1.0 INTRODUCTION
GAIL Gas Limited, a wholly owned subsidiary company of M/s GAIL (India) Limited,
is engaged in development of CNG & City Gas Distribution Networks (CGDN) at
different Geographical Areas in the country for distribution of CNG and PNG to
various consumer segments. Presently, GAIL Gas Limited is planning to implement
CNG & City Gas Distribution Network (CGDN) to supply Natural Gas to domestic,
commercial, industrial and automobile Consumers distributed over the Geographical
Area (GA) of Bengaluru city.
Bidders scope of supply & services shall include the following but not limited to:
2.1 Supply of redundant SCADA master stations at Gail Gas office with licenses as
required.
2.2 Supply of all required hardware and software with original license in the name of
GAIL Gas Ltd.
2.3 SCADA Server along with server panel and all necessary accessories.
2.4 SCADA client station at central control room (Gail Gas Bangalore office)
2.5 GPRS modems including SIM cards along with explosion-proof enclosure, scope
includes supply of all cables between IEDs to modem, SPDs for power and
communication. The scope shall also include upgradation of free issue modems.
2.6 Two nos. of VPN server with firewall with two static IPs for establishing two
independent VPN tunnels (From different service providers). Scope includes
establishing VPN tunnels, registering two static IPs for GAIL Gas and liaising

leased line of different service providers. Leased Line connectivity shall be provided
using minimum 2MBPS communication link. The VPN server shall be configured for
a min of 500 GPRS connections.
2.7 Engaging service provider and establishing the GPRS communication network for
monitoring all the equipment such as DRS, MRS, CNG stations & SV stations and
controlling the SV station operations along with supply and installation of all
necessary equipment, accessories, etc. including liasoning for necessary approvals,
monitoring, controlling, if required. Finalisation of Service provider shall be done
only after approval of GAIL Gas/ MECON. Data plan shall be with 100 MB as
minimum data usage per month. All initial &fixed charges, one time charges (OTC),
hardware/software charges, advance charges/payments (Including advance rentals)
shall be in bidder's scope. However actual Monthly rental/bandwidth usage bills will
be paid by GAIL Gas at actuals after completion of the month/year from the day of
commissioning.
2.8 Integration of SCADA with IEDs such as DRS (flow computer / EVC), MRS
(Industrial customers), CNG station, Dispenser, etc. through GPRS. Also close co-
ordination with above vendors for successful integration and data exchange. For
free issue modems, any requirement of hardware/software upgradation due to
compatibility issues, shall also be in the scope of the Bidder.
2.9 All required hardware such as cables, erection hardware, junction boxes, cables for
multidropping all controllers/IEDs & interfacing with GPRS modems at a single
location on RS 485 Modbus. Incase the controllers are communicating on Ethernet,
suitable Ethernet switches shall be considered for establishing a local network and
interfacing with GPRS modems.
2.11 Microsoft office and anti-virus software for servers and clients machine
2.12 Videowall along with controller, other accessories and software for configuration
and preparation of layout. All supporting structure & Interior panelling as required for
Videowall equipment mounting along with requisite number of licenses.
2.13 Interaction & co-ordination with vendors of smart meters, CCTV& GIS for
interfacing video wall controller and display of data / images. Scope shall also
include supply of all necessary cables from each video wall cube to controller and
workstation

2.15 All necessary cables like, power supply cables, serial cables, Ethernet cables and
other cables as necessary.
2.16 Surge protection devices for Ethernet signals, power supply & serial communication
and Active barriers for analog signals
2.19 The civil works associated with the installation of supplied equipment and
modification if any of the existing flooring. Also the scope shall include any masonry
work associated inside the control rooms including mounting, grouting, erection etc.,
at the remote sites.
2.20 Obtain all statutory clearances as required for implementation of the project.
However, GAIL Gas / MECON shall provide necessary assistance, as required.
2.22 Inspection of all items before delivery, conducting integrated factory acceptance test
at successful Bidders works, etc. GAIL GAS/MECON reserves the right to witness
testing of all items at various stages at Bidders works. FAT shall be conducted as
per Pre-approved testing procedure. No instrument / equipment shall leave
manufacturers works without written permission/clearance from the MECON/GAIL
GAS.
2.23 Site testing and acceptance, Pre-commissioning checks, and Commissioning of the
entire system
2.25 Arranging third party audit and obtaining Security Compliance report and further
compliance by the bidder to the observations.
2.26 If any trouble or defect, originating with the design, material, workmanship or
operating characteristics of any materials, arises at any time prior to expiry of
twelve(12) months from the date of completion of successful trial run for 30 days of
the SCADA System, and the SELLER is notified thereof, SELLER shall, at his own
expense and as promptly as possible, make such alterations, repairs and
replacements as may necessary to permit the materials to function in accordance
with the specifications and to fulfill the foregoing guarantees.
2.27 During this period Bidder shall post one engineer continuously at Gail Gas office for
Facility management and support for 8 hrs per day. Bidders scope shall include any

2.28 Bidder to note that commissioning of DRS / MRS / Compressor at CNG station and
other equipment will be as per the gas demand and requirement by the various
consumers. Each equipment will be provided with a flow computer / controller (i.e
IEDs) which is required to be interfaced with SCADA. The scope shall also include
updating the SCADA database, building new HMI pages, trends, reports, alarm
generation etc.
2.29 Post warranty Comprehensive annual maintenance contract for the entire system
supplied by the bidder for 3 years including supply of all hardware / spares. Bidders
scope shall include any software up-gradation (providing the software, including
installation, testing of software, etc., all complete) till & configuration of new GPRS
modems till end of AMC period within AMC cost
2.30 Safety and security of equipment at site locations shall be in the Bidder's scope till
handing over of the equipment.
2.31 GAIL Gas will provide the space for storage of control room equipment at GAIL Gas
office. Safety of the supplied equipment is in the scope of Bidder till commissioning
of the system
2.33 Crane & manpower for loading/unloading shall be in the scope of Bidder.
2.34 Commissioning spares shall be arranged by the Bidder without any cost implication
to GAIL Gas till successful commissioning of the entire system.
3.0 EXCLUSIONS
The following are excluded from the scope of supply of the Bidder:
1. Supply & laying of optical fibre cable.
2. Construction & air conditioning of panel rooms
3. Control room furniture for mounting printer & HMI client

