1. Introduction

ThisFloodRiskAssessment(FRA)isforaproposedresidentialdevelopmentofaroundfortyfour
houseswithdrives,carparkingandgardensonaplotofapproximately1.2hectares,onlandoff
BurbagesLane,ExhallnearCoventry.Thislandiscurrentlygardens.Thesiteislocatedat
approximateGridReference433822,284156.

Theproposeddevelopmentsiteisaccessedviaanewentranceroadtobeconstructedatthe
locationofNo.30BurbagesLane,andthesiteextendsacrosstherearofexistingpropertiesNos.30
to52.ThesiteliestothewestoftheA444andisneartotheCoventryWelshRugbyClub.

Theproposeddevelopmentsiteisirregularinshapeandisboundedtothewestbythegardensof
existingresidentialpropertiesfrontingBurbagesLane.Landimmediatelytotheeastofthe
developmentsiteboundaryisdesignatedasgreenbelt.

Anexistingstream/ditchcourseislocated60metrestotheeastoftheproposeddevelopment
boundary.

2. Background to the site


2.1 General

The1.21hectaresiteisgardensandlandlyingtotherearoftheresidentialpropertiesonBurbages
Lane.Beyondtheeasterndevelopmentboundary,landisdesignatedasGreenBelt.TheRiverSowe
liesaround400metrestotheeastofthesite,beyondtheA444dualcarriageway.

Theexistinglanduseofthedevelopmentsiteisgardens(someovergrown)andtherearealsoa
numberofsheds,bothinuseandderelict,andsomevehicularaccessareaswithhardstandings.

Thereiscurrentlynotopographicalsurveydataavailableforthesite.InspectionofOrdnanceSurvey
Mappingindicatesthattheproposeddevelopmentsitehasanelevationofaround106metres
AboveOrdnanceDatum(AOD)attheproposedroadaccessfromBurbagesLane,fallingtoataround
the100metrecontourlevelneartheeasternboundary.Thegenerallandprofileinthisareashowsa
gradualslopefallingwesttoeastfromBurbagesLaneatthehighpointtowardstheRiverSowe.A
fulltopographicalsurveyforthesitewillbecarriedoutpriortodetaileddesignoftheproposed
developmentanditsdrainagesystem.

Aditchcourse/streamliesapproximately50to60metreseastoftheproposeddevelopment
followingthefieldboundaryline.Thelandbetweenthedevelopmentsiteandditchcourseis
greenbelt,butitisunderstoodthattheDeveloperhasanoptiontopurchaseaplotofland
approximately50x25metresinarea,betweenthedevelopmentsiteandtheditch.

Althoughthereareanumberofshedsandhardsurfacedareasontheexistingsite,forthepurposes
ofthisFloodRiskAssessmentandDrainageStrategy,theexistingsiteisconsideredtobe100%
permeable,asaworstcasescenario.

2.2 Flood data

TheEnvironmentAgencywebsitefloodmappingshowsthatthissiteisclassifiedasZone1andat
lowriskfromfluvialfloodingwithlessthan1in1000annualprobabilityofriverfloodinginanyyear
(<0.1%).AcopyoftheSFRAfloodmapfortheareaisincludedinAppendixB.

2.3 Hydrology

ThenearestmajorsurfacewaterfeatureistheRiverSowewhichliesapproximately400metres
away,totheeastoftheA444.ThefloodplainfortheriverisshownontheSFRAmappingin
AppendixB.Theproposeddevelopmentsiteislocatedonhighground;atitslowestpointthesiteis
elevatedsome8to10metresabovetheriverlevel.

Aditchcourse/streamliesapproximately50to60metreseastofthedevelopmentfollowingthe
fieldboundaryline.Thiswouldappeartoflownorthwardseventuallybecomingatributarytothe
RiverSowe.

AlargegardenpondislocatedtothesouthoftheproposedsiteattherearofNo.54BurbagesLane.

2.4 Ground conditions & ground water

Thereiscurrentlynogroundinvestigationdataavailableforthesite.PublishedBritishGeological
Societydataindicatesthatthesiteislikelytobeunderlainbymudstoneandsandstone.

