The schedule of Rates prepared for the year 2016- 2017, with effect from 1.9.2016 are applicable for Amravati, Akola, Buldhana,Yavatmal, Washim Districts.

2

For the rates in notified Tribal Area, Hilly and Inaccessible Areas, Corporation Areas and Jail Premises, an increase of percentage over the normal Schedule of Rates (including transportation of materials) prescribed for the year 2016 - 2017 are as follows:

i) Notified Tribal, Hilly and inaccessible Areas

2.1

Superintending Engineer P.W.Circle, Yavatmal should notify the area (name of the villages) where major coal/mine activities are in progress and where these rates will be applicable.

2.2

The increase in rates as above should be applicable only one at a time e.g. if Jail Premises is situated in Corporation Area an increase of only 15% for Jail premises is to be considered and not 20% ( 5% +15% ).

2.3

If the specified material is supplied by the Department the above percentage shall be applied on the cost of item after deducting the cost of specified material including VAT as applicable as per note No. 3 below.

2.4

If the specified material is to be brought by the Contractor the above percentage shall be applied to the cost of item directly.

2.5

Items which are not included in this schedule of rates, shall be adopted from prevailing Schedule of rates of Nagpur Region and National Highway works Nagpur Region for the corresponding year.

3.1 The rates of bulk / packed Bitumen adopted for the items of bituminous works are based on the prevailing average rates on 01.06.2016 and 16.06.2016 Ex refinery Mumbai .

3.2 The rates of cement and steel are applicable at District & Taluka headquarters.

4 Royalty charges at source should be added to the basic rates while preparing the rate analysis in the estimate.The royalty charges prevailing shall be the rates as informed by the Revenue authorities. The royalty charges for bricks and crusher metal shall not be added.

5 Value Added Tax (VAT) for materials is considered in the Schedule of rates.

6 If crushed sand is to be used in place of natural sand, reduce the corresponding CSR rates by 0.5%

7.1

As per Government of Maharashtra,Public Works Department , Mantralaya,Mumbai-32 letter No. 2016/C.N.103/Building-2/Dated 23/5/2016 Service tax @15% is considered on Labour component in the rate analysis of CSR for Building Works.

8.1

For all completed items, initial lead upto 5 KMs is considered for collection of various materials required for the items.

8.2

For every additional floor, percentage increase in the rates shall be considered for the items in the following section as given in the table without deducting the cost of cement and steel.

Ground floor is the floor having height 4.00 m above average ground level.

The floor to floor height of 4.00 mtrs. is considered for the purpose of lift

charges. For floor to floor height more than 4.00 mtrs. the percentage increase for the upper floor shall apply. The increase in rates as above should be on ground floor basic basic rates only. No cumulative increase shall be done.

Items to be carried out above terrace such as water proofing treatment on terrace, water storage tank, parapet wall with coping, stair case lift room with slabs and water proofing treatment, plastering ,painting etc required for the completion of building are assumed to be the items of its lower floor.

With a view to conserve the natural resources, the use of country teak wood for doors and windows shall be avoided as for as possible, except for doors located on the external face of the building

Items of doors and windows with Stainless Steel Mat Finish fixtures and fastenings are considered. For other types of fixtures and fastenings add percentage as given below per square metre rate.

ROAD WORKS

1.1

Rates for collection of materials for road work are at quarry site with Lead of 50 mts. Lead charges will have to be considered separately while preparing the estimate for road work.

HOT MIX HOT LAID BITUMINOUS WORKS

For hot mix hot laid B.T.items, rates do not include any initial lead for crushed metal as well as for hot mix bituminous material.

Lead for transportation of crushed metal from quarry to plant site and lead of transportation of hot mix bituminous material from plant site to work site shall be added separately.

The rate for transportation of bulk bitumen from refinery to plant site is Rs 7.50 per kM per MT Heating and unloading charges of bulk bitumen are as under.

10.4

For transportation of hot mix materials from plant to work site, the loose quantity of hot mix materials shall be considered while preparing estimate.

10.5

The rates of Bitumen considered while framing C.S.R. are of June 2016,Current Rates of Bitumen (Indian Oil Corporation Ex Refinery Mumbai) shall be considered while framing the Estimate.

11

BRIDGES AND C.D. WORKS

11.1

For bridge work and C.D. works, initial lead up to 5.0 Kms is considered for all completed items.

