OBJECTIVE
The objective of Builders of Empires is to gain points from
completing goal cards and the building of a grand empire
for your king.

GAMEPLAY
The game is played with 2-4 players on a central Empire
Board which players will use to build up a grand city.

There will also be personal resource boards which each


player will use to gather resources to build upon their
grand city plans and gather more resources.

SETTING UP
1. To set up lay out as many of the resource boards as
there are players.

2. Place one Resource Cart on each Resource Board.

3. Draw 3 Goal, 3 Action and 4 Build Cards for your


starting hand.

4. Each player starts with 30 resources.

RESOURCES
At the start of the game, place one resource cart on each
start position.

Every time a cart comes back with a load of resources the


player receives a base of 10 more, which is then modified
by sabotages first, then boosts.

A player may only have a maximum of 5 carts on their own


resource map at any given time unless stated otherwise
through sabotages or boosts.

It costs 15 resources to place a Second Resource Cart, 30


for the Third, 45 for the Fourth, and 60 for the Fifth.

This is an example layout of a 4 player game of Builders of


Empires.

PLAY PROGRESSION
Play will progress as follows:

1) Determine who goes first by rolling a die, by age, or


however you wish.

2) At the start of the turn the current player may use


resources to add another Resource Cart to their
resource board.

o Each player also makes a roll of two dice to


see how far their resource carts move.

3) If a player receives any resources tally them up now.

4) If the active player has less than 3 goal cards in hand


they may draw more now.

o Next the player whose turn it is may spend


any resources on drawing or playing Build or
Action Cards.

o Each draw for Action or Build Card costs 5


resources in addition to the cost for playing
the card.

o Buildings are placed on the central board for


placement following the chart below for
building types.

5) If any player has an Action Card and enough resources


they may play cards to sabotage or boost the active
player.

6) Finally the active player may state any completed goals


and add their points up.

7) Play progresses in a clockwise fashion.

8) The first player with 100 Goal Points is the winner.