Groundinvestigationwillbecarriedoutatthesitepriortodetaileddesignofthedevelopmentand
drainage.Percolationtestingwillbecarriedoutasrequired,todeterminewhetherdesignofthe
SuDSfeaturesasinfiltrationdrainageisfeasible.

ForthepurposesofthisFRAanddrainagestrategy,ithasbeenassumedthatnoinfiltrationis
possible.Storagevolumesgiveninthisreportthereforepresenttheworstcasescenario.

2.5 Existing drainage

AdoptedstormandfoulsewersareshownontheSevernTrentWaterLtd.SewerRecordsin
AppendixC.

2.5.1 Foul drainage


AnadoptedcombinedsewerrunsnorthwardsalongtherearofNos.54to30BurbagesLaneas
shownontheplaninAppendixC.(ThiswaspreviouslyaprivatesewerbutwastransferredtoSTWs
ownershipasapublicsewerinMarch2012).OnreachingBurbagesLane,thecombinedsewerflows
northundertheeastsidefootway/vergetomeetthe300diafoulsewerinWheelwrightLane.

InresponsetoaDeveloperEnquiry,SevernTrentWaterLtd.hasstatedthatithasnoconcernswith
thefoulflowfromtheproposeddevelopmentdischargingtotheexistingpubliccombinedsewerat
therearofNos.54to30BurbagesLane.However,STWhasnodataavailableontheinvertlevelsor
conditionofthissewer.CCTVconditionandlevelsurveyswillthereforeberequiredpriortodetailed
designoftheproposedfoulsewerconnection.

2.5.2 Storm drainage


Thereisanexistingadopted225mmdiastormdrainflowingnorthwards,locatedunderBurbages
Lane.Ifdisposalofsurfacewaterbysoakawayortoawatercourseisnotfeasible,STWhasindicated
intheirResponsetoDeveloperEnquiry,thatadischargeof5l/s/hacouldbemadewithaconnection
atmanhole7101oppositetheproposedsiteentrance(SeeAppendixC).

However,giventhetopographyofthesite,whileconnectiontothepublicsewershouldremainan
option,thedrainagestrategydescribedinSection4hasbeendevelopedassumingdischargeviaa
SustainableDrainageSystem(SuDS)totheditchcourselyingtotheeast.

2.6 Strategic Flood Risk Assessment (SFRA)

ThesiteiswithintheareacoveredbyNorthWarwickshireBoroughCouncilStrategicFloodRisk
AssessmentforLocalDevelopmentFrameworkLevel1Volume1(January2008)preparedby
HalcrowGroupLimited.

ThefloodmappingfortheBedworthareaisincludedinAppendixB.ThisshowsFloodZones2and3
(atmediumandhighriskofflooding)followingtherouteoftheRiverSowe,lyingtotheeastofthe
siteandtheA444.TheproposeddevelopmentsiteislocatedwithinFloodZone1,atlowriskof

3. Proposed Development
TheproposeddevelopmentisclassifiedasMoreVulnerable(PPS25AnnexD)andislocatedwithin
FloodZone1.

3.1 Description

Theproposeddevelopmentcomprisesaroundfortyfourdwellingswithaccessroad,drives,car
parkingandgardensasshownontheArchitectssitelayoutdrawing93670002.Thesiteof
approximately1.21hectaresintotalareawasformerlygardens,withsomeoutbuildingsandvehicle
access.

AnewroadjunctionistobeformedwithBurbagesLane.Atthistimeitisassumedthatthenewroad
intothedevelopmentrunningparalleltothenorthernboundarywouldbeadoptedbytheLocal
Authority.Leadingofftheroadtothesouthisanewaccessroad(assumedunadopted)serving
propertiesNos.16to41.

3.2 Impermeable area

Theproposeddevelopmentwillhaveanapproximateimpermeableareaof6015m2measuredfrom
thelayoutondrawing93670002,brokendownasgiveninTable2.Theremainderofthesitewillbe
finishedasgardensandsoftlandscaping.

Assumingthatalldrivesandroadwaysetc.areconstructedwithimpermeablesurfacing,thenthe
proposeddevelopmentwouldbe50%impermeable.

Duetotheincreaseinimpermeablearea,itisproposedtousepermeablepavementforthedrives
andpossiblythenonadoptedaccessroadrefertosection4fordetails.Constructingthedrivesand
accessaspermeablepavementwouldresultinthedevelopmentbeing31%impermeable.

