1. INTRODUCTION
These additional technical requirements are developed by Phillips Petroleum Company Norway.
The purpose of this document is to clarify material, fabrication and surface treatment requirements related to
the procurement of equipment, skids etc.
1.2 Responsibility
The Section Leader Material & Corrosion is responsible for this document and for ensuring that it is updated
or revoked when required by organizational or operational conditions.

This document is distributed in accordance with the distribution list. Those persons specified on the
distribution list are responsible for inserting revised pages when received and for removing obsolete. In
addition they are responsible for informing Information Logistics, lost manuals, changes in address and for

Document Center for registering and filing.

2. TECHNICAL REQUIREMENTS
2.1 Scope
In some cases Norsok standards do not fully cover material, fabrication and surface treatment/ insulation
requirements for procurement packages. This TCD2 document provides a set of standard requirements for
procurement packages, in order to secure an acceptable quality level of the delivered product and to achieve
standardization. The engineering design (or EPCI(C)) contractor shall provide further tailor-made
requirements for the specific packages.
The Contractors Material Technology Discipline shall prepare input to procurement package specifications
where all relevant NORSOK and TCD2 specifications are made applicable, and additional requirements not
specifically covered by these specifications are presented.
The Contractor shall prepare a matrix showing which Material Technology Discipline engineer is responsible
for the different procurement packages.
Parts lists (incl. material specifications) for all equipments shall be reviewed and accepted by Contractors

metallurgical personnel before start of manufacturing. The same applies to welding procedures for load
carrying structures and pressure retaining components.
The suppliers are encouraged to propose alternative solutions where the cost savings are identified and
quantified and/or where the safety levels are increased.
a) Materials
All materials in pressure containing and load carrying components shall meet the requirements in the
applicable NORSOK MDSs. For components not referred to in the NORSOK MDS the vendor shall
prepare his own MDS or refer to NORSOK MDS with the same material grade (e.g the NORSOK piping
MDS for castings can be applied for a pump casting).
No components in procurement packages shall be manufactured from stainless steel with less corrosion
resistance than 316SS. Materials such as 304SS and 321SS are not acceptable for use.
COMPANY has experienced poor performance with NiAl Bronze in seawater pump applications, and this
material shall therefore not be used in any seawater/firewater pump components. Sea water/firewater lift
pumps shall be of Stainless steel 25Cr duplex. Anodes for cathodic protection of column pipes (not
applicable for non-metallic column pipes) shall be designed for a minimum of 5 years lifetime.

316SS materials shall not be employed for maximum operating temperatures exceeding 60 C.
Structural- and piping bolts >10mm shall be hot dip galvanized according to ISO 1461. Bolts with
diameter < 10mm shall be 316SS.
Instrument materials shall comply with the requirements of NORSOK I-001 sect. 4.5.
Instrument housings and enclosures shall be of GRP or 316SS. Aluminum may be acceptable if the
quality is seawater resistant and it is electrically isolated from other metallic materials.
External HVAC ducting, cable trays, sheet metal jacketing and drip trays shall be in 316(L)SS or GRP.
Hot dip galvanized carbon steel may be used inside living quarters.
Junction boxes and cabinets shall be of GRP or 316SS. Aluminum may be acceptable if the quality is
copper free seawater resistant and it is electrically isolated from other metallic materials.
The vendor shall detail NDE requirements (including extent of inspection) based on the requirements of
the applicable design code and the criticality of the actual component/system/material. All pressure
containing castings shall be 100% non-destructive examined on all accessible surfaces.
Samples for material testing shall be cut from the products themselves and shall follow the product(s)
they represent through all heat treatments and any other manufacturing steps having influence on the
mechanical and/or corrosion properties.

