Committee on Judicial Responsibility and Disability

PO Box 8058
Portland ME 04104-8058

Dear Committee;

I am submitting, for the second time, a request that the Committee uphold what it is required to
do by Maine Statute, which is to ensure that judges uphold the Judicial Code of Conduct and
make recommendations for sanctions against judges who do not uphold the Code of Conduct.

The Judicial Code of Conduct is very clear about the responsibilities of judges when a judge is
aware that an attorney is in violation of the Maine Bar.

This Committee dismissed my complaint against Judge Moskowitz in October 2009 (Docket No.
27-DC-09) regarding Judge Moskowitzs failure to take action against Attorney Michael
Waxman for Bar Violations, as prescribed in the Judicial Code of Conduct.

This Committees rationale for dismissal of my complaint was that because Judge Moskowitz
didnt believe Mr. Waxman was violating the Bar, Judge Moskowitz was not in violation of the
Judicial Code of Conduct.

I am attaching the recent Bar of Overseers motion to the Maine Supreme Court regarding Mr.
Waxmans multiple and serious Bar violations.

I am asking this Committee to uphold its legal obligations under Maine Statue and recommend
sanctions for Judge Moskowitz, Judge Bradley and Judge Beaudoinall of whom were
presented with, and ignored, overwhelming evidence of Mr. Waxmans serious Bar violations in
his conduct towards me, my attorneys, and others, in representing Mr. Malenko, his client, my
former husband.

Sincerely,

Lori Handrahan, Ph.D.