4.1. The SCADA system shall be designed to meet the operational requirement to
monitor all the equipment of the City Gas distribution network (CGDN).
4.2. Bidder shall be the single point of responsibility to design, execute and commission
the entire system as per the scope of work.
4.3. The offered system(s) shall be complete in terms of both hardware and software to
meet the technical requirements for safe and secured operation as stipulated in the
tender.
4.4. GAIL GAS/MECON reserves the right to modify, revise and alter the specifications
of equipment, system prior to acceptance of any offer. System requirements may be
modified after selection of successful Bidder to meet operational requirements not
envisaged at the time of selection of Bidder.
4.5. GAIL GAS/MECON reserves the right to modify the system requirements till such
time the system is ready for final acceptance. Bidder shall undertake to meet the
revised requirements without any charges to the GAIL GAS, provided no additional
hardware is required.
4.6. During the course of execution of the work, if any discrepancy or inconsistency,
error or omission in any of the provisions of the contract is discovered, the same
shall be referred to the GAIL GAS/MECON who shall give his decision in the matter
and issue instruction directing the manner in which the work is to be carried out.
The decision of the GAIL GAS/MECON shall be final and conclusive and the Bidder
shall carry out the work in accordance therewith.
4.8. Bidder shall supply equipment from the list of preferred vendors only. Bidders may
propose additional vendors for the items which are not listed along with relevant
supporting documents as required by GAIL GAS / MECON. However same shall be
subject to approval from client/consultant.
4.9. Tenderer shall ensure that each of the equipment offered shall be supported and
have authorized service centres along with spare availability for minimum 10 years
in India. The support confirmation letter from each OEM (like SCADA, Firewall/VPN
Servers, GPRS modems, Videowall, UPS, etc.) shall be submitted by the bidder.

If there is a conflict between the various codes, standards, specifications and the
attached drawings, the following shall govern:
Bidder shall seek GAIL GASs / MECONs final interpretation of any conflicts prior to
the execution of work. Rework of engineering and relevant scope arising out of
underestimation shall be done at no additional cost to the GAIL GAS.
One no. hot redundant 230 V AC 1Ph 10KVA UPS shall be provided by the Bidder
for control room & server room equipment. Further conversion to required voltage
levels and distribution through power supply units & distribution board etc, shall be
in the scope of Bidder only.
In case other voltage levels are required for powering ON the supplied equipment,
then Bidder shall consider required converters in their scope of supply at individual
stations / control room

230VAC UPS power shall be available at all CNG stations and 12VDC solar power
shall be available at all DRS / MRS locations. Bidder shall arrange any specific
power required by using suitable converters.
Bidder shall be responsible for design, engineering, supply, erection, testing and
commissioning of equipment required for data communication and integration of the
distribution points like DRS, MRS, commercial centres, CNG stations, etc., with
proposed SCADA system in the CGD Network.
The overall proposed configuration of the GAIL Gas Ltd-CGDN- SCADA system is
shown in the System Architecture Drawings attached as Annexure 1.
The basic design of the SCADA system shall be based on a 24/7operation from
manned Control room at GAIL Gas office, Bangalore.
7.2 SCADA
a) SCADA servers shall be hot redundant in configuration on a redundant LAN and located at
GAIL GAS control room.
b) Incase of failure of primary SCADA server, secondary SCADA server shall takeover and
vice versa.
e) The SCADA shall receive data from GPRS modems GPRS through routers, firewalls,
switches, etc
f) SCADA shall poll Flow computers / IEDs at regular intervals as well as on operator
requirement.
g) SCADA system shall be able to integrate with RTUs on DNP3.0 over IP in future.
h) For detailed technical specifications, refer clauses 8.1, 8.2 & 8.3.
7.3 GPRS
a) IEDs (flow computers / EVC for DRS / MRS, PLC at CNG stations) shall be provided with
GPRS modems for data communication with SCADA system.

