1.0 INTRODUCTION

1.1 Objectives of the report

The essential purpose of this research is to enable all the students to understand the importance
of safety and health measures at workplace. From this research, we will be able to critically
analyze each issue and provide conclusions and solutions where it is applicable. Besides, we also
can enhance the knowledge about occupational safety and health by studying the actual practice,
procedures and problems faced by the company itself. This might be too helpful for each and
every individual to create awareness in future when they are working in any organization.

1.2 Limitations of the report

Although this assignment has reached its objectives, there were some unavoidable limitations
that we have faced during conducting this research. Firstly, we were incapable to interview the
person who is in charge of occupational and safety health and we had difficulties to allocate time
for the interview when tried to reach them by calling more than one time. Secondly, we couldnt
identify the gaps or problems that the organization we chosen are facing in implementing the
safety and health where there is no any related information about gaps and employers and
employees have to follow according to the procedure in every task. Therefore, we were asked to
create and predict the future gaps of the company chosen which will be implement later on in
future. Lastly, we had a time constraint to finish up this assignment due to the deadline of other
assignment submission where all the submission dates fall at the same week.

2.0 BACKGROUND

Occupation Safety and Health (OSH) is the cross disciplinary area which is concerned with the
health and safety of people that engaged in the workings or are in employment. The main point
of this program is to cultivate a safe and health working environment for the workers. There are
some rules and regulations framed by the OSH related to the safety and health of the workers in
organization such as physical hazard, chemical hazard, mechanical and biological hazards. In
this study, we choose a organization to investigated about their safety and health in company
which is MFS Technology (M) Sdn Bhd.

MFS Technology (M) Sdn Bhd is an innovation leader and establish in printed circuit
applications. MFS Technology (M) Sdn Bhd is in the design, manufacture and distribution of
FPCs, PCBs, Rigid Flex, turnkey component congregation services and module level integration
to provide the best cost effective solution. Therefore, the company make every effort to value
customer's needs through Early Stage Involvement (ESI) by working hand in hand with them
right the R&D stage. MFS Technology also construct lasting partnership and sustaining growth
with customer through innovative design and close application support as well as unmatched
inventory network ability. MFS Technology intentionally located manufacturing sites and a
customer-centric society ensure MFS reaches out to global network of diversified customer base
efficiently and effectively. The company located in Singapore, Malaysia and China. MFS
Technology was established in 1988 in Singapore, in 1998 in Malaysia and 1991 & 2003 in
China.

Their vision is INNOVATIVE " Partner-of-Choice" for Printed Circuit Applications and
We Deliver More Than We Promise. When youre coming up with the concept for the business,
an important component of overall tactic plan is a mission. The MFS Technology mission is
"Passion For Our Customer" which is understand the customers need, deliver innovative solution
to company, excel in operations, care for staff & environment and create sustainable value.

Additionally, MFS Technology providing best quality products to their customer with
most competitive cost and shortest lead time. To achieve this, Quality Management Systems
have been implemented and all their manufacturing facilities are certified to ISO 9001 and
market-specific certification such as TS 16949 ( Automotive) and ISO 13485 (Medical). Other
than that, the company provided that Environmental Health and Safety (EHS) Policy.

Environment is the component of an organization with most important responsibility for these
functions as they relate purposely to the impact of an organization's processes, products and
services on the environment. MFS Technology is dedicated to conducting their business
activities in a responsible manner towards preserving the environment for all people and next
generation. The company also avoid pollution, to keep natural resources through the 3R's
(Reduce, Recycle, Reuse) and to constantly improve their efforts in these areas.

3.0 SITUATION ANALYSIS

3.1 Current OSH methods


In every organization must have their own OSH method to reduce the hazard, the method
depends on the workplace. Of course, MFS Technology (M) Sdn Bhd also has some OSH
methods to reduce the accidents and dangers. This company is manufacturing capabilities to
provide a wide range of FPCs, PCBs, Rigid flex, and assembly. In the operation that can cause
many hazards, so the company needs to create some OSH method to reduce hazards occurs.

3.1.1 Training Program


First, of forest, the extension safety officer of MFS Technology has mentioned that the
company will compulsory give the training to the worker in every year to refresh worker
knowledge (Mohammed Rafizi, Personal Communication, August 22, 2017). Nowadays, training
is very dominant aspect to the worker that can minimize number of accidents. Training can
prevent the accidents occurs, it is required to improve the knowledge, skills, attitudes and habits
of the worker involved (Florio, Alles, & Stafford, 1979). The training of MFS Technology is
required by OSHA standard based on safety data sheet, personal protective equipment and
ergonomics (Mohammed Rafizi, Personal Communication, August 22, 2017). The safety data
sheet (SDS) is giving helpful data on chemicals, depicting the hazards the chemical presents, and
provide information on handling, storage, and emergency measures in case of an accident.
Besides that, Work Regulations 1992 states that PPE must be supplied the PPE that will protect
the health and safety risk to the worker (The important of Personal Protective Equipment (PPE),
2014). Mr. Rafizi has mention that the company is provided glove, boots, eye protection, ear
protection, wear protection, and hard hat (refer to appendix 3.1.1). Other than that, he also says
that sometimes he will give some briefing to the worker before working. The ergonomics is

design the safety ways of the product that make sure can produce and perform properly, so the
workers can work in safety and healthy

