1. Confirmation of Minutes

1. Confirmation of Minutes

The minutes of 8th meeting of TeST sub-committee held on 26.07.2016 were issued on
08.11.2016. The minutes of 9th (Special) meeting of TeST sub-committee held on
16.11.2016 were issued on 09.12.2016. Minutes are available on NRPC website
(www.nrpc.gov.in).
Members may discuss and confirm the minutes.

2. Telecommunication related issues

2.1 OPGW installation under central and state sectors:

2.1.1 Latest status of OPGW installation progress under central and state
sectors

A. OPGW installation under Central sector: POWERGRID informed that out of


5203 kms. of OPGW under central sector, OPGW of 5064 Kms have been
completed and balance 139 kms. of OPGW is on under - construction lines for
which progress would depend on completion of transmission lines:

I. Abdullapur Dehradun 54/89 Kms (Balance 35Kms)


II. Kishenpur Dulhasti 25/119 Kms (Balance 94 Kms)
III. URI-II to URI-I line - 10Kms (scope deleted due to sever ROW)
B. For state sector, POWERGRID informed that they had awarded 3 packages for
implementation of OPGW in Northern Region with completion schedule of
Mar/April2017. The progress till Jan,17 , as informed by POWERGRID are as under:

2.1.2 Spare requirement for OPGW(Agenda by POWERGRID)

POWERGRID is providing services on OPGW maintenance to constituents and spare is


required for maintenance of OPGW and associated hardware.

Members may discuss the modalities for storage and the use of spare supplied under
project implementation.

2.1.3 OPGW cut due to diversion of Transmission Lines(Agenda by POWERGRID)

POWERGRID informed that on several occasions Constituent transmission wings had


diverted the transmission lines without informing to concerned offices of respective
constituents or POWERGRID. Due to this, OPGW installed on these transmission lines
are cut and services (RTU/speech/ICCP/ VOIP/PMUs channels) to SLDC/ NRLDC
through these links are affected. In these cases additional OPGW and Joint Box is
needed for splicing due to unplanned fibre cut and shutdown is also needed for OPGW
installation.
All the Constituents are requested to ensure timely intimation of any diversion, so that
necessary planning can be done to avoid data interruption, wastage of materials and
additional joints.

2.1.4 Revised OPGW requirement (Agenda by PSTCL)


Due to LILO of some lines covered under package 1(a) & addition of new substations in
Punjab, the scope of OPGW shall be revised from 1197 KM to 1378 KM .

The said matter was discussed in 129th OCC Meeting and OCC had approved the
PSTCL proposal and further PSTCL was advised to bring the matter in TesT as well as
NRPC meeting for concurrence.

2.1.5 FO Connectivity between Sangrur & Barnala sites with BBMB SLDC Chandigarh:
(Agenda by BBMB)
BBMB informed that the FO Connectivity between Sangrur & Barnala sites of BBMB
with BBMB SLDC Chandigarh was not established earlier due to non-laying of approach
cable between Barnala BBMB Barnala PSTCL. Now, the work of laying the approach
cable between Barnala (BBMB) Barnala (PSTCL) has been completed.

POWERGRID has been requested to establish FO connectivity of Barnala & Sangrur


sites of BBMB with BBMB SLDC Chandigarh and give the Ethernet Connectivity plan of
these sites.

2.1.6 AMC of the 208.438 km of OPGW laid on BBMB Transmission lines (Agenda by
BBMB)
BBMB informed that the warranty of the 208.438 km of OPGW & approach
cables laid on the following BBMB Transmission lines had already expired:

OPGW:
i. Ganguwal kotla
ii. Narela Delhi RR
iii. Kurukshetra Jagadhari
iv. Panipat Kurukshetra
v. Hisar (BBMB) Hisar (HVPNL)
vi. Hisar (HVPNL) Hiasr (PG)
vii. Sangrur Barnala

Approach Cables:

i. Panipat (HVPNL)-Panipat (BBMB)


ii. Dadri (HVPNL)-Dadri (BBMB)
iii. Ballabhgarh 220kV-Gantry
iv. Barnala (BBMB) Barnala (PSTCL)
v. Narela (BBMB) Narela (DTL)
vi. Samaypur (BBMB) Ballabgarh (PG)
POWERGRID had been requested to cover all the above links in the ongoing
AMC contract, so that any defect in the OPGW can be covered under AMC.

