CHAPTER 1

THE PROBLEM & ITS BACKGROUND

Introduction

Transportation is one of the most common basic human needs. Without it, we
cannot go to the places we really want. It is not as if we can walk to different cities or
countries in a timely fashion. Moving along the city, you can see different modes of
transportation such as cars, airplanes, trains, buses, jeepneys, taxi, pedicab and tricycle. It
would not be possible without the use of this transportation. Millions of people depend on
these transportations to go to school, work, home and other places they want to go. It
provides efficient ways to transport people to wherever they want or need to go.

One of the most common Public Utility Vehicle used around the Philippines is
the modern Tricycle. It is a three-wheeled, gasoline-run motorized vehicle. It is made up
of motorcycle attached to a sidecar with multiple seating and a covered roof. The tricycle
is also the most popular means of transport in small towns and cities, especially in the
rural areas. It can be seen also on the side streets and some subdivisions and villages. In
addition, it can accommodate from four passengers up to as many as seven or more,
excluding the driver. One of two passengers can sit behind the driver while several more
can sit in the sidecar. It is the most convenient vehicle that can be used to get around
when it is too far to walk to the place you are going to.

Nowadays, most of the students are using tricycle as their mode of transportation
when going to school and when going home. It is such a hassle free means to go to school
especially when you are in a hurry and if you think that you will be late already. The
morning rush doesn't really affect you especially when you already see the tricycles along
the streets and you have the tricycle all to yourself than the jeepneys with different people
along with you. Tricycle can overtake in highways, city streets, inner roads, and even in
places where there are no distinguishable pathways. It is also very convenient for

students, rain or shine especially when it is raining and you don't have umbrella with you.
It can also take you immediately to your house or you can tell the driver where he can
drop you off. The tricycle is the Philippine transport that is so versatile.

Students also have many expenses, most especially during school days. Most of
them are having a hard time budgeting their allowance for the day, causing them to find
alternatives on how to spend the day without spending too much money. Most students
have differences in terms of the allowance given by their parents. Students who receive
such huge amount of their daily allowance have no problem on how to budget their
allowance. They can spend anytime they would like without thinking too much if they
will max out their daily allowance. But how about those who receive enough money or
worse, lesser amount than the usual daily allowance which is one hundred pesos? There
are many expenses in school, but there's no other choice but to pay for it. Most of the
time, they're having a hard time thinking how to squeeze in their daily expenses in their
allowance. But other than the school fees that are sometimes included in the students'
allowance, the most common problem in terms of their daily expense is the transportation
fare.

Students have different means of transportation in going to school, and departing


from school after their whole day of classes. Some students bring with them their private
vehicles, some parents drive their children to school in the morning and fetch them in the
afternoon, some have their own service vehicle (which is tricycle), and some are using
the service vehicle provided by the school. But the most common mode of transportation
used by the students is taking the public utility vehicle. The transportation fare depends
on the distance traveled from your starting point to your destination, meaning, the farther
the destination, the higher the transportation fare. Plus, those public utility vehicle drivers
who ask for larger amount than the standard fare, which is very unfair in the students'
part. This is the common problem among the students, which is how the transportation
fare affects their daily allowance. And many are still encountering problems whenever
they use public utility vehicles.

In terms of the transportation fare of the students, the government implemented a
bill that will benefit them and will help them save their money. A senate bill was
introduced that aims to grant students a student fare discount in land, water, and air
transportation. Students can avail the discount not only on school days, but also during
vacations and holidays. It is indeed a great help to students, especially those who are in a
budget.

Statement of the Problem

The study aims to determine the impacts of public utility vehicle fares in relation
to the budget allowance of the high school students of St. James Academy Plaridel
Bulacan Inc.

3. What are the impacts of public utility vehicle fares on the budget allowance of the
high school students of St. James Academy?

Scope and Delimitation

This study is only limited to the High school students of St. James Academy
Plaridel, Bulacan Inc., school year 2017-2018. Their ages range from 13 to 18 years old.

