1. PROJECT DESCRIPTION

1.1 Introduction

M/s. Ponni Sugars (Erode) Limited operates a sugar mill in Odapalli Village,
Tiruchengode Taluk, Namakkal District in the State of Tamil Nadu. It was initially set
up with a capacity of 1250 TCD (Tonnes Crushed Per Day). It had an unique business
model for the first time in the country to have a coal fired boiler in sugar industry in
place of conventional bagasse fired boiler. It entire bagasse production was released to
the neighbouring paper mill of Seshasayee Papar & Boards Ltd under a mutually
beneficial pricing arrangement. It was thus conceived as an environmental friendly
project and aimed at reducing reliance on forest based raw material for paper production.
Its capacity has been expanded in phase and currently it possesses consent to operate
upto 4750 TCD level.

M/s. Ponni Sugars (Erode) Limited, conceived a Co-generation project on a capital


outlay of Rs. 95 crores in September 2010. Originally it was planned to operate this
facility upto 15 MW, taking benefit of the automatic exemption available for bio-fuel
based cogen projects under letter (Ms) No.8, E&F dt. 13.01.2007 of the Environment &
Forest (EC3) Department. Based on this business model, it obtained the final consent
order of TNPCB vide Order No. 18657 & 22621 dt. 31.07.2012.

The Co-generation plant was successfully commissioned on 17.08.2012 and


synchronized its power evacuation with TNEB Grid. Later in the year 2014, the
company had obtained G.O. Relaxation for usage of 15% coal in the boiler along with
biomass vide G.O. (3D) No.-33 dated 04.03.2014.

Now Ponni sugars (Erode) Limited has proposed to enhance the capacity of its co-
generation power plant from 15.0 MW to 19.0 MW.

1.2 Project Location

The proposed expansion project from 15.0 MW to 19.0 MW Cogeneration Power Plant
is located at Odapalli Village, Tiruchengode Taluk, Namakkal District, Tamilnadu.

The expansion of the project from 15.0 MW to 19.0 MW will be carried out in the
existing facility itself, by doing minor alterations in coal handling plant, turbine & in Air
cooled condenser area.

It is envisaged that Imported Coal for the power plant station would be from Indonesia.
Imported Coal will be transported by ship from Indonesia to Tuticorin port and from
Tuticorin to Mill site by Road.

Connectivity

Railways

The nearest railway station is Cauvery R.S.


The nearest major railway station is Erode which is 7 Km.

Roads

The site is connected by the Erode - Tirunchengode (SH 173). The raw material
needed for the industry can be conveniently transported via this road.

Airways

The nearest airport is at Salem not presently functional around 60 Kms away
from the project site and Coimbatore airport which is functional in around 94
Kms away from the project site.

1.5 Project description with Process Details

Bagasse and coal are burnt in the boiler to produce high pressure steam. The high
pressure steam passes through the turbine and generates required power for the
sugar plant. The exhaust steam from the turbine is used in the processing of sugar.
This mode of utilization of steam for generating power and processing of sugar is
called cogeneration.

The sugar mill is able to generate additional power besides meeting the power and
steam requirement of the sugar mill. The additional power is pumped to the State
Electricity Boards Grid.

1.6 Source of Water/ Energy and Power requirement

The total requirement of raw water will be 264 KLD. This water shall be made
available from treated effluent from sugar mill. This project boasts about power
generation and hence no power is required on commissioning, during
shutdown/maintenance power will be drawn from the nearby TNEB sub station.
1.7 Land Use pattern

M/s. Ponni Sugars (Erode) Limited Co Generation Power Plant was established in
the barren & unused land classified as Unclassified Area by Directorate of Town
and Country Planning Tamil Nadu. No additional land requirement is envisaged for
this capacity enhancement.

1.8 Topography

The area exhibits vast flat topography and the average elevation of the area is about
157 metre from Mean Sea Level (MSL). River Cauvery is located less than 1 Km
from the project site. The detailed Topo Map for 10 Km radius is given.

1.9 Existing Infrastructure

The site is connected by the Road Erode - Tiruchengode (SH-173). The raw
material needed for the industry can be conveniently transported via this road. The
nearest major railway station is Erode (7 Km). Airport is at Salem - 60 Km away
from the project site.

1.10 Soil Classification

Loamy sand is present in the project site and there is no agricultural practice in and
around the site.

1.11 Climatic data from Secondary sources

May is the hottest month with maximum temperature of 38.2C. December is the
coolest month with minimum temperature of 21.5C.
2. Description of the Environment

2.1 Climate

May is the hottest month with maximum temperature of 38.20C. December is the
coolest month with minimum temperature of 21.50C.

2.2 Ecology

There is no endangered species of flora and fauna noticed in this area. The area does
not shelter any specific wildlife. Being proposed in existing industrial premises,
there is no tree cutting or removal of plantations, etc. involved. There is no
significant impact is anticipated on the land environment due to the construction
activities.

2.3 Hydrological Conditions

2.3.1 Ground water

The ground water level in the area is around 15 m below ground level, where as the
ground water level in the wells located in the country rocks is around 20 m bgl.

2.4 Water Quality

Water samples were collected from different locations, and analyzed for pH,
Colour (Visual), Odour, Turbidity (NTU), Electrical Conductivity, Total Suspended
Solids, Total Dissolved Solids, Chlorides (as Cl), Sulphates (asSO4), Calcium (as
Ca), Magnesium (as Mg), Total Hardness(as CaCO3), Phenolphthalein Alkalinity(as
CaCO3), Total Alkalinity (as CaCO3), Iron (as Fe)

2.5 Ambient Air Quality and Noise Levels

The ambient air quality was studied for various locations. It is found that the
Particulate Matter (PM10) is found to vary from 37.9 g/m3 to a maximum of 42.1
g/m3 and Particulate Matter (PM2.5) is found to vary from 22.2 g/m3 to a

maximum of 25.9 g/m3. The concentration of NOx and SO2 are found to be very
low. The noise levels recorded at various locations indicate that it is mostly less
than the limits of MoEF norms.

2.6 Land Use Pattern

The existing land will be utilized for the expansion of production. The total area
(3.4976 Hectare) already occupied for the plants are owned by Ponni Sugars (Erode)
Limited.

3.5 Socio-Economic condition

As per 2011 census the study area consists of 1099597 persons inhabited in the
study area of 10 km radial distance from the periphery of the proposed plant. The
males and females constitute about 50.1 % and 49.9 % in the study area
respectively.

4.4 Land Degradation

Since, the small quantity of wastewater will be generated from domestic usages, the
chances of contamination of soil will be nil. The vacant area will be used for
landscape tree plantation to improve the surrounding environment.

4.5 Greenbelt Development

Greenbelt is developed inside the factory premises covering a total area of about 1.16
Hectare. The unit will also develop the nearby area around the industry for greenbelt.
The inter-spaces are laid with shrubs. The inter-space between trees planted is about
5m. It is proposed to double the tree density in future.

4.6 Noise Level

As per the observations made, the noise level in the Core and buffer zone is found
within the prescribed limit as per CPCB norms.
