The framework are strengthened by supplemental

The coverage of the framework Plan:

It adopts Integrated Water Resources Management


as a process and approaches in dealing with water
resources development and rehabilitation;
It employs integrated and holistic strategies in order
to harmonize and rationalize river basin plans and
programs;
It covers river basin in scope and strategies in order
to achieve manageable spatial boundaries for
effective planning and river basin management.

Executive Order 510, 2006 the president created


the River Basin Control Office under the Department
of Environment and Natural Resources with the
mandates to rationalize various river basin projects
and programs in the Philippines and formulate the
countrys Integrated River Basin Development and
Mangement Framework Plan

Executive Order No. 816 issued by the President of


the Philippines in July 06, 2009. It strengthens the
mandates and functions of the RBCO. These includes
the following:

- Serves as the lead government agency for


the integrated planning, management ,
rehabilitation and development of the
countrys river basins

- Serves as oversight office in the


implementation of IRBM/IWRM plans,
projects and programs;

- National Policy coordination for Local


Government Units and Non-government
Organizations in the development and
sustainability of river basins, and shall
recommend the approval and funding
thereof;

- Serves as central fund administrator for the


river basins appropriations provided under
the DENR budget
key areas in the governance component of the
framework include :

1. Establishment and adoption of policy reforms , shared


visions and missions, long term strategies and actions
plans that express intention, direction, targets and
timeframe for managing river basins and their
sustainable use through an integrated approach

2. Operationalization of River Basin Organization and


an inter-agency and multi-sectoral coordinating
mechanism that involved concerned stake holder in
planning, implementing, evaluating and continually
improving programs for sustainable development
through IRBM/IWRM applications;
key areas in the governance component of
the framework include :

3. Development and implementing a national legislative


and /or local administrative orders, which support
new and existing policies that facilitate the effective
implementation of Integrated River Basin
Management using IWRM as a process;

4. Putting into operation communication strategies and


plans for ensuring that stakeholders are informed of
the scope, benefits and threats to their local
ecosystems, and the programs that are being
developed and implemented to reduce threats and
enhance benefits;
key areas in the governance component of
the framework include :

5. Institutionalizing the measures and means to support


conservation of water resources and required river
basin infrastructure improvements through public
and market- based sources, such as appropriation of
annual budget allocations; users fees, tariffs, taxes,
penalties and fines; and adoption of corporate
management approach to utilities and resource
management;

the framework include :

6.Incorporating capacity development as an


indispensable component of all aspects of river
basin sustainable development programs, from
inception and implementation to monitoring and
evaluation and, in particular , equipping local
personnel and managers with the essential technical
and management skills to plan and manage river
basin areas and water resources
The framework identifies essential aspects of
river basin sustainable development and
their corresponding management regimes,
which represent one or more priorities
depending on environmental conditions as
follows:
1. Natural and human-made disaster prevention and
response Management.

2. Water use and supply management

3. Water Pollution and waste reduction management

4. Water security and livelihood management

5. Creation and mobilization of river basin


organizations
the Framework has become a very
useful guide for national and local
governments, and stakeholders to
promote river basins sustainable
development initiatives and
program.
RBCO 2009 PLANS AND PRIORITIES:

Implementation of Integrated River Basin/IWRM


projects and programs in 10 priority river basins in
the Philippines with a total budget of PhP150
Million for 2009 alone.
Preparation of River Basin Master Plans using
IWRM as a process and approach, and IRBM in
scope and strategies;
RBCO 2009 PLANS AND PRIORITIES:

For 2009, Cebu river basin master plan


preparation will start in September, 2009 with the
completion of procurement of consultants.

SCOPE OF WORK IN THE PREPARATION
OF MASTER PLAN

Formulation of a master plan for Cebu River


Basin (MRB) to be used for the sound
investment decisions in the sustainable
management of water resources in MRB. The
terms of reference will include the following
tasks:

Review of Water Policy and Basin
Development Strategy (Phase I)
(i) Review and assess the guiding policy principles for the
river basin development and management at national,
sector, and project levels that have been enunciated and
adopted by experts, international organizations and
governments in the Philippines ( i.e. Asian Development
Bank, World Bank: Bicol River Basin and Watershed Mgt.
Project; Japan Bank for International Cooperation: Study
on Watershed Management and Flood Warning System of
the Agusan River Basin)

(ii) Collect all relevant statistical data relating to
climatic, hydrological, geographic, hydro-geological,
environmental, and socio-economic conditions in the
river basin for the last ten (10) years to formulate a
master plan.

(iii) Identify existing water control structures and


those users in the basin, and assess current working
conditions.