b) GPRS modems for IEDs shall have one serial (RS 232 / RS 485) port and one Ethernet port
as minimum.
c) The IEDs shall have either serial and/or Ethernet ports, the Bidder shall ensure to provide
suitable modem for interfacing with the IEDs at respective locations, if required, necessary
conversion of ports for interfacing GPRS modems with IEDs shall be included in the scope.
d) Wherever, more than one IEDs are available in the same station/facility, all the IEDs shall be
multi-dropped on serial port and connected to a single modem which in turn will
communicate with SCADA system. The supply & laying of necessary serial and other
cables, supply & laying of trays/conduits, termination of cables at IEDs, supply & installation
of JBs, etc. shall be in the scope of Bidder only.
e) Modems shall be provided with external antenna wherever necessary.
f) Incase the IEDs are available with Ethernet ports in the same station / facility, all IEDs shall
be connected to an Ethernet switch along with the modem which in turn will communicate
with SCADA system. The supply &laying of necessary Ethernet cables, termination of cables
at both the ends, supply of Ethernet switch and other cables, supply & installation of trays,
conduits, JBs, etc. shall be in the scope of Bidder only.
g) Modems located outdoor shall be provided with suitable explosion proof enclosures.
h) To create successful secured communications system using GPRS network, special
consideration must be taken. Since the Public Services are to be used for Private
Communications, the remote sites can be connected using Secured VPN Connections with
data encryption to the highest levels. The remote stations should create a Secured Private
Connection with Master (SCADA) location using Public GPRS Services through VPN. This
must be equipped with capability to provide redundancy at various levels.
i) Two nos. of VPN servers with firewall shall be considered at GAIL Gas control room, each of
the server shall have an individual static IP address. Both the servers shall fetch data from
the GPRS modems, however SCADA shall be configured to fetch data from one of the VPN
server, incase data is not received from that VPN server, SCADA shall immediately start
fetching data from the second VPN server
j) The firewall shall be configured with all required protections for keeping the SCADA network
secured. Major protection shall include IPS / DDOS and any other feature which is essential
to maintain the security of the SCADA network
k) Each VPN Server at Master end must be a Single device capable of handling more than 500
Remote connections concurrently. It must also support the Dematerialized Zone installation
of the Firewall for additional Security
l) A maximum of 12 nos. of Maestro M100 modems shall be provided to the bidder as free
issue, Bidder is required to integrate these modems in the VPN tunnel to fetch data.
m) Bidder shall note that the finalization of location for various IEDs, equipment, CNG stations
is under progress. The final locations and availability of the same for installation of GPRS
modems will be intimated to the SCADA Bidder as and when it is ready. Bidder shall take up
the installation of modems, etc. along with integrating and software mapping in SCADA.
n) The VPN server shall be compatible to multi-vendor / make of modems. The same shall be
tested during FAT & SAT
o) All initial & fixed charges, one time charges (OTC), hardware/software charges, advance
charges/payments (including advance rentals) shall be in bidder's scope. However actual

Monthly rental/bandwidth usage bills will be paid by GAIL Gas at actual after completion of
the month/year from the day of commissioning.
p) For detailed technical specifications, refer clause 8.5.
7.4 Videowall
a) A DLP-LED based Video wall of 3x2 matrix (3 columns and 2 rows) with 50
diagonal size cubes shall be provided in the control room.
b) The available space in the control room is 3850mmX2250mm (approx). Bidder shall
visit & check the space availability before submitting the tender.
c) The SCADA and two other third party systems (ie) Smart meter system, CCTV &
GIS shall also be displayed in the Videowall.
d) The primary display shall be of SCADA, However GAIL GAS/MECON shall decide
the layout for display of all five systems using the supplied software. The software
shall be loaded on the SCADA client and the operator shall prepare the layouts at
the time of display. Bidder to note that all the five systems are independent and not
at any time on the same network
e) The controller shall be suitably supplied with requisite number of ports and relevant
software.
f) The support structure and frame shall be in the scope of Bidder only. The design of
the support structure and frame shall be optimized for the space available in the
control room
7.5 UPS
a) A compact, hot redundant UPS of capacity 2x10 KVA shall be provided by the
Bidder. The UPS shall be suitable for control room equipment like Servers, HMI
stations, Video wall, etc. Selection of UPS model shall be carefully done considering
the space availability at GAIL Gas Ltd office.

of these modems with SCADA shall be in the scope of Bidder only. The scope shall
also include upgradation of these modems with required hardware, software, tools &
tackles, etc.
8.1.1 General
1) SCADA shall be configured at GAIL Gas-Control room with primary and secondary
SCADA Servers, SCADA Operator Work stations, and printers, system.
4) Each of the SCADA servers and operator work stations shall be adequate to fulfill
the entire monitoring, operations and control requirements with SCADA. These are
to be sized so that CPU, memory, disc utilization do not exceed 40% in the offered
architecture.
5) The SCADA servers shall work on peer to peer basis and the redundancy of servers
shall be achieved through LAN. The switch over time from one server to the other
one at Gail Gas control room along with the clients shall be bumpless. The switch
over time from one server to the other shall be specified by the Bidder in his offer.
6) The Ethernet LAN shall be suitable for 100 MBPS speed as minimum for data
transfer. Suitable switch or hardware shall have ports for point to point
communication between SCADA & other stations.

7) The Ethernet LAN shall use a switching hub/ network interface controller (in SCADA
server, MMI server) for dual fault tolerant and adaptive load balancing. Maximum
LAN loading shall not exceed 35%.
9) The communication protocol between SCADA Server shall be as per DNP-3.0 over
IP& GPRS.
10) The communication protocol between SCADA server and HMI shall be TCP/ IP.
12) HMI (Human Machine Interface) software shall be based on Windows operating
system platform.
13) The philosophy and functionality of the system should be improved and should be
made upto date in time, following the plants and the computers modernization till it
reach the actual state of art based as a tried, proven and experienced software
package.
14) SCADA software shall have Database for real time data acquisition and process
control.
15) SCADA software shall be supported by appropriate technique for handling both
real-time and interactive relational structures and the related database
communication. The Database Management software for processing SCADA
historical database and configuration data shall be based on latest version of
ORACLE (Oracle enterprise for SCADA server) / SYBASE / equivalent. The HMI
shall have SQL interface to SCADA real time database.
17) SCADA system software shall be full blown and shall not be partitioned on the basis
of field I/O tags. Modular and decoupled software structure which makes the
development and maintenance easier and more contained.
18) The SCADA software shall have Report By Exception (RBE) feature for updation
of data from other devices.

