Malaysia is a multiracial country composed of different races in terms of customary beliefs,

cultural traditions, language, and others. This is a privilege of our country in the eyes of other
countries in this beautiful world. However, this is also a great and noble responsibility borne by the
government of our country in order to maintain this privilege races in peace and harmony. In this
21st century, which are full of challenges that countries have, one of those also have many
complexities and difficulties in the implementation and administration of the disaster when they
gained by our country of diverse peoples. This is where our country the face the responsibility of the
various parties in keeping the peace and security of our own country. Among the most important
party to talk about are the teachers. Indirectly, issues happens in the field of education will affect
the issue of racial polarization of this beautiful country.

Rooted to the above, the public is expected to see the significant changes in the method of
implementation of the national education system soon after the implementation of the Education
Development (PPPM) 2013-2025. Some preliminary results are expected to be seen is that the
recruitment of teachers tightened and enforced in all teacher education institutes and institutions of
higher education. It also targets 100 per cent of schools have an Internet connection with a speed of
at least 4Mbps through 1 Smart Net, according to the Education Development from 2013 to 2025,
launched by the Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin. Another
preliminary result following the implementation of the plan is to be captured all teachers under
education option for the English proficiency level and trained them to improve their skills. Teacher

The guidelines are aimed in improving the quality, productivity and discipline in services
which emphasis on all aspects related to the rules and culture, the role of values and behaviours of
the profession in the community. The scope of the accounting professional ethics mostly is about
professional life unless things really personal such as washing the car, planting flowers and others. In
the view of Islam, moral ethics is practiced by people who cautious about his or her life. Teaching
ethics means a set of behaviours or the responsibility of teachers towards society and the nation,
colleagues, parents and students.

Aligned with the ethics of teaching, it is also important for teachers to have their own code
of ethics for the sake of elevating the teaching profession. Code of ethics is considered very
important; this is because this code of ethics provides guidelines on how to behave in the teaching
profession. It also states clearly the responsibility of the teacher to the trustee in the field of
education. This makes teachers to have a better understanding and clear about their responsibilities.

Thus, the specified content in the Code of Ethics for Teachers in the country showed some
differences compared to the code of ethics in other countries. This makes the teachers can see the
uniqueness of ethics practiced either in this country or in other countries. Based on the code of
ethics, teachers can enhance the image of the teaching profession formally through black and white.
As for this the public need to open their eyes to appreciate the broad responsibilities of teachers and
the weight and support the teachers in achieving the goals of education and noble.

Meanwhile, according to Oxford Dictionary, 'teacher' means a person who teaches us


education as an educators and carers. If described in more detail, educators means maintainer and
trainer. Other than that, they are instructors who play roles as guidance to others, and caregivers to
whom preserve, protect and educate. While teaching is something that has relevance to the field of
studying or getting knowledge such as schools, places of learning, teaching and learning and any
matters connected with the teacher. By Bilingual Dictionary, the word 'accountability' elaborated as
the responsible to any person or responsibility against something. According to Tan Sri Ahmad, the
concept of accountability is an obligation to provide answers and explanations to the performance
of an action and those who are entitled to answers and explanation. Accountability is also about
discipline and the need to justify and accept responsibility against a decision that had been taken.

Besides that teacher accountability means the responsibility that must be understood and
implemented by a teacher. Teacher accountability also means the respect given for the
professionalism and the teaching responsibilities of teachers. Accountability or responsibility of a
teacher referred to above include accountability of teachers towards the students, the teacher's
own self, school, community and country, and the teaching profession in general. Teachers should
perform their duties with full of dedication in the classroom, including compliance with the time
schedule and implement teaching and learning in accordance with the methods and techniques.
Teachers also should prioritize the development, welfare and safety of pupils than other things. A
teacher is responsible to be fair to their students regardless of race, religion, physical factors, and
emotional, mental, political, social and other matters. Furthermore, teachers should guide and teach
students in the classroom without asking for any payment or gift from them, instead occasional
teachers need to give a gift to their students to encourage their interest in the learning process.
Provide a good example of well-dressed, polite and courteous while on duty should also be practiced
so that students get a good role model. This is because teachers is a person who is respected by
their students, so the teacher must maintain their professionalism so that they are not in hate and
frowned upon and not respected by their students.

Next, educators are responsible in implementing the spirit of unity among students from
different races to maintain harmony and prosperity based on the code of ethics for teachers. Among
the steps that can be taken is to give the group work. In this context, teachers should divide the
students in groups for the implementation of school projects, such as the study of science,
information presentation, and celebrations in school. Teachers should also divide the students
properly to encourage students to communicate with students of a different race and cultures. In
the process of ensuring the success of these initiatives, teachers should not trigger any sensitive
issues during teaching and learning process, for example, to glorify their own cultural heritage and
mocking other cultures. In short meaning, students and teachers need to work together in solidarity
at the school level.

