SAIPEM AND PPMC

Saipem Nigeria, a subsidiary under Saipem S.p.A. (Societ Anonima Italiana Perforazioni E
Montaggi) is one of the leading oil servicing companies in the world, with its headquarters based
in Milan, Italy. It is under an Italian energy company called Eni. It is a powerhouse in the oil and
gas industry capable of performing as an EPIC/EPC contractor, as well as on/offshore drilling
and construction activities. Saipem Nigeria has its head office in Victoria Island, Lagos. While
its operational base is at rumulumeni, Port Harcourt. Operating in more than 60 countries, with
over 43,000 employees from more than 120 nationalities, more than 20 engineering and project
execution centers worldwide, 11 fabrication yards in 5 continents.

PPMC (NPSC/NPMC/ML) is a subsidiary of the Nigerian National Petroleum Corporation


(NNPC). It is the downstream sector of the Nigerian Oil and Gas industry created is perhaps the
most significant event of the 1988 reorganization of the NNPC, because the establishment of this
subsidiary is directly responsible for the comparative ease with which petroleum products are
sourced and distributed to all parts of the country, at a uniform price. It has five Area offices and
24 petroleum depots which ensures the availability of petroleum products to nourish our
industries, run automobiles and for domestic purposes. PPMC operations are executed using a
network of petroleum products pipelines and storage depots located in strategic states of the
nation. The products pipelines have a length of over 5120km through which petroleum products
are transported with the use of mainline and booster pumps.

CHAPTER ONE: INTRODUCTION

1.1 Participation/Work done at Saipem

On resumption at Saipem on the 23rd of January 2017, after all introductory and orientation
processes, I met an ongoing project, Southern Swamp Associated Gas Solution SSAGS which
was at its construction stage at the time. For the first three weeks I worked with the riggers and
three piping engineers assigned to the project to check, pipes and spools that were fabricated and
whether they aligned with the isometric drawings (designed at the detailed engineering stage). If
yes, they are transported to the jetty area and sent to the site using a packing/loading list which I
helped prepare. Same process was done for the valves.

Next up was the Otumara Saghara project which was in its pre-commission/commission stage
at the time. So I was given the task of revising the P&IDs for that project documents As Built,
making adjustments to the previous document issued for construction and I duly obliged.

1.2 Participation/Work done at PPMC


Within the first week, I was introduced to the area office and assigned to the operations
department. In this department made up of the Radio room, quality control (laboratory),
oil movement control, Motor control center, planning and programming center (PPC) and
pump station, where I was assigned to work on shift Bravo. Here at pump station, we in
charge of the pump house (2E/2Ex) that controls the movement of petroleum products
across the nations pipeline network. For the 2E system we have an electric-driven pump
and an A.G.O driven Allen pump, same goes for the 2Ex system.
Pump station is in charge of pumping product such as AGO, DPK, PMS, LPFO and water
to Aba and Enugu line through pipelines with the aid of mainline pump of system 2E or
2Ex supported by booster pumps. Pump station operators and/or superintendent work
with the dispatcher in oil movement to ensure the amount of product to be pumped and
follow instruction from the management. The Pump station is responsible for the transfer
of petroleum products, Using the system 2E and 2Ex mainline and booster pump
machines to Aba, Enugu and Makurdi depots through pipelines of varying line fills. The
pump station also jointly with the PHRC determine the level amount of product available
in a storage tank (fiscalization) before transfer and after transfer (defiscalization) to the
Port Harcourt depot from where they are loaded in trucks for marketing. The pump
station also jointly with Independent Oil inspectors commonly called Surveyors, fiscalize
and defiscalize storage tanks (mostly crude) in the presence of representatives from Port
Harcourt Refining Company PHRC, Department of Petroleum Resources, to transfer and
receive products to and from vessels respectively known as JETTY operation.
FUNCTIONS OF PUMP STATION
They involves in custody transfer of product before and after to depot, filling station etc.
They aids in pumping of product.
Transfer from product from/to vessel.
Pump station is in charge of issuing A.G.O to the Hilux vehicles.

Chapter Three: Challenges Encountered By the Student


The challenges or problems encountered during operations in the pump station include;
failure of the system 2E mainline and booster pumps, either due to excess runtime and
wears on some parts of the system or low-low parameter readings, when refined
petroleum products are being pumped to the depots for marketing, leading to delays in
transfer of products when such problems are encountered. Vandalism of pipelines by also
served as a major challenge to the transfer of products to depots, which when noticed,
from a drop in mainline pressure, which can prompt an immediate shutdown of the pump
by the pump station staff so as to avoid an excess and unnecessary loss of product to the
vandals, consequently leading to delays in availability of products in depots and hence in
the markets.
Gas flaring is another important observation which calls for great concern. The alarming
rate at which gases are flared not only leads to ozone depletion and environmental
degradation, but also significantly wastes a resource which could be channeled to meet
the power demands of the nation. These gas flares are serious and unnecessary
contributor to climate change considering its composition of toxins such as benzene,
C6H6 and carbon monoxide, CO which pollutes the air and therefore renders the
environment uninhabitable. Bans and fines on gas flaring should be imposed by the
government and it is therefore recommended that various expansion project should be
made such as the new gas turbine which will increase the capacity of the plant to accept
oil associated gas which currently is wasted through flaring.