19) The SCADA software shall ensure fully reliable data security for control operation by
means of Cyclic Redundancy Check/ any latest internationally acceptable
technique.
20) The overall design of the system should ensure complete data updation at SCADA
station within 10 seconds or better.
21) The number of HMI screens to be developed shall be as per actual requirement and
with a variation of 20% on the above.
22) The SCADA system shall have facility to integrate with RTUs at a later date on
GPRS and OFC communication. The primary communication shall be on DNP 3.0
over IP and secondary communication shall be on GPRS. The SCADA software
shall include integration with RTUs on DNP 3.0 over IP, Modbus (RTU & IP). All
required protocols shall be included in the SCADA system.
23) Bidder shall submit undertaking (Companys Letter Head) indicating the make and
model no. of RTUs compatible with the supplied SCADA software system.
24) Bidder shall submit undertaking (Companys Letter Head) indicating the make and
model no. of GPRS modems compatible with the supplied SCADA software
system.
1) The SCADA System shall be based minimally on the following open industry
standards:-

3) The time synchronization of SCADA Servers and GPRS modems shall be achieved
from the SCADA servers.
6) The operator / system interface shall be via identical colour graphic visual display
units, keyboards - alphanumeric and functional - with mouse and keyboard, printers.
Operating system shall have a facility to drive all the above equipment. The facility
to print any VDU display shall be possible without locking the screen.
7) The system proposed shall be fail safe type under all abnormal conditions.
Provision of free fail over operation wherein one critical device or process
malfunctioning results in server switchover without any data loss.
8) Master Station shall have self diagnostic routine facilities to check and indicate self
and its subsystems and peripherals healthiness at periodic intervals. Provision of
diagnostic S/W modules to be employed as a troubleshooting tool under the
operating system minimally for the following system areas:
a) System memory and file system
b) Peripherals and
c) Network and communication systems.
9) The normal gathering of data from all the remote stations shall be on programmed
basis with periodic polling. The complete database of the network shall be updated
every 5 sec or less. Reporting of alarms and events shall be made on priority basis
by using interrupt feature or employing faster scan cycle ensuring spontaneous
reporting at Master Station end. "Report by exception" feature for fetching data from
IEDs shall be implemented for fast collection of data to improve upon the updation
time specified above.
10) The message structure shall utilise a high message security (employing B.C.H.
code / CRC code or any better method) system including efficient error checking
code in the message security structure. Address as well as reply shall be allocated
a unique parity code. Bidder to state and submit to the GAIL GAS / MECON in the
bid the message structure with security checks of the proposed system. Redundant
transmission for control and set points commands e.g. select-check back-execute
shall be provided.

11) The scan cycle shall be structured to fully utilise the data channel provided within
the communication network. The main scan shall consist of the common change of
state address, which on detection of change shall initiate a full update of alarm and
status address at the IEDs. A background scan of alarm & status address shall also
be included. The measurement addresses (analogue and digital) shall be interfaced
with the change of state scan to update the current data. These addresses shall be
acquired in a regular background scan. The control and set point addresses shall be
interfaced on the highest priority and shall only be initiated on demand. Bidder to
state & submit to the GAIL GAS / MECON in the bid the level of priorities and the
scan details. Scan time calculations to be submitted to the GAIL GAS / MECON
in the bid to substantiate the scan rates assigned.
12) In the event of long term failure of IEDs / modem or its associated communication
link, the system shall provide a simple facility to selectively remove the failed device
from all the scans. A procedure shall also be included to re-establish the IED into
the scan.
13) Selection of controls through HMI client shall be operator selectable with continuous
display of mode on operator control workstations.
Bidder shall give the detailed estimate for memory requirement for main memory
and hard disk memory with the system considering a maximum of 40% loading. The
system should not consume more than 40% of the memory without degrading the
performance in case all possible interrupts occur simultaneously in the network. It is
also required to furnish the details of the memory to be consumed by the respective
S/W and the memory left for future use. The scan time calculation of each
communication circuit is to be submitted with the offer.
Bidder to note that the GAIL GAS / MECON shall be consulted during the data base
generation of the system. The GAIL GAS / MECON engineers shall be associated
during the preparation of Functional Design Specifications (FDS).
Each software module, which will be supplied with the system, should be indicated
separately. Limitations on software usage, if any, should also be indicated clearly in
the techno-commercial bid. On-site support by the Bidder for software as well as for
development and implementation of systems as per GAIL GAS / MECON
requirement shall have to be confirmed.
Bidder to confirm that all the software packages for SCADA are inclusive of one
time license.

The performance of the software shall be tested over a period of one year after
commissioning of SCADA Control System in totality. Only after the satisfactory
performance of the software over a period of one year after commissioning, Bidder
shall be relieved of his guarantees. Bidder shall make suitable changes in software
if flaws/ bugs are detected during the warranty/guarantee period at his cost.
Bidder shall provide figures with requisite calculations for MTBF, MTTR for various
equipment and sub systems so as to meet 99.5% system availability under actual
field conditions.
Bidder shall ensure compatibility of SCADA System with GPRS modems. The
SCADA system shall also have facility to establish communication with RTUs
through GPRS connections for data transfer at a later date.
The equipment offered shall incorporate the most effective techniques available to
minimize the electromagnetic interference effects to ensure that other electronic
systems neither adversely affect nor get adversely affected by the system supplied
by the Bidder. The Bidder shall ensure that the electromagnetic interference
generated by the system is well below the permissible levels as per applicable
standards.
The equipment shall be effectively screened against EMI, RFI and conductive
interference and shall not interfere with other equipment in the vicinity or installed in
the same building.
The equipment shall be required to meet one or more of the following standards:
i. IEC 801-3:1984
ii. BS 6667:PART 3:1985
iii. ANSI/IEEE C 37.1-1989
iv. MIL-STD-461
Bidder shall be required to confirm in his proposal which of the above standards the
offered equipment shall comply. The equipment to be supplied shall be type tested
for Electromagnetic Compatibility if certificate of compliance from an independent
test authority or test laboratory cannot be furnished.

