Be advised that starting October 18, 2016

the Monthly Quality Rollup (largest update in this category) will

include Unified Telemetry Client (Diagnostics Tracking Service DiagTrack)
which collects and uploads telemetry diagnostics data to Microsoft
and it will continue to exist in all future Rollups.

Therefore, if you do not want this component, you have two options to proceed:
1. Block and disable UTC functionality, keeping the rollup installed.
2. Skip the Monthly Quality Rollup from now on, and install Security Only Quality
Updates.

===============================================================================

1. Block Telemetry Client:

This allows you to utilize all non-security fixes in the Rollup.

- Start command prompt as administrator, and execute these commands respectively:

sc config DiagTrack start= disabled
sc stop DiagTrack
reg delete HKLM\SYSTEM\ControlSet001\Control\WMI\AutoLogger\AutoLogger-Diagtrack-
Listener /f
reg delete HKLM\SYSTEM\ControlSet001\Control\WMI\AutoLogger\Diagtrack-Listener /f
reg delete HKLM\SYSTEM\ControlSet001\Control\WMI\AutoLogger\SQMLogger /f
reg delete HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Diagnostics\DiagTrack /f
reg delete HKLM\SOFTWARE\Policies\Microsoft\Windows\DataCollection /f
takeown /f %ProgramData%\Microsoft\Diagnosis /A /r /d y
icacls %ProgramData%\Microsoft\Diagnosis /grant:r *S-1-5-32-544:F /T /C
del /f /q %ProgramData%\Microsoft\Diagnosis\*.rbs
del /f /q /s %ProgramData%\Microsoft\Diagnosis\ETLLogs\*

- You might need to do that with each new Rollup installed.

You can also create a schedule task to run the commands in batch script on Logon.

2. Install Security Only Quality Updates:

This allows you to avoid any non-trustworthy components and only install security
fixes.
however, be aware that Windows Update does not recognize these updates, and will
continue to request the Monthly Quality Rollup

- Go to Microsoft Update Catalog, and search for

Security Quality

or copy and paste this URL into your browser:

http://www.catalog.update.microsoft.com/Search.aspx?q=Security+Quality

- Download and install each corresponding Month Security Only Quality Update
that matches your System version and architecture
i.e.
October, 2016 Security Only Quality Update for Windows 7 for x64-based Systems
(KB3192391)
October, 2016 Security Only Quality Update for Windows 8.1 (KB3192392)
