INVITATION TO BID

Proposed Enclosement of Pook Ugnayan at the UPOU Community Hub

The UP Open University (UPOU), through the UP Open University Revolving Fund,
intends to apply the sum of One Million Sixteen Thousand Seven Hundred Twenty Three
Pesos and Forty Six Centavos (PhP 1,016,723.46), this being the Approved Budget for the
Contract (ABC) for the project Proposed Enclosement of Pook Ugnayan at the UPOU
Community Hub (Reference No. ITB No. 17-10-001). Bids received in excess of the ABC
shall be automatically rejected at bid opening.

UPOU now invites all prospective contractors to submit bids for the project
Proposed Enclosement of Pook Ugnayan at the UPOU Community Hub located at UPOU
Headquarters, Los Baos, Laguna. Prospective contractors should possess a valid Philippine
Contractors Accreditation Board (PCAB) License Registration Small B Category C and D
(minimum size range), General Building. The project should be completed within ninety
(90) calendar days, the starting date being seven (7) calendar days from the issuance of the
Notice to Proceed. Bidders should have completed, within ten (10) years from the date of
submission and receipt of bids, a contract similar to the project and equivalent to fifty
percent (50%) of the approved budget for this contract.

Bidding will be conducted through an open competitive bidding procedure using a


non-discretionary pass/fail criterion as specified in the Implementing Rules and
Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the Government
Procurement Reform Act.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or


organizations with at least seventy five percent (75%) interest or outstanding capital stock
belonging to citizens of the Philippines.

Interested bidders may obtain further information from the BAC Secretariat, Supply
and Property Management Office (SPMO), UPOU Headquarters, Los Baos, Laguna and
inspect the bidding documents from 8:00 AM to 5:00 PM Monday to Friday.

A complete set of bidding documents may be acquired by interested bidders from the
address below and upon payment of the applicable fee for the bidding documents in the
amount of One Thousand Pesos (PhP1, 000.00) only. It may also be downloaded from the
website of the Philippine Government Electronic Procurement System (PhilGEPS) provided
that bidders shall pay the applicable fee for the bidding documents not later than the
submission of their bids.

A pre-bid conference will be held on 12 October 2017, 1:30 PM at UPOU
Headquarters, Los Baos, Laguna which shall be open to prospective bidders.

Bids must be duly received by the BAC Secretariat at the address below on or
before 24 October 2017, 1:00 PM. All bids must be accompanied by a bid security in the
form and in the amount stated in ITB Clause 18.

The opening of bids shall be on 24 October 2017, 1:30 PM at UPOU


Headquarters, Los Baos, Laguna. Bids will be opened in the presence of the bidders
representatives who choose to attend at the address below. Late bids shall not be accepted.

UPOU reserves the right to reject any and all bids, declare a failure of bidding, or not
award the contract at any time prior to contract award in accordance with Section 41 of RA
9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

Interested bidders may obtain further information from the BAC Secretariat and
inspect the bidding documents from 8:00 AM to 5:00 PM Monday to Friday at the Supply
and Property Management Office (SPMO), UPOU Headquarters, Los Baos, Laguna.

A. GENERAL REQUIREMENTS
1. SUMMARY OF WORKS

1.1. GENERAL All provisions of the General Conditions and the Supplementary
Notice if any, shall be form part of this section. All general requirements contained
in the Bid book and other Contract Documents shall likewise apply.

1.2. SCOPE The work includes the furnishing of all materials, labor, equipment, tools,
appliances, utilities, detailed superintendence and supervision, temporary
construction of every nature, taxes and satisfactory performance of all operations
necessary for the complete construction of Proposed Enclosement of Pook
Ugnayan, all in accordance with Plans and Specifications and subject to the terms
and conditions of the Contract Documents and deliver complete in every respect
within the specified time.

1.3. LOCATION The proposed work is located at Community Hub, UPOU, Los Baos,
Laguna.

2. CONTRACT DOCUMENTS

2.1. GENERAL The Contractor shall use the English language and the Modern Metric
System of weights and measurements in all documents, drawings and
correspondence related to the Contract.

2.2. DEFINITIONS The following terms used in the Contract Documents shall be
interpreted as follows:

(a) OWNER: University of Philippines Open University (UPOU)

(b) COMMITTEE is the Bid and Award Committee.

2.3. CHANGE ORDERS AND EXTRA WORK With a written request, the UPOU
may at anytime issue revisions to the Contract Documents and drawings or
additional drawings.

3. COORDINATION

3.1. SUPERVISION The contractor must have in his employ only competent and
efficient architect, engineer or superintendent duly licensed to practice their
respective professions, with at least three (2) years experience in their fields of
specialization.

3.2. SAFETY MANAGEMENT The contractor shall put up and continuously maintain
adequate safety measures that shall prevent undue loss, damages and injury on
workers or loss of properties

4. QUALITY CONTROL

The Contractor shall at all times be fully equipped with necessary standard sampling
facilities on all materials needed for the project. The Contractor shall employ competent
technicians to monitor all samples in the Contract Documents.

5. REGULATORY AND OTHER REQUIREMENTS

5.1. OTHER REQUIREMENTS All requirements described in detail in the General


Requirements shall be provided and shall be the sole responsibility of the Contractor
in the execution of the work. These are, among others:

(a) Bonds and Insurance

(b) Permits and Fees

(c) Project Meetings and Conferences

(d) Royalty and Patents

5.2. The Contractor and others working under his jurisdiction shall perform work in
compliance with the rules and regulations and ordinances of any kind required by the
governmental authority or other agency having jurisdiction over his work.

6. PROJECT MEETINGS

6.1. PRE-CONSTRUCTION CONFERENCES A pre-construction meeting between


the Architect or other representatives designated by the UPOU and the Contractor
shall be held at the site prior to the commencement of the work. This meeting shall
be for the purpose of resolving current problems, further orienting the Contractor to
the requirements of the Drawings and Specifications, informing the Contractor of the
Architects responsibility to the UPOU for the supervision, and working out with the
Contractor a general schedule of supervision.

