SELECTION OF INDIVIDUAL CONSULTANT FOR


TRAINING OF HR/ PERSONNEL DEPARTMENT

1. The La-Nkwantanang Madina Municipal Assembly intends to apply part of its


District Development Fund (DDF) under the Functional Organisation and
Assessment Tool (FOAT) to fund payment under the contract for the payment
of consultancy services required for the training of Staff of the Assembly.

2. The Capacity Support Fund component of the DDF earmarked for training of
staff in both the Generic and Demand Driven Capacity Building will be used
to fund the Training consultancy services

3. This is to inform you that you have been shortlisted to submit your sealed
Technical and Financial proposals indicating that you have the capacity to
carry out a training program in response to the attached terms of reference.

5. Sealed CVs must be addressed and delivered to The Secretary, Entity Tender

Terms of Reference

Selection of Training Consultant for Human Resource


and Administrative Staff
La-Nkwantanang Madina Municipal Assembly

1.0 BACKGROUND

1. The La-Nkwantanang Madina Municipal Assembly intends to apply part of


its District Development Fund (DDF) under Institutional Strengthening
Component of the Functional Organisation and Assessment Tool (FOAT) to
fund payment under the contract for the payment of consultancy services
required for the training

1.2 The training details are to be provided by the selected consultant in line
with the activities outlined in the training plan of the Administration and
Human Resource unit of the La-Nkwantanang Madina Municipal Assembly.

1.3 The course is divided into three segments, (i) Records Management, (ii)
Communication Skills and Speech Writing (iii) Proposal and Report Writing.

2.0 OBJECTIVES OF THE ASSIGNMENT


2.1 The purpose of this assignment is to engage a consultant or service
provider to undertake training activities in relation to Human Resource
Management and Planning, on behalf of the La-Nkwantanang Madina
Municipal Assembly .

2.2 To determine well prepared training programs for HR and planning that
would be suitable to the needs of the Assemblys operations.

2.3 Also, the service provider would be required to use its own course
materials for the delivery of the training. Each copy of the material would
be provided to participants for their future use.

3.0 SCOPE OF SERVICES

3.1 The Consultant or service provider shall undertake the following:

Carryout Training for Eleven (11) No. Participants of the


Personnel and the General Administration in the following
course modules:

Records Management
Communication Skills and Speech Writing
Proposal and Report Writing

The training must not span duration of more than 5 working days.

The training will be a non-residential training to be conducted at the


location to be determined by LANMMA.

4.0 REPORTING AND TIME SCHEDULES

a. The Consultant shall be required to prepare an inception report


containing a brief outline on how he/she intends to carry out the
assignment within 2 days from contract commencement.

b. It is expected that the Consultant will identify the training needs and
obtain all necessary information for the assignment, and present its
finding in the form of a training program.

5.0 FACILITIES DATA INFORMATION TO BE PROVIDED BY THE CLIENT

The Client shall furnish the consultant with the under listed:

(i) Venue for the training would be provided by the Assembly

(ii) LANMMA would provide Computers and LCD Projectors for the
demonstrations during training

(iii) In the event that service provider is unable to deliver some of the
specialize training aides and equipment he/she must notify
LANMMA
6.0 QUALIFICATION AND EXPERIENCE OF THE KEY PERSONNEL

The consultant must demonstrate that he/she has carried out assignments
of similar nature especially in the subject areas listed above. Indicating
examples of training carried out.

7.0 DURATION FOR COMPLETION


2 weeks from contract commencement date.

8.0 Completed Financial and Technical Proposal must be submitted in separate


sealed envelopes and clearly marked as such
9.0 CONSULTANT FEES AND METHOD OF PAYMENT

1. The consultant shall prepare a financial proposal on how much it will cost
to prepare the conduct the training, indicating all fees and costs of
materials

2. 30% of the agreed amount shall be paid upon signing of the contract

3. Final 70% shall be paid after a acceptance of a training report from the
consultant or service provider