2.1.7 Training program for STU personnel on OPGW related aspects:


In 8th TeST meeting POWERGRID agreed to arrange a training program for STU
personnel on OPGW related aspects so that they become familiar with O&M activities of
OPGW. It was also agreed that each STU would nominate 3 to 4 Engineers for the
training. Accordingly SE ,NRPC had requested STUs for nominations for this training
vide letter dated 23.12.2016. Till date no nomination has been received by NRPC.
Members may deliberate.

2.1.8 Utilization OPGW Spare fibres ( Agenda by RVPNL)


RVPNL informed that he intends to utilize the OPGW network along with terminal
equipment installed under ULDC for transmission of ERP and internal traffic of RVPN.
Members may discuss.

2.2 Communication issues

2.2.1 Communication plan for channel redundancy and to back-up NRLDC (Agenda by
NRLDC)

POWERGRID informed that the Central & Sector SASs / RTUs are planned for dual
channel reporting. However, still some stations are reporting only through single
channel as the standby channel either is not provided or not working. It was decided to
test the channel availability jointly and so that required action could be taken on priority
basis by the concerned.
The status of the testing and the target for the same may be decided.

2.2.2 Optical fibre connectivity from SLDC Dehradun to Rishikesh(Agenda by


POWERGRID)

POWERGRID informed that Under ULDC scheme, communication equipment and


EPABX at Dehradun SLDC is supplied and installed. However these equipment could
not be commissioned due to non-availability of communication link. ICCP link from
Dehradun to Roorkee has been running on BSNL lease line and from Roorkee,
POWERTEL have provided channel from Roorkee to NRLDC on lease. Initially this link
was taken from POWERTEL for two months. However, as of now, it is working since
more than a year.

PTCUL is requested to provide Six (06) fibers on their link from Dehradun to Rishikesh,
so that it can be connected to ULDC network at Rishikesh and SDH is supplied by Tejas
and EPABX can be commissioned.

2.2.3 Remote control of SLDC at Maharani bagh: (Agenda by DTL)


DTL has requested POWERGRID to provide Communication link between RRVPNL
and Maharani bagh for multisite backup.

2.2.4 Communication issues in UP : (Agenda by UPPTCL)

a) UPPTCL informed that connectivity of following communication links is still


pending:

i) Backup SLDC to Backup NRLDC.


ii) Main SLDC to Back up NRLDC.
iii) Share folder link at Backup SLDC.

b) UPPTCL has requested to provide port details of links through Tejas, Fibrehome
etc.. It was requested that monthly availability report of various links observed in
NMS and details of Major alarms /outage may be shared with constituents.

c) Delay in supply & installation of FOTE equipments procured in NR expansion


scheme is affecting RTU connectivity on fiber links. Probable date of supply &
installation may please be provided.

d) Latency issues with respect to communication link from Main SLDC to Main
NRLDC (telecom link) need to be resolved at the earliest.

2.2.5 Implementation of state of the art PABX system: (Agenda by BBMB)

BBMB informed that the EPABX System installed at BBMB SLDC under Hot Line
Speech Communication Project of POWERGRID was received at BBMB SLDC in April,
2015. However, the installation of EPABX System is incomplete till date.

The integration of existing PUNCOM exchanges installed at BBMB Sub-LDC with new
EPABX was still to be carried out by the firm. The work of wiring and installation of
telephone cables & sets etc., at all BBMB Sub-Stations and Power Houses is yet to be
carried out and connectivity to BBMB Sub-Stations/Power Houses is yet to be
established through new EPABX.

Due to lack of connectivity to BBMB Power Houses/Sub-Stations, the new EPABX


System is being used only for communication with NRLDC. The PUNCOM exchanges
installed at various Sub-LDCs under ULDC Phase I have also outlived their useful life.
New EPABX System should be made functional for reliable speech communication with
Sub-Stations/Power Houses in the event of any grid incident.
The matter was also discussed in the 6th & 7th Meeting of TeST Sub-committee, but
no consensus could be evolved. BBMB has requested POWERGRID to get the work
completed at the earliest.