This study focuses on High school students who resort to using tricycle as a mode
of transportation to school and its effects on the expenses and allowance of the high
school students. Each student will be given same set of questionnaire.

In this study, the Grade school students are not included because most of them
have private vehicles and they are fetched by their parents.

Significance of the Study

The point of the study is to know what the school can implement and offer to
students in terms of the means of transportation. Once the study is done, the school can
consider providing more school services for the students of Saint James Academy. This
study will benefit the following:

For the school administrators, this will help them identify the students
who commute every day and consider providing more school services that
will cater to students once the study is done.

For the students, this will help them save their fare included in their daily
allowance once the school provides school vehicles. It will lessen the
hazard of commuting to and from school. It will also be a big help to

students because there will be a specific time when they will be fetched by
the school vehicles to avoid getting caught in traffic and getting late.

For the parents, this will give them the idea of letting their child/children
take the school service provided by the school to secure their safety and
that they will come home on time.

CHAPTER 2
REVIEW OF RELATED LITERATURE

Below are the books, articles and other written works that helped for the
accomplishment of this research. This related literatures improved the researchers'
understanding of the impacts of the public utility vehicle fare to the budget allowance of
the high school students. To describe and justify the claimed significance of this research,
a review of related literature was made and presented as follows:

Demand for Public Transport


This paper reports on key findings from a collaborative study whose objective
was to produce an up-to-date guidance manual on the factors affecting the demand for
public transport for use by public transport operators and planning authorities, and for
academics and other researchers. (Paulley et al., 2006).

This article talks about the different modes of transportation and its corresponding
are and on how people can save their money. The increase in terms of the public
transportation vehicle has been creating problems among commuters. People who dont
have large allowance on a daily basis will find it hard to squeeze in their daily expenses
in their allowance. This article also wants us to know the effects of changing
transportation fare every year. It affects the economic growth of our country. If fares are
increased, patronage will decrease. The passengers prefer clean and comfortable vehicles
that are easy to get on and off. The main goal of this study is that, we need to determine
the numbers of students who are using the public utility vehicle everyday and how we
can help them to ease their difficulties in paying the corresponding transportation fare,
and also how the transportation fare affect their allowance on a daily basis. Taking the
public transportation vehicle on a daily basis is quite hard for the students. Most of the
students are given only a hundred for their daily allowance. They don't know how to
budget their allowance because of their expenses in school. There are instances wherein

students take tricycle as their mode of transportation and tricycle drivers would ask for
additional payment. Students have no choice but to pay large amount than the standard
fare to be paid.

Fare Increase
Commuters who learned of the new tricycle fare noted while they sympathize
with tricycle operators and drivers, a one-peso increase could result in many passengers
walking on short distances, rather than taking this mode of transportation. The city
government has granted tricycle operators here an increase in minimum fare from P5 to
P6. ("CDO grants P1 increase in tricycle minimum fare, from P5 to P6," 2008)
This article talked about students who complain about the one peso increase in
terms of the tricycle minimum fare, and that is way too much for them. Increasing the
fare with such amount is still a burden for the students. There is a possibility that students
would rather walk a distance than taking any type of public utility vehicle to save up their
money. Some tricycle drivers have been collecting more than a peso to students, which is
not fair in the student's part. Students also have expenses. That's why they most of the
time squeeze their budget for a whole day in school just to make sure that his or her
budget on food, transportation and other school expenses will not exceed their normal
daily allowance. Sometimes, students bring with them snacks and packed lunch so that
they can save at least a small amount from their daily allowance, and at the same, their
transportation fare wouldn't burden them. Some students also argue with the tricycle
drivers because the change is not exact and even ask for larger amount than the right
amount to be paid. Tricycle drivers increase the fare mainly because of: (1) the increasing
price of gasoline, (2) the drivers personal reason, (3) the distance traveled and many
more. Because of that, many students dont want to commute any more. This article has
helped the researchers gather more ideas about the necessary information and details
needed for this research. Through this article, the researchers can determine the possible
impacts of the transportation fare on their daily allowance.

