1. INTRODUCTION
Amongst its responsibilities, the Communications Regulatory Authority monitors the
activities of the telecommunications operators, amongst these being network traffic
and the functioning of services, with a view to guaranteeing good quality, availability,
healthy competition and greater security.

As a means of mitigating fraud in telecommunications traffic; to protect the users of


telecommunications services; to assure the quality of services and to harmonise
international termination rates, the Government approved Decree no. 75/2014, of 12
December which regulates the control of telecommunications traffic.

To assure the responsible utilisation of telecommunications services by citizens,


Decree 18/2015 of 28 August was approved to regulate the registration process for
SIM cards.

On the other hand, as a means of ensuring a good quality of telecommunications


services, Decree 6/20111 of 25 January was also approved which sets out the
parameters for quality of service.

In this context, the Communications Regulatory Authority intends to contract a


company to supply, install and maintain a system for monitoring the
telecommunications services provided by telephone operators. The system must
have, as a minimum, the following capabilities: a) To monitor telecommunications
traffic; b) To implement the registration process for SIM cards in accordance with the
Regulators responsibilities, including the registration of telephone exchanges: and c)
To monitor the use and the quality of telecommunications services in order to detect
and trace any irregular use of these services by intermediaries involved in making
these available and using them.

The contracted entity must finance from its own resources the supply, installation
and opertaion of the systems which form part of this tender.

The Regulatory Authority and the contracted entity will establish a business model
which permits the recovery of the amounts financed by the supplier and cover the
operating costs of the system.

1. CONTEXT

Currently Mozambique one fixed line operator, three mobile operators, twenty-eight
providers of Internet service and various providers of value added services. The
country has as well two submarine cables which allow Mozambique to connect to the
international fibre optic backbone, incluiding the interconnection of Internet and
telecommunications services.
The country also possess a national fibre optic infrastructure which allows the
connection within the national territory between the different operator networks.

2. OBJECTIVE

The objective of this activity is the supply, installation, operation and maintenance of
a system to monitor the services provided by telecommunications operators.
Any costs arising from the supply, installation and putting into operation of the
system are for the account of the contracted entity.

3. TURNKEY PROJECT
Bidders must assure and assume the obligation to finance, implement and assure
the maintenance of the complete system, needing for this effect to make a survey of
the current status of the infrastructure of the Regulatory Authority for
Communications and of the operators and present a proposal which assures the
inclusion of all of their tecnological elements to guarantee the full functioning of the
system.

4. PRESENTATION OF THE PRELIMINARY TECHNICAL


PROPOSAL

Bidders must present their (contract) portfolio to allow us to assess their technical
capoacity to supply a complete and integrated telecommunications monitoring
service, to include amongst other things the following: a) To monitor
telecoomunications traffic; b) To implement the SIM card registration process in
accordance with the Regulators responsibilities; including the registration of
exchanges; c) To monitor the use and quality of telecommunications services to be
able to detect and trace the inappropriate use of these services by third parties
involved in making them available and in their use.
In presenting a proposal, the bidder must describe each of the components, grouped
in accordance with the description in the paragraph above, to allow us to assess
their capacity and functionaliy. All of the technical characteristics of the solution
should be described, these being the component of communication with operators
and and the software component, database and IT infrastructure.

A bidder may indicate other functionalities which the (proposed) system might
possess to allow the monitoring of telecommunications traffic.