2.2.6 Availability and Maintenance of VCS System: (Agenda by BBMB)

BBMB informed that in the meeting held at POWERGRID on 28.01.2016, M/s SIEMENS
were advised to award the AMC of Video Conferencing System (VCS) to its OEM at the
earliest. However, it has been gathered that M/s SIEMENS is yet to award AMC of VCS
System to its OEM.

The table MIC of VCS installed at BBMB SLDC is lying defective since last more than 6
months and M/s SIEMENS has been requested to get it replaced number of times, but
no action has been taken by M/s SIEMENS.

The matter was also taken up with M/s Polycom (OEM of VCS), but it was informed that
the VC System installed under ULDC Phase II is not under AMC with M/s SIEMENS.

BBMB has requested POWERGRID to advise M/s SIEMENS to award the AMC of VCS
System to its OEM at the earliest and get the defective MIC repaired on priority.

2.2.7 Ethernet Connectivity between Bhiwani site with BBMB SLDC Chandigarh:
(Agenda by BBMB)

BBMB has requested POWERGRID to arrange supply the Ethernet Connectivity


between Bhiwani site of BBMB with BBMB SLDC Chandigarh.

2.2.8 Incorporation of additional requirement of Valiant make PDH equipment at various


sites of BBMB):( Agenda by BBMB)

BBMB informed that under package IV (C) for Communication Equipment for NR
expansion & under FO expansion project ULDC-II OPGW Package I (a), OPGW is
being laid on the following transmission lines of BBMB:

i) Bhakra Jamalpur
ii) Dehar Ganguwal
iii) Jagadhari (BBMB) Jagadhari (POWERGRID)

FIBCOM make SDH & Valiant make PDH have to be supplied under the above project.
POWERGRID is requested to confirm the following:

i) Supply of FIBCOM make SDH & Valiant make PDH at the end stations of the above
transmission lines i.e. at Bhakra, Jamalpur, Dehar & Ganguwal. As Valiant make
PDH is already installed at Jagadhari (BBMB) site, there is no need of PDH at this
site.
ii) Supply of Valiant make PDH at those sites of BBMB where obsolete NOKIA make
PDHs were installed viz. Charkhi Dadri, Panipat, Dhulkote & Chandigarh.

iii) Valiant make PDH also needs to be supplied at Barnala site of BBMB, as at present
there is no PDH available at this site & TEJAS make SDH has already been installed
at this site.
iv) BBMB requested POWERGRID to arrange communication through FO for Areva
make IEC 101 based RTUs installed under ULDC-I as the installation of Valiant make
PDHs completed at Jamalpur, Ganguwal, Panipat & Charkhi Dadri (the erstwhile Sub
LDC Sites of BBMB).

2.2.9 Disposal of old and obsolete SCADA equipment of ULDC Phase - I. (Agenda
by DTL and PSTCL)

The matter regarding disposal of old/obsolete equipment dismantled after


commissioning of ULDC Phase 2 as well as the methodology for its cost adjustment is
under discussion since first meetings of TeST sub-committee.

POWERGRID may update the status.

2.3 RTU issues

2.3.1 Replacement of old S900 RTUs: (Agenda by BBMB)

BBMB informed that the issue regarding replacement of existing S900 RTUs installed
under ULDC Phase I was discussed in the 9th Meeting of TeST Sub-Committee,
wherein it was decided to constitute a group to short-list the RTU models compatible
with new SIEMENS SCADA system. The Group was to decide the specifications and
invite expression of interest from vendors. It was decided that the models submitted by
the interested OEMs would be tested for compatibility with new SCADA System by the
group at various control centres.

NRPC Secretariat may issue the Expression of Interest(EoI) expeditiously and display
RTU specification finalized by the group on NRPC website for comments from
constituents and interested OEMs.

Members may discuss.