3.3 Proposed levels

Atopographicalsurveyofthesitehasnotyetbeencarriedout.However,itisanticipatedthatthe
overallsitelevelsandprofilewillbesimilartoexisting.LevelsatthenewroadjunctionatBurbages
Lanearearound106metresAOD,attheeasternboundarylevelsareexpectedtobeataround100
metresAOD.

3.4 Proposed drainage

Duetotheunderlyingmudstoneindicatedbythegeologicalrecords,itisconsideredthatground
conditionsontheproposeddevelopmentsitemaynotbesuitedtodisposalofstormdrainageby
soakaway.Percolationtestingwillbecarriedoutaspartofthegroundinvestigationpriortodetailed
design.Wheredisposalofstormwaterbyinfiltrationispossible,thiswillbeusedtominimisethe
attenuationstoragevolumerequired.

3.4.1 Foul drainage


Itisproposedconnectfouldrainagefromthenewdevelopmenttotheexistingadoptedcombined
sewerofNos.54to30BurbagesLane.Thereiscurrentlynolevelinformationavailableforthis
sewer.However,itisconsideredunlikelytobeanydeeperthan2metresbelowexistingground
level.CCTVconditionandlevelsurveyswillberequiredpriortodetaileddesignoftheproposedfoul
sewerconnection.

Duetothewesttoeastfallacrossthesite,theinvertlevelatpointofconnectionislikelytobetoo
hightoallowconstructionofagravitysystemforthedevelopment,andasmallpumpingstationwill
probablyberequired.

SewersforAdoption6thEditionsetsoutageneralspecificationforapumpingstation.Thetypical
compoundrequiredis8mby10m,accessibletovehicles,andtobelocatednocloserthan15mto
thenearestdwelling.Foradevelopmentof44houses,thereshouldbeadequatestorageprovided
foraround7000litres(7m3)ofsewage.TherearePackagePumpingStationsavailablefromsuppliers
suchasPumpsealandMathewsPumps,forexample,whichcanbecompliantwithSewersfor
Adoption.

EarlydiscussionsshouldbeheldwithSevernTrentWatertoagreethepumpingstationtypeand
location.

3.4.2 Storm Drainage


Twooptionshavebeenconsideredfordisposalofstormdrainage:

A) Dischargeofstormwaterrunofffromthedevelopmenttotheexistingadoptedstormsewer
inBurbagesLane.Thiswillrequireattenuationofstormwaterinpermeablepavementand
attenuationtankpriortorestricteddischargetothesewer.Asforthefouldrainage,a
pumpedsystemmayberequired.
B) Dischargeofstormwaterrunofffromthedevelopmenttotheditchcourselyingtotheeast
ofthesite,viasustainabledrainagefeaturesandanattenuationpondand/orwetlandtobe
constructedontheadditionalplotofgreenbeltlandtotheeast.

Duetothetopographyofthesite,andthepumpingstationrequiredtomakeOptionAfunction,itis
consideredthatOptionBpresentsamoresustainablesolution.Thedrainagestrategyhastherefore
beendevelopedforOptionB.

Attenuation,includingallowanceforclimatechange,willbeprovidedtolimitrunofftothe
equivalentgreenfielddischargerateof5l/s/ha.Stormwaterdrainageisdiscussedfurtherinthe
drainagestrategy(Section4).

ItisproposedthattheSuDSattenuationsystemwilldischargetotheexistingditchcoursewhich
followsthefieldboundarytotheeastofthedevelopmentsite.Itisrecommendedthatthe
Developershoulddeterminetheownershipofthisditchandestablishtherighttoconstructan
outfallatthislocation.

AllsewerconnectionstopublicsewersaresubjecttoagreementwithSevernTrentWaterLimited.

SitedrainageistobedesignedfollowingtheguidanceinSewersforAdoptionandthePPS25Practice
Guide.Sitedrainagewillbedesignedsuchthatthereis:

Noabovegroundfloodingforthe1in30yearevent;and
Nofloodingofbuildingsforthe1in100yearevent,includingallowanceforclimatechange.

