processes such as Name Reservation, Incorporation of a New Company, Filing of
returns, Winding up of a company etc.

This guide will elaborate the requirements for user registration under eServices to avail
online filing facility.

Frequently Asked Questions (FAQs)

2.1 What are E-Services and how to access the e-Services?

e-Services is a 24/7 available portal developed by SECP to facilitate the users in reservation of
name, incorporation of companies, ling of specied forms and related documents required
under the Companies Ordinance, 1984, or the Rules and Regulations being administered by
SECP, in electronic form to the Registrar of Companies or the Commission, for registration.
e-Services can be accessed through SECPs website at www.secp.gov.pk.

2.2 Which equipment is required for using e-Services?

A personal computer equipped with a web browser and internet access, preferably broadband
connection.

2.3 Who can register as a user of the e-Services?

Any person can register as an Individual User. This may include a director / chief executive/
company secretary /authorized representative / manager / authorized person of a company who
is a natural person and is authorised to sign documents electronically on behalf of the company.
An Intermediary / Consultant can also register as a user of the e-Services.

2.4 How to apply for user registration and what is the user registration fee?

Online user registration is available at e-Services at www.secp.gov.pk, for which Rs. 100/- only
will be charged subsequently after registration and at the time of submission of documents.

2.5 Requirements for user registration

For Individual (Pakistani National): CNIC/NICOP/POC, Mobile number, & Email address.
For Individual (Foreign National): Attested copy of valid passport, Attested photograph,
Mobile number, & Email address.

2.6 How can I recover forgotten Password or reset PIN?

You can make use of the Forget Login Information function provided on the login page of the
e-Services. You have to provide information of your identication to enable the system to
retrieve your Login information.
In case you forgot your password, you have to provide the Answer to your selected Security
Question to enable the system to verify your identity. The system will reset your password after
successful verication. The system-generated Password/PIN will be sent to your registered
email address and mobile phone number automatically by the system.

User Registration
Step by Step Process:
Sign-up/Register for User Account
As a rst step towards user registration, you must rst Sign-up. For this you have to go to the
main webpage of SECP (www.secp.gov.pk) and click on the tab button E-Services.

The following Page will appear:

Under the heading LOGIN Select either Signup For National or Signup For Foreign
as per your requirements.

A. Signup as Pakistani National


After selecting Signup For National the following electronic Form will appear:

The user will be required to enter his/her 13 digit CNIC Number /NICOP /POC without
dashes. The user will also enter his/her personal details i.e. Full Name, Fathers/Spouse Name,
Gender, Date of Birth, Current Address, Permanent Address, Mobile Number, Email Address.
The user will then enter his/her proposed password.

The proposed password must have 8 characters. At least 1 number, 1 lowercase, 1 upper case
letter and 1 special character.

In next section, the user is required to select three security Questions and then provide answer
to those questions.

In order to verify registration, the user will be required to enter the code/letters given in a
special format.

The user will then click the Signup button to proceed further.

After verication, the system will send security code to User on his/her provided Mobile
Number and also on his/her email address.

The following screen will appear where the user will enter the security code and will press the
button Verify Security Code.

Upon submission, the system will send PIN to User on the provided Mobile No. through SMS
and also on the provided Email Address. This system generated PIN will be required for
authenticating electronically submitted documents. The safety of the PIN is the responsibility of
user and must be ensured.

B. Signup as Foreign National

After clicking on Signup For Foreign on eServices login, the following electronic Form will
appear:

In the Form, the user will be required to enter his/her Passport Number and his/her personal
details i.e. Full Name, Address, Nationality, Date of Birth, Mobile Number, Email Address and
proposed password. The proposed password must have 8 characters. At least 1 number, 1
lowercase, 1 upper case letter and 1 special character.

The user will also be required to attach the following documents, not exceeding 1 MB size each:

copy of passport (in pdf format), duly certied by the Public Ofcer/Notary Public/
Diplomatic Consular / Consulate Ofcer.
latest photograph (jpg or jpeg format only), duly attested on the front, by the Public Ofcer/
Notary Public/ Diplomatic Consular / Consulate Ofcer;

In next section, the user is required to select three security questions and then provide answer
to those questions.