2.3.2 AMC of old RTUs (Agenda by DTL)


DTL informed that the MOU for AMC of RTUs is expiring on October 2017. The
Specifications / Vendor list is yet to be finalised by the committee, as such new RTUs
cannot be installed before 2018, hence AMC of present RTUs should be extended by
another year .

Members may discuss.

2.3.3 GPRS connectivity for RTU installed under J&K(Agenda by POWERGRID):

POWERGRID informed that procurement of broadband connection with static IP at


SLDC, Jammu and 20 nos. of data enabled SIM cards for RTU sites to enable reporting
of these RTUs at Gladani SLDC as a standby channel, was pending since more than
one & half year.

Members may discuss.

3.0 Issues in Unified Load Dispatch & Communication scheme of


NR (Phase-II):

3.1 Operational issues in EMS / SCADA system


3.1.1 Proper database modeling (Agenda by NRLDC)
NRLDC informed that database synchronization is being carried out on monthly basis
based on the philosophy discussed and agreed in previous meeting. However, the
following problem is being faced :

i. The changes are being incorporated without proper connectivity of the elements
ignoring the warning message while preparation. Hence on synchronization, the State
estimator is not giving solution leading to errors in daily reporting.

ii. The models are not being prepared correctly i.e. elements are not being modeled.
Only SCADA points are modeled as the SCADA telemetry does not need modeling of
element.

iii. All the element available in the stations are not modeled.

iv. Changes are to be made in the ICCP database, also, in case of any changes done in
the network model. Otherwise it will lead to non-availability of data on ICCP. It is
observed that the changes are not carried out properly leading to mismatch and data
non-availability.

v. Display changes are not shared leading to mismatch and non-availability of new
element.

3.1.2 Monitoring of UFR, DF/DT and SPS feeder in SCADA(Agenda by NRLDC)


The honble Central Electricity Regulatory Commission (CERC), through its order
dated 23rd December 2013 in petition no 221/MP/2012 has ordered as follows:

(c) UFRs and df/dt relays also be mapped on the SCADA system of each state so
that they can be monitored from SLDC/NRLDC.
(d) All STUs and SLDCs to map/network the UFR and df/dt on their SCADA system.

It is observed that the telemetry values are mostly not available in HVPNL and DTL
whereas , Uttarakhand, is yet to send the displays.

The member may furnish the details regarding availability of telemetry of all the
feeders on which the UFR and DF/DT relay have been provided, if not, the
schedule for implementation of telemetry for the same.

Uttarakhand may be sub the schedule for availability of displays.

3.1.3 Running of State Estimator(Agenda by NRLDC and BBMB)

A. NRLDC informed that the State Estimator is running at NRLDC with acceptable
performance. The State Estimator in BBMB, DTL, UPPTCL and PSTCL was
discussed during the special TeST meeting and it was mentioned that the
application is running with some minor issues.

The members may like to confirm the running of State Estimator with
acceptable quality.

RRVPNL, HP and HVPNL may like to furnish the present status of the State
Estimator application.

B. BBMB is facing problems in keeping the State Estimator running due to Database
Synchronization issues. It may be pertinent to mention here that BBMB has 100%
telemetry of all its stations and all the circuit breakers and isolators are wired and
reporting. However, on account of power system changes in other constituents, the
SCADA & EMS model is updated by respective constituent in their own database but
the same is not propagated to other constituents. The matter was discussed in the
8th Meeting of TeST and it was decided that NRLDC would share its TNA model on
monthly basis with all constituents during database synchronization process so that
the changes made by all constituents in TNA are updated at all SLDCs.
NRLDC may update the status.

3.2 Specific Issues (Agenda by POWERGRID)


3.2.1 Insurance coverage (BOQ change)
POWERGRID is taking Insurance for ULDC equipment supplied and installed under
various ULDC schemes for all Constituent. ULDC Phase-I equipment are not being
covered for insurance being taken from Aug17 to July 18.

Members may discuss.