6.2. PROGRESS MEETINGS The Contractor shall meet weekly or as required with the
UPOUs Representative to verify the progress of the work.

7. SUBMITTALS

7.1. CONSTRUCTION SCHEDULES The Contractor shall contact the Architect or the
UPOUs Representative before covering up any work so that proper inspection may
be made.

7.2. NETWORK ANALYSIS SCHEDULES The Contractor shall prepare a PERT-


CPM Construction Schedule to indicate the following:

(a) All activities necessary to complete the project.

(b) Monthly value of each activity.

7.3. SHOP DRAWINGS, PRODUCT DATA AND SAMPLES

(a) The Contractor shall review, stamp with his approval and submit shop drawings
and submittals for approval of the Architect for conformance of the design
concept and information given in the Contract Documents. The work shall be
in accordance with the Drawings and Specifications.

(b) Where specified or required, the Contractor shall submit samples to the
Architect together with specification material, affidavits and other
documentation as may be required by the Architect. It is the Contractors
specific responsibility to ascertain that the samples submitted have been

checked and approved by him. The cost of the samples together with the
transportation, delivery and any other costs shall be borne by the Contractor.

(c) Where samples are specifically required to be submitted for approval, no work
involving the samples / materials shall proceed until written approval has been
obtained from the Architect.

8. CLEANING

8.1. DEMOBILIZATION AND CLEAN-UP The Contractor shall be responsible for


the general cleaning and demobilization of all tools, surplus materials and equipment
used in the execution of the work. As part of the demobilization cost, the Contractor
shall furnish the UPOU the required as-built drawings as indicated n the General
Conditions.

B. SITEWORK
1. CLEARING, DISMANTLING AND DEMOLITION

1.1. GENERAL

(a) Scope This section includes all labor, materials, equipment, plant and other
facilities required to complete the demolition, dismantling and removal of
existing structures and facilities as shown in Contract Documents, which may
not be of use or which may affect the proper performance of the work.

(b) Protection

(b.1) Barricades: Furnish and install any necessary barricades to protect the
public or workmen during demolition and dismantling of each structure
or part thereof. Barricades to keep the public out of demolition areas
shall be left in place until removed by the Contractor after they are no
longer required for protection.

(b.2) Warning Signs: Provide necessary warning signs or lights.

1.2. EXECUTION

(a) Demolition and Dismantling

(a.1) Care should be taken to protect and maintain all materials and other
existing parts such as walls and utilities like conduits, drains, sewers,
pipes and wires that are to remain in place. Any damage done in the
performance of the work shall be replaced and corrected at the expense of
the Contractor.

(a.2) Execute demolition and dismantling works in an orderly manner with due
consideration to neighbors and public.

(a.3) All usable materials taken from the demolition shall be stacked on the
site or wherever designated by the Project Architect or the UPOUs
Representative and are to remain as property of the UPOU, unless
otherwise specified as to be re-installed.

(b) Clean-Up

(b.1) Remove from the project site all rubbish and debris found thereon and all
materials and debris resulting from dismantling and demolition.

(b.2) Leave site in safe and clean condition.

2. SITE PREPARATION
2.1. GENERAL

(a) Scope This section includes labor, materials, equipment, plant and other
facilities and the satisfactory performance of all work necessary to complete
dismantling, clearing, stripping and all other site preparation work as indicated
on drawings and this specification.

(b) Protection

(b.1) Workmen: Provide adequate measures to protect workmen and public in


the site.
(b.2) Surrounding Area: Protect existing buildings and other structures such as
ceilings, rooms and hallways, which are indicated to remain, from
damage and repair damage caused by this work at no additional cost to
the UPOU.
(b.3) Utility Lines: Existing utility lines indicated or locations of which are
made known to the Contractor prior to execution of works, and that
which are indicated to be retained, as well as utility lines constructed
during operations, shall be protected from damage during execution of
the work, and if damaged, shall be repaired at no extra cost. Site survey
shall be conducted by the Contractor to acquaint with existing utility
lines. Proper measures shall be taken and immediate information
forwarded to the Architect when utility lines are encountered within the
area of operation.
(b.4) Survey and Grades The drawings indicate layout of existing building
components. Contractor shall be responsible for verifying the actual and
the proposed settings in complete conformity with the drawings.

C. MASONRY

1. MORTAR

1.1. GENERAL

(a) Scope This section includes all labor, materials, equipment, plant and other
facilities and the satisfactory performance of all work necessary to complete all
cement and masonry work shown on the drawings and specified herein.

(b) Handling and Storage of Materials Handle and store materials in a manner to
avoid damage, breakage or intrusion of foreign materials. Store cement and
prepared mortars in watertight sheds with elevated floors

1.2. PRODUCTS

(a) Materials

(a.1) Portland Cement: ASTM C140-57, Type I.


(a.2) Sand : ASTM C24-27
(a.3) Water shall be clean and free from deleterious substances.
(a.4) Coarse Aggregate: For masonry grout, conform to ASTM Specifications
C 22.
(b) Mortar and Grout Mixing

(b.1) Mortar: Shall be mixed in the proportions of one part Portland Cement.
Mortar materials shall be measured by volumetric proportioning in
approved containers that will insure that the specified proportions of
materials will be controlled and accurately maintained during the
progress of the work. Measuring materials with shovels will not be
permitted. Unless specified otherwise, mortar shall be mixed in such a
manner that materials will be distributed uniformly throughout the mass.
A sufficient amount of water shall be added gradually and the mass
further mixed, not less than 2 minutes, until a mortar of the plasticity
necessary for the purposes intended is obtained. Mortar boxes, pans and
mixer drums shall be kept clean and free from debris or died mortar. The
mortar shall be used before the initial setting of the cement has taken
place; retempering of mortar in which cement has started to set will not
be permitted.
(b.2) Grout: Grout shall consist of a mixture of Portland Cement and
aggregate as specified hereinafter. Water shall be added in sufficient
quantity to produce a fluid mixture. Fine grout shall be provided in grout
spaces less than 40 mm. In any horizontal dimensions and clearance
between reinforcement and masonry is not less than 19 mm.
(i) Fine grout shall be mixed in proportions of one part Portland
cement. 2 parts sand.
(ii) Coarse grout shall be mixed in proportions of one part Portland
cement, 2 parts sand and 2 parts pea gravel passing a 9.4 mm (2/8)
sieve.
1.3. EXECUTION

(a) Preparation Examine the substrates, adjoining construction and the conditions
under the work is to be installed. Do not proceed with the work until
satisfactory conditions have been corrected.

