DEATH OF PIONEER

ari Charan Aklhil,
described as larger
than life by former
NZ Governor
General, Sir Anand Satyanand,
died in Melbourne in his 100th
year. Mr Akhil was formerly of
Fiji, lately of Blockhouse Bay,
Auckland where he lived for
many years. Born to Girmitiya
parents Mr Mahadeo and Mrs
Meena Devi, Hari Charan was a
school teacher in Fiji in his first
career but was drawn to mining.
He commenced a manganese
mining operation and later
developed a private gold mine

in Fiji. It is believed Akhil made
friends easily with some of the
American soldiers stationed in
Fiji during the Second World
War, from whom he acquired
a lot of knowledge about
dynamites for example, a skill
he was able to put to use later
when he explored manganese
deposits in Western Viti Levu.
Mr Akhils success was matched
with his wide interests, including
racing and owner of several
race horses. Perhaps his great
success in the racing industry
came when his horse Rajput
won the Queensland Cup in 1961,
bringing fame and placing Fiji on
the circuit of Australia.
Mr Akhil has a large family in
NZ, Australia, Canada, United
Kingdom, France, USA, Fiji
and other parts of the world. A
gathering paid tribute to him at
a funeral service in Melbourne
where family members Dr
Satendra Singh and Mr
Pravindra Singh led the eulogy.
Dr Singh said age was just a
number for Mr Akhil. He was
equally at home with young
and old, people from all walks
of life, including a vast circle
of friends in India, such as the
late legendary singer Hemant
Kumar. Describing Mr Akhils
many family connections Mr
Pravindra Singh paid tribute
to a patriarch whose travels
are well known, as age never
stopped him from embarking
on journeys to various countries
for weddings, anniversaries,
graduations and religious
occasions of his extended family.
Dr Singh read messages from
the High Commissioners of
both India and Fiji resident in
Canberra, Australia. Fijis High
Commissioner Mr Yogesh Punja
described Mr Akhil as a pioneer
Fijian, whom he recalled as a
child and with a special family
connection in Lautoka. Mr Punja
remembered the gentleman that
Mr Akhil was, especially wearing
his famous hat. Dr Singh also
read a message of tribute from
New Zealands former Governor
General, Sir Anand Satyanand
whose late parents and Mr Akhil
were well connected. A number
of grand children spoke of
happy times shared in Fiji, New
Zealand and Australia, gathering
knowledge from a grand father
whose varied interests included
Indian heritage.

brain power

J
ust 10 minutes of exercise
can have significant
benefits for kids.
A new study has found that
short bursts of intensive exercise
will boost childrens brain power
and has benefits for children
with learning difficulties or
conditions such as autism.
Previous research has found
that long, sustained workouts
for about 30 minutes improve
memory and learning in both
adults and children, but the
latest research looked at the
effect of short bursts of high-
intensity training (HIT) lasting
just 10 minutes each day on
children aged 7-13 years.
University of Auckland
researcher David Moreau
says 305 kids participated
in the study, which showed
that after HIT they had
improvements in tasks
involving memory, information
processing and behaviour.
The significance of
the study is that it shows
exercise does not have to be
time-consuming and that a
range of children, some with
learning difficulties, get real
benefits from short periods
of fairly intensive physical
activity, Mr Moreau said.

year, building a pathway
between skills gained in the
classroom and jobs in the IT
industry.

$160 million over four
years to provide schools

Learning with more expert
language teachers, language
specialists and online
resources.

priority languages for the
programme will be set
following consultation
with communities, with
Mandarin, French, Spanish,
Japanese, and Korean likely
to be included, along with Te
Reo and New Zealand Sign
Language.
It will be up to
school boards to decide
which languages will be
taught in each school, but
they will be required to offer
at least one second language
to their students.

the landmark 10th anniversary.

to let bygones be forgotten and a
regular visits program to help
Fiji recover from its devastating
cyclone have no doubt all helped
in the past couple of years, but
the fundamental issues remain.