3.1.2 Prevention Program


Furthermore, Mr. Rafizi also has mentioned that the company have some solution to
prevention the fire occurs. First, the company is using the evidence plan to solve the problem
when the fire occurs. The company have some sign which is exit sign (refer to appendix 3.1.2),
assembly point (refer to appendix 3.1.3), fire extinguisher sign (refer to appendix 3.1.4), and
elevator sign (refer to appendix 3.1.5). If the fire is occur, the worker need to follow the exit sign
to find the exit. Moreover, the employee cannot use the elevator, must use the stair to go to
assembly point during fire occurs. The assembly point must set up at safety area, it can
convenience to the OSH department to check the number of worker. The OSH department need
to calculate the number of worker and make sure all the employees are in the assembly point.
Furthermore, the company also has Emergency Response Team (ERT) to respond to any
emergency incident to prevent fire occur. The ERT is a team of the member who is trained in the
emergency problem to prevent any emergency from escalating into a major disaster. This team of
member usually is when the emergency problem occur will automatic composed of specific
members.

3.1.3 Rules and Regulations


However, Mr. Rafizi has talked about that the company compulsory needs the worker to
follow the rules and regulations (Mohammed Rafizi, Personal Communication, August 22,
2017). The worker must have the knowledge and comply with the rules and regulations, and the
company will give the copies for review (David, 2011). If the worker fails to follow, the worker
did not have an excuse to say that unknown of the rules and regulations. It is because the
company has evidence to prove the worker has the copies of rules and regulations already. So the
worker fails to follow it, the company will consult the worker which understands why the worker
don wants to follow it. And then see the worker excuse can establish or not. If not, and occur
again, the company will give the warning letter to the worker who fails to follow. Moreover, if
the worker occurs, again and again, the company will dismiss him.

In conclusion, the MFS Technology is very emphasizing to the OSH method to prevent
the hazards. The training program can give the employee can increase the knowledge of OSH.
Other than that, the company has the two plan to prevent hazards occur which is evidence plan
and emergency response team. Moreover, the company must worker follows all the rules and
regulations. If not, the company will give punishment to the worker. Have manage OSH properly
that can reduce the hazards and increase the image of the organization. It is because the company
have the good management of OSH can get the certificate for the outside parties. Furthermore,
the company already have the certificate on ISO 9001, TS16949, ISO 14001, ISO 13485 and
OHSAS 18001. The certificate is difficult to get, need to follow many standards. So, the
company needs to compulsory to follow rules and regulations and maintain the certificate.

3.2 OSH Problems

First and foremost, MFS Technology (M) SdnBhd has faced few problems in their organization.
After we conduct interview with the Mohammad Rafizi Oni is the person who in charge the OSH
Department in the organization, we know that they have faced machine problem and worker
attitude in the organization. Mr. Rafizi told us the OSH method they use in the organization and
the problem that occur in their organization.

3.2.1 Machine Problem


Furthermore, the machine problems that occur in the organization just an accident
because Mr. Rafizi told us the machine just change not less than 3 month. The machine occurs
because the worker is using the machine to produce goods but suddenly the wire of machine has
some problem(Mohammad Rafizi, personal communication, August 22, 2017). The wire on fire
is because the machine keeps on working in many hours and did not have any break for the
machine. It is because they have many productions need to complete so their worker are lack of
training, failure to know the hazards in the workplace and insufficient job safety analysis
(Mohammad Rafizi, personal communication, August 22, 2017). Mr. Rafizi also told us the
machine that they use also will suddenly stuck when the production are in the
process(Mohammad Rafizi, personal communication, August 22, 2017). Sometimes, they also

will find maintenance division to check the problem. The maintenance division will report to the
OSH department and let them to in charge this case. Thus, Mr. Rafizi says the wire just an
accident and they will take action to investigate how to avoid this problem occurs again and give
the worker knowledge about the Personal Protection Equipment (PPE) (Mohammad Rafizi,
personal communication, August 22, 2017).

3.2.2 Workers less Training


Moreover, the workers are lack of training so the organization need to give them enough
training to avoid the problem occurs again. The worker failure to know the hazards in the
workplace also will influence the machine problem in the organization. The company also needs
to let the worker knowhow to avoid hazards and accident in the workplace. The workers in the
organization also using forklift to shift some product and raw materials (Mohammad Rafizi,
personal communication, August 22, 2017). The worker using the forklift very careful because
they need to avoid the accident occurs in the organization. They need to make sure the working
condition is safe and broad to give the worker has enough place to work (Mohammad Rafizi,
personal communication, August 22, 2017).