Verify dimensions before proceeding with the work. Obtain field


measurements for work required to be accurately fitted to other construction.
Be responsible for the accuracy of such measurements and precise fittings and
assembly of finished work.

(b) Cleaning and Protection Protect the mortar from damage. Remove from the
site and legally dispose of at the end of each day, all debris resulting from the
work of this section.

2. UNIT MASONRY

2.1. GENERAL

(a) Scope This section includes all materials, labor, equipment and the
satisfactory performance of all operations necessary for the completion of
concrete masonry units works as indicated in drawings and the specifications
mentioned herein.

(b) Protection (Handling and Storage) Concrete masonry unit shall be handled
with care to prevent undue chipping and breakage. Protect storage piles, stacks
or bins from traffic and operations. Provide platforms to protect bottom piles
from contact with soil and exposure to the weather. Cement shall be stored off
the ground under watertight cover and away from sweating walls and other
damp surfaces until ready for use. Damaged or deteriorated materials shall be
removed from the premises.

2.2. PRODUCTS

(a) Materials

(a.1) Concrete Hollow Blocks 100 mm 200 mm 300 mm and 150 mm


200 mm 300 mm.
(a.2) Mortar 1 part Portland Cement, 2 parts sand.
(a.3) Wire Ties 15 gauge looped at both ends.
(a.4) Bars and Rods ASTM Standards for Masonry Reinforcement and
minimum diameter of 10 millimeters (2/8 inch). Splices shall be formed
by lapping bars and wire tying them. Splices in adjacent horizontal bars
shall be staggered. Reinforcement for lintel and bond bearing when not
indicated shall not be less than two of 12 mm diameter bars.
2.3. EXECUTION

(a) Erection Lay all masonry units plumb, true to line, level and with accurately
spaced courses. Bond shall be kept plumb throughout. Corners and reveals
shall be plumb and true. Built-in anchors, wall plugs, and accessories to
masonry as erection progresses. Each course shall be solidly bedded in Portland
Cement mortar. All must be damp when laid. Units terminating against beam
or slab soffits shall be wedged tight with mortar and reinforcement properly
secured to dowels.

Reinforcement shall be as shown in drawings.

(b) Unfinished Work Unfinished work shall be stepped back for joining with new
works. Before new work is started all loose mortar shall be removed and the
exposed joint thoroughly wetted not less than one hour before laying new work.

(c) Plastering Grout wall to be plastered and generously and let dry. Apply
scratch coat. Final plaster finish shall be 1 part Portland Cement and 2 parts
sand. Plaster shall conceal all joints and even-out wall surface to a uniform
smooth finish using Manila paper or rubber sponge.

(d) Cleaning Wash finish wall with a solution of 10 percent by volume of


muriatic acid applied with stiff fiber brushes. Rinse surfaces with clean water.

D. METAL WORKS

1. GENERAL

1.1. Scope This section includes all materials, labor, equipment, tools and the
performance of all operations necessary to complete furnishing and installation of
steel trusses and accessories as indicated on drawings and specifications.

2. PRODUCTS

2.1. All structural steel shapes shall be ASTM A-25 structural steel unless otherwise
indicated. Bolts, nuts and washers shall conform to ASTM A207, grade A. Screws
and expansion bolts shall be of a commercial grade, as approved by Engineer, and of
the sizes and type indicated.

2.2. Electrodes shall conform to E50XX or E70XX.

2.3. Accessories, incidentals, fastenings and anchorages, such miscellaneous items not
specifically mentioned herein or in other sections but are required to complete the
work, and for which there are no detail drawings, shall be provided and installed in
accordance with best standard practice of trades. Items that are shown
diagrammatically shall be fabricated to the Contractors shop details, as approved by
the Engineer.

2.4. Grouting mortar shall be non-shrinking type of grouting mortar. The mortar shall be
a mixture of one bag of Portland Cement, 2 cubic feet of well graded fine aggregate,
one teaspoon of aluminum powder, and enough water to provide a maximum water
cement ratio of 0.40 by weight. An approved commercial grouting mortar
containing a metallic chemical oxidizing agent may be used in lieu of the foregoing.
The approved product shall be delivered to the site of the work in original scaled
containers bearing the trade name of the manufacturer.

2.5. High strength bolts and high strength bearing bolts, nuts and washers shall comply
with the provisions of ASTM A224 & AISC Specification for Assembly of
Structural Joints Using High Strength Bolts. For anchor bolts, use A243 Grade BC.

2.6. For prime paint, use two (2) coats epoxy primer (gray).

2.7. Provide miscellaneous materials or accessories as indicated on Drawings or required


for good construction practice.

3. EXECUTION

3.1. The work shall be well formed to the shape and size shown and assembled as
detailed. Steel members shall be fabricated and assembled in the shop to the greatest
extent as possible.

3.2. Shearing and punching shall produce clean, pure lines and surfaces with burrs
removed. Connection shall be welded or bolted as indicated. Unless otherwise
shown, screws in exposed work shall be countersunk. Joints, which are to be
exposed to the weather shall be weathertight. Nuts shall be drawn up tight.

3.3. Holes shall be cut, drilled or punched at right angles to the surface of the metal and
shall not be made to enlarge by burning.

3.4. Welding shall be in accordance with the standard code of Arc and Gas Welding in
Building Construction of the American Welding Society. All welding work shall be
performed by qualified operators only.