of unequal platforms in the
political arena, the ex army
appointed list in senior positions
rampant they add. What is the
future of Fijis political scene?
Next years general election

Drastic immigration
changes have arrived
T
he Government
recently announced
changes to the Skilled
Migrant and Essential
Skills policies which came into
force on 28 August 2017.
The aim is said to be at
striking the right balance between
ensuring New Zealanders are
at the front of the queue for
jobs while preserving access to
the temporary migrant skills
necessary for New Zealands
continued economic growth.
The Skilled Migrant category
is in place to allow for the grant
of a resident visa to people with
the skills and experience with the
stated aim to contribute to New
Zealands economic growth.
The stated changes to this
category is summarised to
include:
the introduction of
remuneration thresholds as an
additional means of defining
skilled employment
the requirement for
previous work experience to be
skilled, with more points available
for skilled work experience
an increase in points for
age between 30 and 39
an increase in points
for level 9 and 10 post graduate
qualifications
points for employment,
work experience and qualifications
in identified future growth areas,
qualifications in areas of absolute
skills shortage and close family in
New Zealand will be removed.
The Essential Skills category
on the other hand is said to be
a temporary work visa category
designed to allow employers to
recruit overseas workers where
shortages mean that no suitable
New Zealanders are available or
trainable. Furthermore, changes
to this category aim to manage
the settlement expectations of
overseas workers by:
introducing skill bands
based on remuneration and
ANZSCO skill level
aligning visa conditions
with the skill band assessed
introducing a maximum
amount of time visa holders can
work in lower-
skilled employment
requiring partners and
dependent children of Essential
Skills visa holders in lower-skilled
employment to apply for visas in
their own right, rather than on
the basis of their relationship to a
work visa holder.
The Accredited Employer
policy changes announcement
is in respect of the period of
accreditation.
The implication of the changes
The changes are wide
ranging and thus has wide
ranging implications. The IDESI
Legal team have reviewed the
changes. We conclude that anyone
wishing to put in a temporary
visa application or resident
visa application under these
instructions has to do so with a
considered approach.
The changes cannot be simply
read. A simplistic reading of it
can lead to assumptions being
made and that will be a guarantee
for a disastrous outcome, such as
the rejection of the application
or in other words a decline of a

visa application and a potential to
become liable for deportation.
All we can conclude is to
e beware and be careful when
lodging any such application or an
Expression of Interest. Hearsay,
what previously could or could not
be done is not a good yardstick of
measure. In some instances, the
changes are imbedded deep within
the instructions. What may appear
to be something that is acceptable
is in fact not.
In the Skilled Migrant
Category, the intention is clear,
high remuneration trumps. These
immigration instructions have
been drafted with a deliberate
intention to exclude some profiled
groups. It has been very clearly
orchestrated to do that.
This profile will include most
international students doing
level 4,5,6,7 in Management and
those currently wishing to apply
for residence under the Skilled
Migrant Category as Managers.
This pathway is potentially closed
to them.
We cannot emphasise enough
that this move by the law makers
is deliberate. The message is loud

and clear. Those that are using
the education pathway as an
immigration pathway will find
that it is most likely no longer
available to them.
These changes have huge
implications not only for the
international student market,
but also on our economy. These
implications may not be obvious at
a glance but time will convey the
truth of this statement.
If the Labour Party were to
win this General Election then
changes may occur to the current
status quo but time will tell that
tale and it is unlikely that if this
were to occur that the changes
will be anytime soon. For the
moment, these are the instructions
we have to work with!
Good advice is the order of
the day. The current immigration
instructions will come as a rude
shock to the affected audience and
some may not want to accept it
and in fact may want to deny it,
trying to find ways to meet the
new requirements.
Due diligence is not only the
prescription but is the order of the
day.