The user will then be required to enter the provided code/letters.

The user will then click the Signup button to proceed further.

After verication, the system will send security code to User on his/her provided Mobile
Number and also on email address.

The following screen will appear where the user will enter the security code and press the Verify
Security Code button.

Whether the User is signingup as a Pakistani National or a Foreign National,
the system message will appear as follow:
User is active now. You can login with the username/password you provided during signup. Also system
generated PIN has been sent to Mobile No. through SMS and also on the provided Email Address, please
ensure the security of the PIN as it will be required for all company documents submission requirements
with SECP

Using eServices through Login ID, Password and PIN


After obtaining Login ID, Password and PIN, the user can use eServices. The user will access eServices
page through SECPs website. The following page will appear where the user will enter his/her
CNIC/NICOP/POC/Passport number as Login ID and then enter his/her Password.

After User Logs in the system, the following screen will appear:

Association of Signed up User with an existing Company:


After successful completion of the sign up process, the User logs in the system, the system match-
es the User CNIC (provided in the Registration Form) with the CNICs available in the Company
record of registered companies against the designations CEO/Director/Company Secretary. If
the CNIC gets matched the User name will appear on the Listing page under the heading Regis-
tered User Company Listingand the respective company name(s) appears under the heading
Company Search , otherwise system returns the onscreen message No company is registered
against the said criteria.

At the bottom of the Company Listing page there is always a link available for the process
Company Name Reservation for new company incorporation needs.

For all Company Name Reservation (CNR) cases accepted before 31st March, 2017, the
registered Company Name will be available only to User whose CNIC is available in CNR.

With reference to the Company Incorporation cases initiated before 31st March, 2017, the
system checks the record and the company name appears only to the User whose CNIC is
available in CNR, the respective company name appears on the Company Listing page along with
the link Login. User can click on the Login.

Clicking login link against a company name will display all available processes as follows:

On pressing hyper-link from available processes requisite process will be displayed.

The user will fill in the requisite data and then click Continue button:
This will display the following screen where Sign form option is available. Please note that sign
form link will be activated when mandatory attachments are provided and challan is saved.

Clicking on Sign Form link will display the Apply PIN screen.

Apply PIN:

Now, a system generated PIN is required for the submission of process/document to SECP. As per
the Apply PIN screen, the User can now check the signing requirements by clicking the View Signing
Requirements and complete the application of PIN activity accordingly. System detects the PIN
applied and returns the onscreen messages in case of any mismatch.

After the PIN is applied successfully, the CNIC associated with the PIN appears in the Column PIN
applied and a log of already applied PIN(S) is generated at the bottom of the page. When all the
required PIN(S) have been applied, User can submit the process by clicking the link Submit Process
to SECP.

It may be noted that in accordance with section 3 of Electronic Transactions Ordinance, 2002, the
witness is not required in case of online ling.

Manage Company Users


At the top right corner of the Process Listing window, a yellow button Manage Company Users is
available to add or delete the following four types of users in the Company subject to the condition that
the individual sign up process has already been completed for all the following types of Users:

Primary User
The Primary User has the capability to add or delete other Users in the Company through Manage
Company Users feature. A primary user can also be an authorized user.

Secondary User
Secondary User cannot have the access to Manage Company Users in the Company. A secondary
User can also be an Authorized user or Intermediary user.

Authorized User
The Primary User of the Company through Manage Company Users submits the request of appoint-
ment of the signed up company ofcial (CEO/Director/Company Secretary) as an Authorized User
by providing Board Resolution and lling in the elds for Board Resolution Date and Effective From
Date to act as an authorized signatory in the respective company.Upon completion of internal examina-
tion by SECP, if the request is accepted the status of nominated Authorized User changes to Active.
At the time of submission of Process/Form, system detects the signatory and only accepts the Autho-
rized User PIN for successful submission of process/forms to SECP. It may also be noted that in terms
of Direction No. 4 of 2017 ( https://www.secp.gov.pk/document/direction-no-4-of-2017-au-
thentication-of-statutory-returns/?wpdmdl=24837 ), there has to be only one authorized signatory.