3.5. Introduce bracings and supports to take care of all the loads to which the structure
may be subjected. Provide steel edges or shims as support to base plates and large
bearing plates until the supported members have been plumbed. Surface to receive
grouting mortar shall be cleaned and moistened thoroughly immediately before
placing the mortar.

3.6. Immediately after the supported members have been plumbed, the entire bearing area
at base plates and bearing plates shall be grouted solid with non-shrink cement grout.

3.7. The use of a gas cutting torch for any purpose shall only be done upon express
approval of the Engineer.

4. MISCELLANEOUS METALS

4.1. GENERAL

(a) Scope

(a.1) Furnish materials and equipment and perform all work necessary to
complete all miscellaneous metal work as shown and as hereinafter
specified.

(a.2) The work includes but is not necessarily limited to steel supports, frames
and anchors.

(b) Codes Confirm to the applicable standard of the following:

(b.1) American Society for Testing and Material (ASTM)

(b.2) The American Welding Society (AWS)

(b.3) American Iron and Steel Institute (AISI)

(c) Submittal

(c.1) Shop drawings: Submit detailed shop drawings for approval prior to
ordering materials or fabrication. Show complete information concerning
fabrication, installation, insert location, joints details, fastening and other
information requested by the Architect. Shop drawings shall be
submitted in accordance with the requirement of the General Conditions.
Minor variation in details for the purpose of improving fabrication and
installation procedures, but not affecting design concept or structural
stability will be given consideration is submitted.

(d) Measurement and Coordination Obtain measurements for all work required to
be accurately fitted at the job and not from drawings. The Contractor will be
responsible for the accuracy of such measurements and the precise fitting and
assembly of the finish product. Coordinate the work with that all other trades to
prevent interference. Verify conditions at the job before fabrication.

4.2. PRODUCTS

(a) Materials Unless otherwise specified, all gauges indicated herein and own on
the drawings are US standard.

(a.1) Structural Steel: Standard Structural Steel Shapes, ASTM A 7.

(a.2) Mild Steel Plates: ASTM A 282.

(a.3) Steel Shapes: ASTM A 25.

(a.4) Steel Tubing: ASTM A 400 or A 401.

(a.5) Plain Steel Pipe: ASTM A 42. Welded and seamless, galvanized or
uncoated as hereinafter specified. Weight as shown or specified.

(a.6) Plain Steel Bars: cold finished, carbon steel, ASTM A 108; hot rolled,
ASTM A 197, merchant quality optional grade.

(a.7) Welding Electrodes: Conform welding electrodes for manual shielded


metal arc welding to E5012 series of ASTM Specification A4.1 and
A%.4. V. Bolts: Conform bolts to the Specification for low carbon steel
externally and internally threaded Standard Fasteners, ASTM A207.
Type, shape, size, threading and corresponding nut accessories as
required.

(a.8) Paint:

(i) Metal Primer: use primers as specified in on PAINTING for shop


coat.

(ii) Bituminous Paint: BITUMASTIC 40 (Koppers Co.) or approved


equal.

(a.9) Fastening: Commercial type except where types are shown or required.
Fastening for all exterior shall be non-ferrous, unless otherwise shown.
Fastening where exposed, shall match fastened metal.

(a.10) Miscellaneous: miscellaneous materials or accessories not listed above


shall be provided as hereinafter the various items of work and/or
indicated on the drawings, or in accordance with manufactures
specifications

4.3. EXECUTION

(a) Fabrication

(a.1) Shop Assembly: in so far as practicable, fitting and assembly of the work
shall be done in the shop. Work that cannot be permanently shop
assembled shall be completely assembled and disassembled before the
shipment to ensure proper assembly in the field. Nameplates shall not
appear on the face surface.

(a.2) Joints: all exposed work shall be carefully matched to produce continuity
of line and design. All joints in exposed metal work, unless otherwise

shown or specified, shall be accurately fitted and rigidly secured with
hairline contracts.

(a.3) Fastening: Except where otherwise shown, specified or directed, the


method of assembly and joining shall be the Contractors option provided
the result are satisfactory. The manufacturers proven methods that will
produce the required standards of workmanship shall be used subject to
approval.

(a.4) Fabricate and fasten metal work so that the work will not be distorted nor
the fasteners overstressed from the expansion and contraction of the
metal.

(a.5) Welding: all welding shall be in accordance with appropriate


recommendations of the American Welding Society and shall be done
with electrodes and/or by methods recommended by the manufacturer of
the alloys being welded, Type, size and spacing of welds shall be as
shown on approved shop drawings. All welds behind finished surfaces
shall be so done as to minimize distortion and/or discoloration on the
finished side. All weld spatter and welding oxides shall be removed by
descaling and/or grinding.

Unless otherwise shown or specified, all welds beads on exposed surfaces


shall be ground and or polished to match and blend with finish on
adjacent metal.

Grinding and polishing of stainless steel shall be done only with clean
wheels and compounds free from iron compounds.

(a.6) Soldering: All soldering and/or bracing shall be in accordance with the
recommendation of the manufacturers of the parent metal involved.
Soldering shall be employed only for the filling or sealing of joints and
shall not be relied upon mechanical strength. Immediately after
soldering, all fluxes shall be removed and washing with a strong
neutralizing solution, followed by clear water rinse and drying.

(a.7) Cleaning: Metal surfaces, after being ground and/or polished or where
subjected to serve forming operations, shall be cleaned of all extraneous
material, thoroughly rinsed with clear water and dried. All lubricants
used in the fabrication shall be removed before the work leaves a shop.

(b) Workmanship

(b.1) All items shall be of the materials, design, shape, sizes and thickness
sown or called for on the drawings and herein specified. Methods of
fabrication, assembly, and erection, however, unless otherwise
specifically stated, shall be of first craftsmanship and at the discretion of
the Contractors, whose responsibility shall be to guarantee satisfactory
performance as herein specified.

(b.2) Cut, shear and punch to produce clean, true lines and surfaces with burrs
removed.

