IP Address. If NE IP is
10.12.13.52 then Node ID
is 012013052.
3. ICC # Unique across all NE
eg. VDFWB for all NE
4. VLAN Mode # 802.1Q for
single tag data & 802.1ad
for double VLAN tag.