The Bidder shall include a list of all general purpose test instruments necessary for
the maintenance of the system as specified elsewhere in the tender.
It is to be noted that the Bidder shall arrange all test equipment, tools, accessories
required for the installation and commissioning of the system to be supplied against
this contract and for the commissioning of the GAIL GAS / MECON supplied free
issue items including warranty and AMC period.
8.2.1 General
The system shall support both operator and engineering functions. The operator
function shall be related to city gas distribution and control and engineering function
shall correspond to data base generation, display/ picture building, report/ load
generation, alarm inhibiting etc. The engineering function shall be possible to carry
out on-line while the system is running SCADA. The system shall have both
operator and engineering commands - all shall be menu driven - with a provision of
multi-level security bar.
Master station shall be provided with following Supervisory Control and Data
Acquisition software packages.
a. SCADA Software
i. Data acquisition
ii. Alarm processing
iii. Event processing
iv. Control processing/ commands
v. Data display
vi. Message display
vii. Over view display
viii. Trend generation

1) Data Acquisition:
Master station shall poll IEDs and communicate through different channels / mode
of communication system. Following features shall be possible:
a. Data from IEDs shall be online and with an option of fetching on regular
intervals.
b. The updation of complete database at MCS for the system to acquire fresh
measured values from IEDs from all stations shall not exceed 5 seconds for
SCADA.
c. Facility of putting analog/ digital points off scan, so that reporting of these points
is masked.
d. It should be possible to get these masked details by operator's intervention as
and when required.
e. It shall process analog data points for rate of change and checks against
predefined reference value.
f. Conversion of raw data to engineering units.
2) Alarm Processing
The master station shall facilitate alarm reporting to alert the system operator of
abnormal condition.
It will be required to raise alarm with respect to all variables if their value crosses or
is beyond a pre-set minimum and maximum value. The operator must be able to on-
line modify the limit values of any variable. This operation shall be printed on event
logger and printer. The alarm may be an absolute value of measured variable, rate
of change of measured variable, deviation high and low, set points high and low,
outputs high and low. The system shall also be capable of generating desired
computed alarms.
All alarms conditions as follow shall be displayed on the VDU as in lists (windows)
and pictures.
The system shall not put off the visual indication as soon as the condition returns to
normal, before operator acknowledgement. Occurrence of any alarm in any device

shall be immediately reported and displayed on VDU with minimum three character
code of the process service name/ picture to which the particular alarm point
belongs, such that operator knows which graphic, overview or group display page is
to be accessed for details.
Separate alarm summary pages shall be provided to keep a historical record of all
the alarms occurred at least for one month. The alarm summary shall provide Tag
No., description, set value, actual value, time of occurrence, date, sequence of
alarm, etc. for minimum 30 days. A system wise alarm summary of acknowledged
and unacknowledged alarms shall also automatically be maintained. Bidder to keep
a provision for periodic logging of historical record of all alarms occurred during this
period. It shall be possible to sort the alarms based on all the fields of the alarm
table mentioned above.
The system shall display latest five alarms at the bottom of all MMI pages.
Occurrence of any alarm shall be indicated by a flashing signal on every screen.
Flashing signal shall not disappear until all the alarm is acknowledged individually or
as per the selection of the operator.
It shall be possible to assign different colours to the alarm message different class
of alarms. All alarms shall be time stamped. Separate operator configurable alarm
summary for process alarms shall be provided.
3) Event Processing
Occurrence of events, which indicate the behaviour of the pipeline and associated
equipment, will be displayed on operator request via an event summary display.
The events shall be displayed in chronological order, time stamped with description,
with filtering feature i.e. events from entire system or limited to events for a part of
the system. The newest event is found at the end of list. Additional facility of event
extracts i.e. limiting the event summary to events of a certain priority, certain type,
particular station, and system/ subsystem. Typical events which are to be stored are
given:
o Commanded device changes
o Uncommanded device changes
o Command failure alarms
o Device time out alarms
o Remote no reply alarms
o Alarm enable / disable messages
o Countdown alarms
o Every operator action
Event summary for at least one month shall be maintained in the system.
Provision of delay processing for both measured values and indications.

Control Processing:
Control commands, close / open, on / off and set points will be initiated either by the
system or by the operator. All such commands issued by the operator will be
processed and transmitted on a Check before execution basis. This means that
the selection of all the commands shall be verified before issue of execution
command.
The transmission procedure of set points shall also have automatic "Check before
execute" feature i.e., These two values shall be compared by Master station and
after ascertaining no transmission error is found, the execute command shall be
transmitted.
The control commands shall be implemented sequentially on first come first serve
basis.
Control Commands:
The shutdown of the section or the entire pipeline shall be carried out sequentially
and taking precautions of the pipeline, equipment safety into consideration.
All the above control commands shall be executed only by selecting the particular
page, which will display the actual status of the equipment in graphical manner.
Commands shall also be generated from software sequences or the emergency
shutdown of the pipeline initiated by the operator and software.
Only one remote control action shall be permitted at one time. When the control
command has been completed an event message describing the control may be