(b.3) Fasteners: All fastening shall be concealed wherever practicable. Use
countersunk screw in recessed work where possible. Where exposed in
finished surface, fastening shall be finished to match adjacent metal.

(b.4) Protection against galvanic action shall be provided wherever dissimilar


metals are in contact except in the case of relatively small areas of
stainless steel. This protection shall be provided by one of the following
methods:

(i) Painting the contact surfaces with a heavy brush coat of bituminous
paint.

(ii) Separating the contact surfaces by use of perforated tape.

(b.5) All metals, except stainless steel, which will be in contact with concrete,
mortar, plaster or other masonry shall have the contact surfaces
completely painted with a heavy coat bituminous paint.

(b.6) All metal work to be exposed shall be adequately protected during all
phases of the work to prevent damage by scratches, stains, discoloration
or other causes. Damage to metal surfaces caused by Contractors, his
agents or employees during fabrication, handling, shipment or erection
shall be replaced by the Contractor at his own expense.

(c) Bolts

(c.1) Tighten all bolts to a bolt tension not less than the proof load given I the
applicable ASTM specifications for the type of bolt used.

(c.2) Do tightening with properly calibrated wrenches or by the turn-of-nut


method.

(d) Painting and Finishing

Shop Painting: item of carbon steel whether exposed or concealed in the


finished work, unless otherwise specified, shall be degreased, thoroughly
cleaned of all loose scale, filling dirt and other objectionable material and
painted one coat of metal primer.

(e) Protection

Protection all finished work until turnover to the UPOU.

E. DOORS & WINDOWS

1. ALUMINUM DOORS, WINDOWS AND FRAMES

1.1. GENERAL

(a) Scope

(a.1) This section includes all materials, labor, equipment and performance of
all operations necessary to furnish and install all aluminum doors,

windows and frames of the project as indicated on drawings and
specifications herein.

(a.2) All related works needed to have this work completed shall also form
part of this section.

(b) Submittals

(b.1) Shop Drawings: Shop drawings shall be submitted for approval. No


door and window shall be installed prior to the approval of shop
drawings. Shop drawings shall indicate elevations of each window type,
thickness and gauges of metal, fastenings, method of glazing and other
details as requested by the Architect.

(b.2) Samples: Submit sample corner section hinges, tracks, handles and all
other accessories to the Architect for approval. No window shall be
delivered before samples have been approved.

(c) Protection

(c.1) Use care in handling materials during transportation and at the job site.

(c.2) Store doors and windows upright on wood platform in a dry location and
under cover.

(c.3) Protect from damage during subsequent construction activities after


installation.

1.2. PRODUCTS

(a) Materials

(a.1) Aluminum: Shall be of extruded aluminum. All aluminum sections shall


be 5050-T4 alloy and all castings shall be S32 alloy. All aluminum shall
be fabricated of a brand approved by the Architect. This specification
shall also be for the aluminum encasement for the deformed bar
grillwork.

(a.2) Hardware: All aluminum doors shall be fitted with appropriate


hardwares including key lock, push and pull plate handle and top and
flush bolts, etc.

(a.3) Finish: All aluminum doors, windows and frames shall be fabricated of
quality material in powder coated finish with size, design and location
required, complete with framing members, glazing, hardwares and
accessories. Thickness shall not be less than 33 mm. Provide standard
clearance of 1/5 (1.49mm) at hinge stiles and 1/8(2mm) at lock
thresholds.

(a.4) Fasteners shall be of hard aluminum of stainless steel 203.

(a.5) Weather stripping shall be of standard type, neoprene or rubber gasket


silicon treated, or as recommended by the manufacturer and shall be
easily replaced without special tools.

1.3. EXECUTION

(a) Workmanship All joints in the frames shall be accurately milled to hair line
crack, securely reinforced, weathered and joined by means of concealed
fastenings whenever possible.

(b) Installation

(b.1) Door stiles and rails shall be tie-bolted with appropriate bolts, nuts and
lockwashers. The tie bolts shall be concealed with the head and sill of
the door. The doors shall be completely reinforced at the tie bolts with
interlocking channel chips.
(b.2) All doors and windows shall be set level and plumb without twisting or
forcing during installation. All aluminum coming in contact with
dissimilar metals and materials shall be protected by the application of
asphalt joint. The exterior joints between frames and surrounding
masonry are to be jointed with approved secosmastic sealing compound
applied in accordance with Manufacturers recommendation.
(b.3) Install aluminum doors and windows in strict compliance with the
manufacturers instruction.

(b.4) Powder coating shall be applied in accordance to powder coating system


standard procedures.

(c) Cleaning Windows and frames shall be cleaned with soap and water using a
stiff fiber brush and rinsed thoroughly with water. When the frames have been
discolored, the Contractor shall be responsible to return the frames to its
original finish in accordance with the Manufacturers recommendation at his
own cost.

1.4. WARRANTY Special written warranty for each material specified herein shall be
admitted by the Manufacturer / Contractor without reducing or otherwise limiting
any other rights to correction which UPOU may have under the Contract documents.
Failures are defined to include faulty workmanship or faulty materials.

2. GLASS AND GLAZING

2.1. GENERAL

(a) Scope This section includes all materials, labor, equipment and performance
of all operations necessary to complete all glass and glazing works as indicated
on drawings and specifications herein.