5. BUSINESS MODEL

a. Partnership
The Reulatory Authority and the party to be contracted will establish a business
model which allows for the recovery of the amounts invested by the supplier and to
cover the operating costs of the system. The costs to be agreed will be based on the
part due to the Regulatory Authority within the scope of the Regulation of
Telecommunications Traffic Control (Decree no. 75/2014 of 12 December).
The business model to be adopted between the contracted party and the
Communications Regulatory Authority will be negotiated following the selection of the
entity which will implement the project.
Foreign entities wishing to bid must establish a national representation and set up
partnerships with national companies. The percentage of this partnership must be
negotaited between the parties.

b. Supply, installation and ownership of the system


The contracted party will be responsible for the supply and installation of the system.
The traffic control system, the registry of SIM cards and the registry of telephone
exchanges to be supplied are the property of the Communications Regultaory
Authority.
Bidders should present in their proposal all of the detailed costs inherent in the
supply, installation and operation of the systems.

c. Updating of the platform


During the period during which the contract is in force, the contracted party must be
reponsible for updating of systems and platforms thus guaranteeing their
performance and function.
d. Capacity
The contracted party must be capable of implementing all of the infrastructure for the
contriol of telecommunications traffic, the registration of SIM cards and of telephone
exchanges.
e. Installation
The system must be installed to work in the place to be indicated by the
Communications Regulatory Authority.

f. Operation
The sytem will be operated by the Regulatory Authority to ensure the correct
administration of the system under the terms of the approved regulations.
g. Maintenance
The system will be maintained by the contracted party.

6. SPECIFICATION OF TECHNOLOGICAL
INFRASTRUCTURE

a. Installations and Infrastructure of IT systems


Bidderrs should provide the specifications of equipment and physical infrastructure,
to include the specifications for IT equipment to be installed on the premises of the
Regulator and the operators.

Beforehand, the bidder must evaluate the infrastructure existent within the
Communications Regulatory Authority and present the additional requirements in
terms of servers, storage capacity, processing and additional physical infrastructure
if necessary.

b. Communications
The bidder must present requirements in terms of types of connection, capacity and
configurations between the Communications Regulatory Authority and the
telecommunications operators.

To this effect, bidders must make an assessment of the current conditions of the
infrastructure of the Communications Regulatory Authority and propose the
necessary amendments, as necessary, to respond to the demands of the (proposed)
system.

The requirements in terms of communications interfaces must also be presented as


well as other devices necessart for system communication.

c. IT infrastructure
i. Operating systems, applications e databasesbase
Bidders must present with the necessary details the characteristics of the operating
systems, applications and data bases which the system utilises.

ii. Data security


The systems to be installed must incorporate security mechanisms which assure the
collection, transmission and storage of operators data in a secure and reliable
manner.

iii. Virtual platforma

The Communications Regulatory Authority has a virtual platform on which all of the
existing servers areinstalled.
For the systems to be implemented, the Communications Regulatory Authority
intends that use of its own virtual platform be given preference.

Should this not be possible, the bidder should present in precise and clear form the
reasons for this and the respective alternatives.
iv. Integrao

Systems should be easily integrated with the operators systems and with the
systems of the INCM, in particular the invoicing systems and the register of
subscribers cards and the register of telephone exchanges.

d. Control room
The Communications Regulatory Authority intends that, within the scope of the
present system, a control room should be installed with different screens where in
real time reports (graphs and tables) are shown of the monitoring taking place so as
to check in real time the results of the monitoring as well as to be able to monitor
other possible situations within the range of the data which would be collected.

e. Specific requirements
The system must be capable of measuring and presenting the results of international
traffic terminated in each one of the telephone operators in Mozambique.

i. DATA TO BE COLLECTED

The system must be able to capture any data resulting from the functioning of the
operators systems such that from there the most diverse types of information can be
produced to allow the functioning of the services provided by the operators to be
checked.

ii. CREATION AND PRESENTATION OF REPORTS

The system must be able to present from the outset at least 50 different reports with
highlight information on the international traffic of each operator and others from
which it is possible to extract data collected from the scope of the functioning of the
system.
Furthermore, the system must provide a mechanism which allows the user to define
and create reports and present the results obtained graphically.

iii. INTERFACE

At the points where it will be necessary to install a device or probes for the interface
in the premises of the operators, the bidder must indicate the kind of interface
(interconnection) needed at the points where probes must be installed and these
interface devices must be supplied

The sytem requirements must include:


