What is Media and Information Literacy?

Media Literacy
Ability to access,analyze, evaluate and create media messages
in variety of forms.

Information Literacy
Moore (2002) A mastery of the process of becoming
informed
Doyl (1992)-Information Literacy is an ability to:
Recognize a need for information identity
Locate appropriate information resources
Know how to gain access to the information contained
in those resources
Recognize the information and;
Use the effectively the needed information

Media and Information Literacy


According to UNESCO (2007) is the essential competencies
(knowledge, skills and attitudes) that allow citizens to engage with
media and other information providers effectively, and develop critical
thinking and life-long learning skills for socializing and becoming active
citizens.

Gain an understanding of the structures that govern the creation

and dissemination of media and information messages

Make connections between government regulation, free market,

and the strategic programs and media organizations

messages around the World Wide Web

Citizenship and Media and Information Literacy Education

Citizenship (T.H Marshal 1950, 8) - endowing all members of a


community with certain civil, political, and social rights of membership
including the right to share in the social heritage and to live the life of a
civilized being according to the standards prevailing the society.

Media and Information technologies are dominant forces in society

A document constituting a fundamental guarantee of rights and


privileges.

Prohibits a person from restriction or denying innovation

Section 7(b)-No person shall be denied access to new information and


communications technologies, nor shall any new information and
communications technologies be blocked, censored, suppressed, or
otherwise restricted, without due process of law or authority vested by
law.

Provides the right of users to employ encryption or cryptography

(Digital Citizenship) Several Ideal Situations and what needs to


be done
1. Digital Access

Poverty and social exclusion prevents us to have full electronic


participation in society. Low and expensive internet rates are
just some of the constraining elements.
What needs to be done: Advocate for the increased access of
all citizens to information technologies.

2. Digital Communication
Involves electronic exchange of information through various
platforms and channels.
Address the responsible use of communication channels
(consideration of how information exchanges will benefit
communities and society at large)

3. Digital Commerce
Involves sale and purchase of goods and services using digital
platform in the internet and mobile phones.
Responsible digital citizenship entails contributing to the
responsible and legal use of the internet economic activities.

4. Digital Etiquette
Commonly regarded as appropriate and respectful behavior
when using information technologies.
Citizens must have humility. It is also occasioned with fairness
and open-mindedness.

5. Digital Law
Covers the legal environment that informs and guides the uses
about the ethical and productive use of technology, defined as
abiding with the law of society ( Magna Carta for Internet
Freedom)
Citizens must abide with the implemented Magna Carta

6. Digital Wellness
Covers the protection of users from what could be potentially
deleterious to their physical, physiological, and even
psychological well-being