3.2.2 Delay in Payment

POWERGRID is providing consultancy services on RTU/APS/Wideband/OPGW


maintenance to constituents on overhead charges basis as per MOU signed with
respective Constituents. Constituents are paying on quarterly or yearly basis with
advance payment. However advance payments are being released with delay of 5-6
months which is not acceptable and POWERGRID have no other option to deduct
the overhead charges from advance 1% deposited with them.

Members may discuss.

3.3 SCADA Issues raised by State SLDCs

3.3.1. Pending SCADA Issues ( Agenda by BBMB)

Following issues in respect of SCADA/EMS System installed at BBMB SLDC under


ULDC Phase II are still pending:

a) Implementation of Multisite Configuration:

The implementation of Multisite Configuration between BBMB SLDC and PSTCL


SLDC is still pending due to non-availability of requisite communication links. In the
7th Meeting of TeST Sub-Committee held in January 2016, POWERGRID had
requested to constitute a group to look into the details of communication
requirements for Multisite Configuration. In this regard, a group was constituted by
NRPC vide letter No. NRPC/OPR/108/04/2016/5328-40 dated 10.06.2016 and the
first meeting of the group was held on 27.06.2016.

POWERGRID may update the status of implementation of communication


requirements for Multisite Configuration.

b) Database Synchronisation:

As per the discussions held in the 7th meeting of TeST sub-committee, a document
containing database synchronization procedure was forwarded by POWERGRID
vide their e-mail dated 02.06.2016. The document was perused and it was found
that the procedure did not provide methodology for synchronization of TNA, IFS and
ICCP databases. In this regard, the clarification was sought from POWERGRID vide
email dated 05.06.2016. However, M/s SIEMENS had neither provided clarifications
nor incorporated necessary modifications in the document.

Lot of problems are being faced in maintaining the availability of requisite real time
data at BBMB SLDC in the absence of proper database synchronization procedure.

POWERGRID informed that the issues raised by BBMB had been forwarded to M/s
SIEMENS and would be sorted out within a fortnight. In 8th Test meeting, the
difficulties being faced during database modification and synchronization process
was deliberated and to overcome these problems some proposals were suggested,
but none of them have been implemented so far.

POWERGRID may update the status. .

3.3.2 Issues of DELHI ( Agenda by DTL)

i) DG Set at SLDC is not Operational since April, 2016 and 2 Nos. Batteries of
Cummins make of 160 AH replaced recently by M/s SIEMENS both the
Chargers are faulty. In case of any major power break down , DTL SCADA
System will not run for long.
ii) Status of integration of UPS and DG data with SCADA system.- FRTU / Rainfall
sensor integration
iii). 400KV S/stn data of Maharani Bagh is frequently out of order and for long period .

3.3.3 SCADA Issues of H.P. (Agenda by HPSEB)


i) SOEs of the following Sub-Stations are not being generated in the SCADA:
1) Andhra HEP
2) Hamirpur-II Sub-station
3) Jeori Sub-station
4) Jutogh Sub-station
5) Kunihar Sub-station
6) Malana Sub-station
7) Palampur Sub-station
8) Phozal Sub-station
ii) The preventive maintenance of RTUs :
The preventive maintenance of RTUs has been completed by the M/s SIEMENS,
but station-wise unresolved issues are as under:
1. Girinagar HEP:
a. Latency between RTU to SCADA is 1-2 minutes.
b. GPS Time synchronization problem persists as resistance at RTU module is
0 in GPS cable.
2. 220kV Sub-station Baddi:
a) Interfacing of existing Temperature & Humidity Transducer with SIEMENs
RTU.
b) Latency between RTU to SCADA is 10-12 minutes.
3. 220kV Sub-station Kunihar: GPS Time synchronization problem persists as
resistance at RTU module is 0 in GPS cable.
4 220kV Sub-station Jassore: Latency between RTU to SCADA is 12-14 minutes.
iii) LDMS Issues:
Local Data Monitoring System(LDMS) is out of order at the following sites:
a) 220/132 KV Sub-Station Hamirpur-II
b) 220/132 KV Sub-Station Baddi
c) 220/132 KV Sub-Station Giri
iv) The defect liability period has expired on 31.12.2016 and still some works are
pending in respect of HPSEBL as mentioned above. HPSEB requested to consider
all the pending works, completed after 31.12.2016, in defect liability period.
v) Training should be imparted to site Engineers as persons deputed at HPSEB site
are not having any experience related to this system.
vi) The complaints recorded in the complaint register are taking long time to be rectified.
3.3.4 Issues of PSTCL(Agenda by PSTCL):

i) Problems in Custom Log Tool:

The issue regarding proper functioning of Custom Log Tool is being taken up with
M/s Siemens Ltd. since long time. M/s Siemens Ltd. tried to solve the issue in the
past, but still errors in the Custom Log tool vis--vis EDNA have been observed for
the month of January. As % availability report is being sent to CERC on monthly
basis, the report generated through custom log needs to be corrected in all respects,
so that time & efforts put in by PSTCL for manual work can be minimized.

PGCIL may take up the issue with M/s Siemens Ltd.

Guru Hargobind Thermal Plant (GHTP__PS) is having a permanent problem in


regards to % availability as there is a difference of around 20-25 % every month
while computing the % availability in Custom Log Tool vis-a-vis EDNA.

ii) Multisite link is not functional at present and data is being transferred through ICCP.
The said issue of Multisite is still pending.

3.3.5 Issues of HVPNL(Agenda by HVPNL)


i) Website:-Haryana SLDC website name is www.haryanasldc.org but it is open with
the domain name www.haryanasldc.org/CorporateUI .
M/s. Siemens may be asked that Corporate UI should not be added with the domain
name, so that website can be accessed with domain name www.haryanasldc.org .

ii) Addition of Energy Point (MWH) in SCADA data base:-In SLDC expansion
project HVPN is integrating new 157 no. RTUs (Schinder make, C-264) with
SCADA, in RTU there is a provision of MWH in MFT. The issue has already been
taken up with M/s. Siemens for doing the needful in SCADA database etc. but the
same could not be incorporated so far.

M/s. Siemens is required to integrate the same in database.

iii) Wrong status depicition in eDNA: When suspected data is replaced in SCADA the
status of the same is shown OK in eDNA report instead of the Replaced status.

M/s. Siemens is required to rectify the same.

iv) Providing 10 Mbps links from 400 KV PGCIL stations to SLDC:

Provision of 10 Mbps links instead of 2 Mbps link which is already provided from
400KV PGCIL stations viz Fatehabad, Hisar, Jind, Panchkula, Abdullapur,
Bahadurgarh & Kaithal etc and 400 KV/220 KV BBMB viz Bhiwani, Narela, Delhi,
Ballabgarh, Hisar, Kurukshetra, Dhulkote etc. stations where Wide band
communication equipments are already installed under ULDC / MW replacement /
NR expansion project etc. to SLDC Panipat in order to supplement the already
installed Wide band communication network of HVPNL.

v) EMS Training:- In the 9th Special TeST Meeting it was decided that PGCIL shall
arrange EMS training from M/s. Siemens on behalf of all the NR constituents, but the
same is still pending so far.

POWERGRID may update.

3.3.6 Pending SCADA issues of UPPTCL( Agenda by UPPTCL) :

UPPTCL informed that following are the major problems to be resolved by M/s
Siemens pending since long in UP:

i) Functionality testing including functional switchover of Main& Backup SLDC.


ii) Errors in historical data storages ( values as well as messages)
iii) Switchover to NMS 2 is not taking place since shifting of Main SLDC.
iv) Commissioning of SMC due since shifting of main SLDC.
V) Commissioning of OTS & consoles and functioning of EMS pending since system of
Main SLDC.
vi) Non-submission of analysis reports of various incidents.
vii) Frequent core Dump on various servers at main &backup SLDCs.
viii) Non-attending of various issues reported since November16 to February17.
ix) Automatic transfer of historical data from Main to Backup SLDC & vice versa is not
taking place after restoration of Multisite even if the failure is for short duration.
Process of manual transfer given by Siemens is also not useful for transfer of large
data.