recorded. For any control command after execution, the executed status of the
equipment also shall be displayed.
Bidder shall develop sequential interlocking logic in the SCADA software so that
automatic control of station and pipeline parameters through PID loop/ or other
logic/ analog control shall be possible from MCS when the stations are put on
control from MCS for effective and efficient operation of pipelines. For implementing
this feature, the remote loop control shall be performed on priority using "report by
exception feature".
5) Data Display
A variety of selectable VDU displays shall provide instant system visibility for real
time operational monitoring. On graphics displays, different colours and special
effects such as zoom, pan, overlays, declutter, drag & drop functions shall be used
to indicate various operating conditions. These displays normally provide the
following information:
a. Value and status of real-time parameters. The parameter value/ status displayed
should not be older than 5 seconds.
b. Indications for alarms and abnormal system conditions, change in status must
cause resulting change in colour or shape.
c. System operating constants and variables.
d. Information pictures, tabular pictures presenting detailed information about a
specific object/ device in the database.
e. Schematic layouts for system operations.
f. Current and historical trends and multiple trends in graphical representation.
g. Accumulated historical information.
h. Data related to special system Applications, System formats are composed of
display areas, which include:
i. Page numbers
ii. Format title
iii. Date and time
iv. System alarm
v. Operator response like acknowledgement of alarms or status.
vi. Available display area.
i. Every display shall be provided with request facilities modes such as:
i. Direct request through a code
ii. Request via the message display
iii. Request through a catalogue
iv. Request via a cursor position in various displays and index page.
Shifting from one display/ screen to other display/ screen shall be possible with the
facility of screen definitions/ buttons available in every screen.

Alarms and status change information produced from input and processing
programs shall be presented in the display.
This message display function can also be switched to any desired display.
6) Overview Display:
This display will enable the operator to have overall picture of pipeline system being
monitored and controlled. Provision of linking pictures to facilitate the chaining of
pictures together in a linked list as per requirement. Every picture composed of
static part depicting the configuration, all devices, sub-systems and systems and the
dynamic part depicting dynamic status, parameters as per the current database of
the pipeline. When a picture is selected, all dynamic data fields are initialised to
their current database values and subsequently updated automatically.
b) Planned Operations:
This display will facilitate overview of results of simulation and optimisation
calculations.
7) Trend Generation

The trending of current and historical values of any process parameters and derived
parameters selected through keyboard averaged over a period of time shall be
possible. The display should be presented in a group form for immediate trend
analysis and monitoring and/or tabulated and averaged over equal time intervals for
statistical analysis with zoom and pan feature. The sampling rate for trending shall
be operator selectable and Bidder shall mention the maximum and minimum limits
for real and historic trends with minimum 100 sampling points and historic trends.
Additional information associated with the trend shall be looped with Tag number,
engineering units, span, and present value of trend point and alarm status. Recall of
up to 30 days of all loops shall be possible in case of historical trending and 48
hours for current trends. Multi trend capability with number of trends of process
variable on a single display shall be possible. A library of tag nos. in historical trend
with sampling rate assigned shall be capable of being called from the keyboard.
Provision of collecting, storing and accessing time related data facilitating data
collection at fixed cyclic intervals and non-cyclic data collection with discrete time
definitions. Such data can be presented in tabular form or flexible trend curve
element integrated into a dedicated picture also.
Any status change, which is either obtained by status contact operation at IEDs
shall be suitably annunciate (by distinct colour) for acceptance by the Operator.
This software package shall provide for generation of various types of reports for
maintenance routines, delivery of product etc. The package shall have provision of
generating additional reports in the user defined formats. Data reports in a
predefined format shall be printed hourly, shift wise or daily. They shall also be
printed on demand. Management information tasks could also be made event
driven as for example engine start / stop could schedule a management information
task run for computing motor pump shutdown/ start up statistics. Shift related
management information tasks will run automatically after completion of shift.
Support for a variety of reports and printouts, spontaneous event printouts, event
reports, statistical data reports, status reports, operator message reports and
hardcopy printouts.

Programming / engineering terminals shall provide the facility for carrying on line
critical modifications configuration, change of alarm limits, group or multi group
alarm inhibit. These functions should be possible online while the system is running
SCADA and to down load to the system.
The above terminal shall have provision of security password locking arrangement
so that only authorised person can log on to the system.

conversational mode (Question & Answer, SQL based menus, user defined Names

The operating system software shall be Windows based having real time

facilities and provisions for any future expansion by being compliant to the latest
versions of open system standards. The interfaces and services provided in the
operating system shall be compliant with the Programming Interface Environment
Specification (AES), which is based on the above-defined standards only.

shall also be provided and each processing unit shall be able to operate as

database for use of operator/ application programmes.

System Database
Configuration
All configuration of the database should be possible while the system is on-line by
users with sufficient security access. Configuration should not require the need for
any programming, compiling or linking and should not require shutting down or
restarting of the system. However SCADA/ driver process may need restarting, if
changes are for device driver or new device is to be incorporated or new graphical
representation is required. In addition, historical data collection should not be
interrupted for device attributes, not affected by configuration changes.
The system will maintain portions of the database requiring frequent high-speed
access as memory resident information and other less frequently accessed data as
disk resident data. Memory resident data shall be check pointed to disk every
minute to minimize loss of data in the event of loss of power of other system failure.
Database backup shall be possible with the system on-line including backup of
historical based data. The backup may be stored to HDD/DVD media.

Historical Database
Once assigned to history, attribute data shall be available through standard SQL
statements. The graphical operator interfaces, trend and report generation should
be able to access historical data. Modifications to the history collection of an
attribute data shall be possible on-line without the loss of previously collected data
for the attribute being changed or any other attribute in the system currently being
historized. Historical data shall be stored in the hard disk for a period of 30 days.
Provision shall be made in the MMI to archive the historical time stamped data in
CD ROMs periodically. While archiving data, digital & analog parameters, event,
alarms, date & time etc. shall be selectable.
Event Database
The Event Database shall be capable of holding up to any number of events on-line.
Standard Displays shall be provided to show the current event information with the
most recent event at the top of the display. Subsequent page forward actions will
allow display of progressively older events. Sorting and filtering of the events shall
be possible with pre-configured standard reports.

