Invitation for Bids : DUDBC/ILAM/NCB/WORKS/ 06-070/71

1. Government of Nepal has allocated funds towards the cost of Construction of DFO office Building ILAM
and intends to apply the funds to cover eligible payments under the Contract for dudbc/Ilam/ncb/work/
16-070/71. Bidding is open to all eligible Nepalese Bidders.
2. Department of Urban Development & Building Construction, Division Office Ilam invites sealed bids from
eligible bidders for the construction of the following work under National Competitive Bidding
procedures.
3. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office :

4. A complete set of Bidding Documents may be purchased from the above office by eligible Bidders on the
submission of a written application, on or before 17.00 hrs 2071/02/28 (11 June 2014) along with the
copy of company/firm registration , business registration certificate , Vat and PAN registration certificate
and tax clearance of fiscal year 2069/070 and upon payment of a non- Payment shall be in the form of
cash deposit certificate in revenue account no 14227, office code no 03/347/01, office account no Ka 1-1-006 of
Nepal bank Ltd Ilam, bank code no 11001. If So requested , the Bidding Documents can also be sent by post /
couriers services, upon payment of additional non refundable fee of NRS 5,000.00. However , the employer will not
be responsible for delay or non delivery of the documents so sent.
5. Any bidders who choose to bid through electronic media (e-bidding) should submit scanned copies of Bank Guarantee
or voucher of cash deposit on Account name/number District Treasury Controller Office ,Kha 3/100 at Nepal Bank
Ltd Ilam and revenue voucher of cash deposit in the name of DUDBC Ilam with particular contract nos specified for
the cost of bidding document at revenue account no 14227, office code no 03/347/01, office account no Ka 1-1-006
of Nepal bank ltd Ilam, bank code no 11001 along with other bid documents with sign & seal in PDF format in our
website www.edudbc.gov.np. The name of depositor in voucher of cash deposit for the cost of bidding documents
should be the name of the bidder/bidders (in case if J.V.) itself. If the name of the bidder and the name of the
depositor in the voucher differ or the voucher is in the form of fax transfer, the bid shall be considered as non-
responsive. The bidder shall submit the original completed bid (hardcopy) within 7 days of bid opening date, not
complying shall be considered incomplete bid and also constitute ground for the forfeiture of the bid security.
6. Sealed Bids must be submitted to the address below on or before 12:00 noon 2071/02/29 (12 june 2014).
All bids must be accompanied by a Bid Security as specified in notice with validity period for 30 days
beyond the validity period of the bid in accordance with clause 19 of ITB. Late bids will be rejected. Bids
will be opened in the presence of Bidders' representatives who choose to attend in person at the address
below immediately after the submission deadline at 12:30 hours 2071/02/29(12 June 2014).
7. Pre-bid meeting shall be held at Department of Urban Development & Building Construction, Division
Office Ilam 12.00 noon date:2071/02/19.
8. Information or data submitted by the bidder which is either incomplete or unclear or not substantiated by
supporting documents shall not be considered for evaluation.
9. Bidders are advised to visit site and assess the actual site conditions before submitting their bid.
10. If the last date of purchasing, submission and opening falls on a government holiday, it shall be
extended to the next working day.
11. The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning
 reason, whatsoever.