3.2.3 Worker Attitude


In addition, the others problem that they faced in the organization are worker attitude
towards their working environment and position. Worker is the important people in every
organization. Attitude of workers the effect of organization development. Some of the worker
does not work on time, they always go to office late than 5-10 minutes (Mohammad Rafizi,
personal communication, August 22, 2017). It is unfair towards other worker that they come to
office on time. After the organizations have provides Personal Protection Equipment (PPE), the
worker does not wear the gloves, mask, goggles and others in the working environment
(Mohammad Rafizi, personal communication, August 22, 2017). It is because the worker did not
follow the safety rules and regulation in the workplace. They did not follow the rules and
regulation therefore it will occur the accident and hazards when the production is in the process
such as unauthorized use tools and equipment, does not pay proper attention and improper work
method. If the worker unauthorized use tools and equipment it will happen the accidents such as

machine cannot function, machine stuck and others. It is a dangerous behavior when their
working methods are improper way and it will have an accident in the working environment.

The workers should develops a sense of responsibility towards the organization by looking
that the organization is concerned towards their safety and health and their performance. The
employee also gets motivated by working in the health environment and performs better.

3.2.4 Foreign Worker


Besides that, the organization also hired some foreign worker is also a huge problem
when the organization cannot communicate with the foreign worker. If the worker cannot
understand what the employer says so they cannot follow the instruction and the rules in the
organization (Mohammad Rafizi, personal communication, August 22, 2017). This problem
should be solved quickly because if the problem keeps on remains the economics of the
organization will decrease. MFS Technology should take action towards this problem it is
because communication is essential to everyone especially the foreign worker. The organization
can give them some language course for the foreign worker or they can find a translator to help
them translate what the employer said. It will become more useful and assist the organization
solve the worker attitude problems. So they can work in the comfortable and safety working
environment.

4.0 NEW OSH METHODS

4.1 Maintenance of the Machines


There are few solutions to the OSH problems stated in the earlier part. First, the machines
used in the production line of MFS should not be use continuously because it will cause the
machine to overheat and thus, creating problems like machine breakdown. Maintenance
activities such as monitoring, inspection and upgrading on machines should be done regularly by
MFS to avoid such problems. It is necessary for the machines in the production line to operate
efficiently to meet the production goal of MFS.

4.2 Improve workers attitude
Next, the employees attitude itself should be improvised. Employees should be more
responsible on their job when it comes to production line because a single error could lead to a
major problem. It is normal for employees in every organization to not focus more on their
responsibilities in work. It depends on the employers to either take negative or positive actions
against their employees. As for the negative action, employees who are not following the rules
and regulations should be taken into serious investigation such that the organization could deduct
their incentives and benefits given. This will eventually motivate the employees to work
responsibly and not to go against the rules. As for the positive actions, the employers itself could
make themselves as the roll modal for their employees in implementing safe and good behaviors
in work. The employers should consistently wear their PPE and apply those safety and health
procedures to show the employees on their responsibilities. These will influence and encourage
the employees to follow their employers footsteps.

4.3 Emphasize Job Safety Analysis


The third solution is emphasize job safety analysis. A job safety analysis should be
conducted and made available to employees for all jobs in the workplace. MFS company can set
up a training program using the job safety analysis to retrain their employees in the new
procedures, especially if they are working with highly toxic substances or in hazardous
situations. If there is no new procedure can be developed, determine whether any physical
changes such as redesigning equipment, changing tools, adding machine guards, personal
protective equipment, or ventilation will eliminate or reduce the danger. A job safety analysis
also can be used to train effectively new employees on the steps and job hazards. Employees
should be provided with quick and easy access to job safety analysis information so they can
refer to it when encountering new or modified tasks, equipment, materials and work
environments.

4.4 Involve foreign employees in safety planning
The fourth solution is to involve foreign workers in safety planning because foreign
workers have their own different language and there will be lack of communication between
employers and employees. Employers should provide clear work instructions to their
employees. MFS companys safety officer should make sure that all safety instructions are clear
and understood. Review and confirm that their workers know what they are being asked to do.
Focus on how each employee performs his/her job. Safety officer should watch their employees
who are taking shortcuts that could reduce safety, but also look for employees who perform tasks
in an improved manner that could be adopted by the other employees.

5.0 CONCLUSION

In the conclusion, MFS Technology has been using the current OSH methods to reduce
the hazards depends on their workplace. The company will have compulsory training to their
employees once in a year to refresh their employees knowledge. MFS Technology provides
proper Personal Protective Equipment (PPE) for their workers to prevent themselves from
injuries and illness. Moreover, the company have a solution to prevent from fire. They will be
using the evidence plan to solve the problem when the fire occurs. Next, the employees in MFS
Technology must strictly follow the rules and regulations of the company.

MFS Technology must follow safe work practices, provide protective equipment, and train all
employees regarding hazards and safety policies and procedures. Safety officers must have
proper training, the ability to oversee and enforce safety regulations, and understand how to
handle emergency incidents. Training employees and having a program in place can prevent
these costly incidents from occurring. Maintaining a safe environment for their workers rewards
the employer with increased productivity and higher morale as well.
