FY2019 OPERATING ENHANCEMENT REQUEST

DCPLs FY19 budget enhancements request supports the Librarys five-year


strategic plan Know Your Neighborhood, a roadmap that better customizes
services to individual neighborhoods and provides service to residents when they
need it, how they need it and where they need it. Budget numbers, where given,
are approximate. They will be further developed after discussion on
enhancement priorities.

1. LIBRARY SUMMER CAMP (name and budget TBD)


The Library will expand educational and enrichment programs for children
and teens in targeted communities by offering day-long and/or half-day
summer camps. In FY19 the Library would launch a summer camp in four
neighborhoods. The weeklong camps will offer students the opportunity
to engage with the library in ways currently not possible. Campers will
take part in innovative, hands-on experiences that connect summer
reading, technology, teamwork, and fun. The summer camp will ensure
that participants including counselors are reading throughout the
summer and that they are being exposed to new technologies that will
help better prepare them for school and careers.

2. CHILDRENS INTERACTIVE AND LEARNING SPACES ($400,000)


DCPL has beautiful, bright and colorful childrens spaces particularly in its
newly renovated and rebuilt libraries. Studies show that children,
especially young children, learn best through play. As such, the next step
in making these spaces better learning environments is to create
interactive playful spaces through furniture and other learning tools that
delight children and encourage learning.

3. NEW BRANCH ADULT LITERACY SERVICES ($370,000)


Per the DCPL Strategic Plan, the Library will improve resident access to
adult literacy services. In FY19 the Library would like to establish adult
literacy services in libraries in Ward 7 and 8 to work closely with adults to
help them meet their learning and employment goals.

4. MLK LIBRARY OPENING DAY COLLECTION ($1,000,000)


As libraries continue to evolve into spaces for community learning and
enrichment, books continue to be one of the most important resources
they provide to residents. Residents check out more books from the MLK
Library than any other public library in the city. And the number of books
checked out will grow significantly when the central library re-opens. In

order to meet the demand, offer the most relevant materials to residents,
and ensure residents are eager to visit MLK for its collection of books,
DCPL will need to secure opening day collections in FY19 and FY20. In
order to have a large, new collection of 100,000 books available to
residents upon the reopening of the MLK Library in 2020, DCPL will seek
$1M in FY19 and $1M in FY20.

5. STAFF DEVELOPMENT ($300,000)


Library staff continues to be its most valuable asset to communities. In
order to meet the goals of the Librarys Know Your Neighborhood
strategic plan, we need to ensure staff are equipped with the tools and
support they need. Ensuring they are trained and keeping pace with best
practices in libraries is always a high priority.

6. EVENTS MANAGEMENT ($125,000)


The renovation and rebuild of 20 neighborhood libraries (as of FY18) and
the 2020 opening of the modernized MLK Library provide DCPL with a
unique opportunity to maximize the use of library spaces with revenue-
generating opportunities, including through the rental of its spaces for
special events. In FY19 DCPL will develop a plan to operate an events
management department. The plan will recommend appropriate staffing
levels, identify library spaces, establish policies, determine rental rates and
create marketing strategies that position libraries as the go-to venues for
events across the city. Creating both the department and the plan is
essential as we plan for the opening of the MLK Library, which promises to
be one of the most attractive venues for events in the city.

7. Know Your Neighborhood campaign phase one ($300,000)


In order to ensure residents are aware and engaged in customized library
services in their neighborhoods, DCPL intends to develop a comprehensive
awareness effort to connect with residents on the services they want and
need and position the Library as a neighborhood anchor with custom
services for the community. The initiative will include the creation of goals
and expectations around the user experience in addition to fully
developing and articulating a brand that better connects the Librarys
exciting offerings with the needs of residents of the District.