(iv) Assimilate the Integrated River Basin Management
and Development Master/Framework Plan and
relevant documents for the preparation and adoption
of a comprehensive policy on river basin
development and management in the Philippines.

(v) Review existing information and studies on water


sector in the Philippines from a quantitative and
qualitative perspective.

(vi) Review the experience of international and bilateral
organizations such as JBIC, the World Bank, and the
ADB in the water sector in the Philippines. At a broad
level, assimilate the lessons learned to build on past
work and enhance the developmental impact.

(vii) Review and assess the existing Regional


Development Plan, River Basin Development Plan,
Provincial and Municipal Development Plan and Identify
conflicts of interests among LGUs and/or the basin
Communities, if any.

(viii) Assess the role of the existing River Basin
Organization {i.e. Bicol River Basin-Project Management
Office (BRB-PMO); and the Laguna Lake Development
Authority} and its current issues. Analyze the issues on
sustainability of the established inactive organizations
(i.e. Agno River Basin; Cagayan River Basin and the Bicol
River Basin). Assess the necessity of the establishment
of the River Basin Organization for the CEBU River
Basin, including the matrix stating merits and demerits
for the establishment of RBO.

(ix) Study international and locally recognized best
practices for the watershed management activities (i.e.
Moreton Bay in Australia; and Chesapeak Bay in USA) by
communities, NGOs, and business communities, and
analyze whether these practices are applicable to the
Philippines, especially in the Cagayan River Basin.

(x) Study international and locally recognized best
practices for the resources transfer mechanisms from
people living in the downstream flood-prone area to
people living in the upstream watershed area, and
analyze whether these practices are applicable to the
Philippines, especially in the Cebu River Basin.

(xi) Identify the all stakeholders who are now or who in
the future may be involved in the development and
management of the water sector in the basin and
analyze their background, history, concepts, interest,
and approach to the water sector. Analyze their roles
rights, responsibilities, motivations and aspirations.
Examine and evaluate policies for stakeholder
participation; the absorptive capacity of different
stakeholder groups

(xii) Conduct consultation meetings with stakeholders,
communities, civil societies, and business communities
in each province in the basin, focusing how to solve the
current problems in the water sector through
community participation.

(xiii) Undertaken a social analysis for the river basin to
identify (i) groups who will benefit from and/or use the
proposed works, (ii) groups who may be adversely
affected by the works, (iii) indigenous people, (iv)
gender concerns, and (v) other major stakeholders.

(xiv) Conduct discussions with relevant institutions
at the Central and provincial levels, including the
Department of Agriculture, National Government
Agencies, and NGOs and business communities to
assess current administrative arrangement, policies,
and strategies for the water sector.

(xv) Describe how water and its delivery are
priced. Review current water pricing in view of the
principles of cost recovery and equity, including
issues such as water price subsidies and indirect
pricing or taxation methods, and water license
fees. Review the methodology used to price
water, and the availability of data necessary to
establish an opportunity cost or shadow price of
water.

(xvi) Assess the effectiveness of existing policies, laws,
decrees, regulations, and circulars pertaining to the
water sector that govern allocation of available water
resources; water rights and water pricing.

(xvii) Consolidate existing Geographic Information


System (GIS) data for the Cebu River Basin and adopt
the new River Basin Integrated Information
Management System (RBIIMS).

(xviii) Formulate development strategy for Cebu
River Basin which will be applicable for the next
fifteen (15) year, considering population growth,
economic development in the basin, water
availability and resources development, and
environmental conservation activities based on
the consultation made with rive basin
stakeholders.

Formulation of Master Plan (Phase II)
(i) Describe current natural and socio-
economic condition and these trends in the
river basin, highlighting current problems
and in the water sector.

(ii) Describe surface and ground water


resources development and use in the basin.

(iii) Assess the physical resources base in the basin,
including surface water availability, groundwater
availability, and water quality. Identify sensitive
ecosystem, and comment on how issues of water
quality affect these ecosystems.

(iv) Review and update the existing water balance study


including mathematical model in the basin.

(v) Assess current land use, land title/ownership and
forest concessions in the basin and identify the trend of
land use and appropriate land use in the basin for next
fifteen (15) years.

(vi) Assess the efficiency and effectiveness of relevant
institutions at the macro and micro levels. In particular,
evaluate the appropriateness of the current planning-by-
level philosophy. Identify and comment on overlaps and
duplication.

(vii) Describe the state of water resources and of
critical portions of the natural environment that are
closely related to water availability and water quality in
the basin. Review major water-related public health
issues.