8.4.1 General
The MODEM shall be an intelligent device connected to Flow computer / other IEDs
by means of Ethernet and/or RS485 /RS232 port, installed at various consumer

GPRS modem shall be provided with SIM having capability for polling (read and

9.1 GENERAL
All equipment and components of the equipment shall be subject to inspection and
testing both during and upon completion of manufacture and on site. The Bidder
shall include with his response full details of all type tests carried out on boards
and modules, and tests normally carried out in their works including to what
standards these are carried out. These tests shall preferably be in accordance with
International or National Standards.
GAIL GAS / MECON reserves the right to inspect any part or the whole of the
Works during or on completion of manufacture. Every facility shall be provided by
the Bidder to enable the GAIL GAS / MECON or his nominated representative to
carry out the necessary inspection of the plant.
No item shall be dispatched from the Bidders works without a release being issued
by the GAIL GAS / MECON.
The approving of such inspection or waiver of inspection shall not prejudice the
right of the GAIL GAS / MECON to reject the itemif it is subsequently found that it
does not comply with the Specification.
The Bidder shall prepare a detailed system test schedule /procedure and submit to
the GAIL GAS / MECON for approval 30 days prior to the scheduled test.
FAT shall be conducted with the SCADA servers, SCADA software, SCADA
clients, networking components, GPRS Modems & Gateways.
The testing shall include:
a. Verifying the correct inventory of hardware, software and documentation.
b. Demonstrating correct operation of all SCADA system functions including
SCADA, HMI, applications, etc.
c. Control operation of each control output shall be demonstrated with proper
lights or other indications to confirm the operation for all control points.
d. Create and handle typical error and device failure conditions including data link
failure, telemetry failure, modem failure, VDU failure, etc.
e. Demonstrate SCADA communication with GPRS gateway &modem. Bidder to
ensure successful communication with atleast one no. of GPRS modem

(physically located at any site in Bangalore) and free issue modems with the
SCADA software during FAT. The Bidder to include the static IP required for
the GPRS gateway and also establish the VPN communication between the
modem and gateway. Bidder to ensure demonstration of GPRS communication
with two different makes during FAT.
f. Demonstrate the correct operation of the SCADA communication and
networking plan, protection of the SCADA network by the firewall, address
allocation strategies etc.
g. All specified VDU displays and hardcopy reports must be shown to be
implemented and verified for accuracy.
h. Demonstration of power fail-restart
After the successful completion of all the above tests, a 36-hour continuous run of
the SCADA system shall be performed without loss of any function, without any
hardware or software/firmware failure, during which time actual operation is
simulated and all functions are exercised to determine possible weaknesses. The
time may also be used for unstructured testing by the GAIL GAS / MECON.
The Bidder shall prepare a set of test procedures which will be used for testing the
SCADA system. Each inspection or test procedure/record shall be laid out clearly
and include the following details: - The inspection or test name.
a. A Purpose section explaining the reason for the inspection or test.
b. A Procedure section explaining step-by-step the procedures to be followed and
the responses/values to be expected at each step. Where a range of values
can be obtained the range is to be identified.
c. A space for recording the name of the test.
d. A space for the signature of the GAIL GAS / MECON's Representative.
e. A space for any comments.
The Bidder shall provide input simulation and output monitoring equipment, together
with any other necessary test equipment to permit all plant input/output signals to be
simulated/monitored simultaneous and the system functional requirements to be
readily verified (with no modification to the software).

In case GAIL GAS / MECON decides to conduct any additional tests which is not
listed in the approved FAT procedure, Bidder to demonstrate the same. The FAT
shall be conducted at the SCADA OEMs works only.
In case GAIL Gas/ MECON is not able to witness the FAT outside India, Foreign
bidder shall conduct FAT at their works as per approved FAT procedure. After the
FAT, the signed FAT document along with test certificates, etc. shall be submitted
to GAIL Gas / MECON for obtaining dispatch clearance. Further the FAT shall be
repeated as per the approved FAT procedure at GAIL Gas India in presence of
GAIL Gas / MECON. The payment for supply items for foreign bidders as per cl. no.
1.2 (A) (ii) of SCC shall be released only after the successful completion of FAT at
GAIL Gas India.
The Bidder shall provide office facilities for the GAIL GAS / MECON during the FAT.
Upon completion of the tests and before dispatch of the equipment from the works,
the Bidder shall forward certified test sheets to the GAIL GAS / MECON for
approval.
For all testing in the Bidder's premises (including configuration testing) the Bidder
shall provide:
a. All power supplies for the duration of testing
b. All test equipment and interconnections
c. All labour/manpower required for testing
The Bidder shall carry out commissioning checks to ensure the SCADA system is
performing satisfactorily before offering the SCADA system for Site Acceptance
Test. The Bidder shall demonstrate the functionality of SCADA system for each flow
computer& EVC at DRS& MRS locations and other services connected to SCADA
for data communication.
Site Acceptance tests shall comprise an Operations test, during which no failure
shall occur, followed by a long-term Performance Test. The dates for these tests will
be determined by the GAIL GAS / MECON, and will be conducted with the SCADA
system on-line and connected to the actual field devices.

SCADA Bidder shall submit a full list of proposed site acceptance tests during the
system development stage for review by the GAIL GAS / MECON. These tests shall
demonstrate successfully the performance guarantees of the supplied hardware
and SCADA functionality.
The GAIL GAS / MECON may require certain retests due for verifying the
performance of the system. All costs of such re-tests and repairs that may be
directed by the GAIL GAS / MECON shall be at the cost of the Bidder provided that
the test results demonstrate that the work under Contract is not in accordance with
the Specifications.