(b) Submittals

(b.1) Samples: Submit samples to Architect for approval of all glass types.
Match these samples with the delivered materials prior to installation.
(b.2) Certificates: Submit manufacturers specification and recommendations
for glazing conditions specified herein. Submit certificates of
compliance, certifying conformance with requirements of this
specification.
(c) Protection and Storage

(c.1) All glass shall be carefully, packed for transportation, exercising
reasonable precaution to insure avoidance of damage during transit. Use
care in unloading, unpacking and storage on arrival at job site to avoid
damage.
(c.2) Deliver all glazing accessory materials in manufacturers original
unopened containers, clearly marked as to their contents.
(c.3) Store all materials at the job site in a manner assuring its safety from all
forms of damage. Protect glass from damage, soiling, condensation,
etching, watermarks, breakage, staining, differential aging, abrasion,
scratches, impact, etc during construction and until final acceptance of
contract work. Follow manufacturers instructions rigidly.
2.2. PRODUCTS

(a) Materials

(a.1) Glass shall be 10 mm thk. Tempered or as specified in the drawings. All


glass and glazing materials shall be delivered at jobsite with labels
affixed indicating quality, make, type and thickness. Each glass in glazed
position shall resist a design pressure of 233 kilograms per square meter.
(b) Glazing: Glazing materials for glass installation may be:

(b.1) Bulk compounds such as:


(i) Mastics elastic compounds and non-skinning compound of good
grade and approved quality.
(ii) Putties wood sash putty, metal sash putty.
(iii) Sealants one component, two components.
(b.2) Preformed sealants such as:
(i) Synthetic polymer-based sealants: resilient on non resilient type.
(ii) Preformed gaskets: compression type, structural type.
2.3. EXECUTION

(a) Glazing

(a.1) Prevent glass from all contact with metal or any hard or sharp materials
to prevent edge clips, cracks and other defects by use of resilient shims
placed at quarter points. Utilize safety such as laminating the glass when
necessary.
(a.2) Employ only skilled mechanics.
(a.3) Use resilient sealants.
(a.4) Bed back putty, secure in place and face putty all glass.
(i) Apply putty uniformly in straight lines with accurately formed levels
and clean-cut corners.
(ii) Apply a thin layer of putty to rebate.
(iii) Set by pressing until an even bed is secured.
(iv) Place doring wire or angle glazing clips and runface putty.

(v) Remove excess putty from other side flush with edge of rebate. Use
stops in sizes permitting a good grip on the glass. Secure stops on
doors with screws.
(a.5) Use stops in sizes permitting a good grip on the glass. Secure stops on

(a.6) Install glass only in openings that are rigid, plumb and square.
(a.7) Install glass only after rebates have been primes and dried.
(a.8) Set opaque, ground, frosted and other glass with smooth surface outside.
(a.9) Set glass in hollow metal doors and in metal frames of interior partition
of felt insets of bed-in putty to prevent any rattle.
(a.10) Allow sufficient clearance at edges of glass to compensate for its
expansion or for some settlement of the building. Clearance should be 5
millimeters from edge to frame and 2 millimeters for face or as per
manufacturers recommendation.
(a.11) Set all glass before final painting.
(a.12) Removal of putty or glazing compound smears from glass shall be
performed by the glazing contractor during the materials normal work
life. Failure to do so may result in damage to the glass.
(b) Replacement and Cleaning During the course of construction, the glass shall
be cleaned frequently as per manufacturers recommendation. Do not use harsh
abrasive cleaners or cleaning equipment nor alkaline materials. Rinse
immediately with clean water and promptly remove the excess water with clean
squeegee or a cellulose sponge to prevent water spots. Upon completion of the
work, all glass surfaces shall be thoroughly cleaned on both sides, and all labels,
paint spots, compounds and other defacements shall be removed. All glass shall
be cleaned of any extraneous materials and methods recommended by the glass
manufacturer before final acceptance and occupancy. Cracked, broken and
imperfect glass shall be replaced at no additional cost.

2.4. WARRANTY Special written warranty for each material specified herein shall be
admitted by the Manufacturer / Contractor without reducing or otherwise limiting
any other rights to correction which UPOU may have under the Contract documents.
Failures are defined to include faulty workmanship or faulty materials.

F. FINISHES
1. CEMENT PLASTER FINISH

1.1. GENERAL

(a) Scope This section includes all materials, labor, equipment and performance
of all operations necessary to complete all plastering works indicated on
drawings and specifications herein.

(b) Submittals

(b.1) Samples: Submit samples of materials for Architects approval. Match


these samples with the delivered material prior to use.

(c) Storage and Protection Manufactured materials shall be delivered in original
unbroken packages, containers or bundles bearing the name of the
manufacturers brand. Cement shall be stored off the ground under watertight
cover and away from leaking walls and damp surfaces until ready for use.
Damage or deteriorated materials shall be removed from the premises.

1.2. PRODUCTS

(a) Materials

(a.1) Portland Cement: Shall conform with ASTM C 140, Type I or PNS 07 of
an approved brand.

(a.2) Sand: Shall be natural and shall be retained between No. 40 and No. 100
sieves.

(b) Mixed and Proportion Except where specified otherwise, materials are
specified on a volume basis and shall be measured in approved containers,
which will insure that the specified proportions will be controlled and
accurately maintained during the progress of work. Measuring materials with
shovels will not be permitted.

(b.1) Proportioning

(i) Portland Cement Plaster Scratch Coat: Mix scratch coat in the
proportion of one part by volume of Portland Cement to not less
than 2-1/2 nor more than 3 parts by volume of damp loose sand.

(ii) Scratch Coat or Ceramic Tile Backing: Mix scratch coat in the
proportion of one part by volume of Portland cement to 3 parts by
volume of damp loose sand.

(iii) Portland Cement Plaster Finish Coat: Mix finish in the proportion
of one part by volume of Portland cement to not more than 2 parts
by volume of damp loose sand. Allow plaster to set up to the extent
that it does not flow ahead or under the trowel. If finish coat has not
yet solidified, then trowel the face lightly to embed the granules. Do
not overtrowel or burnish the surface.

(b.2) Mixing Mix materials in approved mechanical mixes of the type in


which the quantity of water can be controlled accurately and uniformly
except that finish coats containing lime may be hand-mixed. While the
mixer is in continuous operation, add approximately 90 percent of the
estimated quantity of water, half of the sand, all of the sand shall be
introduced into the mixer in that sequence and mixed thoroughly with the
remainder of the water until the mixture is uniform in color and
consistency. Avoid excessive mixing and agitation. Discard plaster
which has begun to set before it is used; retempering will not be
permitted. Do not use caked or lumped materials. Mixed ready-mixed
plaster in accordance with the manufacturers printed instructions.