4. Drainage Strategy
ThisdrainagestrategyhasbeendevelopedfollowingtherecommendationsinPPS25AnnexFand
theEnvironmentAgencyGuidanceNote1forDevelopmentgreaterthan1hainFloodZone1.Storm
drainagewillbedesignedtomimicexistingsurfacewaterflowsfromthesite,butincorporatean
allowanceforclimatechange.

Sustainabledrainagesystems(SuDS)willbeusedasappropriate.Thedrainagestrategyusesthe
followingprinciples:

Rateofdischargefromsitetomimicgreenfieldrunoffrates,includingallowanceforclimate
change;
Areaofpermeablesurfacingtobemaximised;
SustainableDrainageSystems(SuDS)tobeusedtoattenuatestormwaterrunoff;
Anewpondand/orwetlandareawillbecreatedontheplotofgreenbeltlandtotheeastof
thedevelopment;
Stormwatertodischargetoexistingditchcourseattheeast.

4.1 Sustainable Drainage Systems (SuDS)

SustainableDrainageSystems(SuDS)aredesignedtomanagetheenvironmentalrisksresultingfrom
urbanrunoffandcontributetoenvironmentalenhancement,whereverpossible.Tomimicnatural
catchmentascloselyaspossibletheaimofSuDSistomanagestormwaterinthefollowinghierarchy
oftechniques:

1. Preventionthroughsitelayoutanddesigntopreventrunoffandpollution,and
incorporaterainwaterreuseandharvesting;
2. Sourcecontrolcontrolofrunoffatornearitssource,e.g.permeablepavementsand
soakaway;
3. Sitecontrolmanagementofrunoffbyroutingtopermeableareasorsoakaway;
4. Regionalcontrolmanagementofrunoffbystoragepriortodischargetoawatercourseor
sewer.

Principlesofsustainabledrainagewillbeappliedtotheproposeddevelopmentsitebyusing
permeablepavingwherepossibletominimiseimpermeablearea.Attenuationforstormrunoffis
providedinacoarseaggregatesubbasebeneaththepavementwhichdelaystimeofentrytothe
sewersystem.Itisproposedthatdrivewaysandparkingareasshouldbeconstructedinpermeable
pavement.Permeablesurfacingproductsarealsoavailableforplayareas.

Forthepurposesofthisdrainagestrategy,itisassumedthatthesoilsonthesitearenotsuitablefor
designofinfiltrationdrainage.Whilesomenaturalinfiltrationwilloccurbeneathpermeableareas,
(asoccursnowfortheexistinggreenfieldsite),percolationratessuitablefordesignofsoakaway
systemsmaynotberealisedduetotheunderlyingstrata.(Rateofpercolationintothesubsoilwill
bedeterminedbytestingduringthegroundinvestigation,priortodetaileddesign).

Downpipesfromtheroofswillbeallowedtodischargeontothepermeablepavement.Thestorm
waterwillpercolatethroughthepavementandcoarseaggregatereservoirlayer,delayingtimeof
entryinthesewer.Itisrecommendedthatwaterbuttsareinstalledonthepropertiestoallow
rainwatertobeharvestedforexternalreuse.

Duetotheassumedlowpermeabilityoftheunderlyingsoils,thepermeablepavedareaswillbe
providedwithoverflowpipes.Outletsfromthereservoirbeneathpermeableareaswilldischargeto
astormwatersewersystem,whichwilloutfalldownstreamtoanattenuationpond.Thecoarse
aggregateactsasafilterforthesurfacewaterrunoff,bothslowingtherateofdischargeand
improvingwaterquality.

Areasoflandscapingshouldbedesignedwherepossibletoacceptrunofffromimpermeableareas.

Theattenuationpondwillbedesignedwithapermanentlywetareaandincludewetlandandsemi

4.2 Greenfield Runoff

Stormwaterrunoffforthegreenfieldsitehasbeenestimatedusingthemethodstatedinthe
guidancetodevelopersissuedbySevernTrentWaterLtd.Thisstatesthatpeakstormflowsforthe
proposeddevelopmenttoasewer(30yeardesignstorm)shouldbelimitedtoagreenfieldrunoffof
5litres/sec/hasubjecttoaminimumof5litres/sec.

