Because every human deserve freedom
People deserve a second chance. No human being can be accept being treated like that in
any kind of situation.
If they are hurting other people then I think they should be contained but then you need to
bring them to a professional to help them out
Inhumane, animals in sanctuary isnt shackeled why would human be, imagine ur sister or
parents like that, you would think its inhumane, logic

It's all about humanity. He/she is human too. Eventhough he/she acting crazy. Their need a
better life
It depends on what action they cannot control, why they cannot control themselves, and
does he/she disturb people around them like their neighbours.
It is inhumane to shackle a human, it is rather a better option to isolate them and restrict
their room / area but not restrict their bodiy movement room itself
Until he/she is unable to control him/herself than we need saftey precautions