1.3. EXECUTION

(a) Preparation After removal of formworks, reinforce concrete surfaces shall be


roughened to improve adhesion of cement plaster. Surfaces to receive plaster

shall be clean and free from structural defects and shall be thoroughly damped
prior to application of plaster.

(b) Application

(b.1) Scratch coat mortar mix shall be applied with sufficient pressure starting
from the lower portion of the surface to fill the grooved and to prevent air
pockets in the reinforced concrete/masonry work and avoid mortar mix
drooping. The scratch coat shall be lightly broomed or scratch before
surface had properly set and allowed to cure. Scratch coat shall be
applied, not less than 9 mm thick and allowed to dry slowly, then this
finish coat shall be applied to a thickness of not less than 2 mm.

(b.2) Finish coat shall not be applied until corrective measures had been done
by the Contractor on surfaces that are defective. Just before the
application of the finish coat, the scratch coat surface shall be evenly
moistened with potable water. Finish coat shall be floated first to a true
and even surface, then troweled in a manner that will force the mixture to
penetrate into the scratch coat. Surfaces applied with finish coat shall
then be smooth with paper in a circular motion to remove trowel marks,
checks and blemishes. All cement plaster finish shall be 12 mm thick
minimum on vertical concrete and/or masonry walls.

(b.3) Plaster work shall be formed carefully around angles and contours and
well up to screeds. There shall be no visible junction marks where one
days work adjoins another.

(b.4) Shave-off excess plaster with a straight-edge rule to smoothen surface


and brush-finish. The plaster shall be cured with 3 applications of fog
spray. The first spray shall be applied 12 hours after the finishing coat is
completed, and three subsequent spraying shall be applied to 12-hour
interval thereafter.

(c) Workmanship Plaster work shall be finished level, plumb, square and true,
within a tolerance of 2 mm in 2 meters without waves, blisters, pits,
discoloration, projection or other imperfections.

(d) Patching Upon completion of the work and when directed, all loose, cracked,
damaged or defective plastering shall be cut and replastering abuts or adjoins
any other finished works shall be done in a neat and workmanlike manner.

(e) Cleaning After completion of plastering work, surplus materials, debris and
plaster dumps and stains on floors, windows and other surfaces shall be
removed and cleaned to the satisfaction and approval of UPOU.

2. CEILING METAL FRAMING

2.1. GENERAL

(a) Scope Furnish all materials, equipment, appliances and labor necessary to
complete all metal furring.

(b) Delivery and Storage of Materials Deliver all manufactured materials in the
original packages, containers, and bundles bearing the name of the
manufacturer and the brand.

2.2. PRODUCTS

(a) Materials

(a.1) Ceiling Suspension System: galvanized steel 0.5 millimeters thick, 19


millimeters deep by 40 millimeters wide metal framing.

(a.2) Hangers and other fastening: hangers for the support of ceiling runners
shall be hot dipped galvanized steel or soil steel straps, same as metal
framing unless otherwise specified.

2.3. EXECUTION

(a) Hangers: space not more than 1200 millimeters on center unless otherwise
shown or as specified in the drawings. Provide sufficient hangers for runners
on each side of light fixtures.

(b) Ceiling Metal Framing: space not over 500 millimeters on center.

(c) Installation:

(c.1) Fix and align accurately all metal framings.

(c.2) Fasten hanger to the framing by the use of blind rivets.

(c.3) Leave ready to receive the ceiling boards.

3. PAINTING

3.1. GENERAL

(a) Scope This section includes all materials, labor, equipment and performance
of all operations necessary to complete painting and varnishing work as
indicated on drawings and specifications herein.

(b) Submittals

(b.1) Samples and Color Scheme: Submit each kind of materials to the
Architect for approval 20 days before painting works. Match these
samples with the delivered materials prior to use. Reject said materials if
found inferior with respect to approved samples.

(b.2) Test Panels: Sample panels of selected color or shade shall be prepared
on 20 centimeters 20 centimeters (1 1) plywood panels for approval
of the Architect.

(b.3) Certificate: Submit to the Architect and/or UPOU the manufacturers


certificate of origin, quality of paints including quantity purchased and
instructions, if any.

(c) Delivery and Storage Deliver at job site in original containers with label
containing manufacturers name, color of paint and manufacturers instructions,
if any, intact and seals unbroken. Storage of paints and paint materials at the
site shall be restricted to locations designated by the Engineer and such place
shall be kept neat and clean at all time. Necessary precaution to avoid fire must
be observed by removing oily rags, waste, etc. at the end of daily work.

(d) Protection Provide all drop cloth and other coverings requisite to protection of
floors, walls, aluminum, glass finishes and other works.

3.2. PRODUCTS

(a) Materials

(a.1) Painting Materials shall conform to requirements of the standard


specifications of the Standardization Committee on Supplies and the
National Institute of Science and Technology. All paint and paint
materials shall be BOYSEN, SINCLAIR, DAVIES, DUTCH BOY, or
any approved equal.

(a.2) Tinting Colors shall be first grade quality, pigment ground in alkyd resin
that disperses and mixes easily with paint to produce the color desired.
Use the same brand of paint and tinting color to effect good paint body.

(a.3) Varnish shall be a homogenous solution of resin, drying oil, drier and
solvent. It shall be extremely durable clear coating, highly resistant to
wear and tear without cracking, peeling, whitening, spotting, etc. with
minimum loss of gloss for a maximum period of time.

(b) Schedule

3.3. EXECUTION

(a) Preparation of Surfaces All surfaces shall be in proper condition to receive the
finish.

(a.1) Woodwork: Surfaces shall be hand-sanded smooth and dusted clean. All
knotholes, pitch pockets or sappy portions shall be sealed with natural
wood filler. Nail holes, cracks or defects shall be carefully puttied after
the first coat, matching the color of paint.

(a.2) Interior Woodwork: Surfaces shall be sandpapered between coats. Dust
off thoroughly afterwards. Areas affected by molds, mildew and fungus
should be treated with a bleaching solution and dried overnight. Cracks,
holes of imperfections in plaster shall be filled with patching compound
and smoothed off to match adjoining surfaces.