Sitearea=1.21ha.Thereforetheproposedpeakstormdischargefromthedevelopmentsitetoa
sewerislimitedto6.05l/s.

4.4.1 Permeable Pavement


Thetotalareaofdrivewaysandpavedaccessmeasuredfromthelayoutplanisaround2200m2.A
typicalpermeablepavementconstructionoverthisarea,designedinaccordancewithBS7533
13:2009)withminimum250mmthicknessofcoarsegradedaggregatesubbasereservoir,would
provideavailableattenuationstoragecapacityforuptoaround180m3.However,theeffective
storagecapacityofpermeablepavementonthissitewillbelimitedbytheslopeofthesubgrade
beneaththereservoirlayer,whichshouldbeterracedtobenosteeperthan5%gradient.A
permeablegeotextilewillberequiredbeneaththecoarsegradedaggregatetopreventmigrationof
finesintothereservoirlayer.

Thepermeablepavementwillallowsomenaturalinfiltrationintothesubsoil.Thisdrainagestrategy
assumesthatthepermeablepavementwillnotbedesignedasaninfiltrationdrainagesystem;
althoughnaturalinfiltrationwouldoccur,aswiththeexistingsoils,permeabilityofthegroundmay
notachievetheratesofpercolationnecessaryforaninfiltrationsystem.Thereforeitisassumedthat
dischargepipeswillberequiredfeedingintothestormsewernetworkoutfallingtotheattenuation
pond.

Evenwithareducedstoragevolume,thepermeablepavementprovidesbenefitsinslowingtherate
ofrunoffandincreasingtimeofentryintothepipenetwork,aswellasimprovedwaterquality.If
theareaofpermeablepavementisreduced,thenthepondwillneedtobeincreasedinsizeto
compensate.

ThestoragevolumesinTable6arecalculatedassumingthatnoinfiltrationintothegroundwilloccur
atthepermeablepavement,andsopresentaworstcasescenario.Percolationtestingwillbecarried
outatdetaileddesign,theresultsofwhichmayallowtherequiredstoragevolumetobereduced.

4.4.2 Attenuation Pond

Anattenuationpondisproposedontheplotofgreenbeltlandlyingtotheeastofthedevelopment
site.Thepondwillbedesignedtohaveapermanentlywetarea,butalsoallowforwetlandand/or
semidrystormwaterstorageareastoallowadiversehabitattoestablish.

Thedesignandcapacityofthestoragepondandwetlandareaswilldependonthetopographyof
thesite.(Asurveyisnotcurrentlyavailable).However,apreliminaryassessmentoftheplotofland
indicatesthatapondwithstormwaterstoragevolumeofuptoaround250m3shouldbeachievable.

Thepondshouldbefencedofffromthedevelopment,forsafetyreasons.Gatedmaintenanceaccess
willberequired.Pondsandwetlandareascanalsobedesignedtoprovidepublicamenityandopen
space.Forexample,theareacouldbedesignedasanaturereserve,includingwalkwaysandseating
areas.

ThevolumesinTable6arecalculatedassumingthatnoinfiltrationintothegroundwilloccuratthe
permeablepavementorpond,andsopresentaworstcasescenario.Percolationtestingwillbe
carriedoutatdetaileddesign,theresultsofwhichmayallowtherequiredstoragevolumetobe
reduced.

Theoutflowfromthepond/wetlandwilldischargetotheditchcoursewhichfollowsthefield
boundaryattheeasternedgeoftheplot.Flowcontrolwillbeintroducedintheformofaflow
controlchambere.g.hydrobraketoensurethattotaldischargefromthesystemislimitedtothe
equivalentgreenfieldrunoffrateof6.05l/s.

5. Flood Risk Assessment


Thefollowingsourcesoffloodinghavebeenconsideredforthesite:

Fluvialflooding
Pluvial/surfacewaterflooding

5.1 Fluvial Flooding, reservoirs, canals and other artificial sources

TheproposeddevelopmentisclassedasMoreVulnerabletoPPS25AnnexD.Thesiteisshownas
FloodZone1ontheEAfloodriskmapping,andisthereforeatlowriskfromfluvialfloodingwithan
annualprobabilityoflessthan1in1000.