The maximum allowed temperature for 25Cr duplex SS in chlorinated seawater service is 25 C. Higher
temperatures may be acceptable in combination with cathodic protection (RCP).
All product forms (not only piping products but also pressure vessels, pumps, etc.) made from duplex
SS (22Cr and 25Cr) and 6Mo materials shall meet all requirements concerning impact testing /
microstructure examinations / corrosion tests / chemical composition, etc. as outlined in the NORSOK

piping MDS.
Manufacturers of special materials (22Cr- and 25Cr duplex SS, 6Mo, etc.) for critical applications (1)
shall be qualified according to Norsok standard M-650. The vendor shall present a plan for verification of
the quality when procuring from stockists (e.g mechanical testing of sacrificial products, PMI, etc.).
All heat exchangers with direct seawater cooling shall be made from titanium (all seawater wetted parts).
Seawater return lines downstream heat exchangers shall be titanium or GRP (even if the max. operating
o
temperature is below 25 C). Stainless steel with sacrificial anodes (RCP) may in some cases be
acceptable. A higher temperature than premised often occurs before the process is balanced after installation.
All load carrying and pressure retaining components shall be supplied with a certificate type 3.1.B
according to EN 10204.
Dished heads for pressure vessels: When heat treatment after forming is required the mechanical and
corrosion properties as for the parent material shall be documented after forming and heat treatment
(including welds). This shall be carried out by cutting test specimens from an overlength of the heads.
Generally, heat treatment shall always be performed after hot forming and when cold deformation
exceeds 5%. Stainless steel dished heads shall be pickled and passivated after heat treatment.
Aluminum components shall be made of corrosion resistant copper fre alloys (resistant to marine
environment).
b) Fabrication
All piping and structural components shall be fabricated according to the NORSOK fabrication specification.
Fabrication of components not specifically covered by NORSOK shall be fabricated according to recognized
fabrication codes/standards (e.g. BS 5500/EN 288/EN287, ASME VIII/ASME IX, etc). The manufacturer
shall define the critical parameters/limitations not covered by the applicable welding code/standard. The
following shall be included as a minimum:
Fabrication of white materials (stainless steel and titanium shall be carried out in segregated areas with
tools specially dedicated and suitable for these materials.
All welding shall be carried out by qualified welders (EN 287 or ASME IX) using qualified welding
procedures (EN 288 or ASME IX).
The following shall apply for welding of duplex SS (22Cr and 25Cr), 6Mo and 316L SS:
The welding procedure qualifications for duplex SS (22Cr and 25Cr) and 6Mo shall include impact
testing, microstructure examination and corrosion testing (the impact test temperature shall be as
specified on the applicable MDS).
100% Positive Material Identification (PMI) shall be performed for all critical (critical applications are
defined in Note (1) above) 22Cr- and 25Cr duplex SS and 6Mo material components, including welds.
10% of the 316SS material components including its welds shall be examined by PMI.
The vendor shall detail NDE requirements (including extent of inspection) based on the requirements of
the design code and the criticality of the actual component/system/material. All welds shall be subject to
100% visual inspection.
100% ultrasonic inspection shall be performed on all welds for lifting pads, lifting lugs, and/or other lifting
equipment/devices.
Overlay welding: 100% liquid penetrant testing shall be performed on any overlay welding in accordance
with ASME V, sect.V, Article 6. No defects are allowed.
Surface preparation and protective coating shall be in accordance with Norsok standard M-501 (to be found
on Internet = http://www.nts.no/norsok/m/) with the following clarifications:
Paints and products containing isocyanates, lead or chromates shall never at any time be used.
Flare towers shall be coated fully in accordance with Norsok coating system 2 (TSA) + high-temperature
sealer.
External surfaces of cranes shall be coated fully in accordance with Norsok coating system 2 (TSA) +
epoxy sealer + topcoat.
All coating systems and procedures for the internals of tanks shall be subject to written acceptance by
PPCoN.
All insulated stainless steel shall be painted as specified in Norsok coating system 6, except that the
immersion grade epoxy phenolic shall be applied up to 170C (not 120C as specified)
With relation to Coating system 9, the immersion grade epoxy phenolic shall be proven to be resistant to
temperatures up to 200C.
Thin film coatings are not acceptable for use. (for example electroplating, thin-film paint systems, cold-
galvanizing, etc.
For all paints and coatings used on all supplied items / equipment the documentation as described in
Attachment C of this document shall be provided as a part of the final documentation
Piping and equipment insulation shall be in accordance with Norsok standard R-004 (to be found on
Internet - http://www.nts.no/norsok/r/).
ATTACHMENT A
Top-coat Colours
Platform components shall receive the topcoat colour as specified below. Colour of paint on passive fire
protection shall be the same as for the area in which it is located. Surface treatment of corrosion resistant
materials is not normally required solely to meet colour requirements.