Commuting Time Implications

The question of time that students spend per day commuting from their home to
the higher education institution is important for understanding the consequences of a
particular form of housing for the use of time, expenditure structures and indeed for the
choice of higher education institution. Data on the travel time of students were analysed
for the categories all forms of housing and as part of that for living with parents and
student halls. (Orr et al., 2009)
This study also tackled to what extent is the budget of students burdened by their
travel cost. The researchers of the aforementioned research conducted a survey on
European countries and presented a graph of the average expenses (in Euros) for
transportation of students living with parents. And turns out that between 10 to 20% of
students' monthly expenses is dedicated to transportation. Students in Netherlands and
Lithuania are in a rather good position s their expenses for transportation is below 10% of
their budget. Students in England/Wales by far carry the highest burden in absolute and
relative terms. They report an average monthly amount for transportation of more than
370 which absorbs 25% of their total budget. Still, spending a quarter of the budget on
transportation appears as an extraordinarily high burden for students. Students who
commute between their home and a higher education institution use means of
transportation particularly intensely. And since they take public transportation in
travelling to school, there's an impact on their daily allowance. Instead of saving up at
least a small amount of money from their daily allowance, they have to spend most of it
because they're allowance is enough for their daily school attendance.

Breakdown of students' allowance

College school students typically get P150 to P250 (excluding transport


allowance) per day. Students from exclusive schools like Ateneo and DLSU
receive where surrounding places to eat tend to be more expensive receive higher
allowance. The allowance covers P50 to P100 for lunch, P30 to P50 for merienda, P20 on

The article tackles about "The Breakdown Of Students Allowance". It says that
students had issues about their allowance that also conclude their transactions. What
should be the ideal allowance of the students? Usually they receive 100%per day
however giving too much allowance to the students become irresponsible that concludes

Student Fare Discount

A Senate bill is seeking to expand fare discount for students even during vacation
from school, weekends, and holidays. Senate Bill 945, introduced by Sen. Juan Edgardo
Sonny Angara, aims to institutionalize the grant of student fare discounts in land,
water, air and rail transport utilities to lessen the impact of the current economic
difficulties and assist students and their parents or guardians in shouldering the
transportation expenses relative to the rising cost of education in our country. Under the
proposed measure, a 20 percent discount on regular fares will be granted to students upon
presentation of their identification cards or validated enrollment forms. Said fare
discount shall be available during the entire school year for elementary and secondary
students, during the semester for college students, and during the duration of a course for
vocational or technical students, including Saturdays, Sundays, Christmas vacations and

other holidays during a school year or a school semester, the bill read. Angara said the
discount expansion would enable and encourage students to do research and group
studies even during weekends and school breaks. (Gonzales, 2017)

According to this article, a senate bill has been introduced by Sen. Sonny Angara
to help students in saving a portion of their money. The Senate Bill 945 aims to grant a
20% student fare discount in all public utility vehicles. The said discount will be granted
by presenting their identification cards. The 20% discount will be effective to all
elementary, high school, and college students throughout the school year, including
weekends, holidays and vacations. The aforementioned bill will be a great help to
students, especially to those students who doesn't have large amount for their daily
allowance. It will also enable them to do activities on weekends such as group studies,
practices, research without worrying too much for their transportation expense.