(a.3) Concrete/ Masonry Surfaces and Ficemboard: Surfaces must be removed


of all loose grid or mortar, contaminants, dirt, grease, oil, dust and other
deposits. Surfaces shall be coated with concrete neutralizer, apply either
with brush or spray solution of one kilogram of zinc sulfate to four and
one-half liters (1 gallon) of water. Allowed to dry before any painting
primer coat is applied. When surface is dried apply first coating.
Hairline cracks and unevenness shall be patched and sealed with
approved putty or patching compound. After defects are corrected apply
the finish coats as specified on the Plans (color scheme approved).

(a.4) Metal: Metal surfaces shall be clean, dry and free from millscale and
rust. Remove all grease and oil from surfaces. Rusty metal exposed to
weathering for some time must be sanded, wire brushed or scraped.
Wash unprimed galvanized metal with etching solution and allow it to
dry. Metal must be completely dry before application of applicable
primer.

In addition, the Contractor shall undertake the following:

Voids, cracks, nick etc. will be repaired with proper patching


material and finished flushed with surrounding surfaces.

Marred or damaged shop coats on metal shall be spot primed with


appropriate metal primer.

Painting and varnishing works shall not commence when it is too


hot or cold.

Allow appropriate ventilation during application and drying period.

All hardware will be fitted and removed or protected prior to


painting and varnishing works.

(b) Application

(b.1) Paints when applied by brush shall become non-fluid, thick enough to lay
down as adequate film of wet paint. Brush marks shall flaw out after
application of paint.

(b.2) Paints made for application by roller must be similar to brushing paint. It
must be non-sticky when thinned to spraying viscosity so that it will
break up easily into droplets.

(b.3) Paint is atomized by high pressure pumping rather than broken up by the
large volume of air mixed with it. This procedure changes the required
properties of paint.

(c) Mixing and Thinning At the time of application, paint shall show no sign of
deterioration. Paint shall be thoroughly stirred, strained and kept at a uniform

consistency during application. Paints of different manufacture shall not be
mixed together. When thinning is necessary, this may be done immediately
prior to application in accordance with the manufacturers directions, but not in
excess of 1 pint of suitable thinner per gallon of the paint

(d) Workmanship All paints shall be evenly applied. Coats shall be of proper
consistency and well brushed out so as to show a minimum of brush marks. All
coats shall be thoroughly dry before the succeeding coat is applied. Where
surfaces are not fully covered or cannot be satisfactorily finished in the number
of coats as may be required shall be applied to attain the desired evenness of
surface without extra cost to the UPOU. Where surface is not in proper
condition to receive the coat, the Engineer shall be notified immediately. Work
on the questioned portion(s) shall not start until clearance be proceed is ordered
by the Engineer. Hardware, lighting fixture and other similar item shall be
removed or protected during the painting, varnishing and related work
operations and re-installed after completion of the work.

(e) Cleaning Protect the work and adjacent work and materials at all times by a
suitable covering or by other methods. Upon completion of work, remove paint
and varnish spots from floors, glass finish hardware, etc. All cloths and cotton
waste, which constitute fire hazards shall be placed in metal containers or
destroyed at the end of daily works. Upon completion of the work, all staging,
scaffolding and paint containers shall be removed. Paint drips, oil, or stains on
adjacent surfaces shall be removed and the entire job left clean and acceptable
to the owner.

(f) Final Inspection Finished surfaces shall be solid, even color and finished
texture, free from drops, runs, lumps, brush marks, discoloration or other
defects. Before final inspection, any work which has become damaged or
discolored shall be touched up or refinished in a satisfactory manner.

4. FIBER CEMENT BOARD

4.1. GENERAL

(a) Scope Furnish materials and equipment, and perform labor require to
complete all fiber cement board finishes and related accessories. See drawings
and details for location, extent and other requirements.

(b) Storage and Protection Protect all materials both in transit and at the jobsite.
Material shall not be delivered unduly long before it is required for proper
conduct of work. Store flat on a smooth level surface. Protect edges and corners
from chipping. Provide and maintain temporary protection of the work as
required to safeguard completed work during the progress of construction.

4.2. PRODUCTS

(a) Materials

(a.1) Fiber cement board shall be a cellulose fiber reinforced cement building
sheet with one smooth face. It shall be manufactured as per ISO-DIS
8225. HARDIFLEX, FICEM, or TEKTITE brand. Thickness, design and
pattern as per Architects selection and detail.

(a.2) Framing: non-corrosive metal framing spaced as per manufacturers
recommendation with Architects approval.

(a.3) Fasteners: wood screw, common wire nails or blind rivet as per
manufacturers recommendation.

(a.4) Adhesives to conceal joints and fasteners: tape and joint compound and
putty as per manufacturers recommendation.

(a.5) Finish: Painting.

(b) Quality Fiber cement board shall be durable, asbestos free, resistant to
weather, fire, rust, water and termite, warp and rot free and efficient thermal
insulation.

(c) Composition Portland cement, refined sand and specially treated cellulose
fibers.

4.3. EXECUTION

(a) All works shall be done in accordance with the generally accepted standard
installation procedures as recommended by the manufacturer.

(b) Use score and snap method, or nail and punch method to cut the boards to
shape.

(c) Use 30 grit sand paper to file the edges to a smooth finish.

(d) Fasteners:

(d.1) On wood: galvanized flat head nails

(d.2) On steel: screw or liquid nails for 3.4 millimeter thick; countersunk
screws for 5.0 millimeters thick.

(d.3) In nailing, allow 12 millimeters distance from the edge, 40 millimeters


from the corners. Fasten along the edge of the board at 200 millimeters
on centers and at 200 millimeters on centers at the inner portions.

(e) Joints: Exposed with 2 millimeters gaps, concealed or butt joints

(f) Finishing: Water based paint: Apply 1-coat permacoat latex, 1-coat acrytex
cast, 2-coats permacoat semigloss latex topcoat.