(viii) Review and identify the proposed projects
including non-structural component in connection with
(a) watershed conservation and management, (b)
irrigation, (c) hydropower generation, (d) water supply
for domestic and industrial use, (e) disaster mitigation,
drainage and flood control, (f) waste water
management, (g) navigation, and (h) environmental
conservation. Then prioritize the identified projects
based on the selection criteria set forth.

(ix) Identify for each subsector the major issues
facing the basin in the present, including emerging
issues, and identify future trends.

(x) Prepare a gender action plan to reflect the gender
analysis of the role of women in the decision making
process.

(xi) Ascertain the status of current major project


related to the water sector in the basin. Review their
appropriateness in terms of effectiveness in
addressing the major issues identified previously.

(xii) Evaluate alternative strategies for managing
water resources, including those relating to the
management of supply, e. g., investment,
allocation, and real-time management, and those
relating to the management of demand, e.g.,
regulatory measures and control, pricing,
incentives, finance, and markets.

(xiii) Prepare public awareness plan for integrated
river basin management, such as childrens education
program, radio broadcasting, and exchange visits.

(xiv) Prepare natural disaster hazard map based on


the data collected and after analysis of topographic
and socio economic condition.

(xv) After reviewing and assessing above data and
information collected, based on the development
strategy agreed at the end of phase I, formulate a
fifteen year master plan for the Cebu River Basin
together with the prioritized list of projects with rough
cost estimate.

(xvi) Assess the impact on the poor, living in the basin
by implementation of the Master Plan.

(xvii) Identify the constraints to implement the


proposed Master Plan and propose mitigation measures

Attended by Engr. Lasaro P. Salvacion, Department Manager of the Water Resources Knowledge
Center and For. Roel A. Panebio, the Environment Division Head. Held in Palawan , Philipines.
Same year in 2010MCWD sent a communication to the DENR 7 Regional Executive Director
January 17, 2011- Reply letter of assurance of Regional Executive Director Maximo O. Dichoso to
GM Armando H. Paredes to further continue and strengthen the partnership initiated by the
previous Chief Executives of DENR-7 and the DENR-LWUA-PAWD Tripartite MOA will be serve
documentary basis to concretize the partnership.
March 23-24, 2011 - MCWD sent its representative to attend to the LWUAinitiated Workshop
on Planning Watershed Projects in Dumaguete City.
After this workshop , MCWD approach the DENR 7 to have initial discussions with the current
Regional Executive Director, Maximo O. Dichoso on how to move forward the DENR- LWUA-PAWD
Tripartite MOA.

during CCRBMCs Organizational
Conference last July 21-22, 2016 as part of CCRBMCs 4th
year of existence.
Our gift to ourselves is the crafting of the
CCRBMC Executive Order and handed it to the OPAV
Representative with a corresponding covering letter signed
the CCRBMC Chairperson to be forwarded to
the Office of the President Rodrigo R. Duterte; with the draft
E.O. is the attachment the position paper for its objectives
and rationale.
How was it done? The Secretariat writes the
draft Executive Order and presented the draft E.O. to all the
members of the Central Cebu River Basins Management
Council; reviewed, corrected, and
packaged and handed it over to the OPAV Representative.
It will be a long journey and wait but the most
important thing is: the triggering first step.
The essence is in its sustainment of the lobbying
efforts of policy advocacy and the diligence of
coordination, feedbacking, and staff work. Initiating it is just
one step. Building the linkage and network of efforts is
another thing. It will be a rollercoaster ride till it is achieved.

APPROVAL AND ACCEPTANCE OF RDC FULL COUNCIL

The Central Cebu River Basins Management Council (CCRBMC) and the Integrated River Basin
Management and Development Master Plan for Central Cebu River Basins (IRBMDMP-CCRB) was
favorably accepted and passed by the Interagency Technical work groups from the Head Office of relevant
national government agencies and select civil society last March 7, 2012 for adoption and acceptance.

The River Basin Control Office (RBCO) through the CCRBMC is seeking the adoption, acceptance and
support of the RDC Full Council as a requisite for the conduct of the Investment Forum to be participated by
overseas funding institutions and in order for the Council to proceed with investment forum to be called by
the River Basin Control Office (RBCO), the RDC Full Council of Region 7 approved and supported the
IRBMDMP-CCRB last October 10, 2012 in Dumaguete City.

RDC Res. No. 34 (S.2012) highlighted the - Approving the Creation of a sub-committee on Climate Change
Adaptation and Mitigation and RDC Res. No. 35 (S.2012) highlighted the - Adopting and Supporting the
Integrated River Basin Management and Development Master plan for Central Cebu River Basin (IRBMDP-
CCRB. RDC Resolution Nos. 34 & 35 as seen on Annexes of this report, were presented.