SECTION 3. Benefits and Privileges Upon presentation of identification card


duly issued and validated by a recognized Philippine School, the student shall be entitled
to the following: a. A grant of twenty percent (20%) discount on transportation fares in
all public utility vehicles, ships or airplanes; Provided, that the fare discount shall be
availed of only during school seasons; b. A grant of ten percent (10%) discount of
medical and medical service in government as well as private clinics; c. A grant of ten
percent (10%) discount on admission fees in museums, art galleries, libraries and stage
theaters, and; d. A grant of ten percent (10%) discount on basic school supplies, to be
availed of at enrollment time. (An act granting privileges to students at all levels on both

The Senate Bill 1160, also known as "An Act Granting Privileges to Students at
all levels on both Public and Private Schools" is an act introduced by Hon. Manny Villar
on 2012. The aforementioned bill aims to grant students from all levels in both public and
private schools, benefits and privileges that will help them carry out their expenses. The
first to be mentioned is the twenty percent (20%) discount on transportation fares in all
public utility vehicles, including ships and airplanes. But the said discount shall be

availed only on school seasons, meaning vacations are not counted. The second one is the
ten percent (10%) discount of medical and medical service in both government and
private clinics. Students who seeks consultations and treatments in both government and
private clinics shall be granted ten percent (10%) discount, which is of great help to
students, especially those students who are coming from families in lower classes. The
third privilege mentioned is the grant of ten percent (10%) discount on admission fees in
museums, art galleries, libraries and stage theaters. Visiting museums, art galleries,
libraries and stage theaters are usually a part of the students' activities in school,
especially during educational trips. The ten percent (10%) is deducted from the original
admission fee so that students can visit such places without thinking too much of the fees
and expenses. And the last to be mentioned is the ten percent (10%) discount on basic
school supplies. Upon enrollment, students should be granted a ten percent (10%)
discount on their basic school needs, such as books, notebooks, etc.. These benefits and
privileges are implemented because of the increasing number of students who are
dropping out of school and those who are unable to finish their education due to the
increasing cost of education and other expenses. That's why only the fortunate ones are
able to go to school and finish college without thinking too much of the school fees and
the expenses. That's why this bill was proposed to ease the difficulties of both students
and their parents in terms of the school fees, transportation fare, and medical services.

Tricycle Fare Discounts

The City Council approved a resolution requesting the Land Transportation and
Franchising Regulatory Board (LTFRB) to amend its outdated Memorandum Circular
relative to the implementation of the 20 percent discount for students to expand its
coverage to include Saturdays, Sundays and holidays. The resolution stated students who
are officially enrolled in private and public education institutions in the city should also
be granted similar benefits and privileges like the senior citizens and persons with
disabilities, thus, the 20 percent fare discount accorded to them must not only be limited

to school days but also to Saturdays, Sundays and holidays because they are still students
on these days. Students are still considered students during Saturdays, Sundays and
holidays, hence, they should be entitled to the 20 percent fare discount being accorded to
them by public utility vehicles, the resolution stated. Under the policy crafted by the
LTFRB, the 20 percent student fare discount will only be applicable to students who are
enrolled in private and public education institutions only during school days. (LTFRB

According to this article, the City Council of Baguio is requesting the Land
Transportation and Franchising Regulatory Board (LTFRB) to expand the coverage of
the 20% discount in terms of the public transportation fare. The said discount should still
be granted to students even on weekends and holidays because at the end of the day,
they're still students. The 20% discount will be granted to both students in public and
private will receive similar benefits like the senior citizens and persons with disabilities.
It will be much of help to the students to receive such benefits because there are students
who doesn't have huge daily allowance.

Overcharging Tricycle Fares

The Puerto Princesa City government has warned the tricycle drivers who are
overcharging tricycle fares. The administrative officer of the city tricycle franchising
regulatory board said that the tricycle fare rates are P8 for the first two kilometers and an
additional P1.25 in the succeeding kilometers. (Palawan News, 2015)

This article talked mostly about the tricycle drivers who are unashamed of getting
tricycle fare from their commuters beyond the tricycle rate that is implemented by the
CTMO. It is also said that the senior citizens and students should get a 20 percent
discount from it, which is right because senior citizens are exempted with or without their
senior citizen card while the students should at least get a P1 discount from the original
tricycle rate because we are still students. The administrative and enforcement officer of

the City Traffic Management office, Romeo Bacani also said that the tricycle drivers
violating the tricycle rate will be fined P150. It will be fair to the commuters because the
tricycle drivers who are overcharging will be punished by paying a P150. Bacani also
said that the drivers who are violating the ordinance ar classified as "colorums". The
"colorums" who would get caught in overcharging the tricycle fare would receive a
bigger punishment wherein their tricycle will be impounded. The commuters are in
favored by this city ordinance because there would be a justice already to the victims of
overcharging tricycle fares.