- A description of the connection with the centre of operation and support or
with the OSS (operation support system) of the operators.
- A description of the capacity of the connection

iv. ADMINISTRATION AND MANAGEMENT OF THE SYSTEM

The system must allow the creation of different profiles for the administrator and
users, with distinct levels of access and privileges for the group of administrators and
users.
The software for the management of the system must include, but not be limited to
the following areas:
a) Supervision and control of the system.
b) Management of resources of the communication network, assessment
of performance and quality.
c) Management of maintenance and registration (logfiles) of the
operations of each user, control of access privileges and security
mechanisms.

f. Physical infrastruture
All the physical infrastructure to support the system must be included so as to
guarantee its optimum performance, security, reliability , redundancy and back-up.
For the server component, preference must be given to latest generation servers,
preferably blades.
Data storage should be via dedicated Storages where de-duplication, maximisation
of space, expansion and other characteristics are assured.
All of the infrastructure should be compatable with the Regulators existing IT
infrastructure so as to assure the inter-operability of the system with the existing
sysytems where this is judged to be necessary.

7. OPERATION AND MAINTENANCE MANUALS
The system must be supplied with operation and maintenance manuals in English or
in Portuguese as follows:
System operating manual withan electronic version;
System software manual with an electronic version;
Help features integrated with the system software (Help features);
Any other documentation which might assist in the operation and
maintenance of the system.

8. DOCUMENTATION
The bidder must supply the following documentation in accordance with points 6 and
7 of this document:
Documentation describing the Hardware;
Documentation on system software;
A package of design documents, including the project package;
Description of the bidders thoughts with regard to the proposed business
model.

9. BIDDER PROFILE
Bidders must have the following profile beyond those requirements set out in the
Decree of contracting:
At least 5 years experience in the area presented based on a description of
the projects;
An experienced technical team, presented based on CVs;
Interested in establishing a Public Private Partnership;
To have systems implemented in at least two Regulators and/or
telecommunications operators operating on a national scale in a country,
substantiated by letters of recommendation not more than 2 years old;
Proof of financial capacity to implement and maintain a system of this scale.

10. PRESENTATION OF PROPOSAL


For the current phase the bidder must present in objective form the following,
essentially bearing regarding (BUSINESS MODEL and SPECIFICATION OF
TECHNOLOGICAL INFRASTRUCTURE) set out in this document:
System architecture;
Architecture of System functions;
Design of the hardware deployment;
Delivery time for a system of this scale;
Presentaion of letters of reference from where the system was installed and is
in operation;
Model for transfer of the system to the Communications Regulatory Authority;
Detailed costs for implementation and operation;
Business model in line with the minimum requirements set out.

11. TENDER

The tender process will have two main phases, as for a stage tender, the first stage
being the presentation of a preliminary technical proposal as described in this
document and, at the end of this phase, the companies will be evaluated in
accordance with the criteria below and the final requirements will come into play
whereby they will present their definitive technical proposal, financial proposal and
business model proposal.

12. EVALUATION CRITERIA


a. Assumptions
To be considered and passed for evaluation of proposals the company must as a
minimum comply with the following pre-requisites:
a) Be a developer or integrator, supplier and operstor of this type of technology;
b) Have as a minimum 5 years of proven experience borne out by at least 3
letters of recmmendation;
c) Have implemented sysytems of this type in at least 2 countries (operators
and/or telecommunications operators at national level in these countries)
proven via letters of recommendation issued by the authorities or institutions
within the last 2 years.
d) Demonstrate capacity to finance the supply and maintenance of the system.

b. Technical evaluation phase 1


The technical evaluation will consist of verifying compliance with the requirements
imposed in this document and companies which fulfill at least 90% of the
requirements will be shortlisted.

A score of 0% will be given to the features which do not meet the requirements, 50%
when the requirements are partially met, and 100% when the requirements are
completely satisfied.

13. CONFIDENTIALITY
Bidders must agree to maintain confidentiality with regard to all information and
documents to be shared with the INCM.