SinceallbuildingsarelocatedinFloodZone1,theproposeddevelopmentlayoutsatisfiesthePPS25
FloodRiskVulnerabilityandFloodZonecompatibilityrequirements.Accesstoandfromthesiteis
locatedinFloodZone1,atlowriskfromflooding.

5.2 Pluvial flooding

Theproposeddevelopmentsiteisnotindicatedinanareaofhistoricpluvial(surfacewater)flooding
ontheSFRAmappingincludedinAppendixB.

However,thedevelopmentproposalsdoincreasetheimpermeablearea,comparedtoexisting.Itis
proposedtoprovidepermeablepavingtothedrivesandparkingareastominimisetheimpermeable
areaofthesite.

Theslopeofthesite,lyingdownhillfromBurbagesLane,alsoindicatesapotentialforsurfacewater
flooding.Drainagedesignatthenewentranceroadshouldensurethatgulliesordrainagekerbare
positionedtointerceptanyoverlandflowfromBurbagesLane.

Itisproposedtoprovideattenuationforstormwaterrunoff,intheformofapondand/orwetland,
andpermeablepavementtothedrivewaysandaccess,inordertomitigatetheimpactofincreasing
theimpermeableareaofthesiteandallowforfutureclimatechangeinaccordancewithPPS25.This
isdescribedinSection4.

SitedrainageistobedesignedfollowingtheguidanceinSewersforAdoptionandthePPS25Practice
Guide.Sitedrainagewillbedesignedsuchthatthereis:

Noabovegroundfloodingforthe1in30yearevent;and
Nofloodingofbuildingsforthe1in100yearevent,includingallowanceforclimate
change.

Duetotheprovisionofpermeablepavingandattenuationforthesite,itisconsideredthatthe
proposeddevelopmentisatlowriskofpluvialflooding.

5.3 Effect of development on wider catchment

Surfacewaterrunofffromthesiteistobemanagedbypermeablepavementandattenuationwith
controlleddischargetotheditchcourserunningalongthefieldboundarytotheeastofthesite.The

waterbuttsfortheproperties,wouldalsocontributetothesustainabilityofwatermanagementfor
thesite.

6. Conclusions and recommendations

ThisFloodRiskAssessment(FRA)andDrainageStrategyisfortheproposeddevelopmentofaround
fortyfourhouseswithdrives,carparkingandgardensonaplotofapproximately1.21hectares,on
landatBurbagesLane,Exhall,Coventry.

TheproposeddevelopmentisclassifiedasMoreVulnerabletoPPS25AnnexD.Allproposed
buildingsarelocatedinFloodZone1atlowriskfromfluvialflooding.

SuDSfeatureswillbeincorporatedintothedevelopmentintheformof:

Waterbutts;
Permeablepavingtodrivewaysandaccess;
Pondand/orwetlandwithcontrolleddischarge.

Itisproposedtoprovideattenuationforstormwaterrunoff,intheformofpermeablepavementto
drivesandanattenuationpond.Theattenuationwillmitigatetheimpactofincreasingthe
impermeableareaofthesite,andallowforfutureclimatechangeinaccordancewithPPS25.Atthe
newentranceroad,gulliesordrainagekerbwillbepositionedtointerceptanyoverlandflowfrom
BurbagesLane.Itisthereforeconsideredthatthedevelopmentisatlowriskfrompluvialflooding.

Surfacewaterdischargefromthesitewillberestrictedto6.05l/stomimicthegreenfieldconditions.
Attenuationanddrainagewillbedesignedincludingallowanceforclimatechange.Itistherefore
consideredthattheproposeddevelopmentwillnotincreasetheriskoffluvialorsurfacewater
floodinginthewidercatchment.

ItisproposedthattheSuDSattenuationsystemwilldischargetotheexistingditchcoursewhich
followsthefieldboundarytotheeastofthedevelopmentsite.Itisrecommendedthatthe
Developershoulddeterminetheownershipofthisditchandestablishtherightorobtainconsentto
constructanoutfallatthislocation.

Thefoulsewersystemislikelytorequireasewagepumpingstationinordertoconnecttothe
SevernTrentWaterpublicsewerinBurbagesLane.Itisrecommendedthattherequirementsand
proposedlocationforthepumpingstationarediscussedwithSevernTrentWaterLtd.atanearly
opportunity.