HAMARI MA DUDLEY - BURIED IN HILLSBOROUGH CEMETERY

udley High School in
Suva, Fiji marks its
120th anniversary
remembering a
missionary in the Methodist
Congregation who worked
tirelessly and with hardly any
resources, to build an educational
tradition for Indian women in
colonial Fiji.
Many NZ residents who are
formerly Fiji citizens attended
Dudley High School in Toorak,
Suva and will recall their days
there. Hannah Dudley served in
India for a time, at mission schools
in British India, where she learnt
to speak Hindustani. She went on
to Fiji and commenced her school
on a house veranda, teaching girls
who were invariably regarded as
not part of a school system.
Hannah Dudleys legend rose
wider and when her school was
established by the church, a new
beginning commenced for the
Indian ladies who dreamed of
pathways to the stars.
Eventually the school became
co educational and both boys and
girls make up the over 1000 on
the present roll, still at Toorak.
Hannah Dudley died in 1931 in
Auckland.
She had been known among
her early girls as hamari ma
(our mother). Ms Dudley was
buried in Hillsborough Cemetery
in Auckland. As the school which
bears her name celebrates 120, let
us salute a pioneer, whose impact
was huge and still remains.

Man sentenced to 5 years

35-year-old man
has been sentenced
to 5 years 4 months
imprisonment by the
Nausori Magistrates Court for
sexually assaulting a 10-year-old
boy this year.
He was charged with one
count of sexual assault.
The summary of facts revealed
that on 7th August 2017 the
man unlawfully and indecently
assaulted the victim.
The victim is a 10-year-old
school boy and by deception the
man took him to his home from
school and committed the offence.
He had pleaded guilty to the
offence.
Resident Magistrate Shageeth
Somaratne says as aggravating
factors he considered that the
victim is a 10 year old school boy.
He further said that the
man was 35 years old putting
significant age difference between
the parties.
In mitigation, Magistrate
Somaratne considered that the
man is a single 35-year-old farmer
who is seeking forgiveness.
He also said that the man
pleaded guilty early and saved the
victim from giving evidence.
The man has been giving a
non parole period of 4 years.

Court allows Kamlesh Arya 4 Policewomen For

uva High Court Judge
Justice Riyaz Hamza has
allowed Kamlesh Arya to
travel to Australia between
the 10th to the 24th of next month
this year.
Arya had made an application
for bail variation to travel to
Australia and conduct a Vedic
prayer for his son who has
recently acquired a property.
Justice Hamza says Arya has
to deposit $20,000 in the court
registry which will be refundable
when he is back in the country.
Arya will have to return his
passport within one week of
return to Fiji.
Justice Hamza has also stated
that the Director of Immigration
has to be informed that the stop
departure order on Arya has to be
temporarily lifted from the 10th
to the 24th of September.
The matter has been adjourned to
the 6th of next month.
It is alleged that Arya whilst
being employed in the public
service as the Registrar at the
University of Fiji, and whilst
acting as the School Manager for
Bhawani Dayal Memorial Primary
School, did arbitrary acts for gain
in abuse of the authority of his
office, namely authorized loans
amounting to $116,500 from the
Kamlesh Arya
Free Education Grant provided
by the Ministry of Education to
Bhawani Dayal Memorial Primary
School.
It is also alleged that Arya
dishonestly caused a risk of loss to
Bhawani Dayal Memorial School
by authorising the Free Education
Grants as loans amounting to
$116,500, and knowing that the
loss will occur or substantial risk
of the loss will occur to Bhawani
Dayal Memorial School.
The alleged incident occurred in
2014.
He has pleaded not guilty to his
charges.