Tricycle Fare Matrix

Mayor Ferdie announced the enactment of the official tricycle fare matrix in
Baliwag after the weekly flag ceremony at the Municipal Ground floor on November 7,
2016. After series of numerous public consultations and open forums among tricycle
drivers, commuters and other responsible local government officials, the official fare
matrix is finally announced in public. Mayor Ferdie extended support in fostering equal
rights among commuters and drivers as he organized group of councils that will mediate
over the two parties as they discuss the implementation of the fare matrix. Selected
tricycle operators/drivers from different TODAs (tricycle operators and drivers
associations) in Baliwag gathered together to attend the official enactment of the said fare
matrix scheme. Mayor Ferdie personally placed the designated sticker copy of the fare
matrix to each tricycle. The collaboration of commuters and tricycle operators and drivers
was the basis of the proclaimed official fare matrix. The local government unit of
Baliwag deemed to have this fare matrix as a favorable answer to common issues among
drivers and commuters. Special discounts for Senior Citizens, Persons with Disabilities
(PWDs) and students are also noted in each fare matrix sticker so that passengers can
easily distinguished the approved fare for their travel. (Baliwag, Bulacan Tricycle Fare

In this article, the city mayor of Baliwag, Bulacan, Mayor Ferdie announced the
enactment of the tricycle fare matrix. There have been consultations among tricycle
drivers, commuters and other local government officials. Special discounts for students,
senior citizens and persons with disabilities will be also noted in each fare matrix sticker
so that the commuters can easily distinguish how much they should pay for their
transportation fare. Through this, commuters can worry less about drivers who ask for
fare beyond the standard fare because there's already a standard fare provided.

Current Study

This study aims to look into the impacts of transportation fare to the budget
allowance of the high school students in St. James Academy Plaridel, Bulacan Inc.
Having knowledge about the modes of transportation, its corresponding fare and how it
affects students is important to provide accurate results of this study. Transportation fares
leave an impact to the allowance of the students, causing them to have difficulties in
managing their allowance. The results of this study may help the school administrators to
understand how the transportation fare affects the students allowance and expenses, and
so that they could consider providing school service vehicle that would cater their
students. It will also help the students to know what mode of transportation is better and
what would help them save their money.

Synthesis

Transportation is one of the basic human needs. We cannot go to other places


without it. But of course, we must pay for it every time we use any type of public utility
vehicle when we visit far places. Transportation fares differ depending on the distance
traveled. Sometimes, there are fares that reach more than a hundred.

That's why many people are having problems when it comes to transportation
fare, most especially students. Sometimes, students who are commuters have to save up
their a part of their daily allowance so that there will be left for their transportation fare.
And because of this, the government came up with a bill that will help students not to
spend too much money for their transportation fare. As mentioned in the previous

students a 20% percent discount whenever they use any type of public utility vehicle in
land, air, and water. It will be availed by the students even in weekends, holidays, and
vacations. The knowledge about the senate bill that aims to grant students a 20% fare
discount will help the researchers in understanding what the student fare discount is. It
will also help them know how it affects the students, and how it leaves an impact to their
daily allowance.

Study Framework

The researchers presented articles that will support the study in determining the
impacts of transportation fare to the budget allowance of the high school students in St.
James Academy Plaridel, Bulacan Inc.

In the articles presented, it showed how transportation fare leaves an impact to the
daily allowance of the students. Seeing how transportation fare leaves a negative impact
to the allowance of the students, a 20% fare discount was introduced that will benefit the
students and will ease their problems in terms of the transportation fare.