3.3.7 Networking issues of SCADA in UP (Agenda by UPPTCL):

UPPTCL informed that solution pertaining to Networking issues of SCADA during


simultaneous reporting of RTUs to main & Backup SLDC is long overdue. System
collapse repeatedly whenever RTUs at various substations of UPPTCL communicate
simultaneously with Main & Backup SLDCs. System is often restored after resetting of
various network equipments arbitrarily.

3.4 Cyber Security (Agenda by HPSEB)

HPSEB informed that Cyber security audit has been carried out by M/S SIEMENS
through CERT-In auditors but the report has not been submitted till date.

4. Telemetry Related Issues

4.1.0 Non-Availability / Reliability of Telemetry (Agenda by NRLDC)


NRLDC has started sending the daily availability of telemetry and the same is also
uploaded to NRLDC website on weekly basis as discussed in the previous TeST
Committee meeting. It was requested to verify the availability report thus prepared by
NRLDC. However, except UPPTCL, there is no comment from any Utilities and the
same is assumed to be correct.

The status of availability may be discussed constituent wise for further


improvement.

Presently, the SCADA system of PTCUL is integrated on single link and it has been
observed that the reliability the link is very poor which is leading to non-availability of
PTCUL data at NRLDC. It is desired that redundant link may be provided for data
reliability.
4.2.0 Telemetry of digital status (Agenda by NRLDC)
NRLDC informed that the importance of correct Digital telemetry in day to day system
operation was discussed and also the requirement of correct digital telemetry for
running the State Estimator was also described.

Members may furnish the status of digital data telemetry of the stations for 220
kV and above stations and the same may be discussed for further improvement.
4.3.0 Charging of new element(Agenda by NRLDC)

NRLDC informed that a procedure was approved wherein it was decided to furnish the
details regarding new element at least three days before the proposed first time
charging to facilitate preparation of database and checking the telemetry. However, it is
observed that the same is not being followed and information is being received just
before the charging of the element.
Members may discuss .
4.4 Calculation of actual drawal in SCADA(Agenda by NRLDC)

NRLDC informed that the error checking for the tie lines were also discussed during the
last meetings.It was decided to compare the SEM and SCADA data for each points and
points for which %age errors are more than 3% will be reported for correction.

It is observed that except UP & HVPNL, no report was available for discrepancy and
hence it is presumed that there was no error found at least in the tie lines on which
drawal calculations are being done.

4.5 Telemetry issues (Agenda by UPPTCL)

4.5.1. UPPTCL informed that there have been co-ordination issues with M/S PGCIL in
reference to calcheck data accessed from POWERGRID substations. The
errors/inaccuracies observed in telemetry data obtained from substations of M/s
PGCIL persist for long although regular requests are made to address the same.
The inaccuracy/ mismatch (in Scada Vs SEM) for the following calcheck points of
UP State is being reported for last months but problems at POWERGRID ends
are yet to be resolved.

i) 220 kv Auraiya GAIL I


ii) 220 kv Auraiya GAIL -II
iii) 400 /220 kv Allahabad PG ICT -I
iv) 400 /220 kv Allahabad PG ICT -II
v) 400 /220 kv Allahabad PG ICT -1II
vi) 400 /220 kv Lucknow PG ICT -I
vii) 400 /220 kv Lucknow PG ICT -II
viii) 400 /220 kv Mainpuri PG ICT I
ix) 400 /220 kv Bhagpath PG ICT II
x) 400 kv Mainpuri PG Orai
xi) 400 kv Mainpuri PG Parichha
xii) 400 kv Kanpur PG Orai
It is proposed that a nodal officer from Powergrid may be nominated to whom we may
communicate for remedial measures.

4.5.2. It was agreed in earlier that in case of failure of RTU/SAS/Communication system of


central sector entities manual replacement of data in SCADA will be done by NRLDC
but the same is not being ensured properly.
Manual replacement of calcheck data at SLDC end is also a challenge as many of
the POWERGRID stations are unmanned and therefore obtaining adequate value for
replacement is arduous & time consuming.

To overcome such recurrent problems a mechanism needs to be developed for timely


acknowledgment, quick response & speedy resolution to these issues.