10.1 INSTALLATION
The Bidder shall be responsible for the installation of all the, Operator interface, and
cabinets, processors and communications equipment. Start-up of all equipment
supplied is part of the SCADA system contract. The Bidder shall provide the
necessary personnel and equipment to install the SCADA system.
The installation and commissioning of all the equipment in Bidders scope of supply
at various sites
All the erection work shall be carried out as per the established recommended
practices and best workmanship.
Bidder shall bring all installation aids, test equipment and qualified and experienced
personnel, in order to carry out the job successfully. A list of the same shall be
submitted to the GAIL Gas / MECON for the review.
All technical personnel assigned to the site by Bidder must be fully conversant with
the specific system and its software packages. The Bidders field personnel shall
have both hardware and software capability to bring the system on line quickly and
efficiently and with a minimum of interference with other concurrent construction
and commissioning activity.
The commissioning spares for all the items/ equipment shall be included along with
commissioning services as required to commission the complete system shall be
arranged by the bidder. The consumables required during commissioning of system
shall be included as part of commissioning spares.
To the extent that the Standard of the works has not been specified in the Contract,
the Bidder shall use good quality materials, techniques and standards and execute
the Contract with the care, skill and diligence required in accordance with best
engineering practices.
Bidder shall at his own expense supply and provide all the equipment, tools,
temporary works materials both for temporary and for permanent works, labour,
supervisors, engineers and specialists, movement of the supplied equipment at the
site, required for installation, commissioning, execution and completion of the works.

The Bidder shall make his own arrangements at his own cost for the transport where
necessary of his staff and labour to and from the Site of the works.
The Bidder shall provide and maintain an office at the Site, during Installation,
Testing & Commissioning phase, for his staff, and such office shall be open at all
reasonable hours to receive instructions, notice or other communications as per the
advice of GAIL Gas / MECON
The Bidder's responsibility at site shall include all the activities necessary to be
performed to complete the entire job as per the contract requirements including the
following as a minimum.
a. Receipt of hardware, software and checking the adequacy and completeness of
supply.
b. Storage, safety and security of the equipment and other materials including
software at site.
c. Installation of the complete system including power supply, earthing, cable
terminations, calibration, civil & electrical works. Obtaining information/
Coordination/ interfacing with various other contractors (Instrumentation,
Telecom etc.).
d. Checking of equipment installation.
e. Checking of interconnection and overall system functionality.
f. Online/ offline debugging of the system.
g. Coordination/ interfacing (including obtaining relevant details for wiring,
terminations, serial link details) with Instrumentation contractor and Electrical
contractor.
h. Coordination/ interfacing (including obtaining relevant details) with Telecom
contractor.

The Bidder shall provide a comprehensive training program for the GAIL GAS
engineering, maintenance and operations staff. Training shall be imparted at SCADA
vendors works as well at site before handing over of the system. The Bidder shall
provide for the approval of the GAIL GAS a training program that shall provide the
required standard of operational expertise needed to operate and maintain the
installation.
The training shall be specific to the SCADA system software, operation & installation,
addition / deletion of screens and not general in nature. It shall include:
Training facility at manufacturing works / Vendor premises for 03 days
Provision of site lectures and on site training for 03 days.
Comprehensive explanatory and guidance notes - Visual and audio aids
Practical hands on training
The personnel offered by the Bidder shall be suitably experienced and qualified and
be sufficient in number to ensure that the GAIL GAS staffs are effectively and
comprehensively trained.

Bidder shall conduct trial run for a minimum period of 30 days after the successful
completion of SAT and compliance to SAT punch points. These trial runs are
conducted to verify the satisfactory performance of the system
Incase of major failure of the system or breakdown of the system, the trial run shall
restart for a period of 30 days.
14.0 WARRANTY
Cost towards warranty shall be included in the basic cost of the system pricing itself.
Bidder to note that commissioning of additional DRS / MRS / Compressor and other
equipment will be as per the gas demand and requirements from various
consumers. Each equipment will be provided with a flow computer / controller (i.e
IEDs) at DRS /MRS /CNG stations which is required to be interfaced with SCADA.
Bidder shall include supply of GPRS modems and establish connectivity with these
IEDs during warranty period also. The scope shall also include updating the
SCADA database, building new HMI pages, trends, reports, alarm generation etc.
The qty of modems, location details shall be informed to the Bidder as fronts are
getting ready. Bidder shall initiate procurement of the modems and complete all

The make and model of the supplied modem during warranty shall be same as per
approved datasheet and incase of change in model no. prior approval shall be taken
from MECON / GAIL GAS.
a) During the warranty, the Bidder shall use his own instrument, spares, man-hour,
communication facilities, hardware, software, materials, etc. for the rectification of
any problem.
b) Bidder shall constantly be checking the redundancy functionalities of the servers
and also the data synchronization.

GAS / MECON envisage that the system, due to built in redundancies, shall always
be operational. GAIL GAS / MECON shall be within its powers to impose penalty for
complete break in SCADA system for more than the designed specifications.
General
The Bidder shall quote separately for Post Warranty Maintenance Contract
(PWAMC) of 3 consecutive years for providing these services after successful
completion of warranty period for 1 year or after successful completion of extended
warranty period if any.
The Comprehensive AMC rates shall be quoted year-wise for 3 years for entire
system supplied.
Bidder shall also include services for software up gradation during comprehensive
AMC.
Tender during PWAMC shall do all needed co-ordination work with such OEMs to
ensure uninterrupted service of SCADA

The proposal shall include arranging of tools and tackle as required; travel to the
respective manned stations, boarding lodging and any other incidental expenses of
service engineer.
PWAMC services shall include site visit for preventive as well as breakdown visit
purposes.
Bidder shall be fully responsible to attend and rectify the root cause and the failure
at the shortest possible time.
