LIBRT - THE BATAAN NUCLEAR POWER PLANT SHOULD BE

REHABILITATED AND ACTIVATED

NECESSITY

Honourable Judges Speakers Good evening. Global warming is now


mankinds greatest challenge. The ever increasing manifestation of global warming
compels us to look for options that are Cheaper, abundant, cleaner, healthful and
non earth damaging environment.

We on the affirmative strongly believe that these necessities do not have to be


conflicting. It is this regard that we open the debate.

In line with this We on the Affirmative argues on the necessities base on 3


grounds:

First: Legal we are bound by the, international treaty and the mandates of the
constitution to protect and advance the right of the people to a balanced and
healthful ecology.

Second: Environmental- we are one the verge of environmental crisis there is


really a need for us to be more environmental conscious

Third: Economic that there is a facility in Bataan to whom we spend our money
without benefiting therefrom

On to my First Point

The provisions of our Constitution states that:

The State shall protect and advance the right of the people to a balanced and
healthful ecology in accord with the rhythm and harmony of nature.

This means that the constitution recognizes that we must make sure that we
should protect not only the lives of Filipinos but also the ecology. Now for us to
continue our methods in generating energy, and not look for better options
deliberately disregards the mandates of our constitution.

In consonance with the constitutional provision, The Philippines had


committed to foreign treaties such as the Kyoto Protocol, whose objective is to
reduce the amount of Carbon Emission in our country. In the application of Pacta
Sunt Servanda. We are bound by the agreement.

This means that we are internationally and domestically bound to comply with a
cleaner energy source

ENVIRONMENTAL

Most of the warming observed over the past 50 years is due to Coal Emission

And the results? Air quality becomes lethal, pollution causes diseases.
Nitrogen makes the soil infertile

With all of these problems nuclear energy presents a viable alternative. Why?

It does not emit pollution,


It Isolates its waste from the environment and
Requires a relatively a small amount of land.

To consider the Philippines whose main source of energy almost half is coal
which produces serious damages to our environment if we will not be doing
anything we can only assume worst case scenario. The Environment where we live
in might not be passed to our next generation.

With this we should therefore be reminded: as it was held in the case of Oposa
vs. Factoran that: every generation has a responsibility to the next to preserve that
rhythm and harmony for the full enjoyment of a balanced and healthful ecology
ECONOMICS

THE BATAAN NUCLEAR POWER PLANT has been existing for 32


years and in these years the Philippines has been obliged to pay every single day just
to pay debts of the construction of the unpowered nuclear power plant.
These facts shows that the government is wasting the hard earned money of
Filipinos for an unutilized investment. For us to spend that amount of money for
plant just for public viewing definitely destroys the purpose of Proper
allocation of funds.

Our potential as a Nation is limitless, let us open our minds to the


opportunity that can be provided by the Activation of the Bataan Nuclear
Power Plant.

- Your aware that we are advocates to the decreasing of the emission of Carbon

- Coal emits Carbon Dioxide which Damages our environment right?
- You are aware that Nuclear Power plants emits no Carbon Dioxide right?
- Then therefore if we use Nuclear Power Plants, we would actually comply with our
commitment with our foreign agreements Correct?
Meaningless Spending

-You pay taxes?


- What if someone takes your money, and just throw it on the bottom of the sea,
would you like that?
- Are you aware that a lot of money has been spent to pay for the Bataan nuclear
power plant?
- You do know that Our Nuclear Power Plant until now is unused right?
- Therefor its deteriorating without Benefits Right?
- If we would just let it rot that would be meaningless spending right?
- Then therefore we should put it to use instead correct?

- Are you aware that there are a lot of Nuclear Power plants surrounding the
Philippines
- What if the Nuclear Power Plants surrounding the Philippines would
explode, do you think we would be affected?
- Then this means that we are already sharing the Risk but not the benefits
correct?
