3. The promotion of Sr. Overman from T&S Gr. A to E-2 will only be after
written test and intervieW as applicable to other disciplines. But as a
one time arrangement, the senior overman in T&S Or. A with 10 years .
& more service need not appear in the written test for promotion to E-2.
They will appear for interview only since a new cadre scheme is being
started.
4. Such senior overman with lO years service and who have not been
subjected to any written test will be subjected to written test ,for
promotion beyond E-2 Gr.
5. Henceforth, promotion of Overman from T&S Gr. A to Executive cadre
will be in E-2 Orade instead of E- 1 Gr.
6. The existing subordinate Mining Engineer in E-I who are matriculate
& above. will be placed in E-2 automatically as one time arragnement.

~ote : However, it has been noted that in some companies, there are some technicians working in Tech. Grade-D. It is recommended that if these
Technicians have requisite qualifications as indicated for Technician/Pathological, Technician/Radiographer, they should be placed in Grade-C. If,
however, they do not have. the requisite qualifications, they should be (l!lcouraged to obtain these qualifIcations and after obtaining these
.qualifications, they will be placed in Grade-C. Those Technicians/Pathological and Technicians/Radiographers who have been working for more than
10 ,years in Grade-D and are unable to obtain prescribed qualifications will be eligible for promotion to Grade-C, provided they pass
Test/Examination to be conducted by the Company. It is also recommended that there will be no recruitment of Technicians in Grade-D in future.
They will be recruited only in Grade-C. '
ANNEXURE-Vl- 2
Note 1a) All the Compounders (Qualified)/Pharmacists must be registered with Council of the State.
1b) The Diploma in Pharmacy referred to above should be recognised/approved by the Govt.
2) Pharmacist (Trainee) recuited in Tech. & Supv. Gr.-'D' will be placed as Pharmacist in Tech. & Supv. Gr.-'e' after successful completion of
2 years training. During training period, they will be entitled for pay and allowances of Tech. & Supv. Gr.-'D'.
3) Pharmacist Grade-C who have completed minimum 5 years experience in Tech. & Supv. Grade-C as on 1.7.1991 should be placed in Grade-B
as a one-time arrangement without DPC; The cases of those who have aLready been placed in Tech . & Supv. Grade-B after issue of no. 1.1.
No. 21, dated 1.8.90 should aLso be reviewed and rectified on the same basis in the interest of uniformity.
4) Existiilg Compounders (unqualified) in Tech. & Supv. Grade-E who do not possess prescribed qualifications and have put in experience as
below:

and are unable to obtain the qualification wiLL eligible for promotion to Tech. Grade-D provided they pass Trade Tests/Examination to be

The above Cadre scheme was discussed in the meeting of Sub-corrnnittee on Para
Medical Staff held on 26th Sept. '91 and 27th March , '92. The committee deCided that
the Cadre Scheme for Sanitation personnel should he separated into two parts:
1. Sweeping Mazdoor/Sweeper Category-I to Sweeper Mate/Sanitary Jarnadar
Category-iii.
2. Jr. Sanitary Inspector Tech. & Sup. Grade 'D' to Sanitary Inspector-ill-charge,
Tech. & Sup. Grade 'A'.
The recommendation of the committee on Para Medical Staff was further, discussed
in the Standardisation commktt~e meeting on 7th April, 1992 and 30th November.
1992. The Standardisation Committee meeting held on 30.11.92 approved the Cadre
Scheme for Qualified Sanitary Inspec):or as recommended by the Para Medical
Sub-Committee.
Accordingly, the Cadre Scheme for Para Medical Staff Sanitary personnel is enclosed

2. Definition:

3.1 The promotiOnal channel for various categories of security staff shall be
as per Annexure h~reto. Th~ sai~ ~nnexure only indicates the
qualification, expenence and traInIng to be possessed by the
departmental candidates included in the cadre from time to time for the
purpose of eligibility for selection/promotion to the next high grade as
. mentioned in the Annexure. Promotion will depend on availability of
vacancies as per approved pattern from time to time and subject to
eHgibility for selection o~ candidates as specified in the scheme.
3.2 Selection/Promotion for the post of Security Guard, Sr. Security
Guard/ Armed Guard, Head Security Guard/Havildar, Asstt. Security
Sub-Inspector shall be on the basis of Seniority-cum-Merit and the posts
of Security Inspector and Sr. Security Inspector shall be on the basis of
Merit-cum -Seniority.

3, Promotional Channel
3. I "Promotional Channle" for various grades and disciplines shall be as per the
the Annexures hereto. The said Annexures only indicate the qualifications
and experience to be possessed by departmental candidates included in ~he
Cadre from time to time for the purpose of eligibility for selection / promotIOn
of candidates as specified in the Scheme.
3.2 "Selection" for the post upto Tech. & Sup. Grade B shall be on the basis of
seniority-cum-merit and for posts from Tech. & Supv. Grade B to Grade A
shall be on the basis of merit-cum-seniority.
3.2 "Promotional Zone" for filling up the vacancies will be the Washery concerned.

Departmental Promotion Committee: Selection / promotion of candidates for filling
of the vacancies in higher categories shall be made on the recommendation of
D.P.C. to be constituted by the competent authority or any other -officer who may
be delegated with such power by him from time to time. The decision of the
competent authority on such recommendation shall be final.
5.
Direct recruitment: Direct recruitment shall be resorted to only if there is no
likelyhood of departmental candidates to fill up the vacant posts within a period
of six months.
6.
Repeal Savings etc. :
(i) The eXisiting Cadre Scheme, if any for this discipline shall become inoperative
Simultaneously with the coming into force of this Scheme.

This Cadre Scheme has been framed on the basiS of the organisational set
up prevailing in Coal India and its Subsidiaries and TISCO, IISCO & SCCL
will be alJowed to make modifications in the same where,ver required to suit
the local conditions without lowering the standard of this Cadre Scheme in
consultation with the Union representatives at their level.