From another perspective, the students need to learn and appreciate the history of the
country in order to understand the meaning of national unity. As one of the steps to create a
consensus of race, Ministry of Education requires that students have to pass in the subjects of
history in the Sail Pelajaran Malaysia (SPM). The policy was implemented from the year of 2013, as
this smart move was expected to realize the children about the effects of lack of unity among the
people from different races. Among the smart moves is the policy of divide and rule which were
implemented since the British were facing difficulties to unite people towards independence. At the
same time, we would not expect the events of May 13, 1969 repeat and destabilize the country.
Therefore, students need to know the history of this land in order to instil a sense of unity within the
individual. Renowned philosopher, George Santayana also said that "anyone who forgets history will
repeat it."

At the same time, educators should avoid any action that could provoke people. This is
because the actions that can raise the issue of racism can lead to conflicts between ethnic groups,
thus affecting the peace of the country. For example, teachers can give examples of events that
cause leaching of solidarity, Wee Meng Chee or better known as Namewee, is a Malaysian student
studying in Taiwan, has aroused anger Malaysians with his work titled "Negara kuku". The song "rap"
which was adapted from the song My Country commingled elements insulting the Constitution and
policies of the country. If many Malaysians' behaviour as this, what will be headed next to national

opportunity to provoke sensitive issues that can destroy the harmony and national sovereignty.

Subsequently, teachers also need to show good role model by taking part or organizing
various social activities such as collaborative, Neighbourhood Watch Program, and Independence
Month campaign to strengthen the relationship between students of various races based on the
teaching code of ethics. Through activities such as collaborative and Neighbourhood Watch Program,
it may help in ensuring the well-being of local residents, students and also have the opportunity to
communicate and reach out to our neighbours of different races. Special celebrations such as Family
Day and Independence Month campaign in various stages for the students were able to open the
eyes of masses about the customs and cultures of other races. For an instance, Family Day programs,
offers a composition of games and fun activities that require careful planning and close cooperation
between family members or neighbours. Indeed, the local community including students do not miss
an important role to create a consensus among the community of nations.

In addition, educators should also expose the current issues of governments to students by
not stating any sensitive issues based on the teaching code of ethics. This is because, as the
administrative machinery of the country, the government has been trying to implement the idea of
One Malaysia concept among the people. However, what is the idea of One Malaysia concept? It is
about the responsibility of the teacher in delivering pure intentions of the ideas of One Malaysia
concept which was introduced by Prime Minister of Malaysia, Datuk Seri Najib Tun Razak to the
students and seeks to create a nation that includes a strong understanding and unity among
Malaysians. In order to realize these ideas, the government organizes a campaign to ignite a sense of
unity among the people and students. Among the initiatives were exhibitions and cultural heritage
of the Malaysian society. Teachers take the responsibility on the task to bring the students to the
campaigns so that students can learn more about the customs of other races and to inculcate a spirit
of solidarity. This step can cultivate an understanding among people of different races because they
can recognize and appreciate other cultures more. The government also has taken steps to organize
a program of National Integration among school students. Here also teachers need to play their role,
such as the realization of the program and that it is intended to implement the spirit of unity within
the country's future leaders. Finally, the efforts that have been made by teachers to be used by
students will help in creating the unity and national integration.

In school environment, it is important to foster goodwill and the spirit of tolerance between
people. This can help in creating unity and enable them to interact with each other. Some of the
subjects taught in school should emphasize the aspects of a harmonious education. Spiritual values
and common culture should be given priority in any subject. So, the spirit of unity across the
curriculum is necessary in order to develop and strengthen students' personal and moral values.

The establishment of the school's vision that combines the three primary schools, namely
SK, SJK (C), and SJK (T) in a region were capable of forming tolerant students. Students will use all the
facilities available such as courts, canteen and library together. Primary school students will interact
directly when they play sports, eat in the cafeteria, and the school held an open day. Therefore,
fostering a spirit of unity can be cultivated and sown at an early age.

Unity can be implemented through co-curricular activities by a person with effective


educators. Extra-curricular activities undertaken such as sports, clubs, and associations, and talks
should be intensified and enhanced. Outside from the academic system, the students should be
involved in various community activities, such as foster families, associations, and uniformed clubs. It
is clear that the efforts to strengthen the unity and integration should be answered by all segments
of society, including students.

Conclusion, teachers accountability in strengthening the unity in this country requires the
synergy and unwavering dedication by all parties. Do not allow black history because of a lack of
understanding among the public as May 13, 1969 recurring events in the country. Therefore, lets all
together join all of our ideas and energy embellished with tolerance and understanding in order to
create a strong national integration. Teachers and students need begin the initiatives towards Vision
2020 as "journey of a thousand miles begins with the first step".