Force has been able to consistently
maintain the quota of women
officers under the United Nations
mandate.
The four women officers and a
policeman will be serving in Darfur,
Africa for 12 months.
The team consists of Woman
Sergeant Siteri Kula, Woman
Sergeant Adi Salote Lalabalavu,
Woman Police Constable Rosilyn
Lata, Police Constable Manasa
Ramasirai and team leader Woman
Inspector of Police Mariana
Bolatolu.
The five had presented their
i-tatau to the acting commissioner
of Police Isikeli Ligairi on
Wednesday where he reminded
about the expectations placed
on officers during their time of
deployment.
First and foremost you are
representatives of the Government
of Fiji and therefore you have a
responsibility to your country,
acting commissioner Ligairi said.
The Fijian Government has
been promoting our country as the
hub of the Pacific so just like any
other person who represents Fiji
internationally you must maintain
and protect our reputation globally,
he said.
The Acting Commissioner
also issued a warning regarding
discipline.
There is a tendency to
disregard discipline that applies
to you here just because you are
serving in a foreign country, he
said.
Let me remind you that the
rules that govern your work here
will still apply and if there are any
disciplinary issues you will have to
face the consequences and could lose
this opportunity that many other
officers are after.

of Police Bolatolu said she is looking
forward to life in the mission area.

drooling when she made
her acting debut with
Heropanti, opposite Tiger
Shroff. The film was a box office
success and Kriti was flooded
with a lot many films offer. But
instead of signing films on a
whim, she decided to take it
easy and go slow. Its been
four years and the actress has
appeared in just four films thus
far, but received praises for her
performance in all the films,
irrespective of their box office
fate. Kriti is now seen in Ashwiny
Iyer Tiwaris film Bareilly Ki Barfi,
which hit screens this Friday.
In a conversation with Our
Reporter, the actress speaks
at length about her character,
her preparation and the most
endearing and challenging
part of doing this film.
Bareilly Ki Barfi is said to
be based on a book The
Ingredients Of Love. So how
much the film is inspired by the
book?
Honestly speaking, I had no
idea about this book. I think it
is just the basic idea that the
writers have taken from that
book. After that, the whole
script has been reworked into
something else based on that
idea. It is not like you will read
the book and the film will turn
out to be the same.
Your co-star Ayushmann
Khurrana has played a
character from UP before, but
for its the first time for you that
you are going to play a UP girl.
So how easy or difficult was it

It was interesting for me
considering that I have not
done this kind of a role before. I
have never lived in UP, or been
with someone from UP before.

girls normally, like a

caricaturize things,
especially their accent.
What is your take on
that?
I think what matters is
education. Someone who
is educated will have a
polished accent when
he/she speaks any
language. Even
if she speaks UP
Hindi, it will be
polished than
the others. My
character and
Ayushmanns
character
speak in
a similar
manner,
whereas

Rajkummar Raos character is
not so educated so a special
care has been taken that
he uses a language like my
parents would in the movie.
There are certain things which
unanimously everybody says,
and there is a common sing
song way which is said by all.
Do you think if a story is set
in the heartland of India,
it becomes easy for the
audience to connect to it?
I personally feel
its also not just about
the heartland but
also the aam janta
or the common
man who relate to
small behaviours or
relationships. You feel
like you know someone
who behaves or talks
like that. That is a huge
section of the society.
Even if you show Delhi
which happens to be the
capital of India, also a big
city, but the behaviourism
or relationships that people
can connect with.
What has been the most
endearing and challenging
part of your character
in the movie?
The most
endearing part
of Bitti is the
relationship she
shares with her
father. It is a
very intricate
relationship.
I dont think it
has been seen
in Indian cinema before,
especially when the girl comes
from a small town like Bareilly.
We have a scene where the
father and daughter smoke
together. He understands her
thoroughly and is protective of
her.
The challenging part is
when you have a character
who is outspoken, smokes,
drinks, break dances, it is
very important to ground
the character. It is important
to make people feel for her
character.
Do you feel some traits and
mannerism of your character
stay with you when you finish
a film?
Of course, when we
prepare for a character and
live in the shoes of a character,
the traits kind of stay with you
for a while. When I was doing
Raabta, the way Saira walked
was something I would do in
the sets of Bareilly Ki Barfi and I
had to remind myself that I am
playing a different character
here. Then I got into the shoes
of Bitti who is a little tomboyish
and has a UP accent. So there
were times when I would go
home and talk to my sister in
the UP accent and she would
raise an eye, all this would
happen to me while living my
roles.