4.5.3 Members may deliberate and some consensus may be arrived at as to how much% age
difference between SEM & SCADA may be permissible considering technical
differences in methods of collection of data. This will help to identify particular
measuring element where investigation & rectification is required.

Though there is general perception that there can be a difference up to 5% but if it is


somewhere recorded in minutes it will help to co-ordinate investigation & rectification
especially when two separate Transmission utilities are involved

It may also be emphasized that if element wise SCADA & SEM difference is
maintained within prescribed limits it will have no adverse bearing on the correctness of
overall drawl figures of the State.

4.6 HVPNL telemetry issues ( Agenda by HVPNL)

Substitution of Suspected as per field value :

The data of ISTS points get suspected many times during the odd hours also. If MW
value of these ISTS points are not replaced with actual one, then due to freeze value, it
depicts the wrong drawl of Haryana Grid. It causes the huge mismatch in UI data of
SEM & SCADA of Haryana. However, it should be got replaced by NRLDC till the RTU
data is revived but the shift operator / Shift charge Engineers at NRLDC do not replace
the suspected data as per actual field values.

Due to this Haryana drawl is affected.

In the 8th TeST Meeting it was agreed that SLDC & NRLDC shall replace suspected
data of State & Central sector respectively but this practice has not been adopted by
NRLDC .
5. Unified Real Time Dynamic State Measurement (URTDSM)
Scheme.

5.1 Status of the installation of URTDSM system ( Agenda by NRLDC)

NRLDC informed that the installation work of the PMU has been started and the same is
being integrated with the PDS system provided at NRLDC/SLDCs. Since the historian
has not been made available, the data being received cannot be utilized for the system
analysis purpose.

The matter was discussed during the previous meeting and it was decided to take
necessary action so that the data could be utilized.

The matter was also taken up with the concerned vendor. However, the vendor has
refused to take any action in this respect.

POWERGRID may furnish the status.

5.2 URTDSM Project Status (Agenda by POWERGRID)

a) PMUs and associated materials for 109 nos. of Sub-stations in Northern Region
have been received at Site and installation works has been competed for 89 Sub-
stations and data has been reporting in PDS for 56 sub-stations which were installed in
NRLDC and SLDCs.

b) Phasor Data Concentrator (PDC) Supply:

Control centre FAT is planned in first week of April 2017, subsequently installation work
will start.

5.3 URTDSM Communication issues: . (Agenda by UPPTCL)

PMUs at some location in UP have been installed. Details of communication routes &
availability status and connectivity to servers at SLDC Lk. may be provided by PGCIL at
the earliest so that monitoring of communication routes may be done and bottleneck if
any may be removed before commissioning of URTDSM project.

5.4 Unified Real Time Dynamic State Measurement (URTDSM) Scheme. (Agenda by
DTL)
DTL requested POWERGRID to arrange site visit by the M/s ALSTOM team to
inspect the SLDC site for the new equipment installation under URTDSM Project as the
earlier inspection was done 2-3 years back and since then new Siemens SCADA
System have been implemented under ULDC PhaseII.

5.5 Unified Real Time Dynamic State Measurement (URTDSM) Scheme. . (Agenda by
BBMB)

In the 6th Meeting of TeST, it was intimated by POWERGRID that the URTDSM Project
is now scheduled to be completed by January, 2017. The issue was also discussed in the 8th
Meeting of TeST wherein POWERGRID had agreed to share the activity wise PERT chart for
the project, however the same is still awaited.

POWERGRID may update the status and provide the PERT chart.

5.6 Space for installation of PDC under URTDSM Project(Agenda by POWERGRID)

POWERGRID informed that PTCUL is yet to provide space for installation of PDS /
PDC at SLDC Dehradun. PDS Materials were dispatched to Dehradun in Feb16,
however, PTCUL officials did not take delivery of PDS materials.

The matter was discussed during 7th TeST meeting. Now PDS is temporarily stored at
Dehradun sub-station of POWERGRID and FAT for PDC is expected in this month and
delivery will start from next month. It may be mentioned that PDC cant be deleted at
this stage.

PTCUL may identify the space at SLDC.