Intermediary
The Primary User of the Company through Manage Company Users submits the request of
appointment of the signed up User as an Intermediary in the respective company by providing Board
Resolution and lling in the elds for Board Resolution Date and Effective From Date. Upon
completion of internal examination by SECP, if the request is accepted the status of nominated
Intermediary changes to Active. The Intermediary can ll the process/form but cannot submit it to
SECP untill the authorized user have applied his/her PIN as authorized signatory

Authorized User Registration
Authorized User will follow the same steps as given above for User Registration in case of
Pakistani National or Foreign National.
The Primary User login the eServices through CNIC/NICOP/POC/Passport No. and
Password.
The Primary User clicks Manage Company User button.
The System will display the following window:

The Primary User will enter the CNIC/NICOP/POC/ Passport No. of the signed up Authorized
User, attaches the Board Resolution (PDF format), enter User Type, Effective date, Board
resolution date and then clicks the button Add. The request is submitted for internal examina-
tion, upon completion, if the request is accepted the status of nominated Authorized User
changes to Active for further action.

Intermediary - User Registration
Intermediary User will follow the same steps as given above for User Registration
in case of Pakistani National or Foreign National.
The Primary User login the eServices through CNIC/NICOP/POC/Passport No. and
Password.
The Primary User clicks Manage Company User button.
The System will display the following window:

The Primary User will enter the CNIC/NICOP/POC/ Passport No. of Intermediary User,
attaches the Board Resolution (PDF format), enter User Type, Effective date, Board resolution
date and then clicks the button Add. The request is submitted for internal examination, upon
completion, if the request is accepted the status of nominated Intermediary changes to
Active for further action by Intermediary.

PIN Reset facility

In order to reset PIN, the User will click Reset PIN button and the following window will
appear.

The User will provide answers to the security questions and will press the button Verify
Answers.

The system will send the security codes to be veried on mobile no. and email address provided
with the prole at the time of registration and upon successful matching of the security code
generate PIN and will send it to the Mobile No. and Email Address of the User.

Terms of Use
(i) Use of logins

Your login information is a valuable and condential item that authenticates your online identity.
You must, therefore, take good care of your login information/ PIN, as well as the security
questions you choose when creating a login, and keep them secure.

You agree that you will:


not knowingly or recklessly use or attempt to use any service, login, hardware device or code
for a purpose for which it was not intended, including any unlawful purpose; and
notify the SECP Help Desk immediately if you know or have reason to believe that there has
been or is about to be fraudulent or other unlawful use of any of your login, hardware device
or code.

(ii) Protecting logins, security questions and PIN

You must immediately change your password, security questions, or PIN and notify the SECP
Help Desk if:
you believe that the security of your password, security questions which you answered, or
PIN you created have been compromised; or
you become aware of any unauthorised use of your username or password.

(iii) Recommended practices

You should:
not use an email address that is shared with other people (as it is to this email address that
your username, temporary password or other information will be sent when you request
support for your login, for example when you forget your username or password);
choose a password that is a secret known only to you which cannot be easily guessed by
anyone else;
not disclose your password to anyone, including SECP services personnel (please note that
SECP services personnel will never ask you for your password or PIN);
keep your password and PIN safe from being discovered by others if you write your
password or PIN down or store them electronically (unencrypted les on a computer or
notes on your monitor are not safe options);
take care when answering your security questions to ensure you can remember the answers
at a later date;
not tell anyone your answers to the security questions, other than services personnel when
they require those answers to help you;
not allow anyone to see your password, any of your answers to the security questions, or PIN
or have the opportunity to see them or record them;
not use an app other than system-generated codes as they have not been tested for compati-
bility or security; and
keep your contact details up to date.