Another article discussed the tricycle fare discount that is effective to all
commuters, especially to students. Tricycle is the most common mode of transportation.
It is also widely used in St. James Academy Plaridel, Bulacan Inc. by students from all
levels, mostly by high school students. And since there are many who are commuters and

These allowance and expenses are primarily the factors why a student can spend or save a
lot of money. Essentially, the researchers have to identify the school service fare, private
vehicle fare and public utility vehicle fare to be able to fully understand the reason behind
the usage. This cycle of mode of transportation fare goes back to where it begins and the
researchers will determine the impact of the fare of Public Utility Vehicle to the
allowance and expenses of students.

RESEARCH DESIGN

Study Design
This study will be using a causal comparative design of research to determine the
possible impacts of the transportation fare to the daily allowance and expenses of the high
school students. The researchers would like to compare the differences between the
impacts of school service vehicle fee, the usage of private vehicle, and public utility
vehicle fare to the daily allowance of the students.

The said method will be used in order to determine the possible impacts of
transportation fare to the daily allowance of the high school students and the possible
solutions how to lessen their burden by proposing other means of transportation for the
students that wouldn't require daily expense in terms of transportation. The Descriptive
method will also help the researchers make further explanations how does the students'
daily transportation fare make a negative impact to the students. It will be also used to
explain the conclusions, recommendations, and what would be the possible solution to
the stated problem of this study.

Methodology
To be able to determine the impacts of transportation fare to the budget allowance
of the high school students of St. James Academy Plaridel, Bulacan Inc., conduction of
surveys and interview will be done. Through surveys, the researchers can gather different
data from the high school students regarding their mode of transportation in going and
departing from school and its corresponding fare. As for the interview, it will help the
researchers to gather additional information that can contribute to this study.

Participants/Sampling
To select the participants in this study, stratified sampling was used to reduce selection of
bias, to reduce sampling error and ensures a greater level of representation. To highlight
the good and bad elements of each group within the population and to provide a more
effective view of the overall situation. In order also to have equal numbers of respondents
for each groups and to provide greater precision. __ participants were needed and were
chosen through the following:

a. Male and female students whose age ranges from 12-18

b. Junior and Senior high school students who are using Public Utility Vehicle,

Private Vehicle and School service vehicle as their mode of transportation

Instruments

The researchers will be using a separate questionnaire for the junior high school
students and senior high school students of St. James Academy Plaridel Bulacan Inc. The
questionnaire can collect a large amount of information from the High school students in
a short period of time and in effective way. It would also be the basis of the researchers to
know the Daily Allowance and Daily Expenses of the Junior and Senior High school
students. The questions in the questionnaire would be formulated by the researchers. The
researchers will be using survey questionnaire in order to gather information from the
said respondents.

The researchers would also conduct an interview with the respondents separately.
The chosen high school students would be interviewed. To take note of the prominent
details and information from the respondents, the researchers would use pen and paper.

Units of Analysis

There will be three major units of analysis to be uses as the researchers go on with
the study:

1. The researchers will begin to analyze through the use of degree of the answer and
reason of the respondents regarding the question made specifically for the Effects of fare
of public utility.

2. Second, The students answered the following survey in their own understanding the
certain. The basis of the researcher's study is based on how the students answered the
questionnaires.

3. Lastly, the researchers will gather all the articles and theories in order to analyze well
and to see if the findings will match all the surveys of the students.

Data Analysis
The data analysis will be done through the gathering, interpreting, and analyzing
data in order to produce explanations and possible solutions to the problem of the study,
which are the possible impacts of transportation fare to the daily allowance of high school
students in St. James Academy, Plaridel, Bulacan, Inc. In terms of data gathering through
conducting surveys, the identity of the respondents will be hidden and will remain
confidential so that they could fill up the questionnaire honestly because the researchers
will need accurate and detailed answers from the respondents to fulfill this research. It
has been observed that the interaction of the respondents during the conducting of survey
affect the way they answer the questionnaire, and often think what might be the other
students' response. As a result, they will change their answers and will rather base on the
answers of other respondents.
