STATEMENT OF JUSTIFICATION

for
SPECIAL USE PERMIT
The McShin Foundation
Warrenton Recovery Center

Introduction
The McShin Foundation, Warrenton Recovery Center requests a Special Use Permit (SUP) for
the subject property to allow emergency and scheduled housing for a 28-day residential
substance use disorder recovery program. The property consists of lots 1-9 in the Hiden
Subdivision in the Central Business District situated across the street from the Fauquier Adult
Detention Center and the Fauquier County Sheriffs Office. The property adjoins a parking lot
that is rented by Fauquier County, The Waterloo Center, The Salvation Army and Waterloo
Court. These properties are in the Historic District and are zoned Central Business District.

The SUP application reflects identifiable needs for this community. This community needs
resources to impact the overdose rate of this community. Per the Blue Ridge Task Force, as of
July 28, 2017, Fauquier County(including Town of Warrenton) overdoses totaled 53. This put
Fauquier at 40% in this region, that was the highest percentage out of the Blue Ridge Region.

The SUP application also reflects identifiable needs for the state of Virginia. In November,
2016, Governor Terry McAuliffe announced that State Health Commissioner Marissa J. Levine,
MD, MPH, FAAFP, has declared the Virginia opioid addiction crisis a Public Health
Emergency. Governor McAuliffe went on to say, Too many families across Virginia and the
nation are dealing with heartbreak and loss as a result of prescription opioid and heroin abuse
epidemic. We cannot stand by while these drugs harm our communities and our economy.

Justification
The Applicant believes that the requested SUP is justified by the statistics that are coming from
state and regional offices that there is a need for a Recovery Community Organization/Recovery
Community Center in this area. The applicant believes that the location with the close proximity
to the sheriffs office, the adult detention, the courts, the local 12 step Meeting Place and the
local hospital make this location the prime area for our services to the community. This makes
ease for the participants to get to court appointments and get around the area using public
transportation or walking. A core component of recovery from substance use disorders is peer
led connectedness to community to include navigating the transformation to becoming a useful
productive member of society.
This center will operate on a 24/7 basis with at least two employees and or trained peer leaders
present during those hours. There will be room for 14 (8 men and 6 women) participants in the
program and 2 (1 male and 1 female) employee house/center managers. We will have and
enforce a curfew. Participants are required to attend meetings groups appointments and program
classes daily.

There is ample parking in parking lot designated for this building for participants for our
meetings that are free and open to the public. There is ample street lighting in the area.

McShin participants will attend program classes during the day and this will not generate any
more traffic to the area than regular business that is conducted already in the area. McShin will
offer meetings in the evening when most businesses in the area are already closed for the day, so
there should be no impact to those businesses.

The McShin Foundation participants are required to participate in frequent social, advocacy, and
like-minded events, which often includes engaging in service work and community service.

McShin is dedicated to educating the public on Substance Use Disorder and the solution to
Substance Use Disorder.

There will be a positive financial revenue impact as a result of this local recovery center. McShin
Lakeside Campus generates excess of 2 million dollars the past immediate fiscal year of which
1.5 million is spent within 30 miles of Lakeside. A reasonable estimate and likely income for
McShin Warrenton will exceed half a million dollars annually which 50% or greater will be
spent in the local economy within 30 miles. McShin recovery centers improve the quality of life
for consumers and citizens, heal families and save lives which are priceless.

McShin is an asset to the Town of Warrentons mission statement which states, In Cooperation
With, And For Our Citizens..., ...The Mayor, Town Council and the Staff of Warrenton are
dedicated to providing public safety, economic opportunity, and quality public services in an
attractive, well-planned community with historic character for the benefit, enjoyment and
accessibility of all. and also Fauquier Countys mission statement, Working within the theme
of Progress with Reverence for Heritage and with a strong commitment to the accomplishment
of meaningful improvements to the efficient, effective, and open conduct of the County
government, and to the public health, safety, and welfare and educational opportunities, the
Fauquier County Board of Supervisors seeks, within the bounds of fiscal integrity, to preserve
the physical beauty, historical heritage and environmental quality of the county while ensuring
that population growth and development is a positive force on the general welfare of the
community.. Both of these statements address Public Health and Public Safety as a mission and
commitment.