11.2

The rates of R.C.C. Pipes are inclusive of transportation at work site, 13% sales tax plus Turnover tax and surcharge on turnover tax.

11.3

For working out items of additional leads more than 5 Kms the estimate should be prepared for actual leads by deducting initial lead charges of 5 Kms for all completed item,except items of road work.

11.4

For the bridge item like pier /abutment /slab etc the datum level to be taken for purpose of calculation lifts shall be the average nallah/river bed level or nallah/ river bed level of respective pier or abutment .

11.5

For the bridge items like dewatering, datum level (L.W.L.) is to be decided in the estimate and tender paper.

11.6

The rates for dewatering are considered for normal,medium and heavy dewatering conditions.The authority according technical sanction to the estimate shall ascertain the site conditions proposed in the estimate prior to sanction.

12

ADDITIONAL LIFT FOR BRIDGE ITEMS

For additional lift for various bridge items as per list given below, rate shall be increased in percentage given below. Lift is to be measured with respect to common datum level which will be specified in the tender documents /estimate. For raft foundation the datum level shall be raft top.

13.1

GENERAL NOTES

 

14.1

Reference of P.W.D. Standard specification /MORT & H specification are mentioned in bracket below the description of the items.

14.2

Items required for testing of soil , road , building materials, test bores, load test , plate load tests etc the DSR of Maharashtra Engineering Research Institute ( MERI ) Nashik shall be adopted.

14.3

For cost towards procurement and temporary storage of water for construction purpose, provision of minimum 1% is made in the rate analysis. In difficult situation where water is not available in the reasonable lead or where water charges are essentially required to be paid to local authorities etc. assessment of cost of procurement of water for construction is more than 1%, then for additional cost ( i.e. more than 1%) separate lump sum item may be added in the estimate and tender papers . For the purpose of estimate for requirement of water reference, may be made to Standard Text Book

14.4

Items pertaining to the External Water Supply :

The items which are not considered in the present schedule , the rate in CSR issued by the Superintending Engineer, Environment Engineering Circle Amravati/Akola shall be adopted.

Item Code No BDL :- The rate includes cost of water proofing compound.

14.7

Item Code No BR 27, BR 27A, BR 27 B, BR27C, BR27D :- For providing plain cement concrete for piers, abutments, returns, wings etc.If surface reinforcement is provided in these structures, the rate for concrete should be same as that of plain cement concrete, cost of reinforcement should be separately considered.

14.8

Item Code No. BDV5 to BDV5G :- The word “Embossed”, used in the wording means material having ISI Mark.

14.9

Works in Foul Condition

a)

For the works in foul conditions the rate for excavation will be increased

by 25% over the scheduled rates of excavation.

b)

For other items required to be executed in foul condition upto Ground

Level / Bed Level the rate shall be increased by 5% over schedule rates of individual items of CSR. This increase is over and above the increase admissible under note 2.

c)

The above hike in rates of (a) & (b) shall be subject to the express condition that the prior approval of Superintending Engineer is obtained. The foul condition shall be certified by in-charge Executive Engineer.

14.10

The brief notes for specifications as regards Rigid Pavement,Bituminous Bound Macadam, Stone Grit Wash plaster and Fuel Component calculations are incorporated in the Schedule of rates.

15

Testing Of Material

15.1 Laboratory testing charges are not considered in the Rate Abstract. Wherever required 1.5% of cost of work towards testing charges shall be added in recapitulation sheet while framing the estimate. For reimbursement of actual amount of testing charges paid by the contractor a separate item shall be incorporated while framing estimate based on rates published by V.& Q.C.C.,PUNE

15.2 The job mix design for items like M-20 & above grade of concrete mix design, GSB, asphaltic concrete, bituminous macadam etc. shall be obtained from the V.Q.C.C. laboratory.

15.3 For Specific tests like span load tests, plate / pile load test etc. which are not included in the rate analysis of item, the payment /estimates for these tests will be prepared on the basis of rates approved by M.E.R.I.

16 Use of Plastic Waste in Road Construction

If use of plastic waste is proposed in Bituminous items, a maximum of 5% plastic waste shall be introduced by deducting 5% bitumen consumption from that item and adding plastic waste cost against bitumen.
